디오클레티아누스의 대(對)이집트 과세 정책과 이집트 기독교 공동체의 대응 = Diocletian's Tax Policy in Roman Egypt and the Response of the Egyptian Christian Community

이른바 ‘3세기의 위기’ 중에 황제가 된 디오클레티아누스는 사분체제(四分體制, tetrarchia)를 수립하는 한편 각종 경제 개혁을 추진했다. 디오클레티아누스가 통치한 지역 가운데 특히 로마령 이집트는 로마 제국의 중요한 조세 수입원이라는 점에서 경제적으로 중요할 뿐 아니라, 가장 먼저 수도원 운동을 시작된 지역이라는 점에서 로마 제국 내 기독교 공동체 연구에서 주목되는 지역이다. 기존의 연구는 이집트 기독교 공동체의 규모와 운영방식을 밝히는데 크게 기여했지만, 이집트 지역에 추진한 과세 정책이 당시 이집트 기독교 공동체에 미친 영향을 간과한 측면이 있다. 본고의 목적은 기존의 연구 결과를 참고하여 디오클레티아누스 치세에 가해진 과세 압박의 결과, 이집트 기독교 공동체가 어떻게 대응했는지 밝히는 데 있다.
연구 지역은 제국의 주요 조세 수입원이었으며 디오클레티아누스에 의해 집중적인 기독교 탄압을 받았던 로마령 이집트로 한정했고, 연구 시기는 각종 경제 개혁의 필요성이 대두되는 3세기 후반부터 기독교 탄압이 시작되는 303년 전후까지로 집중했다. 당대의 기독교 사가인 유세비우스와 락탄티우스의 기록 뿐 아니라, 이집트 주민들의 경제적 처지와 활동을 분석하기 위해 이집트에서 발견된 파피루스 자료를 사료로 활용하였다.
데키우스 황제 치세의 탄압 이후 찾아온 40여 년 간(261년-303년)의 평화시기 동안 로마령 이집트는 농촌 지역에서도 다수의 기독교인이 교회 공동체를 형성하면서 생활하기 시작했다. 3세기 후반에 이르면 사회 고위층에 해당하는 기독교인과 다수의 중산계층과 무역에 종사하던 상인들이 기부한 헌금과 희사금으로 이집트 기독교 공동체는 경제적으로 성장해갔다.
디오클레티아누스는 인플레이션을 억제하고 세수를 늘리기 위해 1차 화폐 개혁(294년), 2차 화폐 개혁(301년)을 추진하는 한편, 조세 개혁(296년)을 추진했다. 하지만, 이러한 일련의 조치들도 이미 3세기 내내 이어져 온 경제적 모순을 일소하기에는 역부족이었다. 이집트 주민들은 디오클레티아누스 치세 중 부과된 과중한 과세 압박에 반발하여 반정부적인 태도를 견지했다. 디오클레티아누스는 로마령 이집트에 대한 중과세 정책의 일환으로 엄정한 호구 조사를 꾀했으나, 3세기 말이나 4세기 초엽에 기록된 것으로 보이는 파피루스(P. Oxy. 1477)에서 확인할 수 있듯이 다수의 농민들이 조세 부담을 피해 타지역으로 도망하는 현상이 비일비재했다. 이처럼 로마 제국과 이집트 주민들 사이에 긴장이 고조되는 와중인 290년대 후반에 이집트 주민들은 두 차례 반란을 일으켰으나, 디오클레티아누스가 무력으로 이를 진압하고 로마령 이집트에 새 요새를 다수 건설하는 등 위압적인 분위기를 조성했다.
이러한 사회 분위기 속에 조세 저항의 차원에서 타지역으로 도망을 간 이집트 주민들 가운데 일부는 기독교 교회에 더 호감을 느껴 이집트 기독교 공동체로 유입되었다. 이집트 기독교 공동체가 경제적으로 곤궁한 주민들에게 기존의 종교 공동체가 제공하지 못했던 자선과 구휼을 제공하는 ‘피난처’ 역할을 담당했기 때문이다. 그리하여 이집트 기독교 공동체는 290년대 이후 디오클레티아누스의 경제 개혁과 과세 압박에 반발하는 새로운 개종자들의 유입으로 인해 더 빠른 속도로 성장했다. 유세비우스의 『교회사』를 통해 새로운 개종자들의 유입으로 인해 이집트 기독교 공동체가 양적으로는 성장했으나 그와 동시에 공동체 내부에 분란이 야기되었음을 확인할 수 있다.
로마 정부의 과중한 과세 압박에 시달리던 새로운 개종자들이 다수 유입되면서 이집트 기독교 공동체 역시 로마 제국에 대해 저항적인 입장을 취하게 되었다. 303년에 디오클레티아누스의 기독교 탄압이 시작된 이후 기록된 파피루스 P. Oxy. 2673과 P. Oxy. 2665는 이집트 기독교 공동체가 재산을 허위로 신고하여 은닉하는 특징적인 모습을 보여준다. 이것은 디오클레티아누스 치세 중에 강행된 로마 제국의 경제적 수탈에 대해 이집트 기독교 공동체가 나름의 방식으로 저항했던 흔적이다. 이러한 재산 은닉 행위는 로마 정부의 과세 압박에 시달렸던 이집트 주민들이 현실적으로 취할 수 있었던 조세 저항 행위의 일환이었다. 결국 디오클레티아누스의 치세중 추진된 과중한 수탈 정책에 대한 반발로 인해 다수의 개종자가 새로 유입되면서 이집트 기독교 공동체는 300년경 전후에 조세 저항의 중심지로 변모했던 것이다.
Diocletian tried to reform the Roman Empire, confronting ‘The 3rd Century Crisis.’ He created the new political system, which was called tetrachia, dividing the Roman Empire into four regions. Among the provinces Diocletian had ruled, Egypt was the most important place being one of the major sources of tax since Augustus’ reign. Moreover, nowadays many scholars have taken note of the Egyptian Christian community because the monastery movement had started in Roman Egypt. Former research showed how big the Egyptian Christian community was and how it worked during the 3rd/4th century. However, despite their importance, the effects of Diocletian’s economic policies and the response of the Egyptian Christian community were neglected. The purpose of this thesis is to find out how the Egyptian Christian community responded to the pressure of high taxes during Diocletian’s reign.
The scope of this research is limited to the Roman Egypt, which was the major source of tax for the Roman Empire and in which the Egyptian Christian community was persecuted by the Roman Empire from AD 303 to AD 313. The period of research is from the late 3rd century to around AD 303, as this period shows the economic conflicts between the Roman Empire and the Egyptian people. Eusebius and Lactantius' books were referred to and two papyri(P. Oxy. 2673 and P. Oxy. 2665) were analyzed to find out the Egyptian Christian community’s reaction.
During 40 years of peace, from AD 261 to AD 303, the Egyptian Christian community grew rapidly. Christian communities built their own church buildings not only in Alexandria, but also in the rural places. Many famous and influential people were converted to Christianity during this period and they supported their church with donations and tithes.
After Diocletian became the emperor of the Roman Empire, he performed a series of economic reforms like the 1st currency reform(294), the 2nd currency reform(301) and the tax reform(296). However, these reforms could not stop the ongoing economic crisis. Many Egyptian people were anti-government because of the heavy tax burden. Diocletian ordered that a strict census be performed in Roman Egypt to impose heavier taxation upon Egyptian people, but as P. Oxy. 1477 shows, many Egyptians fled from their villages and hid themselves due to the tax burden. As the tension between the Roman Empire and the Egyptian people grew, Egyptians revolted two times in the 290s. However, Diocletian suppressed them harshly and built many new fortresses in the Roman Empire to suppress their possible protestations.
Under this social pressure, Egyptians had to find another way to resist against the Roman government. Some Egyptians were attracted to the benefits of being Christians and moved into Christian communities because their churches in Egypt had enough economic capacity to help the poor and the needy. They must have looked like ‘refugees’ to some Egyptians who fled to different places. Therefore, some Egyptians converted to Christianity so as to avoid the taxation of the Roman government. That is why the Egyptian Christian community grew faster after the 290s. Eusebius’ Historia Ecclesiastica indicates that the Christian churches and their members grew rapidly in number because of the new converts right before the ‘Great Persecution(303-313)’. At the same time, however, we can observe that they caused turmoil inside the Egyptian Christian community.
New converts who suffered from the tax pressure made the Egyptian Christian community more rebellious against the rule of the Roman Empire. After Diocletian started to persecute the Christian community in AD 303, some Egyptian churches resisted by hiding their properties. P. Oxy. 2673 points out that Chysis church hid their properties when they had to report to the Roman government. P. Oxy. 2665 shows that the Paul of the Oxyrhynchite Nome and his wife hid all their properties. These cases are definitely evidence of the Egyptian Christian community’s tax resistance which seems inactive but realistic. To conclude, as a result of Diocletian’s heavy tax policy in Roman Egypt and the Egyptians’ reaction towards it, the Egyptian Christian community became the center of tax resistance around the 300s.
