축분(畜糞) 고체연료의 온실가스 감축 기여도 및 경제적 효익 산정

목적: 축산분뇨(축분) 온실가스 배출량이 축산분야 온실가스 배출량 비중에서 절반 이상 차지하고 있는 상황에서 농지 감소로 인해 기존의 퇴비화에 대한 대안 마련이 필요하다. 기존의 생물학적 처리 방안에 대한 보완책으로 축분을 고체연료로 제작하여 석탄대체 연료로 활용할 경우의 온실가스 감축 기여도 및 경제적 효익을 산정하고자 한다.
방법: 국내에서 발생하는 축분의 발생량을 기준으로 전량 고체연료화하여, 연료용 무연탄(HC-F), 원료용 유연탄(BC-R), 연료용 유연탄(BC-F)으로 각각 대체할 경우 결과값을 비교하였다. 온실가스 감축 기여도 산정을 위해서 국내 온실가스 인벤토리 산정 방법론을 따르되, IPCC 가이드라인과 ‘탄소배출저감효과산정’방법을 사용하였으며, 경제적 효익 산정을 위해서는 석탄 수입 회피 효과 및 EU-ETS에 따른 온실가스 감축 편익을 합산해 비교하였다.
결과 및 토의: 온실가스 감축효과는 무연탄으로 대체시에 가장 기여도가 높은 것으로 나타났으며, 이는 유연탄 대비 무연탄의 발열량이 낮으면서 온실가스 배출계수가 높은데서 기인한다. HC-F은 단가 비교 대상인 BC-R 및 BC-F 대비 1.4배 가량 높아, 수입 회피 효과에서도 무연탄으로 대체시에 가장 효과가 큰 것으로 나타났다. 2022년 연간 석탄소비량 중 20%를 축분 고체연료로 대체할 경우 축분 발생량 기준 HC-F 대체시 축분의 1.4%, BC-R 대체 시 2.1%, BC-F 대체시 1.9%의 축분 고체연료가 각각 사용된다. 바이오매스 연료로부터의 CO₂ 배출은 기후 중립적인 것으로 간주되어 국가 총 배출량에서 제외하게 되며 축분 고체연료는 기존 처리 방식에 대한 보완책으로 축분처리과정에서 발생하는 온실가스에 대해서도 감축 잠재성이 있다. 발생 축분을 전량 HC-F, BC-R 또는 BC-F로 대체할 경우 각각 13,193,591 tGHG, 11,320,572 tGHG, 11,226,331 tGHG의 온실가스 감축 효과가 있다.
결론: 축산 분야는 2018년, 기준 농업분야 온실가스 배출량 중 약 42%를 차지하는 9.4백만 tCO₂ eq.이며, 발생 축분을 전량 고체연료화하여 석탄대체에 사용한다고 가정할 경우 어떤 종류의 석탄을 대체하더라도 농업분야 온실가스 전체를 상쇄한다. 현재 축분 고체연료화에 대한 효과 입증 및 인식 부족으로 수요가 없으나 석탄화력발전 시설 일부 중단이 예정되어 있고, 정부 차원에서도 가축분뇨의 에너지화 방안 마련을 위한 과도기적 시점으로, 향후 석탄 연료에서 축분 고체연료로의 대체 및 확대 사용이 기대된다. 현재 발전소 및 제철소에서 사용하고 있는 석탄을 축분으로 전량 대체하여 사용할 수는 없더라도, 석탄 발전 혼소 및 혼소 비율을 높여나가는 방식으로 활용할 수 있다. 다만, 국가온실가스 인벤토리상 보고되지 않더라도, 고체연료 연소로 인해 발생하는 오염물질 처리는 여전히 해결과제로 남아있다. 향후 고체연료가 상용화단계에 이르면, 이에 대한 전과정평가를 통해 온실가스뿐만 아니라 전주기의 잠재적 환경영향 평가를 통해 온실가스 감축방안 근거기반을 마련할 필요가 있다.
Objectives : In the context where the greenhouse gas (GHG) emissions from livestock manure (LSM) account for more than half of the GHG emissions in the livestock sector, it is necessary to find alternatives to composting due to the decrease in agricultural land. This study aims to calculate the GHG reduction contribution and economic benefits when converting LSM into solid fuel as an alternative to traditional composting.
Methods : The study compares the results of converting the entire LSM generated domestically into solid fuel replacing it with hard coal for fuel (HC-F), bituminous coal for raw materials (BC-R), bituminous coal for fuel (BC-F). The GHG reduction contribution is calculated following the domestic GHG inventory methodology, using the IPCC guidelines and the method for calculating carbon emission reduction effects. For the assessment of economic benefits, were evaluated by aggregating the impacts of reducing coal imports and GHG reduction benefits in line with EU-ETS standards. Economic benefits are assessed by combining the effects of avoiding coal imports and the GHG reduction benefits according to the EU-ETS.
Results and Discussion : The GHG reduction effect was found to be highest when replacing with HC-F, and this is attributed to the lower heating value and higher GHG emission coefficient of HC-F compared to BC-R, and BC-F, indicating that the substitution with HC-F is most effective in terms of import avoidance. If 20% of the annual coal consumption in 2022 is replaced with solid fuel from LSM, the GHG reduction effects for coal substitution are 1.4% for HC-F, 2.1% for BC-R, and 1.9% for BC-F based on the LSM generation CO₂ emissions from biomass fuel are considered climate-neutral and are excluded from the national total emissions. Solid fuel from LSM serves as an alternative in addressing the GHG generated during the LSM treatment process, contributing to potential reduction. If all generated LSM is replaced with HC-F, BC-R, or BC-F, there are respective GHG reduction effects of 13,193,591 tGHG, 11,320,572 tGHG, and 11,226,331 tGHG.
Conclusion : In 2018, the livestock sector accounted for approximately 42% of the GHG emissions in the agricultural sector, totaling 9.4 million tCO₂ eq. Assuming the complete conversion of LSM into solid fuel for coal substitution, regardless of the type of coal replaced, it offsets the entire GHG emissions from the agricultural sector. Currently, there is limited demand for the conversion of LSM into solid fuel due to a lack of proof and awareness, but with some coal-fired power plants scheduled for partial shutdown and the government considering energy options for LSM, a promising stage is anticipated in the future for the substitution and expanded use of solid fuel from LSM in place of coal in the coal fuel. Although it may not be possible to entirely replace the coal used in power plants and steel mills with solid fuel from LSM, it can be utilized by increasing the proportion of coal blending. However, even if not reported in the national GHG inventory, the treatment of pollutants generated by solid fuel combustion remains an ongoing challenge. As solid fuel becomes more commonplace in the future, a comprehensive assessment of the entire process, including potential environmental impacts throughout the life cycle, will be necessary to establish a basis for GHG reduction measures.
