It is no doubt that we should curtail the visible distance between people and a government in order to solve the imperative tasks of development and stability in everyfield of government. And at the same time we must maintain the political ideology of democracy and industrial structure of capitalism.
The greatest structual blemish that a present political sl·steno bas venerated is a psychological between citizens and the executive, that is Lacks of consolidation among them.
I think this discrepancy between govrnment and people is owing to the deficiency of citizen participation in a political field and an administrative area.
Thus, as an alternative to untie the knottiness, I argue that the operation of the local self-government is the best know-how.
From this point, I have been studying on this institution, plus evaluating highly this system as a value of means.
In this monograph I describe the existing conditions of the government, declare the necessity of performing the local autonomy system and examine the probability of the operatin for the system In effect, this institution has been debating in academic controversies without a practical realization from the emancipation till now.
Accordingly, I set up the 'Desirable Type' of this institution via the method of depicting the picture on the blank.
The gravity and necessity of this institution as a mean are categorized as follow :
(1) A local self-government as a means of political education for citizens.
(2) A ]ocal self-government as a keeping-method for the psychological balance of residents
(3) A local autonomy as a tactics of minimizing the loss resulted from the trial and error in administration.
(4) A local autonomy as a means of increasing the efficiency of central government through division of tasks between central and local field.
On these bases I have proved the necessity for coming into effect the system. Beside, in the article I establish both the preliminary components and disturbing factors in actualizing this institution in the future.
As a precondition for performance this format, 1 put as below.
(1) Organic solidarity consciousness of people.
(2) Autonomical consciousness
(3) Autonomic capacity or the ability of local self-government.
(4) Attachment to the home town
On the contrary, with an interfering factors for future development of this institution, I argue as follow.
(1) Most of top bureaucrats hate believed that while the operation of this system increase the democratic consciousness of the people on the one hand, decrease the efficiency of administration on the other hand, in brief, the relation between the democracy and the efficiency is ambivalent.
(2) The operation of this system may result in the political and econmic chaos and the military tension in this counry.
(3) Higner rate of population mobility.
(4) The advent of authoritarian dictatorial leaders.
(5) Explosive demands for the social welfare provision.
(6) We can cover the whole country within only one day thanks to the development of transformation and communication system.
(7) A various difference of financial funds according to the region.
Before we set up the cooperative strategy for this institution, we need to ascertain the automatic capacity of populace. So I seek to formalize the scheme for measuring the ability of autonomy. Though this formula is tentative, It is a meaningful in that being the strategical criteria for performing the local autonomy.

In this article, T present one essential and practical model for the local autonomy.
It moves not in Jeaps and bounds but through the incremental changed and intergrading way toward 'perfect situation of ]ocal autonomy'.
Each grade of this model is as follow.
First Step-Experimental period (Protective-grotwth Stage)
Second Step-Enlarging Experimental period (Protective-enlarging stage)
Third Step-Turning Epoch(Autonomy-growth Stage)
Fourth Step-magnifying transformational epoch
Fifth Step-Maturity Stage
It is desirable to fulfill perfect situation of local autonomy through above steps.
Meanwhile, it does not necessary will follow that we need to wait for the maturity surroundings in which we can realize the format.
If we are to carry out the local autonomy after an affluent accumulation of admistrative environments, I think it is the strategy not as a cleans but as an objection itself.
As a corollary, it is the method of incrementalism that I assert in this monograph.
It is impossible to achieve the well-riped automatic institution within a year or so, step by step, bridge the gap between citizens and government, and we will reach the perfect situation of local autonomy'
