공여자 중심의 성과위주 개발 프로그램은 실제로 수혜를 받는 지역 주민들의 필요를 무시하고, 결국은 원조효과성을 저해하는 결과를 낳는다. 또한 공여자 중심의 개발은 전문주의나 기술 중심의 태도를 취하며 지역 주민들의 참여를 더욱 제한하기도 한다. 최근 국제개발협력의 흐름이 공여자 중심의 원조에서 인권에 기반한 접근(Human Rights-Based Approach; RBA)과 인간 중심의 개발(People-Centered Development) 등 수혜자 중심의 원조로 전환되고 있다. 개발의 주인인 주민을 인정하고, 개발협력사업의 사전평가, 계획 등 일련의 과정에 주민들의 참여가 이루어져야 하는 것을 강조하는 것이다.
개발커뮤니케이션(Communication for Development; C4D)은 개발 담론에서 점차 부각되는 분야로, 주민들의 참여와 개발효과성을 높이기 위하여 필수불가결한 요소이다. 본 논문은 개발 사업에 개발커뮤니케이션 모델을 적용해 원조효과성을 제고하는데 그 목적이 있다. 개발커뮤니케이션 모델은 개발사업의 기획과 이행 그리고 평가에서 지역 커뮤니티 중심의 참여적 개발(Participatory Development)을 가능하게 하며, 이는 원조효과성을 높이고 결국 수혜자들의 역량까지 강화하는 결과를 가져온다.
개발커뮤니케이션 모델은 UNICEF의 ACADA(Assessment, Communication Analysis, Design, Action) 모델, 커뮤니케이션 프로그램을 위한 공공보건 센터의 존스홉킨스 블룸버그학교(Johns Hopkins Bloomberg School of Public Health/Center for Communication Programs)와 USAID 지원의 인구 커뮤니케이션 서비스(USAID-supported Population Communication Services: PCS) 프로젝트가 고안한 P-Process 모델, 세계보건기구(World Health organization; 이하 WHO)의 COMBI(Communication for Behavioural Impact)모델이 있으며, 이 외에도 세계은행이 전문가를 통해 고안한 Multitrack 커뮤니케이션 모델과 커뮤니티 기반 개발(Community Driven Development)을 위한 전략커뮤니케이션 모델이 있다. 이상의 5가지 모델은 각각 차이가 있지만, 모두 상황분석과 커뮤니케이션 분석을 포함한 사전조사 단계를 중요시하는 공통점을 가지고 있다. 또한 5가지 모델 모두 기획과 이행 그리고 모니터링 및 평가 단계에서 지역 주민들의 참여를 가장 중요한 요소로 고려하고 있다.
본 논문은 UNICEF의 방글라데시 Kishori Abhijan 프로그램을 통해 개발커뮤니케이션 모델 중 UNICEF에서 활용되고 있는 ACADA 모델을 재평가한다. ACADA(Assessment, Communication Analysis, Design, Action) 모델은 UNICEF에서 고안한 것으로, 개발문제에 대한 자료를 체계적으로 커뮤니케이션 전략에 맞게 구성한 모델로 평가받고 있다.
ACADA 모델은 5가지 개발커뮤니케이션 모델 중 사전조사와 기획 그리고 이행과 평가 등의 4단계에서 비교적 가장 나은 모델로 검토되며, 무엇보다 사전조사 단계가 가장 잘 이루어지고 있는 모델이다.
Kishori Abhijan은 남성 우월주의와 종교적 문제로 사회와 가정에서 차별과 억압을 받고 있는 방글라데시 청소년 여성들이 다양한 사회문제를 이해하고 자발적인 의사결정을 할 수 있도록 돕는 프로그램으로, ACADA 모델을 바탕으로 하고 있다. 이 프로그램은 동료 학습(peer education)으로 이루어지며, 조혼과 지참금(dowry) 등의 다양한 사회문제를 인식하게 해 준다. 특히 청소년 남성과 부모 그리고 종교지도자를 포함한 커뮤니티 지도자들까지 프로그램에 참가해 진정한 사회 변화를 일으킬 수 있도록 하고 있다. 또한 방글라데시 여성부와 NGO 그리고 국제기구, 연구센터와 협력하여 사회적 동원과 옹호활동까지 이어지게 하고 있다.
하지만 개발커뮤니케이션 측면에서 Kishori Abhijan을 바탕으로 ACADA 모델은 보완되어야 할 점이 몇 가지 있다. 첫째, ACADA 모델이 적용되는 사업 범위 및 목적이 좀 더 근본적으로 접근되며 확대될 필요가 있다. 둘째, ACADA 모델은 다양한 참여자 대상을 포괄적으로 포함할 수 있도록 해야 한다. 셋째, ACADA 모델은 사전조사와 기획 단계에 비해 상대적으로 약하게 이루어지고 있는 사후 평가와 모니터링을 강화해야 한다. 넷째, ACADA 모델은 매스미디어 활용 및 다양한 활동 등이 수반되도록 보완되어야 한다. 이 외에도 Kishori Abhijan 프로그램 분석을 바탕으로 ACADA 모델은 지부와 본부와의 커뮤니케이션 강화, 사업 담당자의 개발커뮤니케이션 역량 강화 그리고 사업과 관련된 용어들의 현지화 등도 이루어야 한다.
이를 바탕으로 우리나라 국제개발협력 사업에서 개발커뮤니케이션 모델을 적용할 수 있는 몇 가지 제언을 하려고 한다. 첫째, 지역주민을 중심으로 접근하는 커뮤니케이션 전략이 개발 사업에서 이루어져야 한다. 둘째, 개발협력사업에 개발커뮤니케이션 모델을 적용해 사전조사의 중요성을 실현하며, 더불어 충분한 모니터링과 사후평가까지 이루어질 수 있도록 해야 한다. 셋째, 개발커뮤니케이션 모델을 통해 본부와 지역사무소 간의 커뮤니케이션을 향상시켜야 한다. 넷째, 개발커뮤니케이션 전략을 통해 다양한 이해관계자들의 파트너십이 이루어질 수 있어야 한다. 다섯째, 매스미디어 등 정보통신기술을 활용한 개발커뮤니케이션 모델을 통해 개발효과성을 높여야 한다.
결론적으로 개발커뮤니케이션 접근에서 가장 중요한 것은 개발 사업을 이행하기 전 이루어지는 사전조사와 평가이다. 이는 ACADA 모델에서도 알 수 있으며, 개발 사업 대상 지역의 상황과 문화 그리고 주민들의 커뮤니케이션을 정확하게 분석하는 것이 개발 사업의 효과성을 가져오는 핵심요소이다. 또한 무엇보다 가장 중요한 개발커뮤니케이션(C4D) 모델 적용의 이점은 개발 대상이 되는 수혜자가 주체적인 역할을 하도록 만드는 것이다.
개발 현장에서 개발을 위한 커뮤니케이션(C4D) 모델이 기술적 접근에만 국한되는 것이 아니라 수혜국의 역량강화와 빈곤감소를 실현하는 전략으로 활용된다면 그 효과성과 지속가능성 또한 크다고 기대해 본다.
Donor-driven and development-oriented programs are actually ignoring the needs of local residents as beneficiaries. And this eventually results in the inhibition of aid effectiveness. In addition, the development of donor-driven and technology-oriented attitude make local residents limit the participation. So recently Human Rights-Based Approach(RBA) and People-Centered Development are emphasized.
Communication for Development(C4D) is an area increasing gradually in the development discourse, and the participation of residents is indispensable to enhance the development effectiveness. The purpose of this thesis is to suggest a new way to enhance aid effectiveness through the C4D model.
And C4D model enables community-driven Participatory Development in the planning, implementation and evaluation. It improves aid effectiveness, which ultimately enhances the capacity of beneficiaries.
There are 5 Models of C4D in this paper. They are UNICEF's ACADA(Assessment, Communication Analysis, Design, Action) model, P-Process model designed by Johns Hopkins Bloomberg School of Public Health/Center for Communication Program’s USAID-supported Population Communication Services(PCS) project, COMBI(Communication for Behavioural Impact) model designed by the World Health organization(WHO), Multitrack communication model devised by Paolo Mefalopulos and Strategic Communication for Community Driven Development(CDD) model through the World Bank.
The five models are slightly different. However in all five models, pre-investigation stage including analysis of the situation and communication is most important. In addition, all five models consider that local residents are the most important factors in planning, implementation, monitoring and evaluation phase.
In this paper, I reassess the UNICEF’s ACADA model based on Kishori Abhijan Project of Bangladesh.
The ACADA model (Assessment, Communication Analysis, Design, Action) has been developed and is widely used by UNICEF. It shows the process of using systematically-gathered data to link a communication strategy to the development problem.
ACADA model is relatively a better model in five C4D models in 4 steps including Preliminary research, planning, implementation and evaluation. Moreover ACADA model is considered as a best model that achieved pre-investigation stage well.
‘Kishori Abhijan' Project, which translates as an adolescent girls' expedition, was developed by UNICEF. The project is funded by the European Union and was being carried out by implementing partners BRAC (Bangladesh Rural Advancement Committee) and CMES(Centre for Mass Education) in 28 districts of rural Bangladesh from 2001 to 2010. The project aims to empower adolescents-especially girls, but also involving boys- to participate meaningfully in decisions that affect their lives and to also become role models for the community and other adolescents. The project works to create and sustain a supportive environment for adolescent girls' development at a household and community level.
The project focuses on providing adolescents with life skills to boost their self-esteem. Through a peer-to-peer participatory education approach, adolescents obtain life skills, such as critical thinking, negotiation and decision making. Sessions are usually based around different social issues, such as puberty, reproductive health, hygiene, child marriage, birth registration, dowry, HIV/AIDS, acid attack and divorce.
But in terms of C4D, there are some things of ACADA model that should be complemented on the basis of Kishori Abhijan project. First, ACADA model is necessary to expand a scope and purpose fundamentally. Second, ACADA model should include a comprehensive variety of participants to be the target. Third, ACADA model’s post-assessment and monitoring should be more complementary. Actually compared to the pre-survey and planning phase, post-assessment and monitoring of ACADA model were being conducted weaken. Fourth, ACADA model need to include a variety of activities and use the mass media appropriately including television, radio, newspapers and magazines.
Finally I try a few suggestions in this paper to apply C4D model to international development cooperation projects in Korea. We should realize importances of the local community-centric approach to developing communication strategies, pre-survey and the communication between headquarters and regional offices through C4D model.
Rather than being limited to the technical approach, if we use C4D model to strengthen the capacity of recipient countries to achieve poverty reduction strategy, we expect to evolve both aid effectiveness and sustainability.
