본 연구는 쿠데타 이후 미얀마에서 실시된 온라인교육에 대한 참여자들의 경험이 무 엇인지 파악하고, 국제개발협력에서 온라인교육이 가지는 의미를 Colaizzi의 현상학적 연구 방법으로 알아보고자 한 질적 연구이다. 이를 위해 코로나와 쿠데타로 인해 고등 교육과 장기적인 국가 발전의 위기가 우려되는 상황 속에서 미얀마의 교육 단절을 극복하기 위해 제공된 한동대학교의 「미얀마 온라인 전공교육」을 대상으로 분석하였다.
본 연구의 참여자는 미얀마 온라인 전공교육에 참여한 학습자와 교수자, 행정원을 포함한 총 28인이며, 참여자 모집은 자발적 동의를 통한 편의 표집과 목적 표집 방법이 사용되었다. 자료 수집은 실시간 화상 회의로 진행하며 반구조화된 인터뷰를 통해 참여자들의 온라인교육 경험과 인식 등을 파악하였다. 본 연구에서는 쿠데타 이후 미얀마에서 「미얀마 온라인 전공교육」에 대한 참여자들의 경험과 학습자들의 온라인교육 경험에 영향을 미친 요인, 온라인교육의 성과를 개선하기 위해 필요한 요인 등을 파악하였다.
연구 결과는 다음과 같이 요약된다. 온라인교육의 경험과 인식에 관련하여 학습자와 교수자, 행정원 사이의 차이가 발견되었다. 미얀마 학습자들이 대체로 온라인교육에 대해 긍정적인 인식을 갖고 있는 반면, 교수자와 행정원은 비판적인 시각을 가지고 있었다. 쿠데타를 겪은 미얀마 학습자들은 온라인교육이 현재 미얀마에서 유용한 학습 대안이자 미래를 위한 기회가 되었으며, 특히 미얀마 시민에 대한 국제사회의 연대라고 느끼고 있었다. 교수자들은 녹화 강의로 이루어진 수업의 결과와 학습자들의 미온적인 참여 태도에 대한 어려움을 느끼고 있었고 행정원은 학습자 지원에 대한 한계를 어려운 점으로 들었다. 이러한 인식의 차이가 발생한 데에는 국내 대학의 학습 환경과 다른 미얀마 학습자들의 학습 환경이 큰 영향을 미친 것으로 보인다. 학습자들이 모두 자발적으로 온라인교육에 참여하였지만, 불안정한 외부적인 환경으로 인해 학업에 몰두하기 어려웠고, 학습자 개인의 내부적 요인은 학업 성과에서 큰 차이를 만들었다.
연구 결과를 바탕으로 다음과 같이 제언한다. 국제개발협력에서의 성공적인 온라인 교육을 위해서는 수업이 준비되고 진행되는 모든 과정에서 학습자 중심의 학습 설계가 필요하다. 특히나 교수자와 학습자의 학습 환경이 매우 상이하고, 원격으로 비동시적 학습이 이루어지는 온라인교육 환경에서는 학습자의 학업을 지원하기 위해 많은 노력이 필요하다.
국제개발협력 사업으로 진행되는 온라인교육은 학업에 대한 구속력이 부족하지만, 학업의 성과보다 학습자의 참여와 학업 지속 여부가 더 중요하게 고려되어야 한다. 학습 과정에 대한 학습자의 긍정적인 인식과 지속적인 학업 참여를 유도하기 위한 교수자의 관심과 지도가 필요하다. 온라인교육의 시행기관인 대학교는 교수자가 온라인교육 학습자들에게 충분한 시간을 할애할 수 있도록 제도적으로 지원하고, 교수자와 행정원의 개인적인 헌신에만 의존하지 않도록 인력 증원과 적절한 보상이 필요하다.
성공적인 온라인교육은 국제개발협력에 있어서 교육 이상의 의미를 가지고 있었다. 분쟁과 재난으로 학업을 지속하기 어려운 학습자들에게 온라인교육은 학업 지속을 위한 중요한 대안이 되어주었지만, 또한 어려운 시기의 학습자들에 대한 국제 사회의 연대와 지원으로써 작용하였다. 해외에서 제공되는 온라인교육은 학습자가 불안정한 현실을 버텨내고 미래에 대비하도록 하는 원동력이 되어주었다.
This study employs the phenomenological research method of Colaizzi to explore the participants' experiences with online education in Myanmar after the coup and to determine the significance of online education in International Development Cooperation. To this purpose, it studied the "Free Online Course for Myanmar Students" offered by Handong Global University to overcome Myanmar's educational disconnection amid concerns over higher education and a long-term national development problem caused by COVID-19 and the coup.
This study recruited a total of 28 participants, including students, professors, and an administrator who participated in "Free Online Course for Myanmar Students," using convenience sampling and purposive sampling methods, with their consent. The data collection is conducted via real-time video conferencing, and semi-structured interviews were used to identify participants' online education experiences and perceptions. This study evaluated the participants experiences, the factors that influenced the experiences of participants, and the factors required to improve the performance of the Free Online Course for Myanmar Students.
The following is a summary of the findings. Regarding the experience and impression of online education, it was discovered that students, professors, and an administrator differ. While students in Myanmar had a generally good impression of online education, teachers and an administrator were skeptical. Students in Myanmar who experienced the coup thought that online education has become a viable alternative to traditional schooling and a chance for the future of the country, particularly in light of the international community's support with Myanmar residents. The outcomes of the class consisting of recorded lectures and the students' lukewarm participation were problematic for the teachers, and the administrator identified the
lack of student support as a challenge. This disparity in perception was due to the significant variance between the learning environments of domestic universities and Myanmar students. Although all students participated in online education freely, the unstable external environment made it difficult to concentrate on studies, and internal factors had a significant impact on each individual's academic success.
Based on the findings of the study, the following recommendations are made: For online education in International Development Cooperation to be successful, student-centered learning design must be incorporated into all class preparation and delivery processes. Particularly in an online education setting when professors' and students' learning environments are vastly dissimilar and remote asynchronous learning occurs, much effort is required to support students' academic pursuits.
Online education provided as part of International Development Cooperation lacks academic compulsion, but participation and continuity of study should be seen as more significant than academic accomplishment. To encourage students' positive perspective of the learning process and continual academic participation, a professor's enthusiasm and direction are required. Universities, as the implementing body of online education, must systematically support professors to spend sufficient time on online education students. They also require more manpower and appropriate compensation so that they do not rely solely on the personal commitment of professors and administrators.
Education in International Development Cooperation was not the only outcome of a successful online education. Online education has been a vital option to academic continuity for students unable to complete their studies due to conflict and natural disasters, but it has also acted as a gesture of the international community's solidarity and support for students in tough times. Students' ability to bear unpredictable reality and prepare for the future has been bolstered by access to online education from abroad.
