Claude de Seyssel was a jurist, diplomat, royal councillor, propagandist, and archbishop in early sixteenth-century France and in his home state of Savoy. This dissertation examines his political writings in the context of his role as political actor. Seyssel's biography indicates an extraordinary level of political activity. Seyssel used this experience as the foundation of political opinions that are represented most fully in the political treatise, the <italic>Monarchie de France</italic>. In this work, Seyssel's concern with civic harmony, his focus on the institutions of government, and his vision of the French monarchy as a mixed government are among Seyssel's most original ideas, and indicate an intellectual link with his Italian contemporaries. The dissertation also asks questions about Seyssel's identity and its relation to his work. Seyssel left significant works of scholarship, most notably, his seven translations of ancient history. However, evidence suggests that these were intended as political and military counsel, rather than literary projects. In addition, an examination of Seyssel in his role as scholar-diplomat indicates that he adopted the identity of a scholar in works intended for publication, but spoke with a different voice in works concerned with the direction of state policy. In these works of limited circulation, he spoke in a discourse not unlike that of the patriciate of the Venetian and Florentine governments, which downplayed the role of rhetoric and emphasized experience as the basis for truth. The subject of most of his counsel concerned the waging of war and the maintenance of conquest, and the immediate context of this was the French invasion of Italy. He drew lessons about war from antiquity and the success of the Swiss in his own day which gave him a military respect for republican states, although he remained a monarchist. The dissertation concludes that war was not only paramount in his political writings, but that he also saw himself foremost as a provider of information about war to his patron.
