발해의 지방지배와 중개무역 = Balhae’s Local Ruling and Trade

이 논문은 발해의 북방네트워크를 통한 교류의 양상을 지방지배와 중개무역을 통해 규명하고자 한 것이다. 발해는 해동성국이라는 별칭으로 대변되듯이, 동아시아 나아가 세계사에 뚜렷한 자취를 남겼던 나라이다. 아울러 한국 역사상 대륙과 해양을 함께 경영했던 마지막 국가이기도 했다. 발해의 네트워크는 동아시아의 主線이자 때론 그것을 받쳐주는 支線으로 기능을 하였다. 발해가 해동성국으로 불릴 수 있었던 것은, 바로 동아시아의 다양한 네트워크의 중심축이었기 때문이다. 따라서 이러한 발해 네트워크의 실체에 대한 규명은 발해사의 역사상 위상을 제고하는데 반드시 필요하다고 할 수 있다. 이 글에서는 그 가운데서도 발해의 북방네트워크의 일단을 살펴보았다. 발해의 사회구조를 보는 견해들은 원시사회 말기 설을 제외하고는 모두 중국 당나라의 영향을 지나치게 강조하고 있는 것이 특색이라고 할 수 있다. 중국학계에서의 발해 사회성격에 관한 논의는 대체로 발해가 봉건사회였다는 것으로 모아지고 있는 듯하다. 발해의 경제 구조는 무역품을 통해 알 수가 있다. 발해의 무역품은 중국의 경우 의례용 물품을 주로 수입하였고, 수공업제품과 농산물 같은 특산물을 주로 수출하였다. 일본의 경우는 주로 특산물을 수출하고, 원재료를 많이 수입한 것이 특징이라 할 수 있다. 그리고 이러한 무역품들은 발해의 土城이나 都城을 통해 교환하고, 가공하였다. 이러한 물품의 집산·가공·유통에는 재지세력이었던 수령의 역할이 절대적이었던 것으로 생각된다. 발해의 지방제도는 부주현제를 기본으로 하되, 새로 복속된 지역에서는 羈縻的성격으로 운영하였다고 볼 수가 있다. 기미지배는 唐이 변경 지역에 당의 지방제도인 부주현제를 확대 적용한 것과 수령에 의한 지배의 용인이라는 두 가지의 상이한 원칙이 공존하는 형태이다. 기미지배의 성격과 茹富仇가 가진 직책 虞候婁蕃長·都督이라는 것을 고려하면 발해 지방지배의 기미적 특성을 알 수가 있다. 직접 지방관을 파견하여 관할한 지역과 기미적 성격의 지배가 이루어진 지역을 구분한다면 고왕과 무왕때 복속된 지역이 전자라고 할 수 있다. 옛 고구려 영토를 중심으로 발해 5경이 소재한 지역을 포괄하는 龍泉府, 顯德府, 龍原府, 南海府, 鴨淥府, 長嶺府, 扶餘府, 鄚頡府등이다. 문왕과 선왕대에 발해 중심지역에서 동북방향으로 확장한 지역은 후자라 할 수 있는데 定理府, 安邊府, 率濱府, 東平府, 鐵利府, 懷遠府, 安遠府등이다. 발해 중개무역의 실상은 발해의 주요 무역품이었던 모피를 통해 알 수가 있었다. 발해는 재지세력가였던 수령을 통해, 기미지배를 하던 곳에서 공납 형태로 수집한 모피를 중개무역을 통해 당이나 일본에 수출한 것이었다.
더보기The purpose of this study is to investigate the exchange patterns of Balhae through its northern network based on its local ruling and intermediate trade. As Haedongseongguk, another name of Balhae, suggests, Balhae left its distinct marks in the history of East Asia and further the world. It is also the last state that managed both a continent and ocean in the Korean history. Its networks functioned as main lines of East Asia or sometimes branch lines to support them. Balhae was also called Haedongseongguk because it was the central axis of various networks in East Asia. An inquiry into the true nature of its networks is thus needed definitely to raise the status of Balhae"s history in the world history. The present study examined aspects of its northern network.
Opinions about the social structure of Balhae have put too much emphasis on the influences of Tang, China on it except for the theory about the end of primitive society. In the academic circles of China, discussions about the social nature of Balhae generally converge in the idea that it was a feudal society. Balhae"s trade goods give hints at its economic structure. Balhae mainly imported ceremonial items from China and exported specialties including handicraft and agricultural products to it. It mainly exported specialties to Japan and imported a lot of raw materials from it. These trade goods were exchanged and processed through Balhae"s fortresses and castle towns. It is estimated that Suryeongs as part of local power played absolute roles in the gathering, processing, and distribution of these goods.
Balhae"s local system was based on the Bu, Ju, and Hyeon system with loose reins applied to new areas that were submitted to Balhae. Loose-rein ruling had a combination of two different principles including the expanded application of the Bu, Ju, and Hyeon system as a local system of Tang in its frontier regions and the approval of ruling by Suryeongs. The characteristics of Balhae"s local ruling in loose reins can be understood based on the nature of loose-rein ruling and the positions of Seobugu such as Uhurubeonjang and Dodok.
If Balhae"s territory is divided into the regions where it dispatched local governors to control them and the ones where loose-rein ruling was administered, the areas subjugated during the reign of Kings Go and Mu will fall in the former category. The former include Yongcheon, Hyeondeok, Yongwon, Namhae, Aprok, Jangryeong, Buyeo, and Makhil Bus encompassing the regions where the five Gyeongs of Balhae were located around the old territory of Goguryeo. The areas subjugated to Balhae in its expansion in northeastern directions during the reign of Kings Mun and Seon will fall in the latter category. The latter include Jeongri, Anbyeon, Solbin, Dongpyeong, Cheoli, Hoiwon, and Anwon Bus.
The facts about Balhae"s intermediate trade can be figured out through furs, one of its major trade goods. Balhae would gather furs paid as tributes in the regions of loose-rein ruling via Suryeongs that were part of local power and export them to Tang and Japan through intermediate trade.
