최근 들어 글로벌인구유동성이더욱 증대됨에 따라,중도입국자녀및외국인가정자녀의유입도 증가추세에 있으며, 이는 교육 현장에 또 다른 도전이 되고있다. 교육부는 2013년부터이들학습자의특성과요구에 기반하는 다문화예비학교 운영사업을 전국적으로 실시하고있다. 학습자별 개인차와 이질성이 크며사회적 지지자원이 부족한 중도입국자녀 및 외국인가정자녀를 위한 교육과정의 특성을 탐색하는 본 연구는 2015년부터 진행된 경기도내 초, 중학교급 다문화예비학교 운영학교의 운영계획서에 나타난 다문화예비학교교육과정에 대한 분석이다.연구의 대상은 2015년부터 2017년까지 운영된 경기도 내 다문화예비학교의 운영계획서로 총 99개이다. 연구를 위해서 먼저 다문화교육, 상호문화교육 및 세계시민교육의 이론에 근거하는 내용분석의 준거를 마련했다. 다음으로, 선행연구 탐색을 통해 중도입국자녀의 특징을 알아보고 이들을 위한 교육지원정책을 2012년 교육부의 계획단계부터 검토했다. 특히, 본 연구는 한국의 공교육에 진입할 수 있는 자격의 부여라고 할 수 있는 다문화학력심의위원회 운영을 비롯한 교육행정 절차와 이를 위한 교육과정의 운영이라는 경기도 중등학교급 다문화예비학교의 성격을 파악할 수 있었다. 즉, 내국인이 아닌 부모의 자녀에 대한 교육을 의무로 하지 않는 국내법 상 미성년 외국인에 대한 공교육 유도에 한계가 분명한 상황에서 경기도의 경우, 다문화학력심의를 중심으로 중학교 이상 연령 이주배경학습자들을 공교육으로 진입하게 하는 과정으로서 중학교 다문화예비학교를 운영하고 있다. 한편, 같은 지역 초등학교 다문화예비학교는 2013년도 계획 당시의 교육부형으로 운영되어 의무교육과정에 곧바로 진입한 후 원적학급에 적을 두고 예비학교 교육과정을 거치는 통합교육의 형태이므로, 두 교육과정의 특징 또한 본 연구를 통해 알아볼 수 있었다.
다문화예비학교 운영계획서에 나타난 교육과정의 분석은 질적 내용분석 방법의 절차를 따라 진행하였으며 분석준거에 의한 교육유형은 모두 세 가지로 나타났다. 첫째, 소수자 적응교육 집중형은 한국어와 한국문화교육과정을 중심으로 이루어진다. 둘째, 소수자 적응교육과 상호문화교육 조화형은 한국어와 한국문화교육과정을 운영하면서 창의적 체험활동으로 이루어지는 학교 행사와 축제에의 참여, 학급공동체 협력프로그램과 멘토링 및 동아리 활동을 통해 예비학교 학생들과 본교 학생들의 상호작용과 문화교류를 활발히 기획하는 특징이 있다. 마지막으로 소수자 적응교육과 정체성교육 및 상호문화교육 고려형의 경우, 출신국의 언어와 문화 교육에 대한 계획들이 있으며 상호문화교육과의 겹침을 통해 나타나기도 한다. 분석을 실시한 모든 학교에서 공통된 내용요소는 소수자 대상 적응교육의 내용인 한국어 의사소통능력과 한국문화적응이었다. 그러나
소수자 대상의 적응교육에 더하여 기존 학생들과의 어울림을 고려한 모두를 위한 상호문화교육 내용요소를 계획하는 학교가 대부분으로, 소수자의 적응은 다수자 및 모든 학생들 상호간 수용과 인정이라는 과정을 통하여 이루어지는 것임을 내포하고 있었다. 학교 급별 특징을 보았을 때, 국내 출생 다문화가정 자녀의 교육에 대한 인식과 실천이 먼저 일어난 초등학교 다문화예비학교 교육과정에서 상호문화교육과 소수자정체성 교육을 실시하는 사례가 많았다.
교육과정 운영계획의 분석결과를 요약하면 다음과 같다.
첫째, 소수자 대상 적응교육과 함께 기존 학생들과의 어울림을 고려한 모두를 위한 상호문화교육 내용요소를 계획하고 있는 학교가 대부분이다. 그러나 중학교급의 3년간 수치 비교를 통해 볼 때, ‘소수자 적응교육 집중형,’과 ‘정체성 교육 및 상호문화교육 고려형’이 지속적으로 증가하는 경향이 나타났다.
둘째, 중학교 다문화예비학교 교육과정 체제의 제한점이 있었으나 교육현장에서는 공식적, 비공식적 교육과정의 형태로 상호문화교육과 소수자 정체성 교육을 추구하는 경향이 나타났다.
셋째, 초등학교급과 중학교급 모두, 해가 지날수록 교육과정 운영계획이 다양화되고 구체화되었다. 초등학교에서는 본교 교육과정과의 연계가 두드러졌고, 중학교에서는 비공식적 교육과정과 지역연계를 통해 교육과정의 제한을 극복하려는 시도가 있었으며 지역특성 또한 드러나고 있었다.
이상 다문화예비학교 교육과정 운영계획서 분석은 몇 가지 시사점을 준다.
첫째, 내국인이 아닌 부모에게도 자녀들의 교육을 의무화 하는 방안에 대해 사회적 논의를 시작해야 한다. 교육권을 부여하지 않고 이들에 대한 사회적 불안감만 키워가고 있는 현실을 우리 사회 각처에서 성찰한다면, 중도입국자녀와 그 부모는 교육에의 접근이 수월하도록 하고 교육은 본연의 책무에 전념하도록 함이 마땅할 것이다.
둘째, 다문화예비학교 교육과정과 본교 교육과정을 잇는 상호문화교육활동을 통한 비계설정이 크게는 교육과정수준에서, 구체적으로는 수업과 활동의 수준에서 일관성 있게 진행되어야 할 것이다. 상호문화교육을 목표로 하는 비계설정은 개별화 교육과정을 보다 세심하게 실천하는 것으로, 원적학급과 다문화예비학교 담당 강사(또는 교사)간 구체적이고 지속적인 조정의 과정으로 인도되어야 하며 학습자의 특성에 바탕한 다양한 멘토링과 공동체 활동 및 상담 등도 비계설정의 맥락에서 구조화되어야 할 것이다.
셋째, 통합교육이 이루어지는 예체능교육과정에 적극적으로 상호문화교육 및 문화다양성 교육의 내용요소를 도입하고 통합단계별로 타 교과와 연계하는 상호문화예술기반 통합교육과정 및 예술기반 융합교육 과정을 개발하여 적용할 필요가 있다. 예체능 과목을 중심으로 한 주지교과로의 점진적인 통합은 타문화의 기호체계 안에서 전유가 이루어지기 쉬운 순서로 심리적 도구의 학습목록을 배열하는 것이다. 동시에 소수자는 의도하지 않은 이주상황에 대한 심리적 어려움을 예술적 표현을 통해 극복하고 일반학생들과 함께하는 공간에서 공감하고 소통할 수 있는 기회를 가질 수 있다.
넷째, 세계시민교육 내용요소를 통합적인 방법 또는 단독 주제로서 보다 심도있게 다루어야 할 것이다. 세계시민 교육요소는 중도입국 자녀 스스로, 그리고 모든 학생들이 인류 보편의 가치를 바탕으로 중도입국이나 이주배경과 같은 실존적 상황을 이해하도록 기능할 수 있다. 이는 갈수록 복잡해지는 지구촌 이주문제에 대한 국내적 대응으로서의 다문화교육이자 상호문화교육의 접근법인 문화의 논리를 보완한다. 아울러 지구화시대에 알맞은 가치판단과 사고방식(mentality), 그리고 나아가 행동양식(Modus vivendi)을 형성하도록 하는 중요한 교육내용이므로 앞으로 이러한 교육적 관심이 보다 확산하기를 기대해본다.

In recent years, with the increase in the movement of workers and married immigrants around the world, inflows of immigrant children and youths have also been on the rise, which presents another challenge for the field of education. This study explores the characteristics of the appropriate curriculum for children and youths of immigrant parents considering both the differences and the heterogeneity among learners as well as the lack of social support for each learner. It aims to provide implications for the field of planning and practice in education by analysing 99 curriculum plans from 2015 to 2017 of preliminary schools in Gyeonggi-do. For the purpose of the study, firstly, the characteristics of adaptation of immigrant children to Korean society and the support measures of the Ministry of Education were examined through prior research and various official reports and documentation. The term immigrant children refer to children who were born and raised in foreign countries and then move to South Korea because of the international marriage, remarriage or employment of their parents. They often face language and psychological difficulties especially in the case of teenagers who didn’t choose to come to Korea. Although the Ministry of Education has been running multi-cultural preliminary schools nationwide based on the characteristics and needs of these learners since 2013, the rate of immigrant children and youth going to school is still very low and largely excluded in supporting policy due to the current immigration laws and constitution defining educational rights and obligations. Secondly, Based on theories of multi-cultural education, intercultural education, and global citizenship education, the criterion including four standards of education and 31 contents elements were derived to apply the qualitative content analysis methodology. As a result of analyzing curriculum plans according to the criterion, three main curriculum types could be derived. 1. an intensive minority adaptation curriculum; 2. a combination curriculum of minority adaptation and intercultural education; 3. a combination curriculum of minority adaptation and intercultural education considering minority identity. By examining the school curriculums of both elementary and junior high school, the differences in the viewpoints and approaches of the educational administration according to the level of the schools were observed. In middle schools, the curriculum is part of a process to induce migrant learners into public education, thereby granting them the qualifications to enter further public education in Korea, while in elementary schools, full access to public education itself is granted without much need on the part of immigrant children to provide previous schooling documentation. Nor do the authorities consider the capabilities of the children yet. The results of the analysis of the curriculum plans are as follows.
First, in addition to an adaptation education for minority students, most schools have intercultural education content based on the cultural needs of the student body. Minority identity education emerged in 2016 by implementing second language courses especially in elementary schools or foreign language and culture clubs in middle schools. Even though the contents of global citizenship education appeared to be the rarest, there was a gradual increase in both combination curriculums over the years. Second, in spite of the limitations of the current formal curriculum, there was a noticeable pursuit of intercultural and minority identity education in middle schools in both the formal and informal curriculums. Third, as the years progressed, the curriculum plans became more diversified yet concrete in the elementary and junior high grades. At the elementary school level, the connection with the existing school curriculum was prominent, whilst regional linkages and local characteristics were revealed in middle school classes.
The above analysis on the curriculum plans for multicultural preliminary schools has several implications.
First, although there has been an increase in both social attention and educational support policy for immigrant children and youth in recent years, discussion is needed in granting equal opportunity to public education for immigrant children and youth.
Second, more systematizing and refinement of the scaffolding between the preliminary class and cooperative class curriculum should be studied and revised with reference to the way multi-cultural special classes operate (in the case of Gyeonggi-do) - There is a need to set up and carry out a step-by-step process of a detailed curriculum of the integration for an individualized curriculum. The individualized curriculum does not mean individual progress of the standardized course. Rather, the individualized curriculum should be guided through concrete and continuous coordination between teachers in charge of multi-cultural preliminary school and integrated class using multiple resources and approaches such as mentoring, various classroom group activities, and by providing bilingual instructors and multi-cultural counselors.
Third, introducing the practical elements of multi-cultural, intercultural education curriculum and cultural diversity education into curriculum of arts and sports according to the stages of integration would help not only the minority coping with emotional challenges from the immigration but also spreading the culture of acceptance and empathy by utilizing the social aspect of art and sports.
Fourth, to complement the logic of culture in multi-cultural education and intercultural education, it is essential to integrate the content elements of global citizenship education in both the preliminary school and the main school curriculum. The global citizenship education would help all the students understand the existential situation of immigrants or non-immigrants based on the value of universal human dignity.
