청각장애 대학생의 대학생활적응을 위한 효율적인 수어 통역 지원 방안 탐색 = Effective Sign Language Interpretation Supports to Adjust to Campus Life for d/Deaf and Hard of Hearing University Students

본 연구는 청각장애 대학생의 대학생활적응을 위한 효율적인 수어 통역 지원 방안을 탐색하는데 목적이 있다. 연구의 목적을 이루기 위하여 선행연구와 문헌 고찰을 통하여 국내ㆍ외 청각장애 학생 대상의 수어교육과 수어 통역 지원 상황을 파악하였고, 대학생활적응을 위한 수어 교육과 수어 통역 지원 실태를 조사하기 위하여 D대학교와 H대학교, K대학교, N대학교 수어 통역 지원 업무 담당자와 전화 인터뷰를 하였다. 그리고 대학생활적응을 위한 수어 통역 지원에 대한 당사자의 인식과 요구, 당사자가 생각하는 수어 통역 지원 방안을 조사하기 위하여 2015년 이후 D대학교와 H대학교, K대학교, N대학교에 입학하여 수어 통역을 지원받았거나 수어 통역을 지원받고 싶어 하는 청각장애 대학생 63명을 대상으로 설문조사를 실시하였고 2015년 이후 대학에 입학한 청각장애인 6명을 대상으로 초점집단 인터뷰를 실시하였다. 조사 결과를 분석하여 얻은 결론은 다음과 같다.
첫째, 대학생활적응을 위한 수어교육과 수어 통역 지원 실태는 열악해 서 학생들은 수어를 체계적으로 배울 수 없으며, 대학은 수어 통 역사를 원활하게 확보할 수 없는 실정에 놓여 있다.
둘째, 대학생활적응을 위한 수어 통역 지원에 대해 당사자들은 수어 소통 능력이 낮음에도 불구하고 속기 및 강의안 제공과 함께 수 어 통역사에 의한 수어 통역 지원의 필요성을 인식하고 있다. 하 지만 심리적 위축으로 필요한 지원을 신청하지 않는다.
셋째, 대학생활적응을 위하여 교과 수업뿐만 아니라 대학 생활 전반에 걸쳐 전문적 수어 통역을 속기 및 강의안 등의 추가 지원과 함께 충분히 지원할 것과 수어 통역 내용의 외부 유출 금지, 청인과 농인이 함께 배우는 수어교육을 요구하고 있다.
넷째, 청각장애 학생의 성공적 대학생활적응을 위해서는 청각장애 대 학생을 대상으로 한 대학의 지원 내용 홍보, 교육 전문성을 갖춘 수어 통역사 지원, 속기 지원, 이를 위한 충분한 예산 지원이 이 루어져야 하며, 아울러 청각장애 대학생 자신들도 변화를 위한 노력을 기울여야 한다고 생각하고 있다.
이상의 연구 결과를 바탕으로 청각장애대학생의 대학생활적응을 위한 효율적인 수어통역지원을 위해 다음과 같은 제언을 하고자 한다.
첫째, 청각장애 대학생이 어릴 때부터 수어를 접하고 수어를 체계적으 로 배울 수 있는 방안을 국가 차원에서 모색할 필요가 있다.
둘째, 청각장애 대학생의 수어 통역 요구에 적절하게 대응하기 위해 대학의 정확한 실태 파악 조치가 선행되어야 한다.
셋째, 대학은 수어 통역을 신청한 청각장애 대학생에게 수어 통역과 함께 속기와 강의안 등의 지원을 병행해야 한다.
넷째, 최근 대학 생활의 변화를 수어통역 지원에 반영하기 위한 추가 연구가 필요하다.
다섯째, 대학 수어 통역사의 보수 체계 기준과 수어 통역 업무 체계가 정책적으로 마련될 필요가 있다.
여섯째, 청각장애 대학생의 대학생활적응을 위한 수어 통역지원 관련 법이 강화될 필요가 있다.
일곱째, 정부는 청각장애 대학생의 수어 통역지원을 위한 예산을 100%부담할 필요가 있다.
본 연구는 국내 수어교육과 수어 통역지원 실태를 파악하고 이와 관련된 청각장애 대학생의 수어 통역지원 요구를 대학 생활 별로 분석하여 효율적인 수어 통역지원 방안 마련에 유용한 자료를 마련하였다는 점에서 의미가 있다. 하지만 본 연구는 조사 대상을 4개 대학으로 한정하였고, 대학 생활 별 요구를 구체적으로 반영하지 못하였기 때문에 연구 결과를 확대하여 해석함에 한계가 있다. 그러므로 향후 연구에서는 조사 대상과 조사 내용을 더욱 확장하여 좀 더 구체적인 수어 통역 지원 요구를 조사할 필요가 있다.
The purpose of this study is to investigate effective methods of sign language interpreter supports for helping d/Deaf and hard of hearing(d/DHH) university students adjust to their campus life. This study is conducted as preliminary research accompanied by the literature review to achieve this study's purposes. Telephone interviews are conducted with the individuals in charge of providing sign language interpretation supports at D University, H University, and K University to investigate the current status of the sign language education and sign language interpretation supports for d/DHH students. Besides, the survey was conducted to 63 d/DHH college students enrolled in D University, H University, K University who are interested in receiving sign language interpretation supports to investigate the perceptions and the needs of d/DHH college students about sign language interpretation supports for adjustment to campus life, and their thoughts on how to apply for effective sign language interpretations. Moreover, focus group interviews were conducted with six d/DHH students who enrolled in college since 2015. The results are as follows:
First, current conditions are found significantly poor in sign language education and support for sign language interpretation to adjust to campus life. Therefore, d/DHH students cannot learn sign language systematically, and universities are unable to secure professional sign language interpreters easily.
Second, d/DHH students are aware of the need for various support such as sign language interpretation, stenography, and learning materials, including syllabuses and handouts, despite the lack of sign language proficiency. However, they usually do not apply for the support(call for or demand) due to psychological withdrawal.
Third, In order to adjust to campus life, d/DHH university students are requesting proper supports not only for helping them study but also throughout their entire academic years in universities. Also, they demand sign language education with peers without disabilities and additional supports, including stenography and learning materials.
Fourth, for the successful adjustment to campus life of d/DHH students, it is crucial to secure a sufficient budget to make collaborative efforts for d/DHH university students. For example, promoting the content of diverse supports, providing sign language interpreters with educational expertise, and stenography services are significantly needed. Also, d/DHH university students are aware that they should go on the extra mile to improve this current status.
Based on the results, suggestions for effective sign language interpretation support for d/DHH university students to adjust to their campus life are as follows.
First, systematic measures to access and learn sign language from childhood should be considered as nation-wide plans.
Second, making excessive efforts should be preceded to investigate the current situation to deal with the d/DHH university students' requests for the sign language interpretation service.
Third, it is necessary to provide stenography and learning material with sign language interpretation for d/DHH university students who have applied for a sign language interpretation service.
Fourth, additional research needs to be conducted to reflect recent changes in campus life.
Fifth, it is vital to establish systems related to university sign language interpreters' salary systems and sign language interpretation services.
Sixth, it is crucial to strengthen the laws and regulations related to sign language interpretation supports so that d/DHH university students can easily adjust to their campus life.
Seventh, the government should pay 100% of sign language interpretation services for d/DHH university students.
This study implies that it has prepared useful materials to prepare effective sign language interpretation support plans by identifying the recent status of sign language education and sign language interpretation supports in Korea and analyzing requests for sign language interpretation support of d/DHH university students. However, since this study includes limited participants enrolled in four universities and does not specifically reflect every university life needs, it can be said that there are some limitations to the expansion and interpretation of results. Therefore, follow-up studies are suggested to expand further the questionnaire's participants and content to investigate more specific requests for sign language interpretation support.
