포스트코로나 시대의 교통정책 방향
2020년 1월 코로나19 바이러스가 갑자기 우리에게 왔다. 사람들의 삶의 방식이 많이 바뀌었다. 이 변화는 출근과 재택, 등교와 비대면 수업이 공존하게 되었고, 직장 동료 및 친구들과의 모임은 인원수가 제한되었다. 또한 대규모 사람들이 직접 관람하는 공연, 운동경기, 종교행사, 결혼 및 장례식 등이 불가능하거나 인원수 제한 하에 허용되었다. 사람들의 삶의 방식 변화는 소비와 통행행태의 변화로 나타난다.
본 연구는 3개의 분야로 구분하여 연구를 진행하였다. 우선 코로나19로 인한 사람들의 삶의 형태(통행, 재택, 비대면 소비 및 배달 오토바이 등)및 선호도 변화를 조사하였다. 다음으로 우리나라에 코로나19가 발생한 2020년 1월 이후 한 해 동안의 모든 교통수단에 대한 통행량을 2019년과 비교 분석하였다. 마지막으로 코로나 19와 밀접한 관계가 있는 기후변화에 대응한 기술변화와 글로벌 교통정책 변화를 파악하였다. 이를 통해 포스트코로나 시대의 교통정책 방향을 제시하였다.
전염병 전문가들은 코로나19 바이러스가 인간과 공존할 것으로 전망한다. 2021년 새로운 코로나19 변이 바이러스 출현은 이 전망의 신빙성을 높이고 있다. 지금까지 코로나19가 사람의 통행행태 및 교통분야의 환경 변화에 미친 영향은 세 가지로 요약된다. 하나는 코로나19 감염위험이 사람들의 교통수단 선택에 중요한 요인이 되었다. 다음으로 세계 대도시는 새로운 감염병 바이러스 출현의 방지를 위한 기후변화 대응으로 자동차형 도시를 보행과 자전거 친화형 도시로 변화시키고 있다. 마지막은 4차산업혁명 기술을 보유한 글로벌 기업은 코로나19로 인한 사람들의 새로운 요구와 기후변화에 대응하는 새로운 교통수단 및 교통서비스 개발을 위해 노력하고 있다.
본 연구는 코로나19로 인한 변화된 사람의 삶의 방식을 수용하고, 새로운 감염병의 발생을 억제할 수 있는 포스트코로나 시대의 교통정책 방향을 제시하는 것이다. 설문조사, 2020년 1년 동안의 도시의 교통관련 빅데이터 분석 및 세계 대도시의 새로운 교통정책 등을 조사 분석한 결과, 새로운 교통정책 방향을 설정할 수 있는 4가지 의미 있는 결과를 도출하였다. 우선 대부분의 근로자들은 코로나19 이후에도 재택근무가 유지되기를 원한다. 특히, 젊은이 중장년층보다 재택근무 유지를 더 많이 희망한다. 둘째, 사람들은 감염병 위험을 출근통행 수단선택의 중요 요인으로 인식하게 되었다. 사람들은 현재 대중교통 수단의 차내 혼잡률은 감영병 위험에서 안전하지 않다고 느낀다. 셋째, 보행자와 차량이용자는 택배 및 배달 플랫폼 노동자의 오토바이로 인한 교통사고 위협을 경험하고 있다. 이 위협은 코로나19 팬데믹 이후 오토바이 교통사고 증가로 나타났다. 마지막으로 세계 대도시의 시장들은 기후변화가 코로나19와 같은 바이러스 출현의 원인으로 인식하고 교통정책을 수립하고 있다. 현재 세계 대도시의 교통정책의 핵심은 “기후변화 대응책”이다.
본 연구에서는 이와 같은 분석 결과를 기반으로 포스트코로나 시대의 교통정책 방향을 설정하였다. 우선 포스트코로나 시대의 교통정책의 비젼과 목표를 설정하였다. 비젼은 “감염병에 안전하고, 친환경 교통수단 이용을 늘리는 도시교통 시스템 구축”으로 설정하였다. 비젼을 구현하기 위한 목표는“친환경 교통수단 이용률 10% 증가"로 설정하였다. 비젼과 목표를 달성하기 위한 교통정책 방향으로 5가지 전략을 제시하였다.
첫째, 도로의 횡단 구성을 차량 중심에서 사람 중심으로 바꾼다.
둘째, 대중교통 차량 용량을 재설정하여 공급을 확대한다.
셋째, 65세 이상에게 무상대중교통 요금제를 시행한다.
넷째, 경기도형 모빌리티 서비스 사업을 추진한다.
다섯째, 배달플랫폼 시대에 맞는 오토바이 안전대책을 시행한다.
이 같은 전략의 시행에 따라 4가지 효과가 기대된다. 첫째, 대중교통수단 이용시 전염병 감염률 제로이다. 둘째, 전염병 감염위험이 낮은 도보, 자전거와 개인형이동수단(PM : Personal mobility) 이용률 증대이다. 셋째, 포스트 코로나시대 개인교통수단에서 친환경 대중교통수단으로 회귀 증대하는 것이다. 마지막으로 코로나19로 증가한 배달 교통수단의 안전 운행이다.
In January 2020, the COVID-19 suddenly came to us. People"s way of life has changed a lot. This change led to coexistence of work and home, school and non-face-to-face classes, and the number of meetings with co-workers and friends was limited. In addition, performances, sports events, religious ceremonies, and weddings and funerals attended by large crowds were either impossible or permitted under a limited number of people. Changes in people"s way of life appear as changes in consumption and travel patterns.
This study was conducted by dividing it into three fields. First, we investigated changes in people"s lifestyles(travel, at-home, non-face-to-face consumption, and delivery motorcycles, etc.) and preferences due to COVID-19. Next, the traffic volume for all modes of transportation for the year since January 2020, when COVID-19 occurred in Korea, was compared and analyzed with 2019. Finally, technological changes in response to climate change, which are closely related to COVID-19, and changes in global transportation policies were identified. Through this, the direction of transportation policy in the post-corona era was presented.
Infectious diseases experts predict that the COVID-19 virus will coexist with humans. The emergence of a new COVID-19 mutant virus in 2021 raises the credibility of this outlook. So far, the impact of COVID-19 on people"s travel behavior and environmental changes in the transportation sector can be summarized into three categories. One is that the risk of infection with COVID-19 has become an important factor in people"s choice of transportation. Next, large cities around the world are transforming automobile-type cities into pedestrian- and bicycle-friendly cities in response to climate change to prevent the emergence of new infectious disease viruses. Lastly, global companies with 4th industrial revolution technology are working hard to develop new transportation means and transportation services to respond to the new demands of people and climate change caused by COVID-19.
This study proposes a transportation policy direction in the post-corona era that can accommodate people"s changed lifestyles due to COVID-19 and suppress the occurrence of new infectious diseases. As a result of research and analysis of surveys, urban traffic-related big data analysis for one year in 2020, and new traffic policies in large cities around the world, four meaningful results that can set a new traffic policy direction were derived. First of all, most workers want to keep working from home even after COVID-19. In particular, young people are more likely to want to keep working from home than middle-aged people. Second, people have come to recognize the risk of infectious diseases as an important factor in choosing a means of commuting to work. People feel that the current congestion rate in public transport is not safe from the risk of influenza. Third, pedestrians and vehicle users are experiencing the threat of traffic accidents caused by the motorcycles of courier and delivery platform workers. This threat has emerged as an increase in motorcycle traffic accidents since the COVID-19 pandemic. Finally, the mayors of large cities around the world are establishing transportation policies, recognizing that climate change is the cause of the emergence of viruses such as COVID-19. At present, the core of transportation policies in large cities around the world is “climate change countermeasures”. In this study, the direction of transportation policy in the post-corona era was established based on the results of this analysis.
