공유경제 의미로서 Car Sharing에 대한 연구가 많이 이루어졌음에도 불구하고 대부분의 연구가 일반 Car Sharing을 위주로 한 연구였으며, EV Sharing에 대한 연구는 미비한 실정이다.
본 연구에서는 공유경제, Car Sharing, EV(Electric Vehicle) 등의 기존 문헌고찰을 통하여 EV Sharing의 현황을 파악하고, 궁극적으로 향후 EV Sharing의 보급 및 확산을 위하여 실제 사업을 운영하고 있는 기업을 대상으로 회원들의 이용패턴을 분석하여 발전방안을 제시하고자 한다.
패턴분석 결과, 성별로는 남성이 여성보다 많은 이용률을 보였으며연령별로는 젊은 층이 중장년층에 비해 이용률이 높았다. 또한 시간대별로 보았을 때 젊은 층은 야간에, 중장년층은 주간에 이용률이 높았고, 지역에 따른 이용시간별 이용건수는 전체의 38%가 2시간 미만으로 젊은 층의 유동인구가 많은 지역을 중심으로 역세권에 위치해 있었다.
연령대별 주행거리는 20대와 30대에 비해 40대의 주중 평균 주행거리가 주말보다 높았고, 이들의 직업군을 분석해 보니 대부분 회사원과 자영업 종사자로써 업무용 장거리 이용 비중이 높은 것으로 나타났다.
거점별로는 주거 밀집 지역이나 역 주변의 상위거점 지역이, 대중교통 연계성이 낮은 하위거점 지역에 비해 이용률이 높았다. 회원 수 대비 이용률 분석결과는 가입 회원 중 실제 이용자 수가 1/3 밖에 안 되는 것으로 나타났다. 이 외에 고객만족도 조사 결과, 인터넷과 모바일을 통해 예약과 사용이 편리하다는 점과, Second Car로 활용 또는 대중교통이 불편하거나 단시간 차량이 필요할 때 이용할 수 있다는 점에 만족도가 크게 나타났다. 반면 일반차에 비해 전기차의 주행거리가 짧은 이유로, 충전인프라 부족과 긴 충전시간은 불만 요소로 나타났다.
EV Sharing 활성화를 위한 개선점 조사에서는 ‘편도서비스’ 제도가 도입되어야 하며, ‘차량의 청결상태 유지’ 등도 Sharing 이용에 중요한 요소로 파악되었다.
전기차 보급의 정책 현황을 분석해 본 결과, 정부의 보조금 지원정책에 의존하고 있는 선도 사업 중심의 전기차 보급이 특정 지역에 집중됨으로써 해당 지역에서 보급에 차질을 빚으면 그 여파가 전체 전기차 보급 계획에 여파를 미치게 된다는 문제점이 발견되었다.
또한 아직 전기차 시장이 확대되지도 않은 상황에서 환경부가 4월 11일부터 시행하고 있는 급속충전요금 유료화도 지자체 등을 중심으로 진행되고 있는 전기차 보급에 걸림돌이 되고 있다.
정부의 공격적인 전기차 보급 목표와는 상반되는 전기차 구매 보조금 축소와, 정부가 구축한 전국의 지방자치단체와 공공기관의 충전인프라 시설의 일반인 사용이 관리상의 이유로 제한되고 있는 것 또한 전기차의 민간 보급과 이용을 가로막는 요인이 되고 있다.
본 논문은 EV Sharing 이용자의 실제 데이터를 기반으로 분석하였다는 점과, 각 패턴별 분석결과에 대하여 구체적인 대응방안을 제시하였다는 점에서 의의가 있다.
한편 한 개의 기업을 분석 대상으로 하였다는 점과 패턴분석을 위한 적은 모수집단으로 인하여 연구결과의 일반화 가능성이 부족하다는 점은 본 연구의 한계로 남아 있다.
Despite numerous research studies on “Car Sharing” in the concept of “Sharing Economy,” the majority of research has centered on the concept in the general sense. Hence, the research on EV sharing itself is lacking.
This study, through a review of existing literature on Sharing Economy, Car Sharing, EV(Electric Vehicle), among others, intends to understand the present status of EV Sharing and further propose ways to promote its dissemination as well as expansion by means of analyzing the client user patterns of EV Sharing subscribers.
Pattern analysis has shown that men have a higher usage rate than women, and that the younger generation show higher use than the middle to senior generations. In terms of the usage time periods, the younger generation show a higher rate in the nighttime, while the middle to senior generations use EV Sharing mostly during the daytime. In terms of location, 38% of the total showed to be below 2 hours according to location-based usage times, and this was found to be located in subway-centered areas where much of the younger floating populations are found.
In terms of age groups, drivers in their 20s and 30s displayed a higher weekday average mileage than drivers in their 40s. A closer look into the drivers’ occupation showed that the majority were employees with an office job and self-employed businessmen and showed higher use intended for work-related purposes.
In terms of key location points, dense residential areas or dominant key locations near transportation stops had higher usage than lower ranked location points where public transportation connectivity is low. When viewing the number of clients, the actual usage rate turned out to be a 1/3 of the total number of subscribers to EV Sharing. Further results showed that users found it more convenient to reserve and use EVs online as well as through their mobile device and that user satisfaction was high for reasons including: the need of a second car, during times when public transportation was inconvenient or when a vehicle was needed for a short period.
On the other hand, users expressed dissatisfaction with EV Sharing in terms of short mileage hours in comparison to the traditional vehicle, and were unsatisfied with the lack of sufficient EV charging infrastructure in addition to the long EV-charging hours required. It was concluded that a “One-way Service” system must be introduced and that “maintaining the cleanliness of the EV car” was a key factor for the vitalization of EV Sharing.
Upon analysis of the present status of policies on EV dissemination, it was found that as EV cars were promoted as lead industries through government-subsidized support policies, they were centered in certain regions and hence, should any problems arise in the said region, it would have repercussions for the entire dissemination plan for EVs. Furthermore, at a point when the EV car market has not fully expanded into the entire country, the Korean Ministry of Environment’s April 11th enforcement of fees for fast-charging EVs is acting as a hindrance to local government-centered efforts for EV expansion.
Reduction of government purchase subsidies, combined with limitations to the general public’s use (for maintenance reasons) of local government-owned as well as public institutions’ EV charging infrastructure built by the government, which are contrary to the government’s aggressive goals for EV dissemination all serve as obstacles to the civilian dissemination and use of EV cars.
This study holds significance in view of its analysis of actual user data of EV Sharing clients and in terms of its proposal of detailed measures in response to each pattern-based analyzed result.
Nevertheless, limitations to the study exist in view of the analysis being subject to a single EV Sharing company and the resulting small scale parameter group for pattern analysis, thus enabling a generalization more unlikely.
