There is an old saying " agriculture is dominated by heaven." It means that climate condition is more important than human effort in agriculture.
Serious agricultural damages have been increased and they repeat every year by abnormal climate change such as global warming which came from industrialization and urbanization. Although agricultural production and marketing activities are affected by the climate condition, there are few research on the relationship between climate change and agricultural production.
This study focuses on the agricultural production, consumption and marketing affected by climate change. And then this paper suggests the several counter measures for agricultural development in Korea as followings;
1. Recently there are a lot of abnormal climate changes such as typhoon, flood, drought, abnormal temperature. Agricultural and livestock productions are severely damaged by this abnormal weather change in the world.
2. The average temperature and rainfall affected the production of rice and pears in Chonnam province, especially rice production is affected more on June, August, September, October. And pears are affected by the average temperature and rainfall on May, June, September, October.
3. If it would be 2℃ warmer in the future, cultivation period will be 20days earlier than before in Busan. And in Daegwanryung and Chonnam, respectively cultivation period will be 15 days and 7 days earlier than before. It will be difficult to cultivate apples in Daegu and Gyungbuk becuase of high temperature, so it needs to develope the new substitute fruits. It can be cultivated kiwi near inner land and coast areas and in Jeju tropical fruits like bananas and pine apples. Spring vegetables need to be cultivated earlier than before, but fall vegetables late before than now
4. Usually, wholesalers and retailers consider the weather conditions important. So when they purchase the commodity in the market, and they consider the climate condition technically and try to avoid the risk of weather condition by their long experience.
5. It appears 76.7% that consumer's consumption is affected by worse climate change. In a bad weather condition, 39.1% consumers purchase at large discount store, 24.2% at period traditional market, and 19.2% at near home small super market. But in a bad weather condition, 53.4% at near home small super market, 34.2% at large discount store, and 6.6% at period traditional market, so they consider convenience the high quality and the low price at the huge discount store.
6. All traders should consider the consumer's behavior and the weather conditions more carefully. Because it is well known that relationship between weather condition and sales amount is important at food industry. Now it needs to study weather marketing for agricultural production and marketing according to weather conditions, because the success and failure of agriculture depend on the weather conditions.
7. Government must support substantially the crop disaster insurance for farm income compensation and agricultural infrastructure recovery by weather insurance policy. Above all it need to extend crop items and conditions for income compensation by improving the insurance contract like subsidy and reinsurance, and etc. It need to educate insured farmers about insured procedure, compensation procedure and levels, etc. Also it necessary to establish law of disaster recovery and educate climate and agricultural professionalists.
Agricultural disaster by climate change has been increasing year by year, but there are few integrated and systematical studies in Korea. Agricultural sectors are damaged seriously by climate disasters and the weather information should be considered important first of all. Therefore, it's necessary predict the change of supply, demand and price for marketing of agricultural products. For this study, agricultural colleges, research centers, farmers, traders and consumers should systematically participate in this study under the government's financial support.
