Ⅰ. 연구의 배경 및 목적
1. 연구의 배경 및 목적
❏ 본 연구는 다양한 부문을 아우르는 ‘통합적’ 관점에서 정부 정책 발전에 필요한 기초자료를 구축할 필요성에 의해 수행됨
ㅇ 배출량 정보의 신뢰도 향상, 보건학적 관점에서의 고농도 미세먼지 민감계층의 전국 분포, 종합적 환경정책 발전을 위한 정책 인벤토리화, 정책 이행을 위한 소통/거버넌스 발전 등을 위한 기초자료 구축과 분석에 초점을 두었음
2. 조사 및 자료의 주요 내용
❏ 본 사업은 국내 미세먼지 정책 지원을 위해 아래와 같은 조사 및 데이터를 포함하고 있음
ㅇ 전국 도로용 3종 건설기계 통행관련 자료
ㅇ 전국 미세먼지 고농도 지역 및 민감계층 인구분포 자료
ㅇ 국내 미세먼지 정책 인벤토리 구축
ㅇ 미세먼지 정책 이행 당사자(지자체 공무원) 인식 조사 결과
Ⅱ. 미세먼지 사각지대 배출원 기초자료 조사: 도로용 3종 건설기계 통행 자료 구축
1. 자료 구축 개요
❏ 도로용 3종 건설기계의 통행 특성 파악을 주된 목적으로 하며, 조사 결과를 토대로 CAPSS 배출량 산정 시 활용되는 기초자료의 적정성을 판단하고자 함
ㅇ 국토교통부는 건설기계의 효율적인 관리를 위하여 전산정보처리조직을 이용할 수 있으며, 전산정보처리조직에 의하여 처리된 자료(이하 전산자료)에는 등록대수, 연식 등의 통계가 구축되어 있음
ㅇ 그러나 도로용 3종 건설기계의 경우 「자동차관리법」에 따른 자동차검사를 받을 수 없기 때문에 주행거리 통계는 별도로 구축되어 있지 않음
2. 자료 구축 결과
❏ 최종적으로 수집된 유효 표본은 계획한 표본수 대비 101.4%인 811개이며, 등록지를 기준으로 수도권 표본은 377개, 비수도권 표본은 434개이며, 차종별로는 덤프트럭 479개, 콘크리트믹서트럭 251개, 콘크리트펌프 81개임
ㅇ 설문 내용은 일반사항, 차량운행 부문, 통행실태 부문, 배출가스 저감사업 부문, 자동차 운행제한 제도 부문과 같이 크게 5가지 유형으로 구분되며, 유형별 설문 결과를
자료로 구축함
ㅇ 덤프트럭과 콘크리트믹서트럭의 경우 현행 CAPSS 배출량 산정 시 연식은 대형 화물차(일반형)의 연식 분포를, 주행거리는 대형 화물차(덤프형)의 주행거리를 적용하고 있으나, 본 조사 결과 해당 차종의 연식 분포와 주행거리는 화물차와 다소 상이한 것으로 나타남
ㅇ 또한 해당 차종의 주행거리는 대형 화물차(덤프형)의 주행거리보다 긴 것으로 나타났으며, 덤프트럭의 주행거리는 대형 화물차(일반형)와 유사한 특성을 보임
ㅇ 한편 도로용 3종 건설기계의 경우 배출가스 저감사업 참여 경험이 높지 않기 때문에 운행차 관리 측면에서 저감사업 참여를 독려해야 할 필요가 있음
ㅇ 자동차 운행제한 제도에 대해서는 일부 제도만을 높게 인지하고 있는 것으로 나타나 운행제한 제도의 원활한 운영을 위해서는 해당 차종 차주를 대상으로 운행제한 제도의 홍보 및 참여 유도가 필요함
Ⅲ. 초미세먼지 고농도 노출 민감계층 분석
1. 자료 구축 개요
❏ WHO의 연평균 기준과 우리나라 초미세먼지 농도현황을 근거로 고농도 지역을 선정
ㅇ WHO 잠정목표2 이상(PM2.5 > 25㎍/m3)의 기초지자체를 고농도 지역으로 분류
※ 잠정목표2는 잠정목표3(15㎍/m3)에 비해 약 평균 약 6%의 사망률위험이 증가함
※ 연평균 농도는 대부분 기초지자체의 미세먼지 측정이 가능해진 2019년도를 기준으로 함
2. 자료 구축 결과
❏ WHO 잠정목표2 이상의 연평균 농도인 지역은 주로 수도권과 충청지역에 분포됨
ㅇ 수도권과 충남일부지역, 세종과 충북전체가 포함됨
ㅇ 미세먼지 민감 계층은 영유아, 어린이, 청소년을 포함한 18세 이하와, 고령층인 65세 이상으로 분류하여 조사함
ㅇ 미세먼지에 대한 민감 계층의 전국비율은 약 32% 수준임
ㅇ 고농도 지역으로 분류된 민감계층의 총 인구수는 약 570만 명에 이름
ㅇ 고농도에 노출되는 민감계층 인구 상위 10개를 선정하였으며 이 중 8개는 서울(3개), 경기도(5개) 수도권에 집중되었으며, 충청북도 청주시와 전라북도 전주시가 포함되었음
※ 이들 기초지자체는 모두 14만 명 이상의 민감계층이 있어 정책적 우선순위 고려가 필요
Ⅳ. 국내 미세먼지 정책 인벤토리 작성
1. 다각적 측면의 정책 분석을 위한 미세먼지 정책 인벤토리를 작성함
❏ 다면적 분류체계를 포함한 정책 인벤토리를 작성함
ㅇ 환경영향, 부문, 단위 정책, 세부정책, 지역범위, 정책대상, 시기, 예산, 주관부처, 시행주체, 법제화(법근거), 기타 정량 지표 등으로 구성함
- 대기질, 실내공기질의 정책을 포함한 미세먼지 전반 정책에 대해 산업·발전, 도로이동오염원, 비도로이동오염원, 생활, 국민건강, 국제협약, 관리기반 등의 부문으로 나누어 121개의 정책 현안을 작성하여 구성
❏ 유관분야 정책(예, 기후, 에너지 등)과 연관되어 종합적인 정책과 거버넌스 분석을 위해 유용하게 활용될 수 있음
ㅇ 스프레트 시트 타입의 텍스트 자료화하고, 온실가스 저감 정책, 환경보건 정책 등과 함께 다분야 정책을 검색 및 분류 프로그래밍화하여 종합 분석할 수 있음
Ⅴ. 지자체 미세먼지 정책 담당자 설문조사
1. 개요
❏ 미세먼지 정책의 지자체 담당자에 대한 설문조사를 실시함
ㅇ 전국 기초지자체 담당자 96명의 응답결과를 얻음
- 기간은 7월 말 ~ 8월 말까지 28일간 진행
※ 한국갤럽과 공동 작업 실시
2. 설문조사 결과
❏ 지자체 담당자들은 정부의 미세먼지 관련 정보와 전문가 의견에 대해 전반적 신뢰를 갖고 있음
ㅇ 최근 미세먼지 종합대책 및 고농도 시기 미세먼지 저감대책, 권역별 대기관리 기본계획 등 핵심 정책에 대해 대부분 잘 인지하고 있는 것으로 드러남
❏ 그러나 미세먼지 정책 이행을 위한 지역기반의 시스템은 아직 미흡한 것으로 드러남
ㅇ 정책이행을 위한 구체적 조례가 제정되어 있지 않은 편이며, 담당부서 및 관리 대책 위원회 등이 대체로 구성되지 않아, 역량을 위한 지자체 차원의 노력과 시간이 필요한 것으로 드러남
❏ 미세먼지 문제해결의 책임은 주로 중앙정부이며 지자체의 책임은 다소 적다고 응답
ㅇ 미세먼지 문제해결은 중앙정부(36.4%)에 있다고 응답해 지방자치단체라고 응답(18.9%)한 비율을 크게 상회함
ㅇ 또한 국내 미세먼지 문제는 주변국에서 유입되는 미세먼지 등에 기인한다고 응답함(~80%)
※ 대체로 해당 지자체의 원인과 책임이 적다고 인식하고 있는 것으로 나타남
❏ 미세먼지 정책실천 가능성과 중요도에 대해서는 중앙 정부의 예산이 지원되고 있는 교통부문과 저녹스 보일러 지원 등의 이행 중인 정책이라고 응답
ㅇ 미세먼지 관련 예산을 잘 알고 있으며(~97%), 현재 정부 재정지원이 있는 정책에 대한 중요 순위가 높다고 응답함
3. 정책 시사점
❏ 정부 정책과 정보를 신뢰하나 자체 역량보다는 정부의 지원에 주로 의존하는 것으로 해석할 수 있음
ㅇ 중앙정부의 정책수단화와 필요한 예산지원 등 정책 집행이 매우 중요한 현실을 반영
❏ 중앙정부-지자체간 소통확대와 지자체의 역량 강화가 필요함
ㅇ 권역별 대기관리 기본계획 등에 맞추어 지자체 자체 역량이 강화될 것으로 예상되며 이와 함께 중앙정부의 정책 수단 다변화와 예산지원 등의 구체적 협력이 활성화 될 필요가 있음
ㅇ 또한 인접 지자체의 원인과 피해가 발생하는 만큼 지자체간 협력과 상생을 위한 협의체 등의 거버넌스 발전이 필요함
Ⅰ. Background and Aims of Research
1. Background and aims of research
❏ It is import to build the database for the development of local environmental policy in terms of the “integrated management” perspective across various fields.
ㅇ This study focuses on building and analyzing basic data for improving reliability of the air pollutant emission information system, understanding the national distribution of vulnerable population exposed to high levels of PM<sub>2.5</sub> concentration from the health science perspective, setting a policy inventory for comprehensive environmental policy management, and cooperation/governance development for policy implementation.
2. Key contents of surveys and data
❏ This study includes the awareness surveys and data to support local environmental policies for PM mitigation as follows.
ㅇ Building data on the traffic of three types of road construction equipment
ㅇ Building data on the vulnerable populations exposed to the high level of PM2.5 concentration
ㅇ Building data on the PM mitigation policy inventory
ㅇ Awareness survey of local government officials for PM mitigation
Ⅱ. Building Data on the Traffic of Three Types of Road Construction Equipment
1. Overview of building data
❏ The primary purpose of building data is to identify the traffic characteristics of the three different types of road construction equipment, based on which the adequacy of the basic data used to estimate CAPSS emissions is to be determined.
ㅇ The Ministry of Land, Infrastructure, and Transport is allowed to use the Computer Information Processing Organization to ensure the efficient management of construction equipment. The data and information processed by the Organization include statistics, such as the number of registered units and the model years.
ㅇ However, no driving-distance statistics have been established for the three types of road construction equipment because they are not subject to vehicle inspection in accordance with the Mobile Vehicle Management Act.
2. Results of building data
❏ The total number of valid samples that have been fully collected is 811, which is 101.4% of the planned number of samples. Of the 811 samples, 377 samples were from the metropolitan area, and 434 samples were from non-metropolitan areas. The vehicles and equipment involved were 479 dump trucks, 251 concrete mixer trucks, and 81 concrete pumps.
ㅇ The survey was split into five sections, i.e., general, vehicle, traffic status, emission reduction, and driving restriction programs, and the results of the survey were collected for each section.
ㅇ For the dump trucks and the concrete mixer trucks, the model years and the travel distance were determined based on the model year distribution of a regular large truck and the travel distance of a large dump truck, respectively, and the results of the survey showed that the model years and the travel distance of the concerned vehicles were somewhat different from those of the trucks.
ㅇ In addition, the mileages of the concerned vehicles were found to be greater than the mileage of a large dump truck, while the travel distance of a dump truck was comparable to the travel distance of a regular large truck.
ㅇ The three types of road construction equipment had little experience in engaging in the emission reduction program, which meant that they had to be encouraged to take part in such program in an effort to promote better vehicle management.
ㅇ Some of the restrictions were highly recognized. For smooth operation of the restriction system, it is necessary to promote and encourage the owners of the relevant models to participate in the restriction system.
Ⅲ. Building Data on the Vulnerable Populations Exposed to the High Level of PM<sub>2.5</sub> Concentration
1. Overview of building data
❏ The criterion for areas with high PM<sub>2.5</sub> concentrations is based on the WHO Air Quality Guidelines for Particulate Matter and daily mean PM<sub>2.5</sub> concentration measurement data in South Korea
ㅇ This study categorizes the local cities in South Korea with the annual mean 2.5 concentration over WHO Interim target-2 (PM<sub>2.5</sub> > 25μg/m<sup>3</sup>) as the area of high concentration.
※ Aside from other health benefits, the Interim target-2 (IT-2) level has the higher risk of premature mortality by approximately 6% [2-11%] relative to the Interim target-3 (IT-3) level.
2. Results of building data
❏ The areas with the annual mean concentrations higher than IT-2 are mainly located in the capital area and Chungcheong region.
ㅇ Seoul, some parts of Chungnam, Sejong, and all cities in Chungbuk are categorized as the areas with high PM<sub>2.5</sub> concentrations.
ㅇ Vulnerable groups who suffer most from air pollution are classified as those 18 years of age or younger, including infants, children, and adolescents, and those older than 65 years of age.
ㅇ The total ratio of the vulnerable to the total population in South Korea was about 32% of total population in 2019
ㅇ Vulnerable populations exposed to the high levels of PM<sub>2.5</sub> concentration are about 5,700,000.
ㅇ Among the top ten cities exposed to the high level of PM<sub>2.5</sub> concentration, eight were located in the capital areas, including Seoul (3) and Gyeonggi Province (5). Cheongju in Chungbuk and Jeonju in Jeonbuk are also included.
Ⅳ. Building Data on PM Mitigation Policy Inventory
1. Overview of building data
❏ This study builds a database for the environmental policies based on multi-level governance.
ㅇ The policy inventory consists of environmental impact, emission sector, detailed policy, regional scope, policy target, period, budget, department of management, enforcement entity, legislation, and other quantitative indicators.
- The overall policies of PM mitigation, including air quality and indoor air quality policies, are divided into sectors such as industrial and power generation, road transport pollutants, non-road transport pollutants, domestic burning, health risk, and international agreements.
2. Results of building data
❏ The policy inventory can be a useful tool for managing comprehensive policy and governance analysis in relation to other environmental policies in relevant fields. (e.g. climate, energy, etc.)
ㅇ Comprehensive analysis is possible through spreadsheet data creation and programming that allows searching and sorting of the multidisciplinary policies along with greenhouse gases reduction policies and environmental health policies.
Ⅴ. Awareness Survey of Local Government Officials for PM Mitigation
1. Overview of survey
❏ This survey aims to analyze the perception of the local government officials who are in charge PM mitigation policy.
ㅇ Results include responses from 96 the local government officials nationwide from July to August in 2020 (for 28 days)
※ Conducted in collaboration with Gallup Korea
2. Results of survey
❏ The local government officials who are in charge of air pollution mitigation have overall confidence in the government’s information and experts’ opinions on PM pollution.
ㅇ The result reveals that most of them are well aware of key policies which are currently being implemented.
❏ However, the local-level governance for mitigating PM pollution has yet to be sufficient.
ㅇ Since the department in charge and infrastructure are not sufficient generally, the local government needs to make efforts to build capacities and investment capital.
❏ The central government is mainly responsible for PM mitigation, and local governments are somewhat less responsible.
ㅇ They also responded that domestic PM pollutions is caused by neighboring countries such as China (~80%)
❏ According to the survey responses about priorities among the environmental policies, they replied that the transportation sector and support for low NOx boilers are the most important sectors to reduce PM pollution.
ㅇ They said they are well aware of the budget for PM mitigation (~97%) and policies currently funded by the government are the priorities.
3. Implications
❏ The local government officials tend to trust the central government policies and information provided by the central government.
ㅇ It reflects the current state that the central government policy enforcement is important to the local governance.
❏ It is important to strengthen cooperation between the central government and the local governments and strengthen capabilities of local governments.
ㅇ In addition, cooperation and co-prosperity among local governments are necessary in order to resolve the local crisis which may occur among them.
