소방업무는 비상대응 업무중의 하나이며, 각종 사고에 적정한 소방력 규모를 갖추어 적시에 대응해야 한다. 소방은 한국을 비롯한 다른 국가에서도 일반적으로 화재, 구조, 구급 등을 담당하며, 그 업무는 ① 수요의 불확실성, ② 수요에 대한 수동성, ③ 인력 및 장비 의존적이라는 특성을 갖는다. 소방수요가 불확실하고 통제하기 어렵다고 소방력을 무한정 배치할 수는 없다. 따라서 어느 정도 규모의 소방력을 준비하여 대비할 거인가는 흥미로운 주제이며, 한국의 환경과 소방행정 수요에 부합하는 적정규모의 소방력 배치방법을 탐구하는 것이 본 연구의 목적이다.
본 연구는 ① 선행연구와 각국의 제도를 고찰하여 소방력배치에 사용되는 논리와 변수를 탐구하고, ② 이 변수를 기초로 한국의 소방관서를 유형화했다. ③ 소방관서 유형별로 소방력배치 논리와 변수들이 적절하게 적용되고 있는가를 경로분석(Path Analysis) 및 구조모형(Structural Equation Model)으로 분석하고, ④ 분석 결과 나타난 문제점을 시정하기 위해 표준화지수(Standardization Index)를 적용하여 한국의 소방수요와 환경에 적합한 「표준소방력」배치방법을 탐색했다.
먼저, 현행 「소방력기준에관한규칙」이 정하는 소방력배치 기준 변수인 인구와 관할면적을 기초로 분석한 결과, 모든 소방관서에서 관할면적은 소방력배치에 영향을 미치지 못하며, 인구만이 소방력배치의 기초가 되고 있다는 것을 발견했다. 나아가 선행연구와 각국의 소방력배치 제도에서 사용되는 대표적인 소방수요와 환경변수로 소방관서 유형별 소방력배치 실태를 분석한 결과, 도시형 직할파출소 경우, [예시 1]과 같이 구조·구급만이 유일하게 소방력배치의 기준이 되고 있는 것으로 나타났다. 이와 같이 한두 가지 변수에만 의존하는 소방력배치는 소방력이 현재의 수요를 처리해야하고, 환경의 영향으로 발생하는 미래의 수요에 대비해야 한다는 점에서, 수요와 환경의 특성이 고루 반영되어야 한다는 전제를 위반하고 있다.

이와 같은 문제점은 소방력배치에 관한 의사결정에서 기인한다고 보고, 소방력배치에 대한 의사결정의 영향을 밝히기 위해 구조분석을 수행했다. 즉 「환경변수가 소방수요 발생에 어느 정도 영향을 미치며, 소방수요와 환경변수의 크기에 따라 소방력을 배치하는 적절한 의사결정이 이루어지는가」를 밝히기 위해 다음 [예시 2]와 같은 구조분석모형을 만들었다. 이 모형을 사용하여 전체 소방파출소를 대상으로 분석한 결과, 인구, 건물, 밀도의 소방환경이 화재, 구조·구급, 총출동의 소방수요를 75%까지 설명할 수 있지만, 소방수요와 환경은 소방력배치의 46%를 설명하므로, 나머지 소방력 54%는 소방수요 및 환경과 관련이 없이 배치되어 있는 것으로 나타났다.
나아가, 총출동을 수요요인으로, 인구와 건물을 환경요인으로, 관할면적과 대응 시간을 위치요인으로 설정하여 소방력배치 실태를 분석한 결과, 환경과 수요간에는 0.73의 강력한 상관관계에 있음에도 불구하고, 환경요인은 소방력배치 의사결정에 영향을 미치지 못하며, 초동대응의 성패를 좌우하는 위치요인 또한 소방력배치에 반영되지 못하고있는 것으로 밝혀졌다. 이는 현재의 소방력이 소방수요의 처리에 급급하여 배치되고 있다는 것으로, 이는 소방과 관련이 없는 변수로 자치단체 공무원의 정원을 산출하고, 이의 일부를 소방공무원에 할당하는 현행 「표준정원」제도에서 비롯된 것으로 판단된다.

소방환경과 수요가 소방력배치에 영향을 미치지 못하는 점을 개선하기 위해, 다시 말하면, 각 유형별로 소방관서의 소방수요와 환경변수의 크고 작음이 소방력배치에 반영되도록, 다음 식 ①∼③과 같이 표준화지수를 적용하여 「표준소방력」개발을 시도했다.
식 ①∼③은 표준소방차 수를 산출하기 위한 것이며, 소방관에 대하여도 같은 방법을 적용했다. 소방수요와 환경변수에 따라 소방력을 각각 분리하여 산출하였으므로, 수요와 환경이 소방력배치에 차지하는 비율을 어떻게 정할 것인가를 결정해야 한다. 구조분석에서 환경변수의 집합이 소방수요의 75%를 설명하고 있으므로, 소방력의 75%를 환경변수로 산출하고, 나머지 환경변수 집합이 설명하지 못하는 25%는 수요로 산출하여 합하는 것이 타당해 보인다. 그러나 현재 소방관서별 극심한 업무하중 편차를 분산시키고, 미래의 수요에 대비하기 위해서 식 ③과 같이 소방수요와 환경을 각각 505%씩 반영했다.

Fire services are mainly for emergency responses. In the responses, timeliness, appropriateness, and effectiveness are critical to limit losses to an acceptable level. The principal missions of the Korean fire services are fire suppression and prevention, Search and Rescue(SAR) and Emergency Medical Services(EMS).
Fire services have three characteristic features; the uncertainty of demand, the passiveness to call, and the dependency on manpower and apparatuses. The uncertainty of demand originates from the fact that the unknown magnitudes or frequencies are the generic characters of disasters. The passivity to calls means that the responses are to be passive or offensive because the fire authority is not easy to control the occurrences of the demand. Lastly, comparing with the other public services, fire service activities rely heavily on the human and apparatus resources to accomplish the tasks required.
Consequently, it is a quite meaningful theme to study what is the adequate scale of fire-service force to be prepared to respond appropriately and effectively, as well as timely. This study aims at developing an adequate deployment of fire-service force to Korea.
Procedures
The procedures of this study were divided in three phases: First, to define appropriate variables for the deployment of fire-service force, precedent studies on subject and deployment models of currently used in other countries were reviewed. Second, the fire departments and the fire stations were classified through cluster analysis to define the peculiarities of workload, environmental and service-demand factors. Third, Path Analysis(PA) and Structural Equation Model(SEM) Analysis were employed as the tools to reveal the causal relationship for the fire-service force deployment. Lastly, according to the results of the analysis, Standardization Indexing Method(SIM) was applied to the fire stations for adjusting the fire-service force to fit their service-demands and environmental factors.
The study began with reviewing the existing studies and the deployment models. In the precedent studies, three approaches were identified; ecological, social, and economic approaches. Among them, the regression models for predicting the service demands in social studies and the studies of economic approaches were inspirational to define the relatively important variables to the deployment of fire-service force.
Comparative studies were also addressed by comparing the ISO (Insurance Service Office) model and the RAND model. They are being widely used in the United States of America. The current Japanese,
British, Australian and Korean models were discussed to compared with each other.
Both the precedent studies and the current models classified multifarious variables as environmental or demand factors. The environmental factors are location, jurisdiction, population, density, building-stock, building-to-land ratio, and occupancy. Valid and the type of calls are used as the demand factors because the valid alarms are directly related to workload. All the models, except Korean model, accept commonly that the demand is one of the chief factors in deploying the fire-service force.
Hypotheses & Structural Equation Model
To analyze the casual relationship on the current fire-service force deployment of Korea, three variables were defined such as environmental, demand, and fire-service force factors. Population, the number of buildings, and density were classified as the environmental factor. The demand factor, represented as NEED in [Figure 1], consists of the number of fires, SAR and EMS, and Total Responses. The fire-service factor is the number of personnel and fire truck Structural Equation Model(SEM) was employed to analyze the casual relationship between observed endogenous variables and unobserved exogenous variables (i.e., environment, demand, and fire-service force)
The hypotheses are; 1) the environmental factors(ENVIRONMENT) such as population, buildings, and density will cause to arise fire, SAR and EMS, and total responses, i.e., demand(NEED) factors. 2) The environmental and demand factors will affect to the deployment policy of fire-service force, and then 3) the deployment policy of fire-service force(POLICY) results in the number of fireman and fire truck. The SEM is shown in [Figure 1].

Findings The analysis reveals that environmental factor can explain 75% of fire service need. Both environmental and need factors explain 46% of the fire-service force deployment policy. In other words, the Squared Multiple Correlation(SMC) from the environment to the need is 0.75. And the SMC from both environment and need to policy is 0.46. The remnant of policy SMC, i.e., 54% of policy infers that there is policy restriction such as budgetary limitation or arbitrariness of policy makers, because the change of environmental and demand factors can explain only 46% in the change of fire service-force(the deployment policy).
While it is generally accepted in most countries that fire-service force is to be deployed on the basis of environmental variables, the environmental factor affects negatively and the need alone affects to the deployment policy very positively in Korea.
The reason of distortion why the environmental factor influences negatively to the deployment policy must be originated from the rigid ceiling quota of local governments' employees. Korea regulates the total number of fire fighters at the partial fixed ratio of total employees in local governments; the limitations are 27% in metropolitan or large cities, and 42% in provinces.

To explain direct causes to the deployment policy more exclusively, a
Path Analysis Model(PAM) was used, since the observed variables can be distorted when they pass through the exogenous variables because of the ceiling quota. As an example, [Figure 2] shows that the fireman depends on SAR & EMS, fire truck also depends only on the fireman. This means that the environmental or demand variables cannot affect the deployment of firemen or fire trucks. The results of PAM incited to use the Standardization Indexing Method(SIM) to make direct relations from environmental and demand factors to fireman and fire truck.
After the examination of cluster analysis, fire stations(fire houses) were classified into four types; urban fire stations under the direct control of fire departments(Type I), suburb or rural fire stations under the direct control of fire department(Type II), urban general fire stations(Type III) and suburb or rural general fire stations(Type IV). In investigating on the results of K-Means Cluster Analysis, there are big deviations among the classified fire stations in the environment, demand, and fire-service force. That is, there are excessive workload differences among the classified fire stations. To solve the deviations, SIM was introduced.
In the procedure of SIM, significant variables supported by the results of the PAM were selected to execute regressions for the each type of fire stations to reflect its own trends that have affected the deployment of fire-service forces. By using these variables, two regression equations were developed to estimate the need for fireman and fire truck in two types of equation respectively; Environment Standardization Regression Equation(ESRE) and Demand Standardization Regression Equation(DSRE). Then, the estimations of FSRE and DSRE were added up and divided by two to get arithmetic means representing environment and demand characteristics. Statistically insignificant variables were transformed into the Standardization Indexes(SI) to supplement the regression equations by multiplying SI.

When allocating firemen and fire trucks to each fire station, the fire trucks are arranged first, because the fire trucks must be suitable to the characteristics of environment or demand. In other words, Fire trucks should be allocated first to each fire station requiring the number and type of fire trucks, and then firemen is needed to operate the apparatuses. Since it is desirable to make perfect correlations between fire truck and fireman for assigning resources adequately, the regression was conducted to estimate the adjusted number of fireman by using
the number of fire truck calculated by SIM as dependant variables.

Conclusion
SIM also has the limitations that cannot suggest the perfect fire-service forces corresponding with both environment and need factors, because SIM does neither increase nor decrease the aggregated sum of fireman or fire truck in a classified type. However, the prominent advantages of SIM are the equalization that all fire stations in each type can get equal portion of firemen and fire trucks according to their environment and need factors. [Figure 3] demonstrates that the SIM can be used to adjust the fire-service force to reflect their demand or environmental variables.

Lastly, this study suggested to the government authorities to adjust and re-deploy the fire-fighting forces in their jurisdictions according to the findings. For further studies, a basic unit of response is to be developed by examining the exact characteristics of emergencies in each jurisdiction.
In conclusion, it is desirable that a minimum service standard such as "when a fire call is received, at least 2 fire-pumpers and 12 fire fighters should be arrived at the scene within 8 minutes" be developed for the Korean fire services.
