2015년 일본 메이지산업혁명 유산의 세계유산 등재로 격화된 일본 근대산업시설물에 대한 논쟁은 사도광산의 등재 추진으로 재현되고 있다. 2010년 세계유산 잠정목록에 등록된 사도광산은 기등재된 세계유산(이와미 은광)과의 중복을 피하기 위해 ‘금광’을 부각시키고, 주변국의 대응을 염두에 두고 유산적 가치(Outstanding Universal Value, OUV) 시기를 전근대로 제한하였다. 본고는 일본의 사도광산[사도금산] 등재 추진 경과와 신청 내용의 요지를 분석하고, 구성 유산 요소들의 현장 실태 등을 확인함으로써 실제 유산의 OUV 내용과 실태를 분석하고, 향후 쟁점을 전망한다.
쓰루시은광의 발견으로 태동한 사도광산은 17세기 들어 에도막부의 주요 재원처로써 개발되어 확장되었다. 쓰루시, 니시미카와, 아이카와를 비롯한 수많은 은광과 금광이 사도광산의 중요 광산으로 개발되었다. 전근대 시기 에도막부의 직영이었던 사도광산은 1889년 미쓰비시에 불하되어 근대 광업 발전과 함께 획기적인 생산 증대를 이루며 개발되었지만, 그 역사는 세계유산 등재 과정에서 삭제되었다. 제국주의 시기의 ‘산업근대화’의 이중성, 즉 식민지 강제동원과 사도광산의 역사가 불가분의 관계에 있으나, 그 역사가 작위적으로 배제되면서 2015년 메이지 산업혁명 유산 등재시의 갈등이 재현되고 있다. 사도광산에 대한 ‘OUV 시기 한정’은 사도광산의 생성-번영-쇠퇴-부흥-소멸을 서술하던 기존 역사의식과 기술에 대한 축소와 왜곡으로 이어지고 있다.
사도광산의 OUV 한정은 유산의 진정성과 완전성에 또다른 문제를 낳을 것으로 판단된다. OUV 역사는 에도시대로 한정되고 있지만, 현장과 유물은 근대 이후 사도섬의 현실을 드러내고 있다. 이제까지 일본 측의 발굴 보고서와 예상 신청서 등을 분석했을 때, 유산구역으로 제시할 지역에는 근대 이후 시설물이 대거 포함되어 ‘시기가 아닌 공간으로 인한 논쟁’을 피하기 어려울 것으로 전망된다. 또한 각 구성요소가 유산의 OUV를 물리적으로 증명할 수 있을지도 관건이다. 2015년 메이지산업혁명유산의 등재 이후 세계유산위원회에서는 ‘갈등유산’이 큰 화두가 되고 있다. 이제라도 세계유산의 갈등 가능성보다 ‘치유가능성’을 주목하여 근대 역사발전에서 이뤄진 노동자의 인권과 비인간적 착취를 숨김없이 드러내고, 이를 인류 역사의 한 부분으로 인정하는 세계유산의 존재 이유를 되새겨 봐야 할 것이다.
The controversy over modern industrial facilities in Japan, which intensified with the registration of the Meiji Industrial Revolution heritage as a World Heritage Site in 2015, is being reproduced with the promotion of Sado Mine for inclusion. The Sado Mine, registered on the World Heritage Tentative List in 2010, emphasized 'gold mine' to avoid overlap with the previously listed Iwami silver mine, taking into account the responses from neighboring countries. Additionally, the Outstanding Universal Value (OUV) period was restricted to the pre-modern era.
The Sado Mine, born in the mid-16th century with the discovery of the Tsurushi silver mine, became a major source of funds for the Edo Shogunate in the 17th century, undergoing development and expansion. Numerous silver and gold mines, including Tsurushi, Nishimikawa, and Aikawa, were developed as important mines for Sado Mine. Directly managed by the Edo Shogunate during the pre-modern period, Sado Mine was transferred to Mitsubishi in 1889. While it developed with the advent of the modern mining industry, its history was omitted from the process of being listed as a World Heritage site. The duality of Industrial Modernization during the imperial period, involving the forced mobilization of colonies and the history of Sado Mine, is intricately linked, and the conflict during the registration as a heritage of the Meiji Industrial Revolution in 2015 is being replayed. The limited OUV period for Sado Mine leads to a reduction and distortion of the existing historical consciousness (technology) that described the creation, prosperity, decline, and revival of Sado Mine.
The restriction of OUV raises concerns about the authenticity and completeness of the heritage. The history covered by the OUV (Outstanding Universal Value) is limited to the Edo period, but the sites and relics reveal the reality of Sado Island since modern times. Analyzing excavation reports and application progress prepared by relevant departments in Japan so far, it is judged that the proposed heritage site area will extensively include facilities from the modern era. This is anticipated to lead to debates more focused on space than time. Additionally, a crucial aspect is whether each component can physically prove the OUV of the heritage.
Furthermore, whether each component can physically prove the Outstanding Universal Value (OUV) of the heritage is also a crucial aspect. Since the inclusion of the Meiji Industrial Revolution Heritage in 2015, 'conflict heritage' has become a significant topic in the World Heritage Committee. Even now, it is essential to focus on the 'possibility of healing' rather than the possibility of conflict in World Heritage, revealing without concealment the human rights abuses and inhumane exploitation of workers in the development of modern history. It is time to reconsider the purpose for existence of World Heritage, recognizing it as a part of human history.
