International society and the establishment of diplomatic relations between the U.K. and the DPRK

Despite the vast research by academics on both Britain’s foreign policy and the status and development of the Democratic People’s Republic of Korea (DPRK), little is known about diplomatic relations between the two states. From a British perspective, and relative to the attention paid to both China and Japan, the Korean Peninsula remains understudied and undervalued. This study contributes to UK-Korea relations in that regard. Following the end of World War II and the subsequent division of the Korean Peninsula, Britain, in part responsible for the decision to divide the people and the land, favored the Republic of Korea (ROK) established south of the 38th parallel. Following the United Nations General Assembly Resolution 195 on December 12, 1948, Britain recognized the ROK as the legitimate government on the Korean Peninsula. The ROK also received support from both the United Nations (UN) and the United States (US) under a democratic mandate. Consequently, Britain refused recognition to the Soviet-backed DPRK in the North. The DPRK has long met the requirements of statehood from a declaratory perspective but the UK has cited the unique circumstances on the Korean Peninsula and favored political expediency in choosing not to recognize the DPRK. It also remained aware of the ROK’s position, which discouraged other states from recognizing the DPRK as part of its struggle for legitimacy in the eyes of the international community. The UK has been cognizant of the DPRK’s breaking of international norms. With a series of events including the 1966 FIFA World Cup and the independence of Zimbabwe in 1980 putting Britain’s adherence to international law to the test, it “muddled through” for the best part of half a century on the North Korean question. Britain had given serious consideration to diplomatic relations with the DPRK in 1974 and 1982 only for a series of domestic and international events to place notable obstacles in the way. Britain’s refusal to recognize the DPRK would continue until 1991 when both Koreas simultaneously joined the United Nations. Having taken the first step in recognizing the DPRK, it was then another 9 years before the UK initiated diplomatic relations with the DPRK. The enactment of diplomatic relations on December 12, 2000 was a surprise to many academics, journalists, and those working in the Foreign Office despite the legal obligations to do so. This research seeks to understand how and why these events unfolded as they did.
A case-study of UK-DPRK diplomatic relations, with a particular focus on a nine-year period (1991-2000) has been carried out. As well as a wide reading of the academic and popular literature, the study draws on archival research to contribute to the field. It also utilizes a series of personal correspondences and interviews with Ambassadors and Diplomats working inside the British Foreign Office, including those who were present at the signing of diplomatic relations and who later served in Pyongyang. The study establishes the state as the unit of analysis, adopts the English School (ES) as its theoretical framework, and utilizes the concepts of diplomacy and international society – The latter an idiosyncratic concept to the ES and developed by Martin Wight and Hedley Bull among others. The main theoretical and conceptual conclusions drawn from this historical study are as follows. At the end of the 20th century, Britain and the DPRK were experiencing vastly different domestic fortunes. Britain had a new Labour government with broad public support, its economy was performing very well, and it was going through a cultural boom thanks to an explosion of what was known as “Cool Britannia” cementing its position on the international stage. Conversely, the DPRK had suffered the death of its founding leader Kim Il-sung, a devastating famine, a series of high-level defections, and found itself threatened in the international system by the United States. As a result of its domestic conditions, Britain adopted a largely pluralist view of international society. It placed an emphasis on order rather than justice. It sought to promote state sovereignty rather than individual human rights. While it still had solidarist tendencies, Britain’s position vis-à-vis the DPRK was highly dependent on the domestic and international events (and culture) of the time. Thus it was pluralist in nature and respected state sovereignty. The changing perception of international society, from a solidarist one prominent during the bipolarity of the Cold War to a pluralist one arising in the post-Cold War era, allowed for diplomatic relations to take place. This then sparked a wave of diplomatic activity with a whole host of other European and Commonwealth states also initiating diplomatic relations with the DPRK. The diplomatic relations between the UK and the DPRK remain to this day.
영국의 외교정책과 조선민주주의인민공화국의 지위와 발전에 대한 학자들의 방대한 연구에도 불구하고 양국 간의 외교관계에 대해서는 알려진 바가 거의 없다. 중국과 일본 양국에 대한 관심에 비해 영국의 시각에서 한반도는 여전히 연구가 부족하고 저평가되어 있다. 본 연구는 그런 점에서 한영 관계에 기여한다. 제2차 세계대전이 끝나고 이후 한반도가 분단된 데 이어 국민과 국토의 분단 결정에 대해 부분적으로 책임이 있던 영국은 38선 이남에 수립된 대한민국을 지지했다. 1948년 12월 12일 유엔총회 결의 195호에 따라 영국은 남한을 한반도의 합법 정부로 승인했다. 남한은 또한 민주적인 위임 하에 유엔과 미국으로부터 지원을 받았다. 결과적으로, 영국은 소련의 지지를 받은 북한에 대한 승인을 거부했다. 북한은 오랫동안 선언적 관점에서 국가성의 요건을 충족해왔지만 영국은 한반도 특유의 상황을 거론하며 북한을 국가로 승인하지 않는 정치적 편법을 선호해 왔다. 영국은 또한 국제사회의 눈으로 보기에 합법성을 놓고 벌이는 투쟁의 일환으로 다른 국가들이 북한을 승인하지 않게 한 남한의 입장을 계속 인식하고 있었다. 영국은 북한이 국제규범을 위반한 것을 인식해왔다. 1966년 FIFA 월드컵과 1980년 짐바브웨의 독립 등 일련의 사건들이 영국의 국제법 준수 여부를 시험하는 가운데, 북한 문제에 대해 지난 반세기 동안 “그럭저럭 헤쳐 나왔다.” 영국은 1974년과 1982년 북한과의 외교 관계 수립을 심각하게 고민했으며, 일련의 국내 및 국제적 사건들이 그 길에 두드러진 장애물로 작용했을 뿐이다. 영국의 북한에 대한 승인 거부는 남북한이 동시에 유엔에 가입하는 1991년까지 계속되게 된다. 북한을 승인하는 데 있어서 첫 번째 조치를 취하기는 했지만, 영국이 북한과 외교관계를 시작하기까지 또 다시 9년이 걸렸다. 2000년 12월 12일 외교관계 수립은 그렇게 하기로 되어 있던 법적 의무에도 불구하고 많은 학계, 언론인, 외무부 관리들에게 놀라운 일이었다. 본 연구는 이러한 사건들이 어떻게 그리고 왜 그들이 그랬던 것처럼 전개되었는지에 대해 이해해보고자 한다.
특히 9년(1991-2000년) 동안을 중심으로 해서 영-북 수교에 관한 사례 연구를 수행했다. 학술 및 대중적 문헌에 대한 폭넓은 독해와 더불어, 이 연구는 그 분야에 기여하기 위한 기록보관적 연구에 초점을 맞추고 있다. 또 외교관계 체결에 동석한 인사와 이후 평양에 근무한 인사 등 영국 외무부 내에서 근무하는 대사 및 외교관들과의 일련의 개인적 서신 및 인터뷰도 활용한다. 본 연구는 국가를 분석의 단위로 설정하고, 영국 학파(ES)를 이론적 틀로 채택하며, 외교와 국제 사회의 개념들을 활용한다. 후자는 영국 학파의 독특한 개념이며, 영국 학파 중에서도 마틴 와이트(Martin Wight)와 헤들리 불(Hedley Bull)에 의해 개발되었다. 이 역사적 연구에서 도출된 주요 이론적 결론과 개념적 결론은 다음과 같다. 20세기 말에 영국과 북한은 엄청나게 다른 국내 상황을 경험하고 있었다. 영국에는 광범위한 대중의 지지를 받은 새로운 노동당 정부가 들어섰고, 경제는 매우 좋은 성과를 거두고 있었으며, 국제무대에서 입지를 굳히고 있던 “쿨 브리타니아(Cool Britannia)”로 알려진 것의 폭발적 팽창으로 인해 문화적 붐을 겪고 있었다. 반대로 북한은 김일성 주석의 사망, 파괴적인 기근과 일련의 고위급 탈북을 겪었으며, 미국에 의해 국제체제에서 위협을 받고 있었다. 국내 상황의 결과로 영국은 대체로 국제 사회의 다원주의적 관점을 채택했다. 그것은 정의보다는 질서에 중점을 두었다. 개인의 인권보다는 국가 주권의 증진을 도모했다. 여전히 연대주의적 성향을 갖고 있었지만, 북한에 대한 영국의 입장은 당시 국내외 사건(및 문화)에 대한 의존도가 높았다. 따라서 영국은 성질상 다원주의였고 국가 주권을 존중했다. 냉전이라는 양극 시대에 두드러진 연대주의에서 탈냉전 시대에 불거진 다원론으로 국제 사회의 인식이 변하면서 외교 관계가 가능해졌다. 외교관계의 수립은 그 뒤에 북한과 외교관계를 개시하는 다른 유럽 국가들과 영연방 국가들과의 외교활동의 물결을 촉발시켰다. 영국과 북한의 외교 관계는 오늘날까지 이어지고 있다.
