K-IFRS 도입이 영업권 손상차손 인식에 미치는 영향 = The Effect of K-IFRS Adoption on Goodwill Impairment

본 연구는 한국채택국제회계기준(K-IFRS) 도입이 영업권 손상차손 인식을 이용한 경영자의 재량적 재무보고 유인에 미치는 영향을 분석한다. K-IFRS는 기업의 경제적 실질을 보다 잘 반영하여 재무보고의 질을 향상시키는 반면, 경영자들에게 회계처리에 대한 보다 많은 재량권을 허용하여 재무 보고 시 기회주의적 행동의 가능성도 높일 수 있다. 이러한 경영자의 재량적 재무보고 유인은 K-IFRS 도입 이후 상각을 중지하는 대신 매년 손상검사를 수행하여 회수가능액이 장부금액에 미치지 못할 경우 그 미달금액을 ``영업권손상차손``으로 인식하도록 요구된 영업권 회계처리에서도 나타날 것으로 예상된다. 본 연구에서는 K-IFRS 도입 전.후에 영업권 손상차손 인식에 있어서 경영자들의 재량적 재무보고 유인인 이익유연화(income smoothing)와 "big-bath"의 행태에 변화가 있는지를 분석하였다. 이와 함께 K-IFRS의 도입 이후 새로운 회계처리기준에 의한 영업권 손상차손 인식의 결과가 기업의 경제적 속성을 더 잘 반영하고 있는지를 추가로 분석하였다. 이를 위해 2009년~2012년 동안 감사보고서의 주석사항을 통해 영업권 상각비 및 손상차손을 보고한 851개 기업-연도 표본을 대상으로 회귀분석을 수행하였다. 본 연구의 실증분석 결과를 요약하면 다음과 같다. 첫째, K-IFRS 도입과 무관하게 영업권 손상차손은 "big-bath" 유인과는 유의한 음(-)의 상관관계를, 이익유연화 유인과는 유의 한 양(+)의 상관관계를 나타내고 있다. 즉, 선행연구에서와 마찬가지로 전반적으로 경영자 들이 이익조정을 위해 영업권손상차손 인식을 이용하고 있음을 확인하였다. 둘째, 영업권손상차손 인식에 있어서 "big-bat " 유인과 이익유연화 유인 모두 K-IFRS 도입 이후에 증가하는 것으로 나타났다. 이는 영업권 손상차손 인식과 관련하여 K-IFRS 도입이 회계 정보의 질을 향상시키지 않았으며 오히려 K-IFRS 이후 경영자의 재량적 이익조정이 증가 하였다는 것을 의미한다. 셋째, K-IFRS 도입 전과 비교해 K-IFRS 도입 이후에 영업권 손상차손이 기업의 경제적 실질을 제대로 반영하지 못하고 있다. 즉, K-IFRS 도입 이후 영업권 손상차손 인식과 경제변수 간 상관관계가 오히려 낮아져 영업권 관련 회계처리가 경제적 실질을 제대로 반영하지 못하는 방향으로 변화하였다. 본 연구의 결과는 영업권 손상차손이 K-IFRS 도입 이후에도 여전히 경영자의 기회주의적 재무보고 수단이 되고 있으며, 기업의 경제적 실질 변화를 제대로 반영하지 못하고 있음을 보여준다. 오히려 K-IFRS 하에서 경영자의 재량적 이익조정이 더 커지는 것으로 나타나, 기업의 경제적 실질을 잘 반영할 수 있도록 경영자에게 보다 넓게 허용된 회계처리 재량권 이 영업권 손상차손 인식에 있어서는 기회주의적으로 활용되고 있음을 시사한다.
더보기This study investigates managers``reporting discretion in determining goodwill impairment losses before and after the adoption of K-IFRS. K-IFRS are viewed as high quality financial reporting standards that better reflect the firm``s underlying economics, while the inherent flexibility in principles-based standards may result in the greater opportunistic financial reporting behavior by managers. This managerial reporting discretion under K-IFRS may also apply to the goodwill accounting, since K-IFRS requires impairment tests annually or more frequently to recognize impairment loss if events or changes in circumstances indicate that the recoverable cost of goodwill is lower than its carrying value, instead of annual amortization of goodwill. This study examines if there are changes in manager`` opportunistic earnings management, such as income smoothing and big-bath in the recognition of goodwill impairment between pre- and post-adoption of K-IFRS. It also analyzes whether or not the new accounting standards on the goodwill impairment better reflect the firm``s economic fundamentals. Under the new accounting standards, firms no longer amortize goodwill, but instead, assess recoverable costs to determine impairment losses, the difference between recoverable costs and carrying amount of goodwill. In addition to the possible discretionary accounting treatment, overall tendency of managers to avoid time consuming and expensive process of assessing recoverable costs of goodwill more than once a year may distort the relationship between economic fundamentals and carrying values of goodwill. A final sample of 851 firm-years was collected from audit reports that reported amortization or impairment loss for goodwill in the footnotes. The results are summarized as follows: First, managers utilize goodwill impairment loss recognition for the purpose of income smoothing and big-bath regardless of the adoption of K-IFRS. That is, managers manipulate reported earnings by recognizing high impairment losses when expected pre-impairment earnings are abnormally high or low, before and after the adoption of K-IFRS. Second, both big-bath and income smoothing increased in the post-adoption period compared to the pre-adoption period. That is, contrary to the standard-setting body and regulators``expectation, the adoption of K-IFRS has escalated income smoothing and big-bath, and failed to reduce discretionary earnings manipulation. Third, the results remain the same when samples from 2010 and 2011 were eliminated to rule out the possible effect of transition period. We found increased income smoothing in recognition of goodwill impairment losses without the sample from transition period. Finally, goodwill accounting under K-IFRS results in poorer representation of economic fundamentals than the K-GAAP. The lower correlation between the impairment losses and economic variables indicates that K-IFRS provides information users with less relevant accounting information regarding the value of intangible assets. According to the empirical results of the study, the recognition of goodwill impairment still works as tools of opportunistic earnings management and fails to reflect the changes in economic substances of firms, implying that the greater discretion under the K-IFRS granted to the manages to enhance the value-relevance of accounting information was only utilized for opportunistic purposes. The contribution of the study is that it investigates the impact of the adoption of K-IFRS on the quality of financial reporting as to the goodwill accounting, and provides empirical evidence contradictory to the expected positive effects. Thus, continuous improvement of accounting standards and systematic monitoring by standard-setting and regulatory bodies are required to enhance the reporting quality of goodwill accounting. In other words, accounting standards and regulations need to be revised so that goodwill assessment will convey the information about change in the future economic benefits in reliable and relevant manner.The results, however, should not be interpreted as evidence of overall deterioration of earnings quality as a result of adoption of K-IFRS. Another limitation of this study is that operation incomes from pre- and post-adoption were used in the analysis as if they have same meaning, where they actually are do not. Since those two concepts of operating income are derived from different accounting standards, this study may have data inconsistency problem. Thus, we suggest in the future research that various proxies for information quality be explored to find out the effect of the K-IFRS adoption on the overall quality of financial information.
