기후변화협약의 적응부문 논의동향과 우리나라의 대응방향 = The Trend and Issues of Adaptation in the UNFCCC and the Direction of Korea's Countermeasures

20세기 이후 증가된 대기 중 온실가스로 인해 지표면 평균 온도의 상승뿐만 아니라 전 세계적으로 홍수, 가뭄, 폭염 등의 이상기후로 인한 피해가 급증하고 있다. 이에 국제사회에서는 유엔기후변화협약을 체결하고 온실가스 감축과 기후변화 적응에 대한 논의가 진행 중이다. 본 연구는 유엔기후변화협상의 적응 부문 주요 논의 동향과 쟁점을 분석하고 협약 내외에서 우리나라가 나아가야 할 방향을 다루고 있다.
유엔기후변화협약의 궁극적인 목표는 대기 중의 온실가스 농도를 충분히 낮추어 인간 활동으로 인한 기후계의 교란을 초래하지 않도록 하는 것이다. 그러나 기후변화 협약은 적응의 중요성과 더불어 기후변화에 대한 선진국의 역사적 책임에 따라 적응을 위한 재정지원과 기술이전을 명시하고 있다. 유엔기후변화협상에서는 그간 온실가스 감축을 중심으로 논의가 이루어져 왔으며, 적응에 대한 논의는 비교적 최근에 와서야 활발히 이루어지고 있다고 할 수 있다. 유엔기후변화협약은 기후변화에 특히 취약한 당사국을 우선적으로 고려하고자 하는데, 이를 반영하여 제7차 당사국총회, 즉 COP7에서 최빈개도국을 대상으로 NAPA(National Adaptation Programmes of Action)와 최빈개도국 기금인 LDCF 그리고 최빈개도국의 전문가 그룹인 최빈개도국의 전문가 그룹을 설립하였다. COP11에서는 기후변화의 영향과 취약성 및 적응에 대한 5개년 작업프로그램이 논의되어 COP12에서 나이로비 작업 프로그램을 구축하였다. COP13의 성과인 발리행동계획에서는 적응행동 강화를 강조하였으며, 이는 이후 멕시코 칸쿤에서 개최된 COP16에서 칸쿤적응틀의 성과로 이어졌다. 이후 COP17에서는 칸쿤적응틀의 핵심 내용인 적응위원회, 국가적응계획, 손실과 피해에 대한 작업프로그램에 대해 논의하여 COP18에서는 적응위원회가 설립되었으며, 중장기적 기후변화 적응을 위한 국가적응계획에 대한 논의가 성과를 이루어 현재 최빈개도국에 대해 국가적응계획을 지원하고 있다. 손실과 피해에 대한 작업프로그램은 기후 리스크 평가와 손실과 피해의 범위 및 협약의 역할에 대한 논의가 있었으며, 군소도서국 그룹이 제안한 국제적 메커니즘과 같은 제도적 장치에 대한 선진국과 개도국간의 심각한 논쟁 끝에 COP19에서는 마침내 바르샤바 국제 메커니즘의 구축에 대한 합의를 이루었다.
기후변화협상에서 인류가 지구의 기후시스템을 충분히 안정화시킬 수 있는 수준으로 온실가스 감축에 대한 합의를 이루지 못한다면 앞으로 기후변화로 인한 부정적 영향과 손실 및 피해는 더 커질 것이다. 최근 발표된 IPCC의 제5차 평가보고서는 미래의 기후변화에 대해 어두운 전망을 하고 있다. 또, 이미 인류가 배출한 온실가스로 인해 기후변화는 당분간 지속될 것이므로 적응의 중요성은 더욱 높다 할 수 있다. 이에 따라 적응역량이 충분하지 못한 개도국의 적응 시급성은 더 높아질 것이고 적응을 위한 지원요구 또한 더 거세어질 것이다.
국제사회의 기후변화 대응에 우리나라가 동참하고 국가 위상을 제고하기 위해서는 국제사회의 기후변화 적응 과정과 우리나라의 기후변화 협상 대응에 대한 기본원칙이 필요하다. 기후변화협상에 대한 우리나라의 대응은 협약의 목표 달성에 기여하는 것을 원칙으로 할 필요가 있으며, 협상이 순조롭게 진행될 수 있는 촉매 역할을 할 필요가 있다. 기후변화에 있어 우리나라는 선진국과 개도국의 입장을 다 이해할 수 있는 독특한 역사적 배경을 가지고 있으므로 선개도국간의 이해를 높이고 양쪽 입장을 절충할 수 있는 역할을 한다면, 국제사회의 기후변화 대응에 기여하는 바가 클 것이다.
유엔기후변화협약에서의 적응 논의는 개도국의 기후변화 적응 지원이 주 내용이므로, 유엔기후변화 협약 상 비부속서 I 국가인 우리나라로서는 입장을 설정하기가 결코 쉽지 않다. 그러나 우리나라에 GCF 사무국 유치 이후 개도국 지원에 대한전 국민적인 인식이 강화되었으며, 우리나라는 OECD DAC 가입국으로서 점차 개도국에 대한 지원을 확대해야 하는 입장에 있는 만큼 점차 적극적으로 국제사회의 기후변화 적응 과정에 참여하는 것을 고려할 필요가 있다. 또한, 효과적이면서도 효율적인 적응을 위해서는 각 아젠다에 특화된 대응뿐 아니라 적응 아젠다와 관련 아젠다와의 연계가 필요하다.
기후변화 적응은 기후변화 협상에서의 대응도 중요하지만 협약 외부의 국제협력에 있어 큰 의미를 가지는 바 협약 외부에서 우리나라가 할 수 있는 적응활동을 모색하는 것이 더 중요하다고 할 수 있다. 협약 외부에서의 적응활동을 위해서는 지역의 적응센터와 네트워크의 강화, 관련 기구 및 활동과의 연계, 개도국의 국가적응계획 수립, 개도국의 적응을 위한 기술 수요 조사 등을 바탕으로 협력사업을 추진할 수 있을 것이다. 또, 2013년 COP19에서 손실과 피해에 대한 논의가 협상의 주요 쟁점으로 떠올랐으며, 이에 대한 국제 메커니즘이 수립된 바 앞으로 자연재해와 같은 기후변화 관련 손실과 피해 및 재해위험 경감에 대한 협약 바깥에서의 활동과 조직과의 협력도 강화해야 할 것이다. 이러한 접근과 노력은 국제사회의 기후변화 적응에 기여하고, 우리나라 민간부문의 국제사회 진출을 위한 발판이 될 수 있을 것이며, 더 나아가 국가위상 제고에 기여하게 될 것이다.
Increased greenhouse gases since the 20th Century are causing a mean temperature rise of the Earth`s surface, and damages from extreme weather events like floods, droughts, and heat waves are increasing rapidly. Responding to these climate-related events, the world community formed the United Nations Framework Convention on Climate Change (UNFCCC) and has been discussing issues related to climate change mitigation and adaptation. The present study reviews and analyzes these major issues of adaptation and proposes the direction for Korea`s countermeasures inside and outside of the Convention.
The ultimate goal of the UNFCCC is to prevent human activities from disturbing the climate system through sufficiently lowering the concentration of greenhouse gases in the atmosphere. Acknowledging the importance of climate adaptation, the UNFCCC also explicitly specifies developed countries` historical responsibilities for climate change and, therewith, their financial support and technological transfer to the developing countries to help with their adaptation
Major issues of the UNFCCC in the past were centered around climate change mitigation, and adaptation issues received focal attention only recently. The UNFCCC paid primary attention to countries particularly vulnerable to climate change, and thus made many policies and organizations. For example, COP7 set up the National Adaptation Programme of Action (NAPA) for the least developed countries, and organized the LEG, an experts group of those countries. COP11 drew up a 5-year program regarding climate change impacts, vulnerability and adaptation, which was materialized by COP12 that set up the Nairobi Work Program. The Bali Action Plan, an outcome of COP13, emphasized enhanced action on adaptation, and this plan was more concretely specified by the Cancun Adaptation Framework passed at COP16 held in Cancun, Mexico. COP17 worked on the core issues of the Cancun Adaptation Framework, discussing plans to set up an adaptation committee, national adaptation plans, a work program on loss and damage. COP18 actually formed the adaptation committee, drew up mid-term and long-term national adaptation plans for climate change, and is now supporting the national adaptation plans of the least developed countries as top priority activities. Regarding the work program for loss and damage, talks are going on about climate risk assessment, the range of loss and damage, and the role of the Convention. The international mechanism, which was proposed by the AOSIS went through heated debates between the developed countries and developing countries, eventually leading to COP19 that agreed on establishing the Warsaw International Mechanism.
Failure to reach an agreement on climate change mitigation to the level that can sufficiently stabilize the global climate system would result in greater loss and damage from climate change. The recently published the Fifth Assessment Report by IPCC presents a gloomy prospect to the future climate change. Even if we reach an agreement now, climate change is going to continue for some time because of the already emitted greenhouse gases. Therefore, the importance of adaptation cannot be emphasized too much. The situation of the developing countries with insufficient adaptation capacity will become more urgent than that of the developed countries, and their demand for support for adaptation will become more pressing.
In order for Korea to participate in the climate change adaptation of the global community and to enhance the national image, Korea need to have some basic principles in defining our position and negotiating at the global adaptation processes and negotiations. The first principle should be that Korea`s participation is to contribute to the fulfillment of the objectives of the Convention and to function as a catalyst to make the negotiation proceed smoothly. Since Korea is in the unique position that can understand both developed and developing countries, Korea`s role will make a substantial contribution to the global community`s climate adaptation if Korea can mediate between the two parties in drawing compromises and help enhance mutual understanding.
Because the adaptation issues of the UNFCCC are mostly about how to support developing countries` climate change adaptation, it is not easy for Korea, a non-Annex I country, to define her position. However, since Korea provided the Green Climate Fund(GCF) Secretariat in Songdo, Koreans` awareness about supporting developing countries has been heightened. Furthermore, as a member nation of the OECD DAC, Korea is in the position of a donor country, and therefore needs to actively participate in the climate change adaptation process of the global community.
Because climate change adaptation can influence Korea`s international cooperation activities more on the outside of the UNFCCC than on the inside, exploring adaptation activities that Korea can do outside the Convention may be more important. For the outside activities, Korea can strengthen the developing countries` adaptation centers and networks, make connections with related organizations and activities, draw their national adaptation plans, and create cooperative projects based on their technological needs for adaptation. As COP19 of 2013 addressed the issue of loss and damage as the major theme of negotiation, and as the international mechanism has been established, Korea may as well strengthen the cooperation with organizations and activities outside the Convention in relation to climate change related loss and damage and disaster risk reduction. Such an approach and efforts will contribute to the global community`s climate change adaptation, pave the road for Korean private sectors to advance into the international arena, and help enhance the national image.
