The accumulated registered vehicles in 2018, exceeded to 23 million units. Among them, eco-friendly automobiles including HEV (hybrid electric vehicle), EV and FCEV (fuel cell electric vehicle) amounted to 461,733 units. Especially sales of electric vehicles increased 5.3 times from 10,855 units in 2016 to 55,756 units in 2018. According to the Clean Air Conservation Act (article 58(5)), the Korean Ministry of Environment paid subsidies of 240 billion won (216 million dollars) to electric vehicle owners in 2018. Meanwhile, owners who are subsidized from government, have a duty to return their spent batteries to the government. As the occurrence of spent EV battery increased, Korea’s Ministry of Environment established standards and procedures for safe and environmental-friendly treatment of EV waste battery such as reuse and recycling in November 2018. So in this study, we tried to introduce the status of reuse and recycling in Korea. Spent EV battery could be reused in energy storage system (ESS). In order to apply to second-life battery, spent EV battery pack should be dismantled into modules and subsequently into cells. After dismantling, each modules or cells should be tested, sorted and repacked for reusing into ESS. The battery reuse center will be opened at Jeju-island in January 2019. Meanwhile, recycling plant located in Gunsan city is now operating mechanical process and hydrometallurgical process to recover valuable cathode materials directly. Recently there are several fires and explosions at ESS installed in solar power plant and the pricing of new lithium-ion batteries continues to fall. Some experts state that recycling is a better choice than actually reusing them in ESS. However, reusing spent EV battery pack in advanced of recycling is inevitable for the sustainable development. So with more efficient testing, sorting and repackaging, second-life systems should be more competitive for applications such as demand response and back power.
