태평양전쟁기 일본 해군 조선인 군속의 길버트 제도(Gilbert Is.) 동원과 사망 피해 - 제111特設海軍設營隊의 사례를 중심으로 - = Mobilization and Damage of Korean Civilians in Military Employment in the Gilbert Islands during the Pacific War - Focusing on the Case of the 111st Specially Established Naval Encampment Corps -

During the Pacific War, in many areas, the Japanese Military chose ‘annihilation’-death-rather than surrender-survival-even when defeat was evident. The death caused by the incompetence and arrogance of the Japanese military’s war leadership and the trend of disregard for human life in Japanese society was glorified with the term ‘A Death for Honor’. However, it was nothing more than a ‘waste of life’ and an unnecessary ‘forced death’. There deaths included a large number of Koreans who were used as human resources in Japan's war of aggression. However, there are barely no specific studies on the ‘forced death’ of Koreans.
In this article, the actual conditions of the Korean Civilians in Military Employment(hereinafter referred to as the Koreans) deployed to the Gilbert Islands, one of the representative areas of ‘annihilation’ of the Japanese military, were examined through the case of Koreans belonging to the 111th Specially Established Naval Encampment Corps(hereinafter referred to as 111st Encampment Corps). Through this process, it was possible to understand the actual situation of the Koreans who were put into the construction of military facilities in the region, which was a major strategic base in the Pacific region, as well as the actual situation of their deaths. It was possible to acquire a concrete understaning of that time through the documents of the 111th Encampment Corps and the materials of the US military.
“Document of the Koreanen Employee(2009)” is the only the data that can provide an overall picture of the size and condition of the Koreans who were deployed to the 111th Encampment Corps. Based on this, the mobilization and damage conditions of Koreans identified through various data are as follows.
First, it is understood that most of the 315 Koreans who were confirmed to be deployed to the 111th Encampment Corps were first mobilized around mid-November, 1942. They were mobilized from their residences in Japan, not their hometowns of Korea. There is a possibility that they were initially mobilized as laborers in the Japanese area and then re-mobilized as naval forces again.
Second, at the time of mobilization, people in their twenties accounted for about 73.09% of the total workforce, and about 60 people were in their mid-late teens, suggesting that overall, workers with a strong workforce were mobilized.
Third, those who were initially mobilized as the Kure Naval Engineering Office were put into the 111th Encampment Corps as a ‘recruitment worker’ in the Kure Naval Engineering Office about a month later, and were promised treatment such as ‘three times higher than the basic salary’.
Fourth, those who were mainly involved in the construction on Betio Island worked about 10 hours a day to build permanent and field fortifications along with facilities such as marine batteries, air defense batteries, and power plants.
Fifth, they suffered from tropical epidemics such as dengue fever and malaria. They also suffered from the prevalence of amoebic dysentery due to poor drinking water conditions.
Sixth, to the extent that the 111th Encampment Corps commander requested the replacement of most construction crew members, which including Koreans, the workers showed a decrease in health due to long-term heavy work history and poor sanitary.
Finally, it is confirmed from the data that 244 Koreans, the majority of Koreans who were deployed to the 111th Encampment Corps, were killed on November 25, 1943, in an American attack. Some were captured as POWs, but it is believed that the Japanese military’s black propaganda against the Americans had a significant impact on their deaths.
‘태평양전쟁’ 당시 다수의 지역에서 일본군은 패배가 명백한 상태에서도 항복-생존-이 아닌 ‘전멸’-죽음-을 선택하였다. 일본 사회 내의 인명 경시 풍조와 일본군 전쟁지도부의 무능과 오만에 기인한 죽음은 ‘옥쇄’라는 용어로 미화되었다. 하지만 ‘인명의 낭비’이자 불필요한 ‘강요된 죽음’에 불과할 뿐이었다. 그리고 이러한 죽음에는 그들의 침략전쟁의 인적 자원으로 활용된 다수의 조선인들이 포함되었다. 그러나 이러한 조선인의 ‘강요된 죽음’에 대한 구체적인 연구는 거의 전무한 상태이다.
이 글에서는 일본군의 대표적인 ‘전멸’ 지역의 하나인 길버트 제도에 투입된 조선인 해군 군속의 실태를 제111설영대 소속 조선인들의 사례를 통해 고찰하였다. 이를 통해 태평양 지역의 주요한 전략적 거점이었던 지역의 군사시설 구축에 투입된 조선인 군속의 실태와 함께 이들의 사망 실태를 구체적으로 파악할 수 있었다. 특히 당시 작성된 제111설영대의 문서철과 미군의 자료들을 통해, 보다 구체적인 당시 상황을 파악할 수 있었다.
제111설영대에 투입된 조선인의 규모와 실태를 전반적으로 파악할 수 있는 자료는 “군속자료(2009)”가 유일하다. 이를 기반으로 각종 자료를 통해 파악한 조선인들의 동원 및 피해 실태는 다음과 같다.
첫째, 제111설영대 투입이 확인되는 315명의 조선인 대부분은 조선의 본적지가 아닌 일본 지역의 거주지에서 1942년 11월 중순 경에 최초 동원된 것으로 파악된다. 이들은 최초 노무자로 일본 지역에 동원되었다가, 다시 해군 군속으로 재동원되었을 가능성이 존재한다.
둘째, 동원 당시 20대가 전체 인원의 약 73.09%를 차지하고 10대 중후반도 약 60명에 달하여 전반적으로 노동력이 왕성한 인원들이 동원되었음을 파악할 수 있다.
셋째, 최초 구레 시설부로 동원된 이들은 약 한 달 후 구레 시설부 재적의 ‘징용공원’ 신분으로 제111설영대에 투입되었고, ‘기본급 3배’의 급료 등의 대우를 약속받았다.
넷째, 주로 베티오 섬의 병장 공사에 투입된 이들은 하루 약 10시간의 노역을 통해, 해면 포대, 방공 포대, 자력 발전소 등의 시설과 함께 영구 축성 및 야전 축성도 함께 구축하였다.
다섯째, 이들은 뎅귀열과 말라리아 등의 열대성 전염병에 시달렸다. 또한 열악한 식수 사정으로 인해 아메바성 이질의 유행으로도 고생했다.
여섯째, 제111설영대장이 조선인을 포함한 대부분의 설영대원의 교체를 요청할 정도로, 장기간의 과중한 작업 내역과 열악한 위생환경과 더불어 배급된 저질의 식료품 등은 이들의 건강 악하와 체력 저하를 가져왔다.
마지막으로, 제111설영대에 투입된 조선인의 대다수인 244명이 미군의 공격으로 1943년 11월 25일에 사망한 것으로 자료상에서 확인된다. 일부는 포로로 생포되었지만, 이들의 사망에는 미군에 대한 일본군의 흑색 선전이 상당한 영향을 끼쳤을 것으로 판단된다.
