삼국사기 신라 上代기사에 보이는 倭 : 김부식의 對外觀과 저술의 실제 = The ‘Wae(Jp. Wa)’ entries in the early section of Annals of Silla in Samguk Sagi- Kim Bu-shik’s foreign view and the compilation of Samguk Sagi

The early section of the Annals of Silla which forms the initial chapters of the Samguk Sagi (hereafter SGSG) contain fifty entries related to Wae (Jp.wa). These wa-related entries attracted greater attention of scholars after the discovery of the King Gwanggaeto Stele because of their perceived relevance to a research question they aimed to examine. They wanted to examine whether Wae appearing in the SGSG, were the same wae whose military expedition is mentioned in the King Gwangaeto stele. Some scholars argued that the Wae of the Annals of Silla were the same Wae forces that crossed the sea and invaded Silla on numerous occasions, while others pointed out that they were merely sea pirates who used seasonal wind to cross over to the Korean peninsula to raid coastal settlements. If we carefully analyze wa-related entries of the SGSG we can classify them into four different categories. First, some entries demonstrate positive and sympathetic feelings for Wa, present an idealized picture of their distant land and also suggest that the kings or great ministers of Silla were derived from Wae. The second category includes cases of defense against and punishment of Wae by Silla rulers, and thereby emphasize their virtuous and efficient politics. The third category includes Wa people or Wae forces who were primarily intruders or raiders. The fourth category relates to records about diplomatic interaction or communication of envoys. It is apparent that when narrative the activites of Wae in the second category the author of the SGSG was motivated by the Confucian notion of history serving as a mirror to aid the administration, and the third category is undergirded with the historian’s objective to strengthen border defense. Amongst the four categories, listed above, Wa of the last category alone can be judged as derived indisputably from the Japanese archipelago. These records relate to the period prior to the unification of Japan by Yamato administration, and therefore, one may justifiably argue that Wae of these records denotes the force of provincial administration, especially that of Kyushu. Records of Wae (envoys) appear in the Annals of Baekje also, but they cease to appear after the 22nd year of King Soji(522). Instead we see on the pages of the SGSG during this period records about Gaya, more specifically entries about Wa.Gaya. These records suggest some kind of relationship between Wa and Gaya. The identity of Wa which was vague to some extent in earlier records, now assumes specificityIt appears that at least a section of the Wae population is given the nomenclature Gaya or is broadly wrapped under the cover of Gaya. Records about Malgal give us a clue to understand Wa-related records of the SGSG. Since both Wa and Malgal remained as tribal settlements through history and failed to achieve centralized monarchical states, both these terms (Wa and Malgal) were used pejoratively to denote the notion of inferior polities. These terms were used depending on the region. The settlement of the central part of the Korean peninsula was called Malgal, while that of Southeastern area was called Wae. In order to form a correct understanding of the records about foreign land and people it is necessary to look at Kim Bu-shik, the author of SGSG and his times. Kim Bu-shik and his followers played a crucial role in determining the character of the foreign policy of Goryo by crushing the rebellion of Myocheng and accepting the suzerain status of Jin dynasty China, a barbarian state in Chinese history. In establishing diplomatic ties with Jin and accepting Jin’s suzerain status ovewr Goryeo Kim Bu-shik was inspired by the historical experience and memory of relationship between Silla and Wae. One of the motivations for Kim Bu-sik to write the SGSG was to emonstrate that Silla was bound in its early phase by diplomatic ties of similar nature, and yet it could achieve peninsular unification.
더보기삼국사기 신라본기 상대 기사에는 倭사료가 50여 건 실려 있다. 이들 왜 기사는 광개토왕비가 발견된 이후 더욱 주목 받게 되었다. 그것은 이들 기사가 광개토왕비문에 보이는 倭(軍) 활동과 부합되는가 어떤가를 검토해 보려는 문제의식 때문이다. 일부 연구자는 신라본기의 왜는 왜국 군대가 바다를 건너 수시로 신라를 침범한 세력이라 한 데 반해, 어떤이는 그들을 다만 계절풍을 이용한 해적에 불과하다고 보았다. 신라본기의 왜 기사를 일별해보면 이들 사료는 크게 네 부류로 나누어진 다. 첫째는 왜에 대한 호감이나 동경을 가지면서, 먼 곳에 있는 이상향 정도로 보아 신라의 왕이나 대신이 왜에서 왔다고 기술하고 있다. 두 번째는 왕의 善政德治를 보여주는 사례로서 왜군에 대한 방어, 토벌에 관한 기사다. 셋째는 단순한 침범이나 약탈적 성격의 왜인 왜군이다. 네 번째는 외교나 사신왕래에 대한 내용이다. 이러한 倭(使)는 백제본기에도 등장한다. 두번째 부류는 ‘쓰여진 역사’가 통치의 본보기가 된다는 점에서, 세 번째 부류는 국방에 대해 주의를 환기시킨다는 점에서 차이가 있으나 모두 역사를 쓰는 의도가 뚜렷이 보이지만 사실여부를 확인할 방도는 없다. 이들 네 부류에서 바다 건너 일본열도에서 온 세력이 분명한 것은 네 번째뿐이다. 그것도 야마토정권의 통일세력이 나오기 전의 기사이므로 일본열도의 지방정권 특히 九州의 세력이 주요 대상이었을 것으로 이해된다. 신라 상대의 왜 사료는 소지왕 22년(500) 이후로는 전혀 보이지 않고, 대신 가야 사료가 자주 나오는 등 왜 가야 기사는 시대별로 단락을 지어 있다. 이에 왜와 가야 사이에는 어떤 식으로든 연결성이 있어 보인다. 앞에서 보았듯이 다소 막연했던 倭가 점차 분명해지자 그 가운데 일부는 가야라는 이름으로 등장하게 되었다고 볼 수 있다. 삼국사기 의 왜 사료를 이해할 때 참고가 되는 것은 말갈 사료다. 왜나 말갈 모두 국가 단계나 조직까지는 이르지 못한 집단으로서 막연히 부른 낮춤말에 지나지 않는다. 지역에 따라 한반도 중부에 사는 무리를 ‘말갈’이라 써놓았고, 동남부의 집단을 ‘왜’라 하였다. 삼국사기의 대외기사를 이해하려면 먼저 글쓴이 김부식과 그 시대를 알아야 한다. 김부식 일파는 묘청의 난을 진압하고 금나라에 사대의 예를 취하는 것으로 고려의 외교 노선을 결정하였다. 오랑캐나라에 사대하는 정책을 뒷받침하는 역사상의 경험/기억으로서 과거 신라 또한 왜에 대해서 그렇게 하였고, 그럼에도 결국 삼국을 통일하여 오늘에 이르렀다는 역사를 보여주고자 한 것이 삼국사기를 찬술하게 된 배경의 하나라고 생각된다.삼국사기에는 왜와의 관계가 구체적으로 실려 있는데 신라와 백제에서 건너 간 왕족이나 대신을 ‘(人)質’이라고 적었다. 하지만 이들 기사가 의거한 원전 어디에도 ‘質’이란 표현은 없다. 이렇게 縮小史觀/패배주의적 바탕에서 자의적으로 편찬한 역사책을 광개토왕비를 이해하는 보조자료로 삼을 수는 없다.
