Ⅲ. 부문별 상·하향식 경제적 정량화 분석
1. 건강
□ 극한기후 영향
ㅇ 극한기후는 신체 기관 다수에 악영향이나 손상을 주고, 이는 새로운 질병을 일으키거나 기저질환을 악화하여 사망에 이르게 함
ㅇ McMichael(2013)은 폭염 및 한파가 건강에 미치는 경로를 직접 노출에 의한 생물학적 영향 경로와 프로세스 및 사회적 변화 등에 의한 간접적 영향 경로로 구분
ㅇ Mora et al.(2017)은 폭염이 인체에 미치는 직접적 영향을 국소 빈혈, 세포 손상, 염증, 파종성 혈관 내 응고, 횡문근 융해증 등으로 정리하여 제시
ㅇ 폭염은 심혈관계 질환, 심장병, 뇌졸중과 같은 질환과도 연관성이 있는 것으로 확인
(Kovats, Hajat, and Wilkinson, 2004; Lin et al., 2009)
□ 정량화 방법론
ㅇ 온열질환자: 극한기후로 인한 질환자 수와 1인당 진료비를 활용하여 진료비 추정
ㅇ 사망자: 초과 사망자 수와 통계적 생명가치측정법을 활용하여 경제적 손실액 추정
ㅇ 노동생산성: 온도 및 습도를 활용한 WBGT 열지수 추정으로 직업별 업무효율 저하분석을 실시하여 노동생산성 저하에 따른 경제적 손실액 추정

- 극한기후에 따른 에너지 공급 영향의 상향식 분석 사례(POLES): 기후변화 영향으로 인한 화력발전소, 수력 설비용량 및 발전량, 풍력 부하계수, 태양광 PV 효율에 대한 영향함수를 제공하고 있으며, 정량화 지표로는 기준 시나리오 대비 발전량과 발전믹스를 확인할 수 있음
- 기후변화에 따른 에너지 공급 영향의 하향식 분석 사례(GRACE): 연평균 기온 변화, 연평균 강수량 변화에 따른 발전 공급의 영향함수를 모형에 반영하고 있으며, 정량화 지표로는 기준 시나리오 대비 발전 공급액을 확인할 수 있음

- 극한기후는 동·하절기 냉난방 에너지 소비량을 변화시키고 이 영향은 시·공간 범위에 따라 다르게 나타남
- Mensbrugghe(2010), Aaheim et al.(2012), Tol(2002a)은 각각 ENVISAGE, GRACE, FUND 등의 하향식 모형을 사용하여 극한기후로 인한 에너지 소비량 변화와 그에 따른 GDP 변화율을 제시
- 선행연구의 다수가 상향식 패널고정효과 모형을 사용하여 기온에 따른 에너지 소비량 변화를 추정(Davis and Gertler, 2015; Kim et al, 2017 등)

- 상향식 방법론: 전력 부문 전원구성 최적화 모형에 극한기후로 인한 영향함수를 반영하여 극한기후로 인한 에너지 공급 부문에 대한 영향 도출 가능. 기후변화로 인한 에너지 공급 영향은 Solaun and Cerda(2019), Dowling(2013)을 참조하고 데이터 가용성 등을 고려하여 최종적으로 모형에 반영할 수 있는 영향함수 도출
- 하향식 방법론: 1국 축차동태 연산 가능 일반균형 모형에 GRACE 모형에서 제시하는 기후변화 영향함수를 반영하여 극한기후로 인한 발전 부문에 대한 경제적 영향분석 가능. GRACE 모형에서 제시하는 동아시아 지역의 계수를 활용하여 영향함수 설정

- 국내 데이터를 사용하여 시군구 - 패널고정효과 모형을 토대로 기온 상승으로 인한 하절기 에너지 소비량 변화 추정

□ 시범분석 결과
ㅇ 기온 빈(bin)당 노출일수를 독립변수로 사용할 경우, 12∼14°C를 기준으로 기온이 34∼36°C까지 상승하는 날이 한 달에 하루 증가할 때 에너지 소비량은 약 3.341%증가
ㅇ 월평균 기온을 독립변수로 사용할 경우, 기온 1°C 상승은 약 4.6~4.8%의 에너지소비량 증가를 유발하며, 전기요금 지출 증가로 434억 원의 손실액 발생
ㅇ 고소득 지역의 에너지 소비량은 저소득 지역에 비하여 기온 상승에 더 민감하게 반응
□ 적응 정책 효과 분석

- 앞으로 재생에너지 공급이 확대될 것으로 예상됨에 따라 대형 발전사업자 위주의 현재 발전설기 관리 시스템과 차별화된 시스템 구축이 필요할 것으로 판단
- 『제2차 국가기후변화적응대책(2016-2020)』은 “에너지 공급시설(기간산업) 취약성 관리체계 구축 및 발전원별 발전 효율 저하 최소화 방안 마련[기존 보완 확대]”을 추진과제로 제시하였으나, 에너지 공급시설 관련 계획 및 지침 등에서 에너지 공급시설의 기후변화 리스크에 대한 구체적인 대응방안은 포함되고 있지 않음
- 적응 정책 효과를 정량화하기 위해서는 공학적인 설계가 뒷받침되어야 하나 한계가 있을 것으로 판단됨에 따라, 장기적인 관점에서는 공학적 실험 동향을 살펴보며 전문가 설문조사를 통해 각 적응 대책의 실효성 파악 및 정량화 필요
ㅇ 에너지 수요
- 에너지 효율 향상 정책, 수요 반응 프로그램, 에너지 라벨 프로그램 등의 다양한 에너지 수요 적응 정책이 시행되고 있으며, 향후 실효성 있는 에너지 복지 정책 필요
3. 수자원
□ 극한기후 영향
ㅇ 최근 홍수 피해의 증가는 기후변화로 인한 극한 강우의 빈도 및 규모의 증가와 경제성장에 따른 도시화로 인한 시민 및 주거공공시설의 집중화에 기인함
- 홍수 리스크 대응 정책을 수립하기 위해서는 발생 가능한 피해를 경제적으로 정량화하여 지역별 위험도를 평가하는 것이 선행되어야 함
□ 정량화 방법론
ㅇ 서울특별시 25개 자치구를 대상으로 비선형 피해함수를 산정하여 강우 빈도별 홍수피해금액을 정량화함
- 강우량과 홍수 피해금액의 관계는 지수함수의 형태로 일정 규모까지 기하급수적으로 증가하므로 극한 강우량의 고량 증가에도 막대한 경제적 피해가 초래될 수 있음
ㅇ 과거 홍수 피해 자료가 부족한 자치구는 미계측 유역으로 간주하여 지역회귀 분석을 통해 피해함수의 매개변수를 추정함
□ 시범분석 결과
ㅇ 취약계층 인구수, 취약(노후)주택 수, 인프라 시설 면적 등이 홍수 피해금액에 영향을 미치는 주요 지역인자로 분석됨
ㅇ 미계측 지역의 매개변수 지역화 과정에서 해당 지역인자의 물리적 의미를 적절하게 반영하지 못하는 결과가 산정됨
- 시범적용 지역의 홍수 피해 자료의 부족으로 인해 지역인자의 특성이 적절히 반영되지 못한 것으로 분석됨
□ 적응 정책 효과 분석
ㅇ 기후변화의 영향으로 과거에 발생하지 않았던 규모의 극한 강우 발생에 의해 홍수피해의 위험이 더욱 커질 것으로 전망되므로, 취약주거 환경 개선 등을 통한 홍수완화 적응 정책의 도입이 시급함
ㅇ 이 외에도 불투수 면적 감소를 위한 저영향개발(LID) 기법의 도입과 홍수 예측기술의 개선을 위한 연구개발이 병행되어야 함
ㅇ 신속하고 정확한 사전예보를 통해 거주민의 대피 및 대응 준비 시간을 늘려 주는 것은 피해 가능 지역의 인구수(인구밀도)를 낮추는 효과가 있음
4. 농업
□ 농업 부문 극한기후 리스크 정량화의 상·하향식 방법론
□ 패널 모형과 쌀 중심으로 극한기후의 농업 부문 경제적 정량화
ㅇ 2001~2018년 평균 기상조건에서 509.246(kg/10a)으로 확인되었으며, 극한기후로 인한 영향은 고온 -0.86, 가뭄 -0.182, 가뭄 -1.603, 호우 8.233으로 나타남
□ 농업 부문 재해위험관리 정책
ㅇ 농업 관련 재해위험관리 관련 법률에는 재해위험관리의 첫 단계인 재해위험 식별에 관한 내용이 포함되어 있지 않음
ㅇ 재해위험 식별을 바탕으로 한 전략적 재해위험관리 노력이 부족하며, 이는 효과적 재해위험관리의 제약으로 작용함
Ⅳ. 결론 및 정책적 시사점
1. 극한기후 리스크의 경제적 정량화 모형 기반 구축
□ 극한기후 리스크의 경제적 정량화를 위해 기후경제 통합평가 모형과 부문별 상·하향식 모형 및 방법론 분석
□ 국내 자료 여건 및 방법론 현황 등을 고려해 분석 가능한 부문별 리스크 정량화를 위한 주요 지표 및 방법론 정리
□ 미래 기후변화 피해 정도를 결정하는 주요 요인으로는 온도, 강수량 등의 기상 요인과 인구 구조 및 규모, 경제발전 정도, 산업 구조, 기술 발전 등이 있으며, 같은 기후변화에도 사회·경제적으로 결정되는 적응역량에 따라 리스크는 다르게 나타남
2. 정책 제언
□ 건강
ㅇ 우리나라는 관계부처 합동으로 매년 폭염 대책을 제시하고 있으나 대부분은 단기적이고 취약계층을 중심으로 고온 노출을 잠시 피할 수 있는 대책으로 이루어져 있음
- 간접적인 영향으로 인한 경제적 피해도 직접적인 피해보다 더 크게 나타나고, 기후변화에 따라 폭염이 더 강력해지고 있으므로 적응역량 강화를 통한 중장기 대책도 고려되어야 함
□ 에너지
ㅇ 발전설비의 건설비는 재생에너지 발전비용의 큰 부분을 차지하고 있어, 기후변화 영향으로 인한 잦은 고장 및 그로 인한 설비의 운영연수 단축은 발전 부문의 비용부담을 가중하는 요인으로 작용
- 기존 계획에서는 재생에너지 발전설비를 비롯한 발전설비의 기후변화 취약성 관리방안이 구체적으로 수립되어 있지 않은 실정이므로 정책적 개선이 필요함
ㅇ 에너지 수요 반응 프로그램이나 에너지 효율 라벨 프로그램 등의 대응 정책을 모색할 때, 소득 수준 간 에너지 소비량 반응의 민감도 차이를 고려해야 함
- 고소득 지역의 기온에 대한 에너지 소비량 변화가 저소득 지역의 변화보다 기온에 더 민감한 것으로 나타남에 따라 건축물 에너지 효율 향상 정책과 같이 체감 기온을 상승시키거나 하락시키는 에너지 적응 정책은 비교적 소득 수준이 높은 지역에서 시행되었을 때 더 효과적일 수 있음
- 전기요금 또는 제품의 에너지 효율성에 대한 정보를 소비자에게 알려 주는 정책은 저소득층에게 더 유용할 수 있음
ㅇ 기온 상승으로 인한 소득 대비 전기요금 지출 비율이 저소득층이 고소득층보다 월등하게 높은 점으로 미루어 볼 때, 저소득층에 대한 에너지 복지 개선 정책이 더 적극적으로 추진되어야 함
- 현재 국내에서는 다양한 에너지 복지 정책이 시행되고 있으나 입법 절차상 또는 제도 설계상의 미비함으로 인하여 에너지 복지 정책이 실효성을 확보하지 못함
□ 수자원
ㅇ 강우량과 홍수 피해금액의 관계는 지수함수의 형태로 일정 규모까지 기하급수적으로 증가하므로 극한 강수량의 소량 증가에도 막대한 경제적 피해가 초래될 수 있음
- 추후 기후변화로 인한 극한 강우로 야기된 홍수 피해의 위험이 커질 것으로 전망되므로, 취약 주거환경 개선 등을 통한 홍수 완화 적응 정책의 도입이 필요함
ㅇ 불투수 면적 감소를 위한 저영향개발(LID) 기법의 도입과 홍수 예측기술의 개선을 위한 연구개발의 병행이 필요함

ㅇ 향후 품목별 자료의 구축과 모형의 개선이 이루어질 경우, 한층 현실화된 농업 부문극한기후에 대한 경제적 영향의 정량화 방법론 구축 가능
Ⅰ. Introduction
1. Research background
❏ There is an increasing need to quantitatively assess the risks that result from uncertain socioeconomic and climate changes, as well as the cost and effectiveness of policies for adapting to these changes.
ㅇ The scale of damage caused by future climate change and extreme climate phenomena is not completely understood. Risk and adaptive capacity analyses have not been systematically conducted.
ㅇ According to Weyant (2014), the use of Integrated Assessment Models(IAMs), which can predict the impact of climate change and consider policy countermeasures, needs to be further explored.
❏ Within this new changing climate regime, it is vitally important to ensure strong adaptive capacity.
ㅇ The submission of reports regarding the achievement and adaptation of Sustainable Development Goals (SDGs) has become mandatory.
ㅇ The 50th session of the subsidiary body of the Nairobi Work Programme(NWP) regarding the impacts, vulnerability, and adaptation to climate change determined nine priority areas: extreme climate, drought, water scarcity, land degradation neutrality, forests and grasslands, oceans, coastal areas and ecosystems, agriculture, and food security
2. Necessity and differentiation of research
❏ Although some domestic studies have been conducted to quantify the economic impact of climate change, few have explored the socioeconomic environment and extreme climate phenomena.
ㅇ The purpose of this research is to develop a tool that can economically quantify the risk of extreme climate phenomena and assess the effectiveness and adaptive capacity of countermeasures.
ㅇ Climate change adaptation plans can be established and prioritized by quantifying sectoral bottom-up economic risks that are caused by extreme weather. They should reflect domestic conditions and analyze the economic risks for multiple future socioeconomic and climate scenarios through top-down models.
3. Purpose and scope of the research
❏ This study seeks to develop a policy support tool that can quantitatively analyze domestic climate change risks and adaptation policy effects.
ㅇ This is achieved by first developing a tool that determines the effects of climate change-related risks and adaptation policies based on an active reflection of the domestic climate, socioeconomic, and environmental conditions.
ㅇ Then, a second tool is developed that can multilaterally analyze the risks of uncertain future climate and socioeconomic conditions, and the cost effects of adaptation policies that aim to mitigate these risks.
❏ Annual progress plan
ㅇ In 2020, the focus was placed on analyzing the tool development status for economic analysis, developing measures to quantify sectoral economic risks in extreme climates, and conducting a pilot analysis on the impacts of extreme climates.
ㅇ In 2021, the representative extreme climate and socioeconomic scenarios will be developed and adaptation options and capacities will be analyzed through an impact analysis of the various developed scenarios.
ㅇ Finally, in 2022, the potential implications of each extreme climatesocioeconomic scenario will be reported by analyzing policy effects for several constructed adaptation models used to combat extreme climate risks.
Ⅱ. A Top-down Analysis Methodology for the Impact of Extreme Climates based on Integrated Assessment Models
1. Analysis of integrated assessment models
❏ Generally, the structure and method of integrated climate and economic assessment models include similar climate-economy policy modules.
2. Methodology for quantifying the impact of climate change
❏ Comparison of climate change quantification methodologies in each integrated climate economy assessment model
ㅇ In all IAMs mentioned in this paper except DICE, the impact is divided into 4 to 12 sectors of concern and analyzed by region.
ㅇ In the FUND model, the impact is divided into 12 sectors so as to make it possible to derive a more detailed overview of the impact in each sector.
ㅇ In the PAGE model, impacts are analyzed based on the difference between the effects simulated using the average temperature and those simulated using the set limit temperature.
ㅇ The FUND model assumes that there is a linear relationship between temperature change and climate change, whereas all other models in this comparison assume a nonlinear relationship.
3. Methodology for quantifying adaptation effects
❏ Features of the methods used to quantify adaptation effects in each model
ㅇ AD-DICE and WITCH maximize social welfare by considering the costs and effects of adaptation policies.
ㅇ The PAGE model develops and assesses the simulation scenarios which take adaptation policies into consideration.
ㅇ The AD-DICE model calculates the effects of adaptation by combining them into a single category.
ㅇ The WITCH, FUND, and PAGE models consider the adaptation effects by subdividing them into different sectors according to each model.
4. Integrated assessment model development plan
❏ Currently, the utilization and scope of applications for IAMs are limited and not yet well-established. However, a few studies have used IAMs to estimate the damage and impacts of climate change.
ㅇ Hwang (2017) used the FUND model to estimate the cost of damage from climate change in Korea taking uncertainty into account.
ㅇ Ahn et al. (2017) developed KRICE, a Korean integrated analysis model based on the DICE and RICE models.
ㅇ Chae et al. (2017) calculated the cost of damage from climate change in several different scenarios in Korea using the PAGE model and the analysis of socioeconomic pathways.
❏ The coefficients need to be measured and functions that reflect the advantages of IAMs as well as domestic data and research need to be developed to explain damage to the economy, quality of life, and human lives caused by extreme climates.
ㅇ Further research is required to examine the effects of extreme climate in several at-risk regions.
ㅇ Coefficients and functions must be developed to build assessment models through the generalization of research results.

ㅇ Extreme climate adversely affects or damages various organs of the body, thereby causing new diseases, worsening pre-existing diseases, and sometimes leading to death.
ㅇ McMichael (2013) classified the effects of heat and cold waves on health into biological effects from direct exposure and indirect effects from processes and societal changes.
ㅇ Mora et al. (2017) summarized the direct effects of heatwaves on the human body in terms of ischemia, cell damage, inflammation, disseminated intravascular coagulation, and rhabdomyolysis.
ㅇ Several different diseases such as cardiovascular disease, heart disease, and stroke are also associated with heatwaves (Kovats, Hajat, and Wilkinson, 2004; Lin et al., 2009).
❏ Quantification methodology
ㅇ Patients with heat-related illnesses: The total medical expenses are estimated using the number of patients with diseases due to extreme climate and the medical expenses per person.
ㅇ Mortality: The amount of economic loss is estimated using the number of excess deaths and the Value of Statistical Life measurement.
ㅇ Labor productivity: The amount of economic loss due to a decrease in labor productivity is estimated through analysis of the decrease in work efficiency in each occupation by estimating the WBGT heat index using temperature and humidity.
❏ Pilot analysis results
ㅇ During the heatwave in Korea in 2018, economic losses estimated through the quantification methodology were reported to be 3.9 billion, 41.0 billion, and 345 billion KRW due to patients with heat-related illness, deaths of patients with heat-related illness, and the decrease in labor productivity, respectively.
❏ Analysis of the effects of adaptation policy
ㅇ The heatwave response policy in Korea, which focuses on heat-related illnesses in vulnerable social groups, is being implemented through intensive management of groups such as elderly people who live alone, homeless people, and residents of slice rooms. This initiative strengthens the safety of children and educational facilities, as well as safety management in various places such as outdoor construction sites. In the future, additional related policies will need to be created that focus not only on the direct impacts but also on the indirect impacts of extreme climate, such as a decrease in labor productivity.
2. Energy
❏ Effects of extreme climates
ㅇ Energy supply
- The efficiency and durability of the energy supply may be reduced due to extreme climates.
- An example of bottom-up analysis (POLES) of the impact of extreme weather events / conditions on energy supply provides an influence function for the relationship between climate change effects and thermal and hydroelectric power plant capacity and power generation, the wind loading coefficient, and solar PV efficiency. The quantification index provides the amount of power generated and the energy mix compared to the baseline scenario.
- Top-down analysis (GRACE) of the impact of climate change on energy supply reflects an influence function relating the change in the annual average temperature and annual average precipitation to the power generation supply. The quantification index provides the power supply compared to the baseline scenario.
ㅇ Energy demand
- Extreme climates change the amount of energy consumed for cooling and heating in summer and winter; this effect varies depending on the temporal and spatial range.
- Mensbrugghe (2010), Aaheim et al. (2012), and Tol (2002) presented changes in energy consumption due to extreme climates along with the subsequent changes in GDP by using the top-down models of ENVISAGE, GRACE, and FUND, respectively.
- Many prior studies have estimated changes in energy consumption as a function of temperature using the bottom-up panel fixed effect models(Davis and Gertler, 2015; Kim, 2017, etc.).
❏ Quantification methodology
ㅇ Energy supply
- Bottom-up methodology: The effect of extreme climates on the energy supply sector can be derived by using the influence function of extreme climates in the generation mix optimization model for the power sector. For the impact of climate change on the energy supply, Solaun and Cerda (2019) and Dowling (2013) were referred to; the final influence function that can be used in the model was derived taking the data availability into account.
- Top-down methodology: The economic impact of extreme climates on the power generation sector can be analyzed by reflecting the climate change influence function suggested by the GRACE model in a single country recursive dynamic computable general equilibrium model. The influence function is established using the coefficients of the East Asia region presented in the GRACE model.
ㅇ Energy demand
- The changes in energy consumption in summer due to temperature rise are estimated based on city-, county-, and district-panel fixed-effect models using domestic data.
- The difference in the sensitivity of changes in energy consumption is estimated according to the income level.
❏ Pilot analysis results
ㅇ Using the number of days of exposure per temperature bin as an independent variable, energy consumption increased by approximately 3.341% when the number of days with the maximum temperature between 34-36 °C per month increased by one day, compared to days with the maximum temperature between 12-14 °C.
ㅇ When the monthly average temperature was used as an independent variable, a 1 °C rise in temperature caused a 4.6-4.8% increase in energy consumption and losses of 43.4 billion KRW occurred due to the increase in electricity bills.
ㅇ Energy consumption in high-income regions is more sensitive to temperature rise than in low-income regions.
❏ Analysis of the effects of adaptation policy
ㅇ Energy supply
- Based on the analysis in this paper, a system that is differentiated from the current power generation facility management system which is centered on large power generation companies needs to be established. This will enable the effective utilization of renewable energy which is expected to expand in the future.
- Although the 2nd National Climate Change Adaptation Plan (2016-2020) suggested the “establishment of a vulnerability management system for energy supply facilities (key industry) and preparation of plans to minimize the decrease in efficiency for each power generation source [complementing and expanding the current plan]” as one of the tasks, specific countermeasures against climate change risks for energy supply facilities were not included in the plans or guidelines related to energy supply facilities.
- Although engineering designs are required to quantify the effects of adaptation policy, there may still be limitations. Therefore, the effectiveness of each adaptation plan must be identified and quantified through expert surveys while considering experimental trends in engineering from a long-term perspective.
ㅇ Energy demand
- Various energy demand adaptation policies such as energy efficiency improvement policies, demand response programs, and energy labeling programs are currently being implemented. However, more effective energy welfare policies still need to be developed.
3. Water resources
❏ Effects of extreme climates
ㅇ The increase in flood damage in recent years can be attributed to the increase in the frequency and scale of local intensive precipitation events due to climate change, as well as to the high concentration of citizens and public residential facilities owing to urbanization, which occurred as a result of economic growth.
- Potential damage needs to be economically quantified and the risk of each region needs to be assessed to establish a flood risk response policy.
❏ Quantification methodology
ㅇ The cost of flood damage as a function of rainfall frequency was quantified by calculating the nonlinear damage function for 25 autonomous districts in Seoul.
- As even a small increase in local intensive precipitation can cause severe economic damage, the relationship between precipitation and the cost of flood damage increases exponentially up to a certain scale.
ㅇ Autonomous districts that lack historical flood damage data were regarded as unmeasured watersheds and parameters of the damage function were estimated through the regional regression analysis.
❏ Pilot analysis results
ㅇ The vulnerable population, the number of vulnerable (deteriorated) residences, and the areas of infrastructure facilities were analyzed as the major regional factors that affect the cost of flood damage.
ㅇ The result was calculated in the process of localizing the parameters of the unmeasured areas.
- The characteristics of the local factors were not properly reflected due to the lack of flood damage data in the pilot region.
❏ Analysis of the effects of adaptation policy
ㅇ There is an urgent need for a flood mitigation adaptation policy to be introduced for the improvement of the vulnerable residential environment. The risk of flood damage is expected to further increase, as local intensive precipitation events are predicted to occur on an unprecedented scale due to climate change.
ㅇ Additionally, a low-impact development (LID) technique for reducing impervious surfaces needs to be introduced alongside further research and the development of better flood prediction technology.
ㅇ Extending the preparation time for evacuation and response time for residents through rapid and accurate advanced forecasts can reduce the number of people in the risk area.
4. Agriculture
❏ Bottom-up and top-down methodology for quantifying extreme climate risks in the agricultural sector
❏ Economic quantification in the agricultural sector under extreme climates based on the panel model and rice yields
ㅇ Rice yields were 509.246 kg/10 acres under average weather conditions during 2001-2018. Extreme climate scenarios saw a yield change of -0.86, -0.182, -1.603, and 8.233.
❏ Disaster risk management policy in the agricultural sector
ㅇ The laws related to disaster risk management in the agriculture sector do not include information on disaster risk identification, which should be the first step in disaster risk management.
ㅇ Insufficient efforts to identify disaster risks based on the strategic disaster risk management hinder the effective disaster risk management.
Ⅳ. Conclusion and Policy Implications
1. Establishment of a basis for an economic quantification model of extreme climate risks
❏ The key indicators and methodologies for quantifying the risks in each sector were analyzed taking the availability of domestic data and the status of related research into account.
ㅇ Health: Direct losses due to diseases and deaths caused by extreme climates and indirect labor losses due to health effects can be economically estimated and quantified.
ㅇ Energy supply: Additional power generation costs due to reduced facility efficiency and indirect human health effects caused by extreme climates can be quantitatively analyzed.
ㅇ Energy demand: Damage can be analyzed through changes in household power consumption due to temperature rise.
ㅇ Agriculture: Rice yield can be quantified through distribution analysis; damage to fruit trees can be economically quantified, depending on the crop.
❏ The main factors that determine the extent of future damage from climate change include weather factors (such as temperature and precipitation), population structure and size, the degree of economic development, industrial structure, and technological development. Even the same climate change effects can have different risks depending on the socioeconomically-determined adaptive capacity.
ㅇ The economic risks for multiple future climate and socioeconomic scenarios need to be further quantified in future research.
2. Policy suggestions
❏ Health
ㅇ Although heatwave policies are established every year through cooperation within related ministries, most are short-term and focus on fragmentary damage reduction measures to prevent the exposure of vulnerable groups to high temperatures.
- Fundamental mid- to long-term measures still need to be considered to strengthen adaptation capabilities, as economic damage due to indirect effects is greater than direct damage and the frequency and number of heatwaves are expected to continuously rise.
❏ Energy
ㅇ As construction costs of power generation facilities account for a large portion of renewable energy generation costs, frequent breakdowns that occur and reduced operational lifetimes of facilities due to climate change are factors that increase the cost burden of the power generation sector.
- Policy needs to be improved, as current policy does not include specific plans for managing the vulnerability to climate change of power generation facilities including renewable energy generation facilities.
ㅇ When seeking confrontational policies such as energy demand response programs or energy efficiency labeling programs, the differences in the sensitivity of response to energy consumption among different income levels need to be considered.
- Changes in energy consumption in high-income regions are more sensitive to temperature than in low-income regions. Therefore, energy adaptation policies that raise or lower the perceived temperature, such as those for improving energy efficiency in buildings, can be more effective when implemented in regions with relatively high income levels.
- Policies that inform consumers about electricity rates or the energy efficiency of products may be more effective for low-income groups.
ㅇ Especially in regions and scenarios that have rising temperatures, the ratio of utility expenses to income is much higher in low-income groups than that in high-income groups. Thus, policies to improve energy welfare for low-income groups need to be more actively promoted.
- Currently, although various energy welfare policies are being implemented in Korea, they are ineffective due to the inadequate legislative procedures or system design.
❏ Water resources
ㅇ Even a small increase in the scale of extreme precipitation events can cause devastating economic damage as the cost of flood damage increases exponentially up to a certain point with the increase in rainfall.
- A flood mitigation adaptation policy needs to be introduced to improve the residential environment of vulnerable groups, as the risk of flood damage caused by local intensive precipitation is expected to increase in the future due to climate change.
ㅇ A low-impact development (LID) technique for reducing impervious surfaces needs to be introduced, while, simultaneously, research and development to improve flood prediction technology must be conducted.
ㅇ Rapid and accurate advanced forecasts should be utilized to extend the preparation time for evacuation and response time for residents, thus reducing the number of people in at-risk areas.
❏ Agriculture
ㅇ While the government subsidizes some of the costs of damage caused by extreme climates, they cannot cover the decline in agricultural production. Additionally, the equilibrium displacement model does not consider the correlation between industries and regions when measuring the economic ripple effects of these agricultural damages.
ㅇ A more practical methodology for quantifying the economic impact of extreme climates in the agricultural sector can be established in the future by collecting data for each agricultural product and improving models.
