본 논문에서는 18세기 초두에서 19세기 중반까지의 일본 규슈(九州)에서의 석탄 개발의 변용 과정을 분석한다. 즉, 이 시기의 규슈(九州)에서의 석탄 시장의 변천과 탄광업의 발전을 관련지어서 분석하여, 에도 막부(江戶幕府) 말기의 규슈(九州)의 석탄 개발의 정치적 의미를 분석하였다. 우선 1700년 전후에서 1830년대까지의 지쿠호탄(筑豊炭)(후쿠오카 현 동북 지방의 탄전 지대에서 생산되는 석탄)의 수요와 봉건 권력에 의한 탄갱(炭坑) 관리의 관계를 살펴본다. 죠카마치(城下町)의 도시인구 증대에 따른 신목(薪木) 연료의 부족과 탄전 지대 농촌의 빈궁 화에 의한 농한기 농민의 부업으로서, 탄갱(炭坑) 채굴과 땔나무의 대용품으로서 석탄 판매가 비교적 자유롭게 행해지고 있었다. 그것은번(藩)이 죠카마치(城下町)의 가신단家臣團)에게 연료 공급을 할 필요를 느끼면서도, 봉건 체제를 지탱하는 연공미(年貢米) 확보를 주로 하고 있었기 때문이다. 신목(薪木) 부족은 도시 죠카마치(城下町) 뿐만 아니라, 농촌이나 현해탄(玄海灘)에 인접한 어촌과 신흥 염전(鹽田)에서도 심각하였으며, 많은 석탄의 수요를 낳았다. 그런데 후쿠오카 번 내(藩內)의 몇 개의 염전(鹽田)에서 대용 연료로서 사용하고 있었던 석탄이, 제염 가마의 기술 개발에 의해서 번(藩) 이외의 염전(鹽田)으로 유출 되게 되었다. 이 새롭게 출현한 시장이 치쿠호 탄전(筑豊炭田)에 인접한 세토우치주슈(瀨戶內十州; 봉건 영지의 10개 번(藩)으로 구성된 지역)이었다. 세토우치주슈(瀨戶內十州)의 제염 량은 일본 전국의 9할을 차지해, 석탄수요가 연간 30~40만 톤으로 추계(推計) 될 정도로 전례가 없는 거대한 시장이었다. 대량의 지쿠호탄(筑豊炭)이 유출됨에 따라, 후쿠오카 (福岡) 시중에는 물품이 부족하게 되었고 가격도 상승하여, 번(藩)은 석탄의 유출을 전면적으로 금지하였다. 따라서 세토우치주슈(瀨戶內十州)는 심각한 석탄 부족에 빠져 새로운 매입처를 모색하였다. 이것이 그 지방의 초슈(長州; 지금의 야마구치(山口))와 규슈(九州)의 다른 지역인 미이케(三池), 다카시마(高島), 가라츠(唐津) 등의 탄갱(炭坑) 개발을 촉진시켰다. 이러한 석탄의 상품화는 후쿠오카 번(福岡藩)의 석탄 정책을 일변시켰다. 즉, 석탄 감독국(石炭監督局)을 설치하여, 「焚石仕組法」이라는 규제 법규에 의해, 모든 석탄 업무를 엄격히 번(藩) 관공서의 관리 지배하에 두어 판매, 수익을 독점하였다. 재정 궁핍에 시달리고 있었던 다른 여러 번(藩)에서도 후쿠오카 번(福岡藩)의 「仕組法」과 같은 석탄 관리를 실시하였다. 이렇게 해서 19세기 전반에 이르러, 규슈(九州) 탄광업은 번(藩)의 관리 하에 놓여 채탄, 운반, 판매에 이르기까지 번 어용(藩御用) 도매상의 전문 업자가 하청을 받게 되었다. 같은 19세기 전반 유럽과 북미를 지배한 근대 자본주의가 동양 시장에 몰려오고 있었다. 특히, 인도에서 중국 대륙으로 진출한 영국은 「거대한 통상」을 영위하는 「제국의 연쇄의 고리」를 완성시키려 하고 있었다. 그 대영제국의 고리를 연결하는 주된 것이 신기술의 증기선에 의한 정기 항로였다. 동양에서 원양항로의 정기 우편선의 연료로서 대량의 석탄을 비축하는 기항지(寄港地)가 필요하였다. 영국은 석탄이 풍부한 기항지(寄港地)로서도 일본에 관심을 두고 있었다. 그것은 북태평양에서의 포경선이나 횡단 항로의 중계 기항지(寄港地)를 요구하는 미국도 같은 입장이었다. 바로 개항장(開港場)의 중요한 요건의 하나가 석탄에 대한 손쉬운 접근이었다. 여기에서 나가사키항(長崎港) 부근의 석탄 생산지인 다카시마(高島), 가라츠(唐津)가 주목을 받게 되었다. 아편 전쟁이나 페리 래항(來航)에 의해서 자극이 된 나가사키항(長崎港)의 석탄 수요가 사가 번(佐賀藩)과 가라츠 번(唐津藩) 등 주변의 탄갱(炭坑) 개발을 촉진시켰다. 그때까지와는 완전히 다른 새로운 석탄의 수요, 즉 증기선 연료로서 수출되는 상품이 되었다. 주산지인 규슈(九州)에서는 비교적 노후되고 용수 대책(湧水對策)에 비용이 늘어났기 때문에, 개발의 중심이 지쿠호탄(筑豊炭)에서 나가사키항(長崎)에서 떨어진 곳에 있는 신흥의 가라츠탄(唐津炭)으로 옮겨졌다. 나가사키(長崎) 개항에 따라, 막부(幕府)와 여러 번(藩)의 서양식 무기 도입에 더욱 더 박차가 가해졌다. 증기 군함의 구입이 전형적인 예이다. 이 근대 기술 도입이 국방 문제로서 인식이 되어, 그 연장선에서 석탄 자원의 중요성이 인식되었다. 따라서 수출 상품으로서 석탄을 보았을 경우, 수요 확대와 가격상승이라는 측면에서 여기에서 군수품으로서 염가로 대량 비축을 가능케 하는 산탄지(産炭地) 확보에 직면하게 되었다. 이것이 종래의 번 어용(藩御用) 석탄 도매상에 의한 청부 탄갱(炭坑)의 경영을 바꾸게했다. 규슈(九州)의 세난유 번(西南雄藩)은 직할 탄산(炭山)인 오테야마(御手山)의 경영에 나섰다. 여러번(藩)과 막부에 의한 석탄 자원의 직접 확보와 함께, 서양식 군사 기술의 적극적인 도입에 따라서 석탄수요가 생겨나고 있었다. 즉 증기선 군함의 연료와 함께 서양식 군사 공업의 동력원으로서 석탄 자원이 이용되게 되었다. 도입, 이식(移植)된 서양식 군사 공장은 아직 초보 단계였음에도 불구하고, 그것은 분업 수공업적인 군사 공업에서 기계식 군사 공업으로 이행하는 과정의 시작이었다. 사가(佐賀), 사츠마(薩摩)의 번영(藩營) 군사 공업과 막부(幕府) 관영 제철소에서, 반사로(反射爐)와 용광로(鎔鑛爐)에서 석탄이 사용되게 되었다. 또한 근대적 공작 기계와 함께 원동기의 증기 기관이 채용되어 석탄 연료가 필요하게 되었다. 이와 같이 일본의 근대적인 석탄 수요는 근대적 군사 공업의 이식(移植)에 의해서 만들어졌고, 에도 막부(江戶幕府) 말기의 규슈(九州)의 석탄이 새로운 군사적 가치를 지니게 되었다고 할 수 있을 것이다.
더보기The main subject analyzes a transformation process of the Japanese coal development in Kyushu from the beginning in the 18th century until the middle in the 19th. I connect development of the coalmine industry with the changes which occurred in the Kyushu coal market during this time and, through analysis, investigate the political aspects of the Kyushu coalmining developments which had been achieved by the late Tokugawa Period. Focusing on the period of around 1700 to the 1830s, I researched relations between the demand for Chikuho charcoal (coal produced from the coalfield zone of Northeast Fukuoka) and the coalmine management structures implemented by the feudal power (Han). Because of the financial security, which the feudal lords provided through the land taxation of rice farmers, the town``s vassal corps relied on the city to supply their fuel. However, due to the lack of firewood provided by the city, population increases, and the farm village pauperization of the coalfield zone, coal became a substitute for firewood as well as a lucrative side business for farmers during their slack season. The lack of firewood had become a serious issue not only for the castle`s town but also for farm villages, fishing villages, and some new saltpan areas along the shore of the Sea of Genkai, all belonging to the Fukuoka feudal clan. At this time, big new market for charcoal appeared in Seto, which was located adjacent to the Chikuho coalfield. Together, these ten new states supplied salt to 90% of the Japanese population. Coal was needed to fuel the new technology found in the salt manufacture pot. The market was growing as never before, and the demand for coal was estimated at 300~400 thousand tons a year. Therefore, coal sales, which had begun as a substitute fuel sold out of necessity within the Fukuoka feudal clan, began to expand to saltpans in outside feudal domains. The entire Fukuoka castle city began to decline due to the exportation of a large quantity of Chikuho charcoal. As the prices jumped higher, the feudal clan completely prohibited the exportation of all charcoal. Of course, having been entirely cut off from their coal, the Seto states began groping for new suppliers. This promoted coalmine development in other areas such as local Choshu (Yamaguchi), Miike, Takashima, and Karatsu mines. As surrounding coalmines developed, coal again became more easily accessible. The commodification of coal led to a complete change of coal policies within the Fukuoka feudal clan. They set up a coal Board of Control, and by the regulation law called “Takiishi-Shikumihou, the management of the feudal clan government office put all coal duties under the control of its strictly monopolized sale profit. The other various feudal clans, which also suffered from financial poverty, performed “structure method and similar coal management reformations of the Fukuoka feudal clan. Thus, at the first half of the 19th century, the Kyushu coalmine industry was put in the bottom level of the feudal clan management, and the specialty supplier of the feudal clan order wholesale dealer undertook its responsibilities, including coalmining, transportation, and sales. The modern capitalism that influenced Europe and North America in the first half of the 19th century approached the Orient market. The U.K., which unfolded from India in particular to Mainland China, completed “the round of the chain of the empire to run “huge commerce.” Through the technology of the newly invented steamship, a regular line was established, which would become the master that connected the round of the British Empire. A port of call capable of storing a large quantity of coal as fuel for the periodical mail boat of the ocean lanes in the Orient was necessary. The U.K. was interested in Japan as a coal-rich port of call. As for the U.S.A., which demanded the whaler in the North Pacific and the broadcast port of call of the crossing route, the interest was equal. One of the important matters of the treaty port was easy access to the coal. To that end, charcoal-producing areas such as Takashima and Karatsu, of the region of Nagasaki, came to attract attention. Coal demand in Nagasaki Port, stimulated by the Opium War and the Perry visit, promoted coalmine shaft development in territories such as the Saga feudal clan or the Karatsu feudal clan. As it developed into a commodity exported for this new demand, the center of development moved from far-off Chikuho mines, which was comparatively old, expensive, and increased in an anti-spring measure, to the new Karatsu coalmine near Nagasaki. The introduction of Western style weapons to the Shogunate and various feudal clans, which occurred with the opening of the Nagasaki Port, spurred on more industry developments. Purchase orders for the new steam-run warships became increasingly common. This modern technical introduction was recognized as a major issue of national defense, and by extension, raised consciousness regarding the importance of coal resources. With the introduction of the steam engine in warships, the technology was also adapted for use in other modern military machines, and the necessity for coal continued to increase. This resulted in the changing of contract management of coalmine shafts by the conventional feudal clan order coal wholesale dealer. The Kyushu southwest barony of the first degree began the management of each direct control coalmine, namely “Oteyama, as well as the direct security of coal resources by various feudal clans and the Shogunate. Though the introduction of ported Western style military factories was still in a rudimentary stage, it marked the beginning of a shifting process within the military from of the division of manual labor, to the machine system industry. Coal resources came to be used as the primary Western style military industrial power source including usage in military factories of Saga and Satsuma, as well as in reverberatory furnaces and blast furnaces in the Shogunate controlled ironworks. Thus, one may conclude that the modern military industrial transplant directly influenced the Japanese modern coal demand. The coal mining industry in Kyushu came to have new military value for the late Tokugawa period.
