우리나라는 급속도로 진전된 도시화와 국토개발로 인해 자연환경이 훼손되어 왔다. 도시지역의 자연훼손은 특히 심각하여 도시민들은 자연이 주는 다양한 혜택을 충분히 받지 못할뿐더러 도시의 회복력이 저하되고 지속가능한 발전에도 장애가 되고 있다. 도시지역은 자연환경 복원이 필요함에도 그 현황이 충분히 파악되어 있지 않으며, 자연환경이 얼마나 훼손되었는지 진단할 수 있는 기준이나 진단틀조차 개발되지 않은 상태이다. 또한, 도시지역의 자연환경에 대한 복원이 어떤 방향으로 이루어져야 하는데 대해서도 충분히 논의되지 않았다. 이에 본 연구는 도시가 생태적 기능을 원활히 발휘할 수 있도록 도시지역의 자연환경 훼손에 대한 진단 틀을 개발하여 이를 시범적으로 적용하였으며, 그 복원의 원칙과 방향을 제시하였다.
본 연구는 자연환경 훼손에 대한 진단틀 개발을 위해 먼저 도시지역 자연훼손의 원인을 고찰하였다. 도시 자연이 훼손되는 자연적 요인으로는 도시에서 발생하는 산불, 산사태, 홍수, 태풍과 같은 자연재해와 기후변화 등이 있으며, 인간에 의한 요인으로는 인구증가와 폐기물 발생과 대기오염물질 같은 환경오염, 물리적 사건과 사고, 화재 등 인간으로 인한 각종 압력과 생태계 교란 요인으로 외래종 침입 등을 들 수 있다. 도시의 자연환경 훼손은 무엇보다도 도시화 그 자체와 난개발이 가장 큰 원인이다. 도시지역 자연환경 훼손을 진단하기 위해서는 대상 도시가 원래 어떤 생태계였는지를 찾아내는 것이 중요하다. 또한, 도시 생태계의 기능과 질, 그리고 경관적 측면을 검토해야 하며, 환경적 압력 수준과 도시농업과 같은 자연환경의 활용성과 지속가능성을 파악할 필요가 있다. 종합적 진단 과정에서는 원래 생태계로의 가역성을 가지고 있는지를 파악하여야 하는데, 이러한 정보는 향후 복원계획 수립 시에 활용할 수 있다. 본 연구의 자연환경 훼손에 대한 진단 틀은 크게 생태계, 생태계서비스, 경관, 야생동식물, 식생, 수생태계, 토양 및 지형, 도시농업, 지속가능성, 환경압력의 10가지 부문으로 구성하였다. 자연환경 훼손에 대한 진단틀을 시범적으로 네 도시에 적용한 결과 각 도시에서 어느 부문이 취약한지, 향후 어떠한 방향으로 도시 자연환경을 복원해나가야 하는지 등에 대한 시사점을 도출할 수 있었다.
도시지역 자연환경의 복원 원칙과 방향을 설정하기에 앞서 우리나라 국민들이 자연환경을 어떻게 인식하고 있는지, 도시의 자연환경 훼손 수준과 향후 복원의 방향 등에 대한 인식 조사를 실시하였다. 그 결과 자연환경은 마음의 안정과 힐링을 주는 긍정적인 요소로 인식하고 있었으며, 도시 자연환경의 조사 주체는 지방정부와 시민단체 및 시민 개개인의 참여가 중요하다고 하였으며, 녹지와 물길과 같은 유형의 자연이 주로 복원되어야 한다고 응답하였다. 또한, 자연환경이 많을수록 거주지에 대한 만족도가 높아 도시에서 녹지와 같은 자연이 더 복원, 조성되어야 함을 보였다.
본 연구에서 제시하는 도시지역 자연환경의 복원 방향은 첫째 ‘자연성의 회복’으로 자연스러움을 추구하는 것으로 자연의 원리를 따르며 있는 그대로의 지형 등을 최대한 활용하고, 생태계의 물질순환을 추구하는 것이다. 둘째는 ‘도시 내 생물다양성의 증진’으로 이를 위해 작은 공간이라도 생물들이 살 수 있는 공간을 조성하여 도시 내 야생성을 도입하고 도시 생태네트워크를 강화해야 한다. 셋째, ‘도시농업의 확대’로 농업생태계를 조성하여 생태계서비스를 늘리고, 도시 내 식량운송에 따른 생태발자국을 줄여주며, 밀원식물 조성으로 도시양봉을 장려하여 도시의 생태적 건강성을 높이는 것이다. 넷째는 ‘기후변화에 대한 대응 효율과 회복력의 증진’으로 도시의 설계와 관리를 에너지 사용이 최소화되도록 하고 생태적 건강성을 확보, 재해 완충력을 높여 도시의 회복력을 증진시키는 것이다. 다섯째는 ‘지속가능한 발전의 도모’이다. 특히, SDG 15번인 ‘땅 위의 생명’에 대한 지속가능발전 목표 달성이 필요하며 이를 위해서는 도시에서도 ‘토지황폐화 중립의 달성’을 도모해야 한다.
앞으로 도시지역에서의 자연환경 훼손에 대한 진단과 자연환경 복원을 위해서는 도시지역의 자연환경 현황에 대한 자료가 충분히 구축되어야 하며, 특히, 도시가 자연과 조화를 이루며 다른 생물과 공존할 수 있도록 시민들의 자연환경에 대한 인식 제고를 도모해나가야 할 것이다. 본 연구가 제시하는 도시지역 자연환경 훼손의 진단과 복원 방향은 앞으로 우리나라 자연환경의 회복을 도모하는 데 크게 기여할 것으로 기대된다.
The natural environment has been damaged in Korea due to the rapid development of urbanization and national land development. Damages in the natural environment in urban areas are particularly severe, and, therefore, the urban residents do not fully enjoy the various benefits of the nature. The cities’ resilience is impaired, which is a barrier to sustainable development. The urban area needs to be restored as much as possible, but the current state of the natural environment is not sufficiently understood. Besides, a criterion or a diagnostic framework has not been developed for diagnosing how much damage to the natural environment has occurred. In addition, it is not fully discussed in which direction the restoration of the natural environment of urban areas should be made. The current study has developed and applied a diagnostic framework for the damages to some urban natural environments, and suggested the principles and directions of restoration of the natural environments in urban areas.
This study first investigated the causes of natural damage in urban areas in order to develop a diagnostic framework for the damages. Natural factors are disasters such as wildfires, landslides, floods, typhoons, and climate change, human factors include environmental pollution, population growth, waste generation, invasive species, physical events, accidents, fires, and ecosystem disturbances.
The damage to the city’s natural environment is attributable to the urbanization and haphazard development. In order to diagnose damage to the urban natural environment, it is important to find out what type of ecosystem the target city was originally from. In addition, it is necessary to comprehensively review the function, quality and landscape aspects of the ecosystem. It is also necessary to identify environmental pressures and identify the availability and sustainability of the natural environment, such as urban agriculture. The comprehensive diagnostic process should identify whether it has reversibility to the original ecosystem. This information can be utilized in future restoration plans. The diagnosis framework for the damage to the natural environment of this study consists of 10 categories: ecosystem, ecosystem service, landscape, wildlife, vegetation, aquatic ecosystem, soil and terrain, urban agriculture, and sustainability, and environmental pressure. The pilot application of the diagnostic framework to the natural environment made it possible to draw implications for which sectors in each city are vulnerable and in which direction the urban natural environment should be restored.
Before establishing the principles and direction of restoration of the natural environment in urban areas, this study conducted a survey on how the Korean people perceive the natural environment, the level of urban environmental damage, and the direction of future restoration. The natural environment was perceived as a positive factor for the stability and the healing of the mind. The respondents indicated that the urban environment investigation should be done by the local governments, non-governmental organizations, and individual citizens. In addition, the more natural environment was in the cities, the higher the satisfaction with the residence, indicating that more green spaces and water ways should be restored and created in the city.
This study recommends five directions of the natural environment restoration in urban areas. The first, is ‘the recovery of nature,’ according to the principles of the ecosystem. By making good use of the natural terrains, we can reduce energy consumption as much as possible and to follow the nutrient cycles of the ecosystem. The second is ‘promoting biodiversity in the city,’ creating even small spaces to introduce wildlife in the city and to strengthen urban ecological networks. The third is ‘the expansion of urban agriculture’, enhancing the naturalness of the agricultural ecosystem, reducing the ecological footprint of food transportation in the city, and promoting the urban beekeeping with the creation of plants for bees to enhance the ecological health of the city. The fourth is ‘the enhancement of responsiveness and resilience to climate change,’ which will enhance the urban resilience by minimizing energy use, securing ecological health, and buffering disasters. The fifth is the promotion of sustainable development, achieving Sustainable Development Goals (SDG) 15, the sustainable development goal of ‘Life on Earth’, which must be pursued in urban areas through the neutralization of land degradation.
In order to diagnose the damage to the natural environment and restore the natural environment in the future, sufficient data on the current state of the natural environment in the urban area should be established. Also it is necessary to raise awareness about the natural environment. The diagnosis and restoration direction of damaged urban natural environment suggested by this study are expected to greatly contribute to the restoration of natural environment in Korea.
