본 연구는 조세혜택 또는 조세부담이 존재할 때 경영자의 회계선택이 이익품질에 미치는 영향을 살펴보았다. 조세혜택은 주로 세액감면 및 세액공제로 발생하고 조세부담은 대부분 영구적 차이에 의해 발생한다. 영구적 차이 및 세액공제 또는 세액감면은 그 비중이나 규모가 큼에도 불구하고 선행연구에서 큰 주목을 받지 못했다. 본 연구에서는 영구적차이 및 세액공제 또는 세액감면 등에 따른 조세혜택 또는 조세부담이 존재할 때 경영자의 회계선택의 결과로 이익품질이 어떻게 변하는지에 대해서 살펴보았다. 조세혜택은 조세정책에 따른 세액감면 또는 세액공제로 인하여 발생하고 조세부담은 손금불산입이나 익금산입에 의해 발생한다. 조세혜택은 법인세 비용을 감소시키고 조세부담은 법인세 비용을 증가시켜 보고이익에 영향을 미친다. 조세혜택으로 보고이익에 여유를 갖게되는 경영자는 당기 이익의 일부를 미래로 이연할 이익하향조정유인을 갖는 반면에 조세부담으로 보고이익에 압박을 받게 되는 경영자는 미래 이익의 일부를 당기로 차용할 이익상향조정유인을 갖는다. 동시에 조세혜택 또는 조세부담으로 인한 이익조정은 이익지속성에차별적 영향을 미칠 것이다. 하지만 이러한 이익조정으로 운전자본발생액과 영업현금흐름간의 대응이 왜곡됨에 따라 발생액의 질은 저하될 것이다. 2001년부터 2010년 사이에 금융업에 속하지 않는 한국거래소상장 12월 결산법인을 대상으로 실증분석한 결과, Wilkie(1992)와 일관되게 한계세율과 유효세율의 차이를 법인세비용차감전순이익에 곱한 금액으로 측정한 조세혜택(조세부담)이 커질수록, 경영자는 이익을 하향(상향)조정하는 것으로 나타났다. 조세혜택으로 인한 이익하향조정으로 이익지속성이 높아지고, 조세부담에 따른 이익상향조정으로 이익지속성이 감소하였다. 또한 조세혜택집단이나 조세부담집단 모두에서 발생액의 질은 낮아졌다. 이러한 발생액의 질 저하는 특히 시설투자로 인한 조세혜택이 큰 집단에서 더 두드러졌다. 본 연구는 조세당국의 조세정책과 같은 기업 외부적인 요인이 존재할 때 경영자의 회계선택의 결과로 이익품질에 미치는 영향을 분석한 최초의 연구이며, 세액감면, 세액공제 및 영구적 차이로 인한 조세혜택 또는 조세부담이 존재할 때 경영자의 회계선택이 회계정보에 중대한 영향을 미칠 수 있다는 것을 시사해준다. 또한 본 연구의 결과는 세무정책을 수립하는 과세당국 뿐만 아니라 기업의 회계정보이용자들에게 기존의 회계이익-세무이익의 차이와 이익품질간 관계를 폭넓은 시각으로 볼 필요가 있음을 제시할 것으로 기대된다.
더보기This study examines the effect of tax subsidy on managerial accounting choices that are incorporated in discretionary accruals and/or accruals quality. Most previous studies have focused mainly on the relation between temporary differences and earnings quality. However, this study examines the effect of the permanent differences or tax exemption and credit on earnings quality, which is not extensively explored in the literature. Temporary differences result from timing differences in recognizing revenues and expenses between financial accounting and tax accounting and they are reversed in the future. However, permanent differences or tax exemption and credit have nothing to do with timing differences and they do not reverse in the future. Focusing on permanent differences or tax exemption and credit, we characterize the book-tax differences other than temporary differences as (i) tax subsidy related to tax exemption and credit or (ii) tax burden (or negative tax subsidy) related to permanent differences. Whether a firm faces tax subsidy or tax burden will affect differently managerial decisions and earnings quality. Thus, the examination of the effect of the tax subsidy or tax burden on earnings quality enables us to evaluate the effect of the tax policies on managerial decisions on earnings. Managers are allowed to exercise more discretion in determining book income than taxable income. When a manager faces large tax subsidy related to tax exemption and credit, he or she has more slack in reporting earnings to have incentive for managing earnings downward by deferring current-period earnings to future-period. However, when a manager experiences large tax burden related to permanent differences, he or she has more pressure in reporting earnings to have incentive for managing earnings upward by borrowing future-period earnings. Such a downward or upward earnings management is likely to affect earnings persistence and distort the mapping between working capital accruals and operating cash flows so that accruals quality is likely to be deteriorated. Thus, we hypothesize (i) that firms with larger tax subsidy (tax burden) will manage earnings downward (upward) than those with smaller tax subsidy (tax burden), (ii) that firms with larger tax subsidy (tax burden) will (not) report more persistent earnings than those with smaller tax subsidy (tax burden), and (iii) that firms with larger tax subsidy or tax burden will have lower accruals quality than those with smaller tax subsidy or tax burden. We measure tax subsidy as the residual of the cross-sectional regression model where book income multiplied by the difference between marginal tax rates and effective tax rates is regressed on total accruals, following Wilkie (1992) and Desai and Dharmapala (2006). When the residual is positive (negative), a firm is categorized as the tax subsidy (burden) group. Also, we measure (i) managerial discretion as the residual estimated from the cross-sectional Kothari et al.’s (2005) model and (ii) accruals quality as the absolute value of the residual estimated from the cross-sectional Dechow and Dichev’s (2002) model as modified by McNichols (2002). The sample consists of 4,003 non-banking firm-years that are traded over Korea Exchange for 2001-2010 with non-missing data collected from KIS-Value database. Empirical findings generally support our expectation. We first find that the tax subsidy (tax burden) is negatively (positively) associated with discretionary accruals, suggesting that firms with the tax subsidy (tax burden) manage earnings downward (upward). Related to this, we find that the tax subsidy (tax burden) strengthens (weakens) earnings persistence because of downward (upward) earnings management. Also, we find that both the tax subsidy and tax burden deteriorate accruals quality because the mapping between working capital accruals and operating cash flows are distorted by the tax subsidy and tax burden. Such a deterioration of accruals quality is more prominent for firms with high intensity of capital expenditures. This study contributes to the literature by broadening our understanding of the effect of tax subsidy or tax burden on managerial decisions. In particular, the result in this study suggests that tax subsidy or tax burden has different effect on earnings quality. Also, in examining tax subsidy, tax authorities as well as information users pay attention to the role of tax subsidy in managerial decisions.
