유라시아 주요국가의 경제현황, 경제역량과 잠재적 위험요인에 대한 분석 = Analysis of Economic Situation, Potential, and Risk Factors in Korea, China, Japan, Germany, Greece, and Russia

본 연구는 유라시아 주요국가로 한국, 중국, 일본, 독일, 그리스, 러시아의 경제현황과 특성, 경제역량 그리고 경제위험 요인을 비교분석함으로써 한국의 경제의 현황, 잠재력 및 위험요인을 검토하였다. 우리나라 교역 대상국중 수출입규모가 두 번째로 큰 미국도 분석대상국에 포함시켰다. 유라시아에 속하지는 않으나 미국은 세계경제에 미치는 영향이 가장 큰 국가 중 하나이고 대표적인 선진국인 점도 고려하였다. 경제현황과 특성에 대해서는 GDP규모, 성장률, 무역개방도, 산업구조를 조사하였다. 한국의 GDP는 1980년대 15.4%의 높은 성장을 달성하였다. 1990년 대 이후에는 6∼7%대의 성장을 기록하였으나 점차 성장률이 하락하고 있는 추세이다. 한국의 가장 큰 경제교역국인 중국은 지난 24년간 연 평균15%라는 높은 경제성장을 달성하여 2014년 현재 GDP가 US$ 10.4조 달한다. GDP 대비 재화와 서비스의 수출과 수입의 합으로 측정되는 무역개방도(Trade Openness)는 2013년 현재 한국이 103%로 비교대상국 중 월등히 높았다. 한 나라의 산업구조가 경제발전을 평가하는 절대적인 평가기준이 될 수는 없으나 독일, 일본, 미국과 같은 선진국의 산업구조와 비교하여 볼 때 한국은 지나치게 제조업 분야의 비중이 높다. 특히 서비스 분야의 경우 고용대비 부가가치 창출이 상대적으로 적기 때문에 한국의 서비스 분야가 취약하다고 평가내릴 수 있다. 본 논문은 경제역량으로 교육, FDI, 주식시장의 발전, R&D지출을 검토하였다. 특히 주목할 것은 교육과 R&D지출 부문이다. 한국은 그리스 다음으로 고학력자의 비중이 높고 미국이 그 다음 순위를 차지한다. 그러나 이들 국가의 청년실업 비중이 전체 실업률보다 훨씬 높다. 이들 국가의 청년실업자의 대부분이 고학력자란 점을 고려할 때 한국, 그리스, 미국은 교육과잉 문제에 직면해 있을 가능성이 높다. 한국의 GDP대비 R&D 비율은 2011년 현재 4.0%로 주요대상국과 비교하여 가장 높다. 그러나 한국의 제조업수출에서 R&D 집약적인 high-tech 제품의 비중은 점차 줄어들어 중국과 비슷해졌다. 중국의 수출 제품이 점차 high-tech 제품으로 옮겨 가면서 한국과 수출시장에서 치열한경쟁을 벌인 결과라고 해석할 수 있다. 본 논문은 경제의 잠재적 위험요인으로 경제불평등, 부채, 실업률, 고령화와 출산율을 검토하였다. 이중 민간부채와 청년실업률, 그리고 고령화와 출산율 저하가 한국경제의 위험요인으로 볼 수 있다. 한국의 민간부채는 일본, 중국 다음으로 높다. 특히 한국과 중국은 민간부채 수준자체가 상당히 높을 뿐만 아니라 급속히 증가하는 추세이기 때문에 향후 민간부분의 소비지출을 감소시키는 등 경제위험 요인이 될 수 있을 뿐만 아니라 대외 경제위기에도 취약해 질 수 있다. 실업률 자체는 한국이 타 국가보다 높은 편은 아니기 때문에 아직까지 큰 위험요인으로 보기는 어렵다. 그러나 청년실업률의 비중이 높다는 점은 주목할 필요가 있다. 한국은 비교대상국 중 가장 출산율이 저조하여 고령화가 가장 빠르게 진행될 예정이라 경제의 위험요인으로 간주할 수 있을 것이다. 이미 고령화가 상당히 진행된 일본, 독일, 그리스 중 독일을 제외하면 정부부채가 매우 높다는 사실은 시사하는 바가 크다. 독일의 경우도 GDP 대비 정부부채 비율은 2012년 현재 55.2%로 높은 수준으로 볼 수는 없으나 꾸준히 높아가고 있다는 점은 주목해야 한다. 향후 한국도 고령화가 가속화됨에 따라 정부부채가 빠른 속도로 증가할 가능성이 매우 높아 한국경제의 위험요인으로 판단할 수 있을 것이다.
더보기The main purpose of this paper is to examine Korean economic situation and characteristics, potential, and risk factors by comparing those of major Eurasian countries such as China, Japan, Germany, Greece, and Russia, along with US. Economic situation and characteristics include GDP, economic growth rates, trade openness, and industrial structure. The annual geometric growth rate of GDP in Korea was 15.4% in 1980s but tend to gradually decrease to 6% from 1990s to 2010s. China, the largest trading partner in Korea, records amazing annual geometric growth rate of 15% for 24 years from 1990 to 2014, reaching US$10.4 trillion of GDP in 2014. Trade openness (%) in Korea, measured as total of exports and imports of goods and services divided by GDP, is 103%in 2013 which is highest among those examined countries. Compared to the industry structures of developed countries such as US, Japan, and Germany, the ratio of the manufacture sector to GDP in Korea is too high, while the ratio of the service sector is too low. The relatively high employment in the service sector of Korea indicates that the productivity of the service sector is very low in Korea. This research focus on education, FDI, stock market development, and R&D expenditure as economic potential. The tertiary education enrollment in Korea is the second highest among those countries. The high tertiary enrollment does not necessarily imply that highly educated human capital is a strong driver of economic growth. The tertiary education enrollments in Greece and US are ranked in the first and third. These three countries including Korea struggle for relatively high unemployment of youth people. Oversupply of highly educated human capital may be a reason of high unemployment of youth people. Thus, high proportion of human capital with tertiary education may not be a strong point of Korea economy. Although Korea economy is characterized as highly open economy, FDI inflow and outflow is very low, compared to other countries. FDI is not economic potential for Korea. Stock market in Korea has rapidly increased. The ratio (%) of Korean stock market capitalization to GDP is 96.5% in 2012 which is highest among major Eurasian countries analyzed by this paper. Korea economy has been shifted from bank-oriented financial system to capital market-oriented system. The stock market becomes a major channel to financing companies in Korea. The percentage of R&D expenditure divided by GDP in Korea is 4% which is highest. However, the proportion of high-technology product exports out of goods exports in Korea tend to decrease. As Chinese exports move toward high-technology products, stronger competition of these product exports results in reducing Korean high-technology product exports. As economic risk factors, the paper examines economic inequality, debt, unemployment, and aging with fertility. Among these factors, private sector’s debt, youth unemployment, and aging with low fertility appear to be major risk factors in Korea. The private debt ratio to GDP in Korea is ranked in second behind China. The private debt ratios of Korea sharply increased to 138.5% in 2014 from 46.8% in 1990, while that of China has increased to 141.8% in 2014 from 84.5% in 1990. Although Korea faces more rapid increase in private debt than China from 1990 to 2014, the recent debt increase rate of China from 2010 to 2014 is much higher than that of Korea. Thus, the private debt of these two countries can be regarded as a serious risk factor. In regards to public debt, Japan and Greece face the serious problem of high government debt. As of 2012, Japan’s public debt ratio to GDP is 196% which is highest. The unemployment percentage and income inequality are not high in Korea compared to other countries. However, it is noteworthy that youth unemployment rate is three times as high as total unemployment rate. The lowest fertility rate of Korea will cause unprecedentedly rapid population aging of Korea. Japan, Greece, and German have already entered into super-aged societies. These super-aged countries except Germany suffer from large governments’ debt, probably because social welfare costs for aged people should increase with the proportion of aged people. The German government’s debt percentage relative to its GDP has also gradually increased, although its level is not as high as those of Greece and Japan. Rapid population aging in Korea may give rise to sharp increase of public debt in the future. Population aging is one of the reasons for low economic growth as well. Population aging is also a risk factor in Korea.
