14. 기본연구보고서 2015-14 : 도시의 기후 회복력 확보를 위한 공간단위별 평가 체계 및 모형 개발(1) = Urban Climate Resilience: Operationalization and Evaluation(1)
오늘날 장기간에 걸쳐 관찰되는 지구온난화의 경향은 어떠한 급진적 방지(mitigation)정책으로도 되돌릴 수 없는 것으로 간주된다. 이러한 기후변화 영향의 심화는 장기적 체계의 변화와 기후 변동성에 의한 재해 등의 회복력에 대한 논의로 그 영역이 확장되고 있다. 회복력에 대한 논의에서 도시는 회복력을 판단하고 달성해야 할 대상으로서 중요성을 가진다. 도시는 인간이 만들어 낸 피조물로서 혁신의 주체가 되어 왔고 인간의 번영과 밀접한 관련을 맺고 발전해 왔다. 하지만 도시는 스스로 제어할 수 없는 기후변화라는 문제에 직면하게 되었고, 앞으로의 변화에 대해 기존 도시가 지니고 있는 체계가 이를 받아들이고 준비하기 위해서는 회복력과 연계된 논의가 필요해졌다. 이러한 논의 속에서 도시는 인구, 경제, 산업, 사회활동 등이 집중된 공간으로서, 기후변동성으로 인한 취약성을 가지는 공간임에 동시에 회복력을 확보하고 이와 관련된 정책을 이행할 수 있는 강력한 거버넌스를 지닌 체계이기도 하다. 도시 차원의 회복력 확보 및 정책 이행을 위하여 이 연구에서는 먼저 도시의 기후 회복력(urban climate resilience)을 측정하고 평가할수 있는 프레임워크와 체계를 설계하고 이에 따른 지표 및 지수, 정책경로모형을 개발하여 적용·진단하고자 한다. 이는 기후변화에 대비해 회복력 있는 도시를 계획하고 정책을 구성하는 데 있어 이론적 기초와 판단의 틀을 제공할 것이며, 향후 중·장기적인 정책개발에 활용될 수 있을 것으로 기대된다. 이 연구는 2년의 연차과제로 1차년도 연구에서는 도시 기후 회복력에 대한 개념적 논의와 이를 측정하기 위한 프레임워크, 지표와 지수, 정책경로모형과의 연계 등을 주된 내용으로 한다. 먼저 도시 기후 회복력에 대한 개념적 논의는 그동안 논의해 온 회복력 그 자체에 대한 다양한 시각에서 출발한다. 회복력 개념의 경우 점차 다양한 학문에서 다루고 있으며 그 의미 역시 다르게 정립되었다. 이 연구는 균형과 복원에 초점을 두는 공학기술적 관점과 체계의 전환을 의미하는 사회진화론적 관점을 모두 반영한다. 먼저 공학기술적 관점에서의 회복력은 기존의 질서 있는 상태를 뒤흔드는 자연재해, 사회변동 등의 교란이 발생한 후 다시 정상 상태 혹은 균형으로 되돌아가기 위한 체계의 능력을 의미한다. 반면 진화적 관점에서 회복력은 고정된 자산이 아니라 지속적인 변화의 과정으로서 논의를 의미하며, 현재 존재하는 것이 아니라 미래에 도래해야 할 것에 초점을 맞추고 있다. 따라서 이는 정상 상태(normality)로 되돌아가는 것이 아니라 스트레스와 압력에 대한 대응을 통해 체계의 전환을 가져올 수 있으며, 변화하고 적응할 수 있는 사회생태적 체계의 능력을 의미한다. 이러한 회복력의 개념을 바탕으로 이 연구에서는 기후변화를 급속한 변화와 점진적 변화로 구분하였으며, 각각의 기후변화에 대한 도시 기후 회복력 역시 단기적 회복력과 중·장기적 회복력으로 나누어 조작적 정의를 도출하였다. 먼저 급속한 변화에 대한 단기적 도시 기후 회복력은 공학기술적 관점과 연계된 개념으로서 이상기상, 극한기상 등의 형태로 도시에 영향을 주는 급속한 기후변동성과 관련된 현상에 대한 재해위험 저감의 측면에서 논의된다. 반면 점진적 변화에 대한 중·장기적 도시 기후 회복력은 사회진화론적 관점과 연계된 개념으로서 기온상승, 해수면 상승, 환경변화 등을 야기하는 지속적이고 점진적인 변화를 대상으로 중·장기적 형태에서 도시 체계가 더 나은 형태로 전환되기를 요구한다. 이 두 가지의 기후 회복력의 개념을 도시라는 대상과 접목하기 위해서는 도시가 어떠한 형태로 존재해야 하며, 무엇을 회복력 있게 할 것인가를 우선 파악해야 한다. 이에 대한 기초가 되는 것이 도시의 기능이라고 할 수 있다. 이 연구는 도시의 기능을 도시가 존재하기 위한 기능, 도시가 발전하기 위한 기능, 도시가 건강하기 위한 기능, 도시가 유지되기 위한 기능 등 크게 네 가지로 구분하고 있다. 이러한 기능은 도시가 유기체적인 하나의 피조물로서 스스로 유지하고 발전해 나가는 역할을 의미한다. 각 기능은 다시 세부적인 네 가지의 기능으로 나뉜다. 도시가 존재하기 위한 기능은 주거, 생산, 소비(상업), 일자리 등으로 구성되며, 도시가 발전하기 위한 기능은 혁신, 사회교류, 교육, 창조성 등으로 구성된다. 도시가 건강하기 위한 기능은 문화·여가, 환경, 의료 및 복지, 사회적 안전 등으로 구성되며, 도시가 유지되기 위한 기능은 정치와 참여, 공공행정, 방재 및 안전, 공공인프라 등으로 구성된다. 다음으로 이 연구는 정의된 회복력을 측정하기 위하여 프레임워크를 구축하였다. 이는 단기적 회복력, 중·장기적 회복력으로 구분하여 각 기능별 지표 및 지수 체계와 연계된다. 지표 및 지수는 각 세부 기능별 성능수준과 이와 관련된 적응 역량, 전환 역량을 측정할 수 있도록 구성되었다. 이러한 지표 및 지수는 기존 도시의 기능 및 성능과 관련된 연구 검토 및 관련 분야 전문가의 자문을 통해 도출되었다. 지표 및 지수는 현재 상태에서 단기적 회복력의 측면에서 도시가 어떠한지, 중·장기적 회복력 측면에서 도시가 어떠한지 판단할 수 있게 해 준다. 하지만 지표 및 지수에 대한 비판도 존재한다. 이는 "과연 해당되는 지표와 지수가 정책과 어떻게 연결될 수 있는가"와 관련된다. 지표와 지수는 현상을 판단하는 하나의 틀을 의미하지만, 이러한 지표와 지수는 측정할 수 있는 형태와 대상, 그리고 이러한 형태와 대상이 가져오는 바람직한 결과를 나타내지는 못한다. 뿐만 아니라 그 결과까지의 과정 역시 생략된 경우가 많다. 예를 들어 많이 쓰는 1인당 GRDP, 공무원 수 등은 하나의 상태를 판단할 수 있는 지표이기는 하나 1인당 GRDP와 공무원 수가 늘어난다고 해서 반드시 그 지표가 측정하고자 한 개념의 바람직한 상태를 담보하지는 않는다. 따라서 이 연구에서는 정책경로모형을 통하여 지표 및 지수와 관련된 정책개입 활동을 도출하여 연계하였다. 이는 이 연구의 목적 중 하나인 기후 회복력 확보를 위해 무엇을 할 것인지에 대한 것을 의미하며, 정책 과정의 경로모형은 정책 프로그램의 논리모형 이론을 기반으로 도시 기후 회복력에 대한 개념적 체계, 지표 및 지수, 도시의 기능과 성능 등을 고려하여 구성되었다. 이러한 경로모형을 통하여 정부가 정책적으로 개입해야 하는 활동을 도출하였고 이와 관련한 니즈평가를 통하여 회복력 확보를 위해 필요한 정책개입 활동의 정도를 구분하였다. 여기서 정책개입 활동이란 단기적 회복력, 중·장기적 회복력 측면에서 도시가 기후 회복력을 가지기 위해 요구되는 활동을 의미한다. 마지막으로 이 연구는 앞에서 제시한 지표 및 지수를 도시의 공간단위에 적용함에 있어 필요한 DB와 그 공간적 연계방법을 제시하였다. 지표 및 지수를 측정하기 위해서 현재 제공되는 DB의 형태와 출처, 공간적 분석단위 등을 제시하였고, 가공과 관련된 방향성을 제시하였다. 이는 2차년도 지표 및 지수 적용을 위한 기초로서 역할을 한다. 도시 기후 회복력은 아직 시작 중인 논의로서 많은 한계가 존재하며, 그 논의 역시 다양한 시각이 존재한다. 이 연구는 앞으로 논의될 도시 기후 회복력 연구를 위한 기초연구로서 의미를 지니며, 차년도에는 적용과 관련된 연구를 진행할 것이다. 1차년도에 개발된 개념과 지표 및 지수, 정책경로모형 등을 국내 실제 도시를 대상으로 적용할 것이며, 기후변화와 관련된 정책적 시사점을 도출할 것이다. 또한 이는 국내 도시 기후 회복력과 관련된 도시계획 및 지역발전 전략과 체계에 있어 함의와 연계될 것이다.
더보기The effects of global warming have been observed over a long period of time; radical mitigation policies have considered such effects to be irreversible. With the deepening impact of climate change, the creation of areas resilient to climatic disasters and the alteration of urban systems for the long-term are being considered. In discussing resilience, it has been revealed that for cities, both determining and achieving resilience are important as targets. The city, a man-made creation, has been the subject of innovation and has developed in connection with human prosperity. However, in facing climate change, cities are confronting a phenomenon that they cannot themselves control. Discussing resilience in the context of existing urban systems is necessary in order to prepare for and to accept problems caused by climate change. In these discussions, it must be considered that cities are vulnerable to climate change, but with their strong governments, can build resilience and implement relevant policies. This study designed a framework to measure and assess urban climate resilience for constructing and implementing urban climate resilience. The first year of this two-year study is now complete. In the first year of study, the main issue was the construction of the framework, indicators, and indices for the measurement of urban climate resilience. Furthermore, the framework, indicators, and indices were considered in concert with a path model for the policy process. First, there are diverse perspectives on resilience: the concept of urban climate resilience has been dealt with in various fields and has been conceived as having various meanings. This study reflects the perspectives of both social evolution and engineering. From the engineering perspective, resilience is the ability to bounce back to a normal state or to equilibrium after disturbances such as natural disasters and social change have destroyed the existing order. From the evolutionary standpoint, resilience refers not to fixed assets but to a process of continuous change. Therefore, it is focused on future rather than present needs; it refers to the socio-ecological ability to adapt to changes and transform systems in response to stress and pressure. Based on these concepts of resilience, this study divided climate change into two groups: rapid events and incremental changes. Rapid events in the short term and incremental changes in the long term were considered to relate to short-term resilience and medium- to longer-term resilience, respectively. Short-term urban climate resilience to rapid phenomena such as extreme and abnormal climate events was contextualized in disaster risk reduction from the engineering perspective. Medium- to longer-term urban climate resilience to incremental climate changes such as rising sea levels and increasing temperatures was considered related to the social evolutionary perspective; from this perspective, alterations to improve urban systems over the long-term must be undertaken. To combine the two concepts of urban climate resilience, the factors involved in making the city resilient against rapid events and incremental changes had to be determined; urban functions were considered key to this process. In this study, urban functions were divided into four types necessary for the city``s maintenance and development: existing, developing, being healthy, and maintaining. These four functions were further subdivided into four sub-functions each: "existing" was composed of housing, production, commercial consumption, and employment. "Developing" was composed of innovation, social interaction, education, and creativity. "Being healthy" was composed of culture and leisure, the environment, health care and welfare, and social safety. "Maintaining" was composed of politics and participation, governance, disaster mitigation, and public infrastructure. To measure resilience, the study constructed a framework. This framework distinguishes between short-term resilience and medium- to longer-term resilience; it is complementary to the system of functional indicators and indices. The indices were configured to enable the measurement not only of the performance level of urban functions, but also their capacity for adaptation and transformation. The indicators and indices were obtained based on the advice of experts in related fields of study and a literature review regarding the function and performance of the city. These indicators and indices made it possible to assess the current state of cities from the perspective of short-term resilience or medium- to longer-term resilience. Indicators and indices have been criticized: for example, the interrelation of indicators, indices, and policies has been problematic. Indicators and indices may be formulated for a single framework that is designed to measure a single phenomenon; this hinders the understanding of expected outcomes in regard to the object of measurement. Not only that, but in many cases, the process before the outcome is also omitted from consideration. Therefore, this study used a path model for the policy process that was related to the indicators and indices in order to derive policy intervention activities to ensure urban climate resistance. The path model for the policy process was based on a program theory and logic model and was constructed in consideration of the concept of resilience, the indicators and indices, and the function and performance of the city. Based on the path model, political intervention activities were suggested and prioritized based on expert analysis. Finally, this study determined the form of DB necessary for measuring the indicators and indices, as well as the unit of spatial analysis and methods for application. This will serve as the basis for urban analysis undertaken in the second year of research. In regard to urban climate resilience, a number of limitations and perspectives exist. This study aimed to engage in meaningful, basic research on urban climate resilience to form a basis for research in the second year of this project. The concepts, indicators, indices, and policy model that have been developed in the first year, are to be applied in actual urban analysis. This will strengthen links between urban planning, regional development strategy, and systems for urban climate resilience.
