Ⅰ. 연구의 배경 및 목적
□ 연구의 배경 및 필요성
ㅇ 환경영향평가는 사업의 시행단계에서 발생하는 실제 환경영향을 확인하고 저감방안을 이행하는 사후관리 단계를 통해 완성됨. 우리나라의 사후관리는 「환경영향평가법」에 따라 사후환경영향조사와 협의내용 이행관리로 구성되어 의무적으로 운용됨에도 불구하고 사후 의사결정의 기능이 크지 않음. 이는 모니터링 방법 및 평가서 작성의 미흡으로 환경영향의 확인이 불확실하고, 행정 및 예산의 부족으로 환경영향평가 전 과정에 대한 감사기능이 미흡하기 때문임
ㅇ 특히 사후평가에 따른 환경영향평가 과정 및 의사결정의 효과를 분석하여 환경영향평가 방법, 과정, 제도를 검증·개선하고, 환경영향 저감계획의 실효성과 적합성 등을 개선할 수 있는 ‘환류’ 체계는 매우 부족한 실정임
□ 연구의 목적 및 범위
ㅇ (현황 분석) 현 시점에서 사후환경영향조사의 운영현황을 검토하고 문제점 및 개선점을 도출
ㅇ (제도 개선) 환경영향평가 사후관리제도의 통합적 운영과 환류 활성화를 위한 제도개선안을 도출
ㅇ (실행방안) 환경영향평가 사후관리제도의 선진화를 위한 사후환경영향조사 환류체계를 구축하고 이행방안을 도출
Ⅱ. 환경영향평가 사후관리제도
1. 환경영향평가 사후관리제도의 원리
□ 환경영향평가 사후관리의 원리
ㅇ 학술적으로 환경영향평가 사후관리는 환경영향평가를 수행한 개발사업(계획)의 환경영향을 모니터링하고 평가하여, 해당 사업에 대한 환경관리와 이해당사자 간의 의사소통을 수행하는 과정으로 정의됨
ㅇ 사후관리는 모니터링(monitoring), 사후평가(evaluation), 관리(management), 의사소통(communication)의 네 가지 요소로 구성되며, 국제적으로 사후관리 필요성(why), 이해당사자 역할(who), 사후관리 목표(what), 사후관리 방식(how)에 관한 17가지 원리가 적용됨
ㅇ 미국 및 유럽 등 국외에서는 모니터링 및 규정 준수에 대한 감독으로 사후관리를 정의하고 있으며, 사후관리를 통한 사업의 감사(audit) 및 환경영향평가 결과에 대한 사후평가(ex-post evaluation)를 포함함
2. 우리나라 환경영향평가 사후관리제도
□ 우리나라 사후관리제도
ㅇ 우리나라 사후관리는 「환경영향평가법」 제4절 ‘협의내용의 이행 및 관리’에서 규정하는 ‘협의내용 이행·관리’와 ‘사후환경영향조사’에 관한 내용에 해당함
ㅇ 시행규칙 등 하위규정에서 사후환경영향조사가 협의내용 이행 여부 확인을 포함하기 때문에, 협의내용 이행·관리와 사후환경영향조사의 구분이 모호하며, 사후환경영향 조사를 협의내용 이행을 도모하는 수단으로 인식
ㅇ 법제도상에서 환경영향평가 사후관리의 개념이 명확하지 않고, 사후관리 구성체계가 모호하고, 관리기관이 승인기관과 환경부의 이원체제로 운용되어 절차가 복잡하고 역할이 중복됨
□ 사후관리제도 개선안
ㅇ 사후관리의 제도적 원리와 국내외 사후관리제도의 현황을 토대로 법령을 포함한 제도적 개선안을 제안함. 사후관리 제도 개선안으로 법체계 부문, 사후환경영향조사부문, 협의내용 이행·관리 부문에서 모두 8가지의 개선안을 도출함
ㅇ 법제도에 환경영향평가 사후관리 개념의 도입이 필요하며, 협의기관(환경부 및 지방환경관서) 및 승인기관으로 구성된 관리기관의 역할 구분 또는 일원화하는 체제 개편이 요구됨
ㅇ 지역주민 및 비정부(시민)단체 등 공공참여를 확대할 수 있는 법제도 및 이행방안이 필요함
Ⅲ. 환경영향평가 사후관리 이행방안
1. 환경영향평가 사후관리 이행 현황
□ 사후환경영향조사 이행 현황
ㅇ 환경영향평가정보지원시스템(EIASS)에서 제공되는 현재까지의 사후환경영향조사 결과 통보서 현황 정보를 연도별로 정리한 결과, 1998년 이후 꾸준히 증가하여 2015년 이후에는 연간 평균 약 1,600건 정도의 사후환경영향조사가 실시되고 있음
ㅇ 사후환경영향조사서는 현재 한국환경연구원, 국립생태원, 한국환경공단 총 3개의 검토기관에서 분담하여 검토를 실시하고 있음. 각 검토기관별 검토대상 사업유형 중 석산개발사업(토석·모래·자갈·광물 등의 채취사업)은 사후환경영향조사를 실시하는 타 사업보다 상대적으로 사업 진행기간이 길고, 사업이 장기간 진행됨. 이에 석산개발사업을 사후관리 이행 사례 분석 대상 사업유형으로 선정하였음
□ 석산개발사업 사후환경영향조사 이행 사례 분석
ㅇ 석산개발사업으로 인한 대표적인 환경영향으로는 수계의 황폐화, 비산먼지로 인한 영향, 생태축 단절, 발파로 인한 소음·진동 영향 및 중금속으로 인한 수계·토양오염이 있음. 그에 따라 대표적인 협의내용 비산먼지 저감방안, 침사지 및 가배수로 설치 및 준설, 훼손지 복구계획 및 수목이식, 단계별 채석 및 복구 등이 제시되고 있음
ㅇ 2020년 사후환경영향조사가 실시된 113개의 석산개발사업의 검토의견을 각 항목별로 분류하여 빈도분석을 실시한 결과, 전체 항목 중 동식물상 항목의 조사결과 및 조사지점에 대한 검토의견 빈도가 전체 사업의 90% 이상, 협의내용 관리·이행에 대한 빈도가 약 80%로 가장 높게 나타났음
ㅇ 현재 사후환경영향조사 결과 통보서의 문제점을 정리하면 대표적으로 조사방법의 부적절성, 조사결과의 신뢰도 부족, 조사결과 제시 및 통보서 작성 미흡, 협의내용 이행 여부 불확실, 추가 저감대책 이행 미흡 등으로 구분 가능함
□ 사후환경영향조사 전문가 인식조사
ㅇ 사후환경영향조사 대행업체 관계자 인터뷰 결과, 사후환경관리제도 현장관리 측면에서의 문제점과 개선 필요 사항은 아래와 같이 요약되었음
- 사후환경영향조사 결과 통보서 검토 시 현실 반영
- 승인·협의기관 현장점검 강화
- 사업자(감리·시공사 포함)의 환경문제 인식 및 환경관리 의지 부족
- 사업특성을 고려한 사후관리 유연성 확보
- 사후관리 신뢰성 확보(거짓·부실 방지 제도 등의 한계)
- 사후관리 시스템 구축
- 협의내용 관리책임자(법 제35조 제3항)의 책임·권한 확대
ㅇ 환경영향평가협회 기술개발위원회에서 협회 소속 회원사를 대상으로 사후환경영향조사 결과 통보서 검토의견의 실효성과 관련된 설문조사를 실시하였으며, 현재 사후관리제도 운영의 문제점은 아래와 같이 요약되었음
- 추가 조사나 재설계 등이 필요한 무리한 검토의견
- 공사 완료 시점에서 공사 전에 반영 가능한 의견이 제시되는 등 시기의 부적절함
- 강우 시 시료 채취 금지와 같이 현실적으로 반영하기 어려운 조사시기
- 사업자 자력 검토가 불가한, 사업 영향권을 벗어나는 범위에 대한 의견
2. 이해관계자 설문조사
ㅇ 사후관리제도의 문제점을 파악하고 개선점을 도출하기 위하여, 환경영향평가 사후관리의 17가지 원리를 참조하여 관계자 설문지를 구성하고 설문조사를 실시함
ㅇ 설문조사의 문항은 사후관리의 중요성, 사후관리의 현황, 사후관리 관계자들의 역할, 사후관리와 환류, 사후관리의 문제점 및 개선방안으로 구성됨
ㅇ 사후관리의 중요성에 대해 응답한 이해관계자들은 대부분 동의하고 있었으나, 실제로 사후관리가 중요하지 않게 인식되고 있다는 점도 인지하고 있었음
ㅇ 현행 사후관리제도의 역할과 현황에 관해서는 검토기관에서 회의적으로 인식하는 경향이 있었으나, 사후관리를 위한 자원 제공이 적절치 못하다는 것에는 공감대가 형성됨
ㅇ 이해관계자 간 협력이 부족하다는 인식이 높으며 사업자의 협의내용 이행 책임감에 대해서도 부정응답이 반 이상으로, 관계자 간 소통을 위한 창구 마련이 시급함
ㅇ 사후관리가 후속 개발사업의 환경영향평가 개선에 도움이 된다는 응답이 높은 편이지만, 검토기관의 경우 실무과정에서의 경험으로 환류 인식에 부정적임
ㅇ 제도나 지침의 보완보다는 인력을 포함한 자원 확보가 절실한 상황이며, 문제점을 바라보는 관점이 관계자의 소속에 따라 달라지는 경향이 있으므로 서로를 이해할 수 있는 기회가 필요함
3. 환경영향평가 사후관리 이행방안 개선안
□ 사후관리 문제점 현황
ㅇ 사후관리제도 참여자의 역할 불분명, 모니터링 및 통보서의 낮은 신뢰성, 미흡한 사업장 환경관리, 사후환경관리 정보의 정리 및 공개 미흡, 환경부의 사후관리에 대한 낮은 비중 및 관심 등이 현재 사후관리제도 운영의 문제점임
□ 사후관리 개선 필요 사항
ㅇ 「환경영향평가법」에서 사후환경영향조사와 협의내용 관리 등을 모두 포함한 사후환경관리의 목적과 역할, 범위 등에 대한 명확한 규정이 선행되어야 함. 이후 승인기관 및 협의내용 관리책임자 등 주요 사후관리제도 참여자들의 역할 강화, 사후환경영향조사 등 대행비용 현실화, 사후환경영향조사 결과 통보서 작성규정 개선, 사후환경관리 자료의 체계적인 정리 및 투명한 공개 등을 실행·지원할 수 있는 관련 하위규정의 세부 내용이 개정되어야 함
Ⅳ. 사후관리 환류체계 구축
1. 사후관리 환류의 필요성
□ 사후관리 환류의 필요성
ㅇ 현재 우리나라의 사후관리는 단편적인 환경현황 모니터링 및 협의내용 이행 여부확인에 그치고 있으며 환경영향평가를 통해 도출된 저감계획의 실효성 및 적합성 등에 대한 검증, 분석, 평가 등이 누락된 채 진행되고 있음. 이를 개선하기 위한 방법으로 사후관리제도의 통합적 운영과 환류체계 도입·활성화 방안을 제시함
2. 사후관리 환류체계 구축방안
□ Environmental Indicator Framework(EIF)를 통한 환류체계 구축
ㅇ 사후환경영향조사의 실효성과 현실성 등을 파악하여 환경영향평가 전 단계에 피드백을 줄 수 있도록 다수의 국가 및 기관에서 사용 중인 EIF를 수정·보완하여 한국의 사후관리 환류체계를 구축하고자 하였음. EIF 구축을 위해 1) 지표항목의 설정, 2) 주요 목적, 3) 지표에 대한 연구를 진행하였으며, EIF를 기본 골격으로 일부 환경영향평가 대상사업에 대한 사후관리 환류체계를 제시함
3. 사후관리 환류체계 이행방안
□ 현행 사후환경영향조사 종합평가 활용안
ㅇ 현재 우리나라의 「환경영향평가법」상 사후환경영향조사 결과 통보서의 작성지침을 살펴보면, 사후환경영향평가 종합평가를 통해 저감계획의 이행 여부뿐만 아니라 저감계획의 실효성 등에 대한 평가를 하도록 되어 있음. 그러나 그간 종합평가 작성지침이 구체적으로 제시되지 않아 현황 파악 용도로만 사용되고 있음. 본 연구에서는 현행 사후환경영향평가 결과 통보서의 종합평가에 EIF 구조를 설계하여 이를 보완할 수 있는 개선안을 제시함
Ⅴ. 결론 및 정책 제언
□ 환경영향평가 사후관리의 발전방향
ㅇ 사후관리 핵심원리와 가치의 개념이 현장에서 적용될 수 있도록 제도적 기반이 마련되어야 함. 이를 위해 이해관계자들의 협력체계 구축, 모범적인 이행 학습이 필요하며, 누적된 경험을 반영한 현장 환경관리 이행 개선 및 지속적인 제도 개선이 수반되어야 함
□ 사후관리의 제도 개선안
ㅇ 법제도에 환경영향평가 사후관리 개념 도입, 협의기관 및 승인기관의 역할 명확화, 공공참여 확대, 환류체계(사후평가) 개념 도입, 통보서 작성 규정 개정, 법 및 시행규칙에 환경피해 방지조치 관련 명확한 규정 신설, 협의내용 이행 및 관리와 사후환경영향조사의 명확한 연계 등이 필요함
□ 사후관리 이행 개선안
ㅇ 승인기관 및 협의내용과 관리책임자 등 주요 사후관리 참여자들의 역할 강화, 사후환경영향조사 등 대행비용 현실화, 통보서 작성규정 개선, 사후환경관리 자료의 체계적인 정리 및 투명한 공개 등이 필요하며, 제도의 운영 및 관리·감독의 주요 주체인 환경부(지방·유역환경청)의 사후관리에 대한 비중, 인식, 인력 확대 및 전문성 강화가 요구됨
□ 환류체계 구축 및 이행방안
ㅇ 사후환경영향조사결과 통보서 내 종합평가 항목에 사업별 특성에 따른 정량적인 분석이 가능한 체크리스트를 추가하고, 축적된 체크리스트 작성정보 분석결과를 백서를 통해 공개하는 방안을 제안함. 이를 통해 사후환경영향조사 및 협의내용 이행관리에서 얻은 경험을 축적하고 공유하여 환경영향평가 및 사후관리제도의 발전을 도모할 수 있음
Ⅰ. Background and Aims of Research
□ Background and necessity of research
ㅇ Environmental impact assessment (EIA) is completed through ex-post EIA in which the actual environmental impact that has occurred during the implementation of a project is monitored and reduction measures are implemented. In Korea, the ex-post EIA process consists of an EIA follow-up and the monitoring of the fulfillment of the consultation content in accordance with the Environmental Impact Assessment Act, and is compulsory. However, it is currently not playing a great part in decision-making because it is difficult to verify environmental impacts due to insufficient monitoring and reporting, and the auditing of the entire EIA process is insufficient due to a lack of administrative power and budget.
ㅇ In particular, the ‘feedback’ system that can verify and improve the EIA method, process, and system by analyzing the effect of the EIA process and decision-making according to the ex-post evaluation, and improve the effectiveness and suitability of the environmental impact reduction plan is very insufficient.
□ Purpose and scope of research

Ⅱ. Improving EIA Follow-up
1. International principles of EIA follow-up
□ Principles of EIA follow-up
ㅇ Theoretically, environmental impact assessment follow-up is defined as a process of carrying out environmental management and communication between stakeholders in relation to a specific development project or plan. This is accomplished by monitoring and evaluating the environmental impact of the development project or plan (that has conducted an environmental impact assessment).
ㅇ EIA follow-up consists of four elements: monitoring, evaluation, management, and communication. Internationally, it is subject to 17 principles regarding the need for follow-up (why), stakeholder roles (who), follow-up goals (what), and follow-up method (how).
ㅇ In other countries such as the United States and Europe, follow-up is legally defined as monitoring and supervision over regulatory compliance. In addition, follow-up includes project audit and ex-post evaluation of environmental impact assessment.
2. EIA follow-up in South Korea
□ Institutional status of EIA follow-up
ㅇ In Korea, EIA follow-up legally consists of ‘fulfillment and management of the agreed terms/conditions’ and ‘ex-post environmental monitoring (investigation)’ as stipulated in the Environmental Impact Assessment Act.
ㅇ The concept of EIA follow-up is not clear since the ex-post environmental monitoring includes checking whether the agreed terms have been fulfilled. Moreover, it is managed in a dual system with the approval agency and the Ministry of Environment, which makes the procedure complicated and causes role overlap.
□ Institutional improvement for EIA follow-up
ㅇ We propose an institutional improvement plan based on the international principles and the current status of our EIA follow-up system. The plan encompasses eight sections in the following categories: the legal system, the ex-post environmental monitoring, and the management of agreed terms/conditions.
ㅇ It is necessary to introduce the concept of EIA follow-up into relevant laws and to either divide or unify the roles of the management agencies which are divided into consulting agencies and approval agencies. There is also a need for legal measures to expand public participation, including local residents and non-governmental (civil) groups.
Ⅲ. Implementation Plan for Ex-post EIA
1. Status of the ex-post EIA implementation
□ Status of the implementation of EIA follow-up
ㅇ According to the annual status information provided by the Environmental Impact Assessment Information Support System (EIASS), the number of EIA follow-up reports has steadily increased since 1998. After 2015, an average of about 1,600 cases per year is being conducted.
ㅇ EIA follow-up reports are currently reviewed by three organizations: the Korea Environment Institute, the National Institute of Ecology, and the Korea Environment Corporation. Among the project types subject to each institution’s review, plans to extract earth and stone, sand, gravel, minerals, and more (hereafter, ‘quarrying project’) which have a relatively longer duration than other projects in EIA follow-up, were selected as the target project type for analysis of ex-post EIA implementation cases.
□ Case studies on EIA follow-up of quarrying projects
ㅇ Typical environmental impacts include degradation of water systems, dust scattering effects, disconnection of ecological axes, noise and vibration effects from blasting, as well as water and soil contamination from heavy metals. Accordingly, typical terms and conditions often include the implementation of dust reduction measures, the installation of sedimentation ponds, the construction of temporary drainage channels, tree transplantation plans, and phased quarrying and restoration.
ㅇ According to the result of a frequency analysis of the itemized comments on 113 quarrying projects that were subject to EIA follow-up in 2020, more than 90% of all projects received comments on the investigation results and points of the flora and fauna; approximately 80% of the comments were on the fulfillment of the agreed terms and conditions.
ㅇ The problems relating to the follow-up survey of the environmental impact reports can be summarized as follows: inappropriate survey methods, a lack of reliability in the results of the surveys, insufficient notification of survey results, uncertainty regarding the fulfillment of agreed terms and conditions, and insufficient implementation of additional mitigation measures.
□ Perception of the professionals about EIA follow-ups
ㅇ Based on the interview with the representative of the agency conducting EIA follow-ups, the problems and suggestions for improvement in the field management of the ex-post EIA were summarized as follows.
· Practical applicability of comments on EIA follow-up reports
· Strengthening the role of approval and consulting organizations in on-site inspections
· A lack of awareness about environmental issues and a lack of motivation on the part of business owners to manage the environment
· Providing flexibility in follow-up management based on the characteristics of the business
· Securing the reliability of ex-post EIA
· Establishment of the ex-post EIA system
· Increasing the authority and responsibilities of administrators on agreed terms and conditions
ㅇ A survey related to the effectiveness of the comments on EIA follow-up reports was conducted targeting member companies of the Environmental Impact Assessment Association and the problems of the current ex-post EIA system were outlined as follows.
· Unpractical comments that require further investigation or redesign
· Inappropriateness of comments in terms of timing (e.g. comments that should have been reflected before the construction given after the completion)
· Investigation periods that are difficult to follow in reality (e.g. ban on sampling during rainfalls)
· Comments on areas beyond the scope of the project’s impact zone
2. The stakeholder survey
ㅇ In order to identify the problems of ex-post EIA and to discover improvement points, we constructed a questionnaire by referring to the 17 principles of ex-post EIA.
ㅇ The questions were about the importance and the current status of ex-post EIA, the roles of stakeholders, ex-post EIA and feedback, and the problems and points for improvement in ex-post EIA.
ㅇ Most respondents agreed on the importance of ex-post EIA, but they also recognized that ex-post EIA is not perceived as important.
ㅇ Review agencies tended to be skeptical of the role and status of the current ex-post EIA, but a consensus was formed on the fact that resources for ex-post EIA are not provided sufficiently.
ㅇ There is a high level of awareness of the lack of cooperation among stakeholders, and more than half of the respondents had negative responses regarding the operators’ responsibility for fulfilling the agreements.
ㅇ Many respondents felt that ex-post EIA is helpful in improving the environmental impact assessment of the follow-up development projects, but the review agencies perceived the feedback system negatively based on their job experiences.
ㅇ Securing resources, including human resources, is more urgent than revising systems or guidelines, and since the perspectives on problems vary depending on the respondent groups, an opportunity to understand each other is necessary.
3. Improvement plan for ex-post EIA
□ Problems of ex-post EIA
ㅇ The current problems in the operation of the ex-post EIA system include unclear roles of participants in the ex-post EIA management system, the low reliability of monitoring and written reports, and insufficient environmental management at project sites. Also, information on post-environmental management is not well-organized and released sufficiently, and the Ministry of Environment is not placing much importance on follow-up management.
□ Action plan to improve ex-post EIA
ㅇ The purpose, role, and scope of ex-post EIA in the Environmental Impact Assessment Act should be defined clearly first, including both EIA follow-up and the management of the consultation content. The details of the relevant sub-regulations should be revised afterward, including strengthening the roles of major participants in the ex-post EIA system (e.g. the approval agency and the person in charge of managing the consultation content), rationalizing agency costs for EIA follow-ups, improving the regulation for writing EIA follow-up reports, and systematically organizing/fully disclosing the information on post-environmental management.
Ⅳ. Establishment of a Feedback System in Ex-post EIA
□ Necessity of a feedback system in ex-post EIA
ㅇ Many researches on environmental impact assessment in Korea have long been focusing heavily on EIA or SEA which includes the enforcement of EIA laws and regulation and technical improvement on quantitative analysis methods. There has been a lack of research on the number and scale of EIA follow-up and ex-post EIA. EIA follow-up in Korea is mainly focused on environmental monitoring and the fulfillment of agreed terms/conditions which act as a tool for filtering illegal procedures and violation of the terms. This resulted in the lack of communication and informational feedback between EIA stakeholders and many issues have been continuously raised from ineffective reduction measures at sites. Thus, ex-post EIA, which is the superordinate concept of EIA follow-up, has not been studied much. In this research, we tried to demonstrate a set of organized feedback system to enhance the utility and effectiveness of ex-post EIA.
※ The term ‘ex-post EIA’ includes EIA follow-up and EIA monitoring.
□ Establishment of a feedback system using Environmental Indicator Framework (EIF)
ㅇ In this research, we have set out a series of improved methods for applying ‘Environmental Indicator Framework’ to the current ex-post EIA system in Korea. The objective is to enhance the communication between EIA stakeholders and to improve the current EIA system in Korea. Main criteria for ‘indicator category’, ‘primary objective’, and ‘indicator’ have been collected from various studies and guidelines. After a thorough study, it was found that EIA follow-up had a large number of structural components similar to those of EIF. As a result, we have demonstrated a new EIF model suitable to Korea’s EIA procedures.
□ Application of the ex-post EIA feedback system
ㅇ According to the ex-post EIA system in Korea, comprehensive evaluation result must be described in EIA follow-up reports. However, there is no clear guideline for writing this section and it has been used only for presenting the monitoring result. We have noticed that this section must include the ‘Effect’, ‘Status changes’, and ‘Ex-post evaluation of the result’ which are the main components of environmental indicator framework (EIF). Thus, we have modified several EIF models used in many other countries and organizations to make them suitable to current EIA system in Korea. We have demonstrated several comprehensive evaluation exercises on waste treatment facility construction operation, rock mining operations, and industrial complex development operations. As these exercises utilizes the results from monitoring procedures and evaluation of the effectiveness of the reduction measures implemented in the EIA process, the results should resolve many issues in Ex-post EIA and enhance Ex-post EIA feedback.
Ⅴ. Conclusion and Suggestions
□ Future direction for ex-post EIA
ㅇ An institutional basis should be established so that the concept of core principles and values of ex-post EIA can be applied in the field. To this end, it is necessary to establish a cooperative system among stakeholders and learn about exemplary implementation, and it should be accompanied by on-site environmental management and continuous system improvement through experience.
□ System improvement plan for ex-post EIA
ㅇ Introduction of the ex-post EIA concept in the legal system, clarification of the roles of consulting agencies and approval agencies, expansion of public participation, introduction of the concept of the feedback system (ex-post evaluation), revision of the regulations on the report form, establishment of provisions clearly stating environmental damage prevention measures in laws and enforcement regulations, and establishing a clear connection between the EIA follow-up and the management of consultation content are required.
□ Improvement plan for follow-up management
ㅇ It is necessary to strengthen the roles of major participants in ex-post EIA, such as the approval agency and the person in charge of managing the content of consultation, to rationalize agency costs, to improve the regulations on the report form, and to systematically organize and fully disclose ex-post EIA data. Also, it is required that the Ministry of Environment, the main body in charge of system management and monitoring, give more weight to follow-up management by raising awareness, increasing human resources, and fostering expertise.
□ Establishment of a feedback system and implementation plan
ㅇ We propose to add a checklist to the ‘comprehensive evaluation’ item in the EIA follow-up report so that quantitative analysis can be carried out according to the characteristics of each project. The analysis of the accumulated data would be released in white papers. It is possible to promote further development of EIA and ex-post EIA by accumulating and sharing the experiences gained in the management of EIA follow-up and agreed terms/conditions.
