Active Multi-Variety Demand Response to Reduce Wind Power Generation Curtailment : 풍력 발전 출력제한 저감을 위한 다종 수요 제어
최근 환경 오염과 에너지 자립성에 대한 관심이 늘어나면서 신재생에너지에 대한 수요가 늘어나고 있다. 신재생에너지 중 풍력 발전의 성장이 가파른데, 이러한 가파른 성장세는 수요에 비해 지나치게 늘어난 발전량으로 인한 잉여 발전 전력으로 계통의 안정성을 해칠 수 있는 문제점을 야기한다. 이러한 잉여 발전 전력을 완화하고자 출력 제한 제도가 시행 중인데, 이는 발전 사업자에게 경제적인 손실을 주는 단점이 있다. 따라서 본 논문은 다종 수요 자원들을 활용하여 출력 제한 제도를 저감하면서 잉여 발전 전력량을 줄이고 발전 사업자에게 경제적인 손실을 주지 않는 제도를 제안한다.
잉여 발전이 발생할 것으로 예상된다면 하루 전 KPX에서 제도 시행을 명한다. 수요관리자는 해당 제도의 시행을 명 받는다면 해당 시간대에 전력을 추가로 소비할 수 있는 수요 자원들을 모집한 후 추가 소비 가능한 용량을 전력 시장에 입찰한다. 해당 용량이 낙찰된다면 풍력 발전 사업자는 출력 제한을 하지 않고 낙찰된 용량만큼 발전하며, 수요관리자가 모집한 수요 자원들은 계약된 시간대에 낙찰된 용량만큼 전력을 추가 소비한다. 이후 KEPCO에서 전력 소비량을 정산한 후 이에 따른 SMP 자본을 KPX를 거쳐 수요관리자에게 전달하고, 수요관리자는 사전에 정해진 수수료만큼의 보상을 각 수요 자원들에게 배분한다. 이러한 일련의 과정으로 발전 사업자는 판매한 전력만큼의 REC를, 수요관리자는 거래에 따른 SMP 수익을, 수요 자원들은 보다 저렴한 전기 사용료를 통해서 이익을 얻는다.
본 논문에서는 수요관리자의 참가 의욕을 높이기 위해 수요관리자의 수익을 최대화할 수 있는 수수료 비율 선정에 관한 연구를 수행했다. 각 수요자원의 특성에 따라 수수료 비율이 변할 경우 이들의 전력 소비 패턴의 변화를 시뮬레이션을 통해 확인했으며, 이 때 수수료 변화에 따른 수요관리자의 수익 변화를 관측했다. 수요자원은 전기차 충전소와 P2G 수전해 시설 위주로 분석했으며 전기차 충전소는 전기차라는 2차 소비자, P2G 수전해 시설은 수소판매가라는 요소들을 고려하여 수수료 비율을 선정했다. 전기 요금이 높아질수록 전력 소비량이 줄어들 것이므로 이를 유의하여 수요관리자의 수익을 최대화할 수 있는 수수료를 선정할 수 있도록 최적화 함수를 제작했으며 이에 따라 제주도의 출력제한 데이터를 기반으로 시뮬레이션을 시행했다. 시뮬레이션을 시행한 결과 전기차 충전소에게 SMP의 10%, P2G 수전해 시설에게는 40%만큼을 수수료로 지원해줬을 때 가장 큰 수익을 얻을 수 있다는 것을 확인했다. 해당 방법을 플러스 DR, 배터리 ESS과 같은 방법론과 비교할 때 소비할 수 있는 전력량, 수요관리자의 수익 측면에서 우위를 점한다는 것 또한 확인했다.
Recently, as interest in environmental pollution and energy independence increases, the demand for renewable energy is increasing. Wind power generation is growing rapidly among renewable energies, and this steep growth rate causes a problem that can harm the stability of the electrical grid with surplus power generation due to an excessively increased amount of power generation compared to demand. In order to mitigate such surplus generated power, a curtailment is being implemented, which has the disadvantage of causing economic losses to power generation operators. Therefore, this thesis proposes a system that reduces the amount of surplus power generation while reducing the amount of curtailment by utilizing various demand resources and does not cause economic loss to power generators.
If surplus generation is expected to occur, KPX orders the implementation of the system one day in advance. If the demand manager is ordered to implement the system, he or she recruits demand resources that can additionally consume electricity during that time period and then bids for the capacity that can be consumed additionally in the electricity market. If the relevant capacity is a successful bid, the wind power generator generates electricity as much as the capacity of the successful bid without limiting the output, and the demand resources recruited by the demand manager consume additional electricity as much as the capacity of the successful bid within the contracted time period. Afterwards, KEPCO settles the amount of electricity consumption, and the resulting SMP capital is delivered to the demand manager via KPX, and the demand manager distributes compensation equal to the predetermined fee to each demand resource. Through this series of processes, the power generation company earns REC for the amount of electricity sold, the demand manager earns SMP revenue from the transaction, and demand resources benefit from cheaper electricity usage fees.
In this thesis, in order to increase the participation of demand managers, a study was conducted on the selection of commission rates that can maximize the profits of demand managers. When the fee rate changes according to the characteristics of each demand resource, the change in their power consumption pattern was confirmed through simulation, and at this time, the change in the demand manager's profit according to the change in fee was observed. Demand resources were analyzed for electric vehicle charging stations and P2G water electrolysis facilities, and the commission ratio was selected considering the factors, as on for electric vehicle charging stations are secondary consumers called electric vehicles and hydrogen sales prices for P2G water electrolysis facilities. The higher the electricity price, the lower the power consumption. Therefore, an optimization function was created to select the fee that can maximize the profit of the demand manager by considering the Law of demand, and a simulation was conducted based on the curtailed power data of Jeju Island. As a result of the simulation, it was confirmed that the largest profit can be obtained when 10% of the SMP is supported for electric vehicle charging stations and 40% for P2G water electrolysis facilities. When comparing the method with methodologies such as Plus DR and battery ESS, it was also confirmed that it has an advantage in terms of the amount of power that can be consumed and the profit of the demand manager.
