Recently, observed trade costs, such as transportation and tariffs, have been less critical due to globalization and technological progress. In addition, the unobserved trade costs, such as product-standards-regulatory, documentation and customs requirements, market access restrictions, general impediments to doing business, or insecurity of property rights, are largely involved in the international trade result. As a result, institutional determinant roles are expected to be more significant. In addition, the 2030 Agenda has determined anti-corruption as a global approach to achieve sustainable development and highlighted the importance of strengthening institutions and governance. Hence, many national anti-corruption policies have been released and intensively improved the institutional quality in each country, especially in developing countries. However, from the company perspective, any change in dimensions of the institution always requires export strategies to adapt with the new environment in aboard and validates the transaction cost of international business activities even though it changes in better or worse ways.
From this view, the impact of the distance in institutional quality between a country and its trade partners on their bilateral trade performance will be exclusively studied with a particular Vietnam case study. Institutional distance is defined as the institutional quality level difference between two countries, and this distance between Vietnam and its trade partner countries is measured by following Kogut and Singh (1988). Consequently, the relationship between institutional distance and export performance will be analyzed. For analyzing the data, the structural Gravity model was utilized to construct the research model. In this model, the dependent variable is Vietnam’s export value to a specific partner while partners’ economic size, distance to Vietnam, shared border with Vietnam status, real exchange rate, Free Trade Agreement (FTA) with Vietnam status, World Trade Organization (WTO) connection status, Vietnamese immigrant situation, and institutional distance with Vietnam are selected as explanatory variables. Moreover, the bilateral trade-related panel data between Vietnam and its top 40 importing countries during 2000-2019 was used to construct the analysis model. In this work, the two-steps procedure of estimation method, following Antonucci and Manzocchi (2006), was used to take into account heteroscedasticity and auto-correlation, consider the country-specific issues in the analysis system by using fixed effects elimination, and at the same time, verify the impact of the time-invariant variable (geography distance). Empirical results show that institutional distances with partner countries significantly inhibit Vietnam’s export performance.
Moreover, when exploring the effective directions that help minimize the negative impacts of institutional distance on export performance, this study considered to the impact of networks in promoting export under the appearance of institutional distance. The sign of interaction terms between institutional distance and both formal network (together join in the WTO, sign in the same FTA agreements) and informal network (international migrants) are significantly positive. This result suggests that the connection and commitments from WTO accessions, trade agreements, and the information sharing from the international migrants could reduce the negative effect of institutional distance, which would diminish the trade performance. In addition, it is also found that the formal networks are more effective in moderating the negative impacts of institutional distance to export performance than informal networks in the case of Vietnam.
