How that the year 1998 is drawing to an end, it is more than ten years since Sports For All was introduced into this country. The period, however, when Sports For All has been taken into accoimt in the Government policy is not as lord as the history of Sports For All in this country. The very first move was the three-year enforcement of what was called the 'Hodori Project' in the early 1990's in the wake of the 1988 Seoul World Olympics. From 1393 on the First Five-Year Plan was carried out for promoting the nation's athlete. Curing that time various sports facilities, sports instructors were produced and program education, etc. were carried out. One of the one hundred problems awaiting solution annoiinced by the current Kim Dae-jung: Administration is to raise the present 38.8% ratio of the nation's participation in ;sports up to sea level by the year 2003. In spite of the high motivation official pronouncement of the Government, we feel not quite satisfied with the proposed percentage. Of the budget for sports Bureau of Ministry of culture and Tourism for the year 1998, the budget set for the field of Sports For All is 332 hundred and 50 million won - no more than 14.2% of the total budget. The largest sum nearly 1,333 hundred million won (59~6) - was apportioned to international sports : bacling up international tournaments, and the second largest hundred 30 million won (14.3%) - to training professional athletes. This fact eloquently tells us of the fact that in the sports policy the present regime is still holding fast to giving priority to training prospective medals winers international games, etc. In the advanced nations Sports For All is backed up by the government. Krafted and enforced a synthetic policy called under the 4$ circumstances before and after the sixties, The Plan even contained concrete numerical values aimed at, per capita playing ground should be 3 square meters, etc. Thanks to this policy has been looked upon. Based upon this network of prevailing Sports For All, Germany ranks as one of the world's superpowers in sports elite. This thesis is focused on the Government policy, community facilitates, and instructors of sports For All. Faced with the World Asian scheduled to be held in Kangwon Province in 1999 and World cup to be hosted in 2002, Korea has more than one problexns in sports administration to be solved or reformed. The following are concrete and practicable development proposals for vitalizing the fields covered by this thesis.
1. In order to build up goverment policy for Sports For All, a small but powerful central administrative organ is required first of all. Sports administration is closely connected with various administrative fields, and so it it is not supported by a powerful administrative organ cannot push ahead with the Government policy. A strong sports administrative organ is, therefore, absolutely required until sports system and machinery are solidly established. Secondly local self-goveming bodies' sports administation needs to be strength. The central goverment should take charge of policy melting, and its execution is to be carried out by local self-goveming bodies or is to be placed under private management. Anyway, in its executor the principles of business administration of private corporations are to be intreduiced. Thirdly, establishing an effective promotion system of Sports For All is required. In order to effectively promote Sports For All an efficient cooperative system is essential between the Government, local bodies, and private corporations. 2. Expansion of facilities for Sports For All is required. On the first place the Second Five-Year Plan for the Nation's Sports Promotion set up by Ministive of Culture and Tourism should be systematically and scientifically pushed ahead creating standards for sports facilities by district and population and installing and complement basic sports facilities and equipment at the same time according to long-range plans.
