Disaster response policy change and power law distribution : dynamics of institutional reforms in the wake of long-tailed distributed disasters in the Republic of Korea

Humans throughout the course of history have pursued and sought happiness. And, the pinnacle of this achievement has always been to be free from danger and disaster; a way to secure society from disaster.
However, how does one go about defining a safe society and figuring out what one should do to bring it about? Pursuing the answers to these questions is what has helped push human achievements in many areas of development; technologies or theories to mitigate or explain away disasters. This research intends to follow in the same path as those before it, with a goal to lay a path for future generations to follow in their pursuit of a safer society.
Globally disaster complexity and magnitude has been sharply increasing and the Republic of Korea; being no different, is also facing disasters that will be more complex and with greater magnitude in the not so distant future. However, current research in the Republic of Korea on disaster and policy recommendations has been narrowly focused on a single disaster that has already occurred and how to prevent it from repeating through organizational or policy change. Therefore, it is essential to conduct research with an eye on future potential calamities; such as disasters due to climate change or the next Middle East respiratory syndrome coronavirus virus, or unforeseen and newly emerging disasters to develop a comprehensive and innovative model that will lead to effective disaster response law and organizational change. To do this, it is essential to understand disasters that are distributed in the Power Law that have triggered disaster-related organizational and law change historically and currently.
The research result substantiated that the disaster loss-frequency relation in the Republic of Korea from 1948 to 2014 follows the Power Law and found the coefficients of each Power Function by using three types of variables: natural disaster deaths - their frequencies; natural disaster economic loss - their frequencies; social disaster deaths - their frequencies. In order to standardize the damage amount due to disasters into the value at a specific time point, it was converted based on the 2014 price index announced by the Bank of Korea.
This paper also found major disasters, labeled as ‘focusing events’, which resulted in the reformation of disaster response organizations and laws, analyzed how various elements, such as political will and policy alternatives, dynamically affected the change of disaster response policy, and made policy recommendations for effective disaster response. The Disaster-Triggered Policy Change Model, based on Kingdon’s Policy Stream Model and Birkland’s Event-Related Policy Learning model, was used for the analysis. The model for disaster-triggered policy change in Korea shows that the disaster with high impacts will lead disaster response policy change when it is combined with high political. The research also found that political will, among political, policy alternative and problem streams, is the most important factor for disaster response policy change in the Republic of Korea.
Finally, this paper suggested that effective public policy for disaster response needs to be developed by paying attention to ‘low probability and high impact’ focusing events that are located in the long tail of the Power Law Distribution. The preparedness system to deal with low frequency and high impact needs to be strengthened at local, regional and national levels. Social disaster risk needs to be embedded into the national disaster response planning system. Risk governance also should be improved in order to strengthen the accountability of all sectors and to enhance the cooperation among all stakeholders.
2011년 동일본 대지진, 2015년 텐진 화학공장 폭발사고와 한국을 강타한 메르스 등을 생각해 볼 때, 우리가 살고 있는 21세기가 안전한 시대라고 자신있게 답하기는 쉽지 않다. 재난에 대한 체계적이고 종합적인 연구가 필요하지만, 현재까지 국내의 연구는 재난이 발생한 기술적인 원인에 집중하거나 외국의 재난대응 제도연구를 통해 제도발전을 제안하는 수준이다. 점점 복잡해지고 다원화되는 현대 사회에서 발생하는 재난의 특성을 밝히고 재난발생과 제도개선의 역동적인 과정을 체계적으로 분석하여 안전한 사회를 만드는데 필요한 제도적 시사점을 도출하는 연구가 절실하다고 할 수 있다.
과학 기술의 발달과 더불어, 재난에 대한 인간의 이해는 계속 발전해 왔다. 고대에는 가뭄이나 홍수가 나면 이를 하늘의 벌로 여기고 기우제를 지내거나 곡식을 풀어 피해민들을 구휼하는 수준이었다. 유럽에서는 17세기 리스본 대지진을 계기로 위험요인에 대한 연구를 하기 시작했고, 20세기 후반부터 인간사회가 갖는 구조적인 취약성에 대하여도 관심을 갖게 되었다. 재난연구에 있어 최근의 중요한 성과는 복잡계 이론을 통해 재난을 이해하는 것이다.
본 연구는 한국에서 1948년 이후 발생한 자연재난과 사회재난의 빈도와 피해 규모간의 관계를 분석하여 복잡계 이론의 특징 중 하나인 멱함수적 특성을 밝혔다. 또한, 멱함수의 긴 꼬리 부분에 위치한 사회적 충격사건들이 재난대응 조직과 법률의 변화에 어떤 영향을 미쳤는지를 정책변동의 분석틀을 활용하여 밝혔다. 정책변동 분석을 위해 Kingdon의 다중흐름모형과 Birkland의 사건관련 정책학습 모형을 수정한‘Disaster-Triggered Policy Change’모델을 제안하였다. 마지막으로, 재난대응 정책변동에 관한 연구 결과를 선진국 재난대응 제도와 비교하여 한국의 바람직한 재난대응 제도에 대한 정책적 제안을 하였다.
연구에 사용된 재난 데이터는 재해연보(1979~2014), 재난연감(1995~2014), 재난관리 60년사에 있는 데이터를 활용하였다. 연구 결과, 자연·사회재난의 발생빈도와 피해규모는 모두 멱함수적 특성을 보였다. 또한, 멱함수의 긴 꼬리 부분에 위치한 재난들은 사회에 큰 충격을 주고 재난대응 조직과 법률에 변화를 주는 사회적 충격사건들이라는 것도 밝혀졌다. 또한, 16명 이상의 사망자가 발생하거나 400억 이상의 재산피해가 발생한 자연재난과 59명 이상의 사망자가 발생한 사회재난이 잠재적 충격사건으로 작용한다는 것을 밝혔으며, 분석을 통해 확인된 잠재적 충격사건은 자연재난의 경우 재산피해 기준 101건, 사망자 기준 137건이고, 사회재난의 경우 19건이었다. 이와 더불어 1948년부터 2005년까지 대규모 재난발생 이후 발생한 재난대응 조직과 법률의 변화를 분석하였으며, 연구 결과 10건의 자연재난과 8건의 사회재난이 사회적 충격사건으로 작용하였다는 것을 밝혔다.
사회적 충격사건들이 발생하면 언론의 관심 증가, 대통령의 개선의지, 국회의 활동, 정부의 개선대책 마련 등 다양한 활동들이 동시 다발적으로 진행되다가 정책의 창이 열리면서 정책변동이 일어난다. 한국에서 발생한 사회적 충격사건 이후 재난대응 정책변동 과정을 disaster-driven policy change 모형을 통해 분석한 결과, 여러 활동들 중에서 대통령의 의지가 재난대응 정책변동에 가장 중요한 역할을 하였으며, 국회의 활동이 정책변동을 촉구하였다는 것을 밝혔다. 그리고, 정부의 개선대책 마련은 추진력으로 작용하고 감사원이나 연구원의 재난발생 원인조사는 정책변동의 토대로 작용하였다.
마지막으로, 이번 연구에서는 재난의 특성과 정책변동 과정에 대한 분석결과와 외국의 재난대응제도와의 비교연구를 통해 한국이 효율적인 재난대응 제도를 구축하는 데 필요한 정책적 시사점을 제안하였다. 첫째, 평균적인 사건들이 아니라 멱함수의 긴 꼬리 부분에 위치하는 극단적인 사건들에 대비하여야 한다. 둘째, 사회재난에 대한 대비를 강화해야 한다. 셋째, 정부 주도가 아닌 정부, 국민, 민간단체 등이 서로 협력하여 함께 재난에 대응하는 리스크 거버넌스를 강화해야 한다.
