본 연구는 트럼프 행정부 시기 내 열린 북∙미 핵 협상의 실패 원인을 ‘삼면 게임 분석 틀’ 을 통해 규명한다. 삼면 게임은 국제 협상과 국내 정치의 연계성에 주목한 로버트 푸트남의 양면 게임 이론을 변형 적용한 분석 틀이다. 양면 게임의 핵심은 협상국이 이해당사자의 비준을 받기 위한 국내 차원의 협상과 국제 협상을 동시에 진행한다는 점이다.
본고는 양면 게임의 두 가지 핵심 개념을 활용했다. 첫째, 양면 게임은 국내적 비준∙승인을 받을 수 있는 모든 국제 합의의 집합을 윈셋이라고 명명했다. 양국의 윈셋 간 중복되는 교집합의 크기가 클수록 협상의 성공률이 높아진다. 둘째, 윈셋의 개념에서도 나타났듯, 국제 협상에서 국내 정치적 요인이 중요하다.
삼면 게임은 북핵 협상이 1) 국내 비준 단계, 2) 양자 협상, 3) 동북아 역내 구도 내 협력∙갈등 등 3단계로 구성되었다고 가정한다. 또 단계별로 존재하는 다양한 요인이 상호 작용하며, 북한과 미국의 윈셋 크기를 결정한다고 본다. 특히 본고는 양면 게임과 달리 제3국인 중국을 주요 행위자로 설정하고, 미∙중 전략 경쟁과 북∙중 간 전략적 협력 강화가 핵 협상 환경 변화에 어떠한 영향을 미쳤는지 점검했다.
따라서 삼면 게임 분석의 궁극적 목표는 3단계의 협상 과정 내 북한과 미국의 윈셋을 결정하는 요인들을 밝혀내고, 이들이 언제, 어떤 방식으로 핵 협상 성패에 영향을 미쳤는지 분석하는 것이다. 본 연구는 핵 협상에서 1) 국내 정치 환경, 2) 협상 대표의 개인적 성향, 정책 선호, 외교안보 환경 인식, 3) 미∙중 갈등과 북∙중 협력이 각 단계에서 윈셋의 크기를 결정하는 주요 요인임을 밝혀냈다.
전반적으로 국내 정치 환경은 북∙미 핵 협상의 성패를 좌우하는 중요한 요소였다. 특히 국내적 제약 요인이 미국의 윈셋 크기와 협상 태도에 상당한 영향을 미쳤고, 북한도 예외는 아니었다. 또 양국의 국내 정치와 핵 협상의 상호연계성은 북∙미 대화 교착상태 장기화의 주요 원인으로 밝혀졌다. 이에 더해 미∙중 갈등에 따른 동북아 안보 구조 변화는 핵 협상의 복잡성과 불확실성을 가중하고 있다.
북∙미 양국은 정상 간 관계에 의존한 톱다운 방식을 통해 싱가포르 합의, 3차례의 정상 회동 등의 성과를 거두었다. 하지만 본 연구는 양국이 포괄적 합의 내용을 구체화하는 단계에 접어들면서, 톱다운 방식의 실효성이 낮아졌다고 판단한다. 특히 핵 협상이 정상 간 동의한 정치적 합의에서 구체적인 비핵화 조치에 관한 논의로 발전되면서, 국내 정치적 제약이 양국의 윈셋을 좌우하는 핵심 요인이 됐다.
미국의 경우 대북 제재 유지에 대한 미 의회의 초당적 지지, 의회의 대북 정책 견제와 감독 강화, 짧은 선거 주기와 결과 등이 핵 협상의 주요 걸림돌이었다. 특히 새 행정부 출범 약 2년 후 열리는 중간 선거의 결과로 분점 정부 체제가 설립될 경우 행정부-의회 간 정치적 갈등의 가능성이 커지고, 이에 따라 협상 진행에 불리한 환경이 조성된다. 또, 미 대선국면에서 북핵 협상 의제는 국내 사안에 밀려 후순위가 된다.
북한의 경우 지도부의 대내외 안보 환경 인식에 기반한 전략적 판단과 국내적 제약요인이 상호작용하며 윈셋을 결정했다. 하지만 본고는 국내적 제약요인이 북한 지도부의 전략적 셈법을 바꿀 수 있다고 판단한다. 북한 지도부가 핵 협상을 통해 달성하고자 하는 궁극적인 목표는 김정은 정권의 통치 정당성의 핵심축인 병진 노선의 딜레마를 해결하고, 핵 무력을 기반으로 경제 개발에 적합한 환경을 조성하는 것이다. 따라서, 핵무기 개발이 초래하는 경제난과 이에 따른 사회적 불안이 김정은 정권의 통치 정당성에 부정적 영향을 미치는 정도로 심해졌을 때, 북한 지도부는 핵 협상 셈법을 바꿀 것이다.
북한 지도부는 핵 협상이 장기적 교착국면에 진입하면서, 중국의 정치∙외교적 지지와 경제적 지원을 통해 경제∙사회적 손실을 만회하려고 했다. 이런 측면에서 본고는 중국의 역할에 주목했다. 특히 아태 역내의 복잡한 안보 역학관계가 북한에 유리한 환경을 조성하면서, 협상에 부정적인 영향을 미쳐왔다. 더욱이 북 핵 문제가 미∙중 간 역내 안보 경쟁에 본격 편입되면서, 핵 협상의 복잡성과 불확실성이 증가했다. 북한은 향후 중소분쟁 시기의 등거리 외교처럼 미∙중 갈등을 전략적으로 활용해 자국 이익을 극대화하려 할 수 있다. 또 중국은 미국과의 역내 패권 경쟁 속에서 북한을 협상 카드로 활용하려 시도할 수 있다.
결론적으로 외교정책결정자 개인 수준 요인, 국내정치적 제약, 국제체제 변화 등 3가지 차원의 대내외적 변수가 북 핵 협상의 진척 정도와 성패 여부에 영향을 미친다. 이런 측면에서 본 연구는 북∙미의 협상 태도와 전략을 결정하는 국내외적 요인에 대한 다층적이고 심도 있는 분석을 제공하고, 향후 북 핵 협상에 대한 함의를 도출했다.
The first-ever historic U.S.-North Korea summit was a dramatic turnaround from the beginning of the year, where both exchanged bellicose rhetoric and threats to use nuclear weapons. Pyongyang and Washington backed away from the brink of war and agreed to make a fresh start in their bilateral relations, overcoming the legacy of long-standing distrust and hostility. Nuclear negotiations began auspiciously. Shortly afterward, however, Pyongyang and Washington showed irreconcilable differences at the second summit. Since then, there has been no breakthrough. A flurry of diplomatic activities has eventually culminated in North Korea’s de facto reversion to the Byungjin policy. At the party congress, Kim vowed to further bolster nuclear war deterrence and military strength.
In this context, the primary purpose of this paper is to identify the major causes of the failure of the U.S.-North Korea nuclear negotiations by conducting a comprehensive multi-level analysis. Specifically, this study seeks to discern what and how domestic and international factors determined the U.S. and North Korea’s position on nuclear negotiations. To that end, this paper devised an analytical framework, dubbed as the ‘three-level game approach,’ by modifying Robert D. Putnam’s two-level game theory.
The essence of the three-level game framework is that nuclear negotiations virtually comprise three phases: 1) domestic ratification procedures, 2) the U.S.-North Korea bilateral negotiations, and 3) trilateral interactions among the three main actors. In a nutshell, the U.S. and North Korea simultaneously play three different games at the domestic, bilateral, and regional levels. In particular, China is considered an influential third party that can create a different negotiation context and environment. That is, the intensified U.S.-Sino strategic competition and enhanced strategic solidarity between China and North Korea can affect the process and outcome of nuclear negotiations.
The key aspect of this study is to examine what and how various factors at three levels respectively affected the U.S. and North Korea’s negotiation stance by applying the concept of a win-set proposed by Putnam. The win-set is a set of the country's entire potential agreements that can be ratified and endorsed by domestic constituents. Notably, this study identified that 1) domestic political environment, 2) chief negotiators’ inclinations, policy preferences, and perception and assessment of the security environment, and 3) China’s relationship with North Korea or the U.S. determined the win-set.
Overall, the domestic political environment was the crucial factor determining the success and failure of the U.S.-North Korea nuclear negotiations. Domestic politics had a considerable influence on the U.S. win-set, and North Korea was no exception. The interconnectedness between domestic politics and diplomatic engagement has complicated nuclear negotiations. Furthermore, the complexity and uncertainties have been compounded by the intensified U.S.-China strategic competition.
An unprecedented top-down approach enabled Washington and Pyongyang to agree on the historic Singapore joint statement. However, the effectiveness of the top-down approach was undermined as the U.S. and North Korea entered the phase of fleshing out the details of the comprehensive agreements. The individual-level variants were essential in the early stage of nuclear negotiations. However, domestic political constraints became the key factors determining the win-sets as Washington and Pyongyang moved from political agreements to discussing concrete steps toward denuclearization.
When it comes to the U.S. domestic factors, the strong bipartisan support in Congress for maintaining sanctions, stringent congressional oversight on North Korea policy, political gridlock, and the U.S. electoral cycle are the major hindrance to nuclear negotiations. In particular, this paper figured out the process and outcome of nuclear negotiations are closely connected to the rhythms of the electoral cycle for two reasons. First, the midterm election results can change the balance of power between Democrats and Republicans in Congress. Under the divided government resulting from midterm loss, the U.S. executive branch’s discretionary power and flexibility in negotiations are limited. Second, the North Korean nuclear issue is generally overshadowed by pressing domestic challenges during the presidential election campaign.
In contrast, the North Korean leadership’s perception and assessment of the internal and external environment are the major determinants of the win-set. However, the domestic constraints are also decisive in the leadership’s decision-making. In particular, the extent of adverse economic and security consequences of nuclear buildup for the Kim Jong Un regime’s ruling legitimacy is the key factor that affects the leadership’s strategic calculation. The ultimate goal that Pyongyang has aimed to achieve through nuclear negotiations is to resolve the dilemma of the Byungjin policy for its political gains. Therefore, the leadership will have no choice but to change its calculus if the domestic political advantage of building up the military and nuclear power far outweighs the disadvantage.
Pyongyang has striven to offset the adverse effects of military and nuclear build-up mainly through ideological indoctrination and Beijing’s political and financial support. In this context, this paper paid due regard to the influence of China on nuclear negotiations. The strategic solidarity between China and North Korea against the U.S. has shaped a different negotiation context amid the growing U.S.-Sino strategic rivalry. The intricate regional dynamic has created a favorable negotiation environment for North Korea by increasing the country’s strategic value and geopolitical significance to China. Therefore, China has little incentive to enforce sanctions on North Korea as it can use North Korea as a bargaining chip against the U.S. in the great power competition. The intensified U.S.-China competition in the Indo-Pacific region has complicated nuclear negotiations.
In essence, the progress and outcome of nuclear negotiations have been affected by numerous internal and external factors at each of the three levels. In this respect, this study provided a multi-layered and in-depth analysis of domestic and international factors determining the negotiation position and strategies of the U.S. and North Korea and drew implications for future nuclear negotiations.
