With the importance of the weapons and gunfire industry being highlighted by the Russia-Ukraine war that broke out in February 2022, Korea has risen to 8th place in the world with 22 trillion won in defense export contracts in 2022. This is because exports of K9 self-propelled artillery, multiple rocket launchers (MLRS), celestial palaces (M-SAM), 155mm high bombs, K2 tanks, and T-50FA light attack aircraft have increased significantly. In 2017, defense exports expanded from two items: K9 self-propelled artillery and T-50 to six items in 2022.
In particular, a large-scale export of the K2 tank (HS code 871000), a land-based weapon, to Poland in 2022 was made thanks to the heightened security crisis in Eastern European countries following the Russia-Ukraine war. Such performance will be reflected in the trade statistics of the UN Comtrade in 2024.
In the future, the size of Korea’s defense exports is expected to depend on the continued export of K9 self-propelled artillery, Cheonmu multiple rocket (launcher, ammunition, rocket, ballistic missile, etc.), celestial palaces, and ammunition, which are included in the 93 Chapter class weapons and artillery industry of the Harmonized Code Description and Coding System (HS Code).
The purpose of this study is to derive implications for sustainable development by examining the export competitiveness analysis and export performance determinants of the Korean weapons and artillery industry using UN Comtrade's trade statistics for the last 10 years from 2012 to 2021, when defense exports were carried out in earnest.
First, it was examined whether there has been a change in the export competitiveness of the Korean inorganic and artillery industry in the global market based on 6 units of HS code. To this end, the commonly used global market share (IMS), trade specialization index (TSI), and current comparative advantage index (RCA) were analyzed, and the main analysis results are as follows.
First, the United States ranked first in the global market, showing a strong performance in HS code 9301, 9305, and 9306. Italy recorded the highest growth rate in HS code 9305 items, Korea showed growth as a major exporter in HS code 9301, 9305, and 9306, and in particular, it recorded a high growth rate in HS code 9301.
Second, Korea showed export specialization in HS codes 9301, 9303, 9305, and 9306. On the other hand, HS codes 9302 and 9304 items were found to be vulnerable due to their small export proportion.
Third, Korea showed a comparative advantage in HS codes 9301, 9305, and 9306, but was inferior in HS codes 9302, 9303, and 9304.
Through these analysis results, the following implications can be derived,
First, policies and corporate efforts for growth in HS codes 9302, 9303, and 9304 are emphasized to supplement weak export competitiveness along with strengthening export strategies for the main items, HS codes 9301, 9305, and 9306.
Second, on the corporate side, efforts to improve export competitiveness and global market share should be made to continuously improve performance for HS codes 9302, 9303, and 9304 items, which are declining in export competitiveness, thorough quality management, expansion of R&D and facility investment, and technology development.
Meanwhile, the global arms market shows different characteristics depending on the 2000s, 2010s, and 2020s. In the 2000s, security threats increased rapidly due to terrorism and the September 11 attacks, which affected the military expansion of various countries. The United States had an overwhelming advantage in the arms economy in the early 2000s, and the US military intervention expanded due to regional security threats such as Iran and Iraq.
Due to the instability of the Middle East and security issues related to North Korea, various countries continued to strengthen their arms in the 2010s. China and Russia put a lot of weight on military strengthening, and China, in particular, achieved high results in the field of military technology. Additionally, the rapid advancement of unmanned systems and artificial intelligence has resulted in the rapid development of military technology utilizing unmanned airplanes, self-driving weapons, and artificial intelligence, increasing the efficiency and precision of combat.
In the 2020s, due to the ongoing conflict in various regions such as the US-China hegemony, the Middle East, and Southeast Asia, the arms race continues. Military power is being used in various forms in some countries to respond to protectionism, environmental issues, and especially security threats related to climate change. In addition, as the importance of cybersecurity and space increases, military activities in cybersecurity and outer space are emphasized, competition in cyber warfare and outer space is prominent.
These changes are due to various factors such as trends in the international security environment, technological advances, and changes in relations between countries.
In response, this study analyzed the export performance determinants of the Korean arms and gunfire industry using the annual export performance of UN Comtrade trade statistics based on 6 units of HS code for the last 22 years (1999-2021) and the "weapon and gunfire manufacturing industry (10 or more employees)" data of the Korea National Statistical Office's mining manufacturing survey and economic census statistics.
To this end, three variables were derived, labor productivity, capital productivity, and global defense expenditure through a review of previous studies, and a multilinear regression analysis model was established. The main analysis results are as follows.
First, the impact of labor productivity on exports of the weapon and gunfire industry (β=0.409, p=0.042) was statistically significant at the P<0.05 level.
Second, it was found that capital productivity did not have a statistically significant impact on exports of the weapon and gunfire industry (β=-0.106, p=0.433).
Third, it was found that the global defense expenditure variable also had no statistically significant effect on the export of the weapons and artillery industry (β=0.052 and p=0.792).
This suggests that the improvement of labor productivity is an important variable in relation to the increase in exports of the Korean weapons and artillery industry.
Based on these analysis results, the following implications can be presented.
First, efforts such as fostering professional manpower, continuous R&D reinforcement, new technologies, and facility investment expansion are needed to improve the productivity of the weapon and artillery industry. In order to promote this, the government needs to prepare various policy and institutional support measures, as well as quickly militaryizing competitive weapons systems to establish a foundation for overseas exports.
Second, as well as the development of new products, defense companies need to make efforts to increase product competitiveness and expand export destinations through continuous performance improvement and quality control. For example, the success of developing extended range munitions will not only accelerate the export of ammunition to countries where K9 self-propelled guns and tow guns have entered, but also contribute to the expansion of exports to other countries such as K9 self-propelled guns and tow guns.
As such, this study empirically analyzed the export competitiveness and export performance determinants of the Korean weapon and gunfire industry, focusing on the current rapidly changing international situation and the increasing importance of the weapon and gunfire industry, and the main significance of the study is as follows.
First, based on statistics such as UN Comtrade, IMS, TSI, and RCA indices were used to assess where the Korean weapons and artillery industry is in the global market and what items it has strengths in.
Second, it was emphasized that continuous performance improvement, quality control, R&D, and marketing should be strengthened in relation to the decline in export competitiveness in HS codes 9302, 9303, and 9304, along with strengthening export strategies of HS codes 9301, 9305, and 9306.
Third, using the annual export record from UN Comtrade and data from Statistics Korea (KOSTAT), this study empirically analyzed the export competitiveness and determining factors of the Korea's weapons and ammunition industry. it showed that the improvement of labor productivity (lnLPD) is a very important explanatory variable in Korea's arms and total artillery exports (lnARMS).
However, this study scrutinized the export dynamics and determinants of the Korean weapons and ammunition industry by exclusively employing quantitative and internal variables such as labor productivity, capital productivity, and world military expenditure. This methodological choice imposes a constraint, as it overlooks the verification of influences stemming from qualitative and political external factors like international conflicts, political relations, and national threat levels. Recognizing these limitations, it is imperative for future research endeavors to address and rectify these gaps in understanding
2022년 2월 발발한 러시아-우크라이나 전쟁 등으로 무기·총포탄 산업의 중요성이 크게 부각된 가운데 한국은 2022년 방산수출 계약은 173억 달러(약 23.7조 원)로 세계 8위로 올라섰다. K9 자주포, 다연장포(MLRS), 천궁(M-SAM), 155mm 고폭탄, K2 전차, T-50 FA 경공격기 등의 수출이 크게 증가하였기 때문이다. 2017년 방산수출은 K9 자주포, T-50 등 2개 품목에서 2022년에는 6개 품목으로 확대되었다.
국제통일상품분류체계(Harmonized Commodity Description and Coding System, 약칭 HS 코드)의 제93류(무기·총포탄과 이들의 부분품·부속품, Arms
and ammunition; parts and accessories thereof)에 포함되는 K9 자주포, 천무 다연장포(발사대, 탄약, 로켓, 탄도미사일 등), 천궁, 탄약 등의 지속적인 수출 여부에 따라 국내 방산수출 규모가 좌우될 것으로 전망된다.
본 연구는 현대전에서도 재래식 무기·총포탄의 중요성이 부각되는 현 시점에서 방산수출이 본격적으로 이루어진 2012년부터 2021년까지 최근 10년 기간 동안의 UN Comtrade의 무역통계를 활용하여 한국 무기·총포탄 산업의 수출경쟁력 분석과 수출성과 결정요인 분석을 함께 살펴봄으로써 한국 무기·총포탄 산업의 지속 가능한 발전을 위한 시사점을 도출하는 데 연구의 목적이 있다.
먼저 수출경쟁력 분석과 관련하여 HS 코드 6단위 기준 세계시장 내 한국 무기․총포탄 산업의 수출경쟁력에 변화가 생겼는지 살펴보았다. 이를 위해 일반적으로 많이 사용되는 세계시장점유율(IMS), 무역특화지수(TSI), 현시비교우위지수(RCA) 분석을 하였으며, 주요 분석 결과는 다음과 같다.
첫째, 미국은 HS 코드 9301, 9305, 9306 품목에서 강세를 보이며, 세계시장에서 1위를 차지했다. 이탈리아는 HS 코드 9305 품목에서 가장 높은 성장률을 기록했고, 한국은 HS 코드 9301, 9305, 9306 품목에서 주요 수출국으로 성장세를 나타냈으며, 특히, HS 코드 9301에서 높은 성장률을 기록하였다.
둘째, 한국은 HS 코드 9301, 9303, 9305, 9306 품목에서 수출특화로 나타난. 반면, HS 코드 9302, 9304 품목은 수출 비중이 작아 취약한 품목으로 나타났다.
셋째, 한국은 HS 코드 9301, 9305, 9306 품목에서는 비교우위를 보이지만, HS 코드 9302, 9303, 9304 품목에서는 비교열위로 나타났다.
이러한 분석 결과를 통해 다음과 같은 시사점을 도출할 수 있다,
첫째, 주력 품목인 HS 코드 9301, 9305, 9306에 대한 수출 전략 강화와 함께 취약한 수출경쟁력 보완을 위해 HS 코드 9302, 9303, 9304 품목에서의 성장을 위한 정책 및 기업적 노력이 강조된다.
둘째, 기업 측면에서는 수출경쟁력이 하락하고 있는 HS 코드 9302, 9303, 9304 품목군에 대한 지속적인 성능개량, 철저한 품질관리, 연구개발 및 설비투자 확대, 기술개발 향상 노력을 강화해야 하며, 적극적인 해외 마케팅을 통해 수출경쟁력 향상 및 세계시장점유율 제고를 위한 노력이 필요하다.
세계 무기시장은 최근 20년 간 시대별로 다른 특징을 보이고 있다. 2000년대에는 테러리즘과 9.11 테러로 인해 안보 위협이 급증했고, 이는 다양한 국가들의 군사력 확충에 영향을 미쳤다. 2010년대에는 중동 지역의 불안정성, 북한과 관련된 안보 문제 등으로 다양한 국가에서 군비 강화 추세와 군사용 무인시스템 및 인공지능의 발전이 성과를 거두었다. 2020년대 들어서는 지역 갈등의 지속으로 미·중 패권, 중동, 동남아 등 여러 지역에서 지속되는 갈등으로 인해 군비 경쟁이 계속되고 있다. 보호무역주의, 환경 문제, 특히 기후 변화와 관련된 안보 위협에 대응하기 위해 군사력이 일부 국가에서 다양한 형태로 활용되고 있다. 또한 사이버 보안과 공간 분야의 중요성 증대되어 사이버 보안과 우주 공간 분야에서의 군사 활동이 강조되고 있어, 사이버 전쟁과 우주 공간에서의 경쟁이 두드러지고 있다.
이러한 변화들은 국제 안보 환경의 동향과 기술의 발전, 그리고 국가 간의 관계 변화 등 다양한 요인에 기인하고 있다.
이에 본 연구에서는 세계 무기시장의 시대별 변화에 맞춰 최근 22년(1999~2021) 기간을 대상으로 UN Comtrade 무역통계의 HS 코드 6단위 기준 연도별 수출실적 및 통계청의 광업 제조업 조사 및 경제총조사 통계의 ‘무기·총포탄 제조업(10인 이상)’ 데이터를 활용하여 한국 무기·총포탄 산업의 수출성과 결정요인을 분석하였다.
이를 위해 선행연구 검토를 통해 노동생산성, 자본생산성, 세계 국방비 지출 3가지 변수를 도출하고, 다중선형회귀분석 모형을 설정하였다. 주요 분석 결과는 다음과 같다.
첫째, 노동생산성이 무기·총포탄 산업의 수출에 미치는 영향(β=0.409, p=0.042)은 통계적으로 P<0.05 수준에서 유의한 양(+)의 효과를 나타냈다.
둘째, 자본생산성은 무기·총포탄 산업의 수출에 미치는 영향(β=-0.106, p=0.433)이 통계적으로 유의한 영향을 미치지 못한 것으로 나타났다.
셋째, 세계 국방비 지출 변수도 무기·총포탄 산업의 수출에 미치는 영향(β=0.052, p=0.792)은 통계적으로 유의한 영향을 미치지 못하는 것으로 나타났다.
이것은 한국 무기·총포탄 산업의 수출 증대와 관련하여 노동생산성 향상이 중요한 변수임을 말해준다.
이러한 분석 결과 등을 토대로 다음과 같은 시사점을 제시할 수 있다.
첫째, 무기·총포탄 산업의 생산성 제고를 위해 전문인력 양성, 지속적인 연구개발 강화, 신기술 도입, 생산자동화, 설비투자 확대 등의 노력이 필요하다. 이를 촉진하기 위해 정부는 다양한 정책적, 제도적 지원 방안 마련과 함께 경쟁력을 갖춘 무기체계의 신속한 군 전력화를 통해 해외 수출의 기반을 갖출 수 있도록 하는 것이 필요하다.
둘째, 방위산업체는 신규 제품 개발 못지않게 지속적인 성능개량, 품질관리 강화 등을 통해 제품 경쟁력을 높이고, 수출대상국을 확대하는 노력이 필요하다. 예컨대 사거리 연장탄 개발의 성공은 K9 자주포, 견인포 등이 진출한 국가에 대한 탄약 수출을 가속화할 뿐만 아니라 K9 자주포, 견인포 등의 다른 국가에 대한 수출 확대에도 기여할 것으로 전망된다.
이처럼 본 연구는 현재의 급변하는 국제정세와 무기·총포탄 산업의 중요성 증대에 주목하여 한국 무기·총포탄 산업의 수출경쟁력과 수출성과 결정요인을 실증적으로 분석하였으며, 연구의 주요 의의는 다음과 같다.
첫째, UN Comtrade 등의 통계를 바탕으로 한국 무기·총포탄 산업이 세계시장에서 어떤 위치에 있는지, 어떤 품목에서 강점을 가지고 있는지를 IMS, TSI, RCA 지수를 통해 평가하였다.
둘째, 주력 수출품목인 HS 코드 9301, 9305, 9306의 수출전략 강화와 함께 HS 코드 9302, 9303, 9304 품목에서의 수출경쟁력 하락과 관련하여 지속적인 성능개량, 품질관리, 연구개발 및 마케팅 강화 등이 필요함을 강조하였다.
셋째, UN Comtrade의 연도별 수출실적 및 한국 통계청 데이터를 활용하여 무기·총포탄 산업의 수출경쟁력과 수출성과 결정요인을 실증적으로 분석하고 시사점 도출 및 전략 수립에 기여하였다. 이 과정에서 한국 무기·총포탄 수출액(lnARMS)에 있어서 노동생산성(lnLPD)의 향상이 매우 중요한 설명변수임을 확인하였다.
그러나 한국 무기·총포탄 산업의 수출성과 결정요인을 노동생산성, 자본생산성, 세계 국방비 지출과 같이 정량적이고 내부적인 변수만을 활용하여 분석했다는 점에서 국제분쟁, 정치외교적 관계, 국가위험도와 같은 정성적이거나 외부적 변수가 미치는 요인은 검증하지 못했다는 한계를 지니며, 이는 후속연구를 통해 보완되어야 할 것이다.
