For believers who ought to realize the Kingdom of God in this world, what does it mean by 'alienation and poverty'? For whom losing even their condition of human life, what is required by the mission of Christian that "proclaim the Good News to all creation"(Mk 16,15)?
For this question, the Church has been not averted her eyes from an actuality but endeavored to realize the Kingdom of God in the world. Therefore, it is necessary to indicate a view and a solution to an actuality of Korean Agriculturists and agricultural villages interspersed with the problems to which modern society faces, especially 'alienation and poverty.'
In chapter Ⅱ, in order to this thing, it considers an actuality of Korean Agriculturists and agricultural villages in four varieties. First, it is a problem of farmland. A small farmer who works his farm below 1㏊ is 61.1% of the whole(in 2001) and a peasant is 72.3% of the whole(in 2000). Second, it is a problem of a debt on the farmhouses. A Debt per each farmhouse is 20,376 thousand won(in 2001). Moreover, they are losing own capability to repay their debts. Third, it is a problem of a farm working. Currently in 2001, rather hours of manual work - family working(1073.04 hours in an year), working of farmhand (144.31 hours in an year), working in turn for one another(51.88 hours in an year)- than hours using machinery is main way to farm. Lastly, it is a serious problem of giving up farming. In the past 30 years, 350 thousands people per year on an average are giving up farming and moving to a city.
In chapter Ⅲ, according to the teaching of the Church, "the preferential option for the Poor", it indicates a foundation of the prefrential option for a farmer of the poor and indicates the teaching of social encyclic about four problems that is already considered. At the problems of farmland, though the Church admits private property, but convicts ownership of farmland on a large scale that is a form of monopolization. At the problem of debt on farmhouses, she teaches that the state must give a policy care for shoring up farm prices though meanings of taxation, finance and of social insurance and so on. At the problems of a farm working, she teaches that a labor is holy by itself and that labor must be able to have enough relaxation to carry on a home, a cultural, a social and a religious life. At the problem of giving up farming, she urges deliberation of the way to clear up inequality between a city and a farming village. And she says that give agriculturists a hope that they can be in easy circumstance if work hard.
With these teachings, the Church indicates the principle of solidarity, common good, and of support that are principles to organize the Christian society as a basis for a view and a solution about the agriculturists problems.
In chapter Ⅳ, it indicates a policy course of a state about problems of farmland, the debts on the farmhouses, a farm working and of giving up farming, according to the teaching of social encyclic mentioned in chapter Ⅲ. And it indicates composing a community which is based on the principle of solidarity, common good, and of support in order to search for an alternative idea about the problems of agricultural villages and of agriculturists in a dimension of the Church. Namely, it indicates composing a consumer's community centering around a parish church of city, a producer's community centering around village, a parish church, mission station, and indicates composing a community between a city and a farming village through solidarity of those communities. And in order to solidarity of each community and to composing more developmental community, it also suggests an alternative idea of pastoral care of the Church.
Like above, this treatise is written in order to show the problems of Korean agricultural villages and agriculturists, the teaching of the Church about these problems and a solution to the problem according to the teaching. But even now, many people takes a pessimistic view of the problems of agricultural villages and agriculturists. Furthermore, they sat that the way to win in the competition with great economic nations which work out their strategy of internationalization is to abandon agricultural villages and agriculturists.
Nevertheless, if a policy is determined according to the teaching of social encyclic, and if a consumer and a producer cultivate their life in a community with being "united, heart and soul"(Ac 4,32) in God, the actuality of agricultural villages and agriculturists is not a frustration and an abandonment but a hope.
