초고령 사회에 대응한 공공임대주택 정책 연구
- 무주택 베이비붐 세대를 중심으로 -
우리나라 노인 인구의 급격한 증가에 따라 노인 1-2인 가구 및 도심 내 저소득층 노인 가구 증가 등이 예상된다. 사회 안정망 차원에서 노인 주거대책은 특정 연령 계층의 주거문제가 아닌 생존문제로 접근하여야 할 정책과제이다. 따라서 본 연구의 목적은 주거 취약계층인 무주택 베이비붐 세대에 초점을 두고 수요 ・ 공급자 관점의 공공임대주택 선호요인 분석과 정성적 연구를 통하여 무주택 고령자 주거 복지를 위한 정책 제언의 제시에 있다.
연구 방법은 먼저 문헌연구와 AHP 기법으로 수요자 집단과 공급관련 전문가 집단의 공공임대주택 선호요인 도출 및 비교 분석하였다. 이어서 정성적 접근으로 수요자 측면의 심층면접(In-depth Interview)과 공급자 측면의 표적집단면접(Focus Group Interview)을 병행하였다.
연구 결과를 요약하면, 먼저 AHP 분석결과 공공임대주택 선호요인에 대하여 수요자 집단은 안전성 1위, 수용성 2위인 반면, 전문가 집단은 수용성 1위, 이동성 2위로 나타났다. 3위는 수요자 집단은 이동성을 전문가 집단은 안전성을 꼽았다. 4위는 두 집단 모두 동일한 적정성을 선정하였다. 두 집단 간의 선호도에서 차이가 있음을 확인하였다.
정성적 연구인 심층면접과 표적집단면접 결과, 무주택 베이비붐 세대가 희망하는 경제 활동은 최대 80세까지이며, 공공임대주택의 규모는 부부가 생활하는 최소 공간인 약 13평(43㎡)을, 월 임대료 30~50만원, 월 관리비 10~15만원 수준(2018년 기준)으로 확인되었다. 고령자를 위한 복지프로그램은 건강, 취미, 재취업, 사회참여 등 의견이 다양하였다. 고령층과 청년층의 세대 혼합(Generation Mix) 주택공급에 대하여 긍정적으로 인식한 반면, 분양과 임대주택의 혼합(Social Mix)공급에 대해서는 부정적 반응을 보였다. 무주택 베이비붐 세대의 공공임대주택 공급을 위한 정교한 정책 수립이 필요하다는 의견이었다.
도출된 연구결과를 근거한 무주택 고령자의 주거복지를 위한 공공임대주택 정책 제언을 요악하면, 먼저 공급측면에서 공익성이 수반되는 공공임대주택의 경우, ⌜국토의 계획 및 이용에 관한 법률⌟ 제78조의 용적률 제한을 상향 조정하여 공공임대주택 공급유형 중 고령자를 위한 물량으로 확대할 필요가 있다. 또한 ⌜건축법⌟ 세대별 주차장 확보 조항도 고령자 주택의 경우 완화 적용으로 공급을 촉진할 필요가 있다. 둘째, 세대 혼합(Generation Mix) 공공임대주택 공급 활성화를 위하여 고령자와 청년층의 상호 보완적인 바우처 제도 등 지속가능한 임대주택 운영 프로그램을 도입해야 한다. 셋째, 안전 편의시설 측면에서 ⌜장애인·고령자 등 주거약자 지원법⌟에 따른 고령자 공급 공공임대주택은 설계에서 감리에 이르기까지 안전관련 설계 시방 기준을 고령자에 맞게 정립할 필요가 있다. 또한 공공임대주택 관리 운영 조건에도 ⌜노인복지법⌟ 시행규칙 보건복지부령 (제554호 일부개정 제26조의2)을 준용하여 고령자의 신병안전을 보호하기 위한 관리 등록제, 사회복지사 ・ 요양보호사 파견 등 제도의 도입이 필요하다.
본 연구의 수요 ・ 공급자 간 균형적 관점을 반영한 정책제언은 무주택 베이비붐 세대의 공공임대주택 공급 정책 방향성과 실효성 제고에 기여할 것으로 기대한다.

Public Rental Housing Policy towards a Super-Aged Society
- Focused on Houseless Baby Boomer Generation -
Rapid aging of Korean population is expected to result in an increase in the elderly households that are often 1-2 person or low-income. From a social safety net point of view, housing policy for the elderly is not just an issue of housing of a specific age group but a matter of survival. The purpose of this study is to provide implications for the housing welfare policy for the houseless elderly. Focusing on the houseless baby boomer generation, this study conducts a survey on the preferences of groups of suppliers and residents, who are interviewed and qualitatively analyzed as well.
This study reviews previous literature and then uses analytic hierarchy process (AHP) in order to analyze preferences of both residents and supplier professionals as to the public rental houses. In addition, such qualitative approach as in-depth interview of residents and focus group interview of suppliers is used.
In the AHP analysis, residents state safety, acceptance, mobility, and appropriateness as the order of preferences of the public rental houses whereas suppliers favor acceptance, mobility, safety, and appropriateness, which suggest preference difference between the two groups. Interviews reveal that houseless baby boomers hope to participate in economic activities until up to 80 years old living in a house, the size of which is at least 43㎡, a minimum area for a married couple, paying 300~500 thousands KRW for monthly rent and 100~150 thousands KRW for maintenance cost. Regarding welfare programs, they expressed a variety of opinions ranging from health, hobby, re-employment, social participation and so forth. Supply of generation mix houses (mix of the elderly and young) is positively perceived but responses to social mix houses (mix of sales and rental houses) are negative. One of the suggested opinions is that housing welfare policy for the houseless baby boomers needs to be elaborated.
Based on the analysis results, this study suggests three ways to improve housing welfare policy for the houseless elderly. Firstly, an expansion of the public rental house supplies for the elderly is needed, which can be achieved by mitigating the density regulation (the upper limit of floor area ratio, National Land Planning and Utilization Act, Article 78) given that public rental houses have public benefits. Relaxing the requirement of parking lots dedicated for household (Building Act) will accelerate the supplies as well. Secondly, sustainable management programs for rental houses are required in order to invigorate supplies of the generation mix public rental houses. An example is the voucher system that is complementary between the elderly and young. Thirdly, safety and amenity standards of the public rental housing units (Act on Support of the Disabled, the Aged, and Other Housing-Disadvantaged People) need to be established with special consideration on the elderly from design phase to inspection stage. In addition, terms of management and operation of public rental houses need to include elderly welfare systems that are prescribed in the relevant law (Enforcement Rule of the Welfare of Older Persons Act, Article 26-2) such as registration and management system for protection of the elderly and dispatch of social or care workers.
Policy suggestions of this study reflect a balanced view of both suppliers and residents and thus contribute to improving the effectiveness and direction of supply policy of the public rental houses.
