Electric power control by the government-general of Korea and the electric power industry of the Nippon Chisso Hiryo Company

The purpose of this study is to perform an extensive analysis on the activities of the Nippon Chisso Hiryo Kaisha(The Japan Nitrogenous Fertilizer Company 日本窒素肥料株式會社 hereafter Nichitsu 日窒) and its overall influence on the electric power industry in colonial Korea, particularly in the 1930s and 1940s. The 'development' of electricity in Korea had met a rapid growth during the colonial era. It was mainly influenced by the policy established by the Government-General of Korea, but the activities of Nichitsu also played the significant role in the process.
The overall instability of Korea's socio-economic position as a colony in Japanese Empire led to several changes in the Government-General's decisions on economic policy; particularly it was becoming increasingly essential to the matters of industrialization in the 1930s and the war footing efforts in the 1940s. With the heavy shortage of their own finance and the lack of fiscal support from the Japanese government, the Government-General of Korea needed to seek investments from big civilian companies to 'develop' the electric power system. Due to the fact that Nichitsu was the largest civilian investor of the Korean electric power system during the colonial period, it is possible to comprehend the characteristics of the Korean electric power system and to deduce the peculiarities surrounding Korea's socio-economic position in the Japanese empire by extensively analysing the activities of Nichitsu. The power industry of Korea was concentrated in the Northern part of the Korean peninsula which was materialized in the form of Nichitsu's hydroelectric power stations and power supply systems. Nichitsu's power industry in the Northern part of Korea reflected the 'developmental' process of electricity in Korea most directly.
The demand for electricity had already grown considerably in Japan and Korea by the late 1910s. In Japan, free competition was encouraged between several electric companies. However, in Korea, only one electric company was allowed to operate in a specific zone to prevent overlapping investment. The electric companies in Korea took advantage of a monopoly in small-scale distributorship in local areas and managed to make large profits by charging high amount of fees to the local users. Therefore the electricity providers were largely indifferent to additional developments of power sources. As a result, the overall power supply in Korea became very unstable by the mid to late 1920s which led to several socio-economic problems. However, the Government-General of Korea was still focusing greatly on agricultural development in Korea, believing that there was little potential in other forms of industries. As a result, there was little progress in solving the problem of Korean electricity shortage and no sufficient policies by the Government-General of Korea to effectively regulate electricity.
The successful construction and management of the new hydroelectric power station by the Kongosan Dentetsu(The Geumgangsan Electric Railway Company 金剛山電氣鐵道株式會社) in the late 1920s, gave the Government-General of Korea new suggestions for the electric power development. Also, the Government-General's survey on the feasibility of hydroelectric power resources was deemed positive. Nichitsu, a rising Zaibatsu(財閥), began to invest in the Korean electric power system, mostly because of their prospect on relative predominance of Korean electric power industry compared to Japan where big electric companies monopolized the market. After successfully building the Bujeon River Hydroelectric Power Station in 1929 and the Chosun Nitrogen Fertilizer Company(朝鮮窒素肥料會社) in Heungnam, Nichitsu began to aggressively invest in their Korean properties, making a huge profit in return. In short, it is suffice to say that the cause of the power development in Korea was coming from Nichitsu's investment and capital.
As time passed, the Great Depression of the 1930s brought heavy recession in the Japanese economy. With the Manchurian incident and the suggestion of establishing the economic bloc of Japan-Manchuria(日滿) from the Japanese government, the Japanese economy also needed to be reorganized to overcome this economic crisis. Reorganization during this time also affected Japanese electricity power suppliers and they began a series of self-regulation in accordance to the Japanese government's economic policy. In this situation, the Government-General of Korea pushed ahead with the onrush of industrialization by creating an influx of new capital from Japanese investors, thereby emphasizing the importance of the Korean economy in the Japanese economic bloc. It was, therefore, essential for the Government-General of Korea to create a new set of control policies for the electric power development on a national level. This eventually led to the establishment of the ‘Chosun Electric Business Act(Chosun Jeongi Saeopryeong 朝鮮電氣事業令)’ a special law for the new nationwide power provider in Korea, and the new construction plans for power station and power grid system.
There were noticeable developments on electricity in Korea by the mid-1930s due to the amalgamation of several electricity providers into four big companies and Nichitsu's heavy involvement in power generation and transmission. By this time, Nichitsu had been operating the two electricity-related companies, the Jangjin River Hydroelectric Power Company(長津江江水力發電會社) and the Chosun Power Transmission Company(朝鮮送電株式會社). Not only the Nichitsu's operation on these two companies satisfied the civilian demands, the company also had a capability of supplying large amount of electricity which was crucial for the Government-General's plan of Korean industrialization. Nichitsu had a stable business structure and it was capable of providing large sum of investments that the Government-General of Korea needed to replenish its deficient finance. With the Government-General's connivance, Nichitsu managed to earn a large sum of profit from the involvement of its dominant power industry. As a result of the Government-General’s tight financial situation, the control policy for the development was achieved by private monopoly capital.
As Japan stepped more into aggressive foreign policy, particularly with the outbreak of the second Sino-Japanese War of 1937, the socio-economic importance of Manchuria was heavily emphasized by the Japanese government. As a result, the Government-General of Korea gradually adopted the Japan-Manchuria(日滿) economic bloc policy which was the dominant socio-economic policy of the Japanese government since the early 1930s. This meant the discardment of the Government-General's own economic bloc policy, commonly referred to as the "Japan-Chosen-Manchuria"(日鮮滿) policy. Reorganization on a war footing also claimed much of the liberties in Japan and Korea. The electric power system and its maintenance policy in Japan and Korea was also heavily affected by this series of events, both gradually converting from the civilian, market-oriented system to the state-controlled system. In other words, national electric power management system was established in Japan and Korea for proliferating amount of electricity demand caused by the wartime industries.
Throughout much of the late 1930s and into the early 1940s, Nichitsu was adopting itself to the Government-General's policy, especially with its massive power source development plan in the Amrok(Yalu, 鴨綠) river, which satisfied the interests of both Manchukuo and the Government-General of Korea. The Amrok River Hydroelectric Power Company(鴨綠江水力發電會社) was also led by Nichitsu, but most of the electricity supplied by this particular concern was in accordance to the "government-first" policy. After enforcement of the national electric power management policy, Korea Electric Power Company(朝鮮電業株式會社) was also established centered on Nichitsu which had the most superior electric companies. Nichitsu managed to keep their existing profit as much as possible even under the inherent wartime limitation until the very end of the colonial period, however it had lost most of its authority to the Japanese wartime policy.
식민지시기 전력산업은 총독부 정책과 일본질소비료주식회사(이하 일질)라는 민간회사 활동에 의해 급속히 성장하였다. 일본제국 내 조선의 위상은 공고하지 않았고 총독부는 시기에 따라 공업화 정책 및 전시체제로의 개편을 추진하며 제국 내 질서 변화에 대응하고자 하였다. 재정이 부족했던 총독부는 이 과정에서 민간 대자본의 협력이 필수적이었다. 일질은 전력산업 성장에 주도적 역할을 한 대표적인 민간 대자본이었다. 따라서 일질을 중심으로 조선 전력산업의 특징을 파악함으로써 일본제국 내 조선의 지위와 조선경제의 성격을 구명할 수 있다. 조선의 發電力이 집중되어있던 북선 내 일질의 수력발전과 송전산업은 조선 전체 전력산업의 양적 ‘개발’ 양상을 가장 직접적으로 반영한다.
1910년대 후반 일본과 조선에서는 전력수요가 크게 증가하였다. 일본에서는 민간회사의 자유경쟁을 통한 전력산업 개발이 적극적으로 이루어졌다. 그러나 지역독점권을 가진 조선의 전력회사들은 이미 안정적인 수익을 올리고 있었기 때문에 전원개발 등 근본 해결책에 소극적으로 대응하였다. 그 결과 전력산업의 발달 정도가 수요를 충족시키지 못해 여러 사회 문제를 불러 일으켰다. 당시의 전력부족 문제는 전력회사가 단독적으로 해결할 수 없는 것으로, 정책적 조정이 필수적이었다. 그러나 식민지 초기 총독부는 조선의 농업에 집중 투자하며 그 외 산업의 발전 가능성은 낮게 판단하고 있었다. 따라서 정책상의 전력산업 개발과 업계의 조정에 소홀하였다.
이러한 상황에서 수력발전소를 건설한 금강산전기철도주식회사의 사례는 총독부에게 조선 전원개발의 가능성을 새롭게 제시하였다. 총독부가 실시한 수력자원조사의 결과도 긍정적이었다. 이에 신흥재벌 일질이 조선으로의 사업 진출을 계획하였다. 전기화학 산업을 중심으로 성장하던 일질은 거대 독점회사들에게 장악되어 있던 일본의 전력업계에 비추어 볼 때 조선 진출이 사업상의 비교우위를 갖는다고 판단하였다. 일질은 조선수력전기주식회사를 설립하여 거대 규모의 수력발전소를 건설하고, 흥남에 조선질소비료주식회사를 설립하며 조선 사업을 개시하였다. 대규모 전력개발의 본격화는 일질이라는 회사의 자본과 사적 투자 동기로부터 비롯되었다.
1930년대 세계공황으로 인해 일본 경제도 불황을 맞았다. 이를 극복하기 위해 만주사변을 일으키고 日滿블록을 제창하였으며, 경제계도 재편을 맞이하였다. 민간회사의 자유경쟁으로 발전한 전력업계에도 자율적 통제의 움직임이 나타났다. 이러한 가운데 조선에서는 일본 대자본 유치를 통한 조선 공업화를 적극 추진하여 조선의 경제적 지위를 높이고자 하였다. 일질을 통해 조선의 대규모 전력개발 가능성을 확인한 총독부는 보다 본격적으로 전력통제를 통한 전력개발정책을 추진하였다. 그 결과 「조선전기사업령」과 발전 및 송전망 개발 계획이 수립되었다.
배전부문에서는 난립하던 배전회사들이 4개의 회사로 통합되었고, 발전과 송전 부문에서는 개발이 이루어졌다. 일질은 장진강수력전기주식회사와 조선송전주식회사를 중심으로 활발히 활동하였다. 민간의 요구도 있었지만, 공업화 추진을 위해서라도 총독부에게 전력개발은 시급하였다. 일질은 대규모 전력소비가 가능한 수익구조를 갖추고 있으며, 막대한 자본을 충당할 수 있다는 점에서 총독부에게 필요한 대상이었다. 유착 하에서 일질의 전력독점은 용인되었고 따라서 큰 사업이익을 누릴 수 있었다. 1930년대 전력통제를 통한 개발정책은 독점 민간 자본을 통해 성취되고 있었으며 이는 식민지 조선 재정의 한계에서 비롯된 결과였다.
공황으로 촉발된 세계 각국의 경제 대립은 더욱 격화되었고, 일본은 대륙 침략체제를 본격화하였다. 조선 역시 일만블록의 질서에 순응할 필요가 있었다. 조선 특수성을 내세운 日鮮滿블록 추진 정책에서 제국 질서로의 전환이 불가피해진 것이다. 중일전쟁의 발발로 인해 일제가 전시체제로 개편해 가면서 자유주의 경제는 크게 억압되었고, 조선을 향한 일원적 통제 압박도 강화되었다. 결국 민간회사 중심이던 조선과 일본의 전력산업 모두 국가관리 체제 하에 들어가게 되었다. 전시 하 급증하는 전력수요를 감당하기 위한 국가통제의 실시였다.
변화하는 정세에 일질은 적극적으로 대응하였다. 만주국은 만주산업개발을 추진하기 위한 전력을 필요로 하였고 조선은 만주와 협력해야 했다. 일질의 압록강 전원개발 계획은 두 가지 필요를 만족시켰다. 조선의 압록강수력발전주식회사는 여전히 민간회사 주도 하에 설립되었으나 생산된 전력의 소비계획에는 국가 우선 지향이 영향을 미쳤다. 전력국가관리가 실시되면서 발송전 통합을 위한 조선전업주식회사 또한 가장 우수한 전력회사를 소유한 일질 중심으로 통합이 이루어졌다. 일질은 이처럼 식민지 말기까지 전력산업계에서 주도적 지위를 점하고 있었다. 그러나 국가관리 체제 하에서 민간회사로서 추구할 수 있는 영리성의 범위는 점차 축소되었다.
