본 연구는 군 직영 유아교육기관에서 근무하는 교사의 어려움과 노력은 무엇인지 알아보고자 질적으로 분석하여 군 직영 유아교육기관에서 근무하는 교사의 어려움과 노력을 알아봄으로서 군 직영 유아교육기관에서 근무하는 교사를 이해하는 것을 목적으로 수행되었다. 나아가 군 직영 유아교육기관을 이해할 수 있는 기초자료가 되기를 기대한다. 이에 본 연구의 연구문제로 첫째, 군 직영 유아교육기관에 근무하는 교사의 어려움은 무엇인가? 둘째, 군 직영 유아교육기관에 근무하는 교사의 노력은 무엇인가?으로 선정하였다.
본 연구에서는 D광역시 소재의 군 직영 유아교육기관에서 근무하고 있는 교사 6명과 현재는 근무하고 있지 않지만 근무 경험이 있는 교사 4명을 연구 참여자로 선정하였다. 총 10명의 연구 참여자를 대상으로 4월 20일부터 10월 20일까지 약 6개월 동안 예비면담, 심층면담, 전화면담, 연구자의 저널쓰기 등의 자료를 수집하여 분석하였다. 본 연구에서 수집된 자료를 분석한 결과, 군 직영 유아교육기관에서 근무하는 교사의 어려움과 노력으로 구분하였으며, 다음과 같은 결과를 도출할 수 있었다.
군 직영 유아교육기관에서 근무하는 교사의 어려움으로 첫째, 교사들은 365일 신학기 준비기간처럼 끊임없이 늘어나는 서류업무로 인하여 어려움을 느끼고 있었다. 교사들은 행정적 지원 및 보조교사 인력이 부족한 현실에서 유아들의 잦은 전·출입은 교사의 교육과정업무 이외 전·출입과 관련한 서류업무와 신입유아 맞이하기, 퇴원유아 도와주기 등의 늘어나는 업무로 인하여 업무에 대한 스트레스가 높다고 하였다. 이는 군 직영 유아교육기관의 특성으로 인해 나타나는 필연적 상황을 직면하여 끊임없이 늘어나는 다양한 업무들을 묵묵히 수행해야하는 군 직영 유아교육기관에서 근무하는 교사의 모습을 이야기 하고 있었다.
둘째, 교사들은 교사와 유아의 관계를 어려운 숙제처럼 느끼고 있었다. 군 직영 유아교육기관에서 근무하는 교사들은 지속적으로 교사의 관심과 배려가 많이 필요한 유아, 잦은 이사로 기관적응에 어려움을 보이는 유아와 같이 다양한 성격을 지닌 유아들을 경험하며 유아들이 긍정적으로 기관에 잘 적응 할 수 있도록 도와주고 있다고 이야기 하였다. 하지만 교사들은 부모의 근무지 이동과 함께 짧은 기관 생활을 해야 하는 유아와 단기간에 안정적인 관계를 형성하고 유아 발달에 적합한 교육과 지도를 하는 것은 매우 어렵다고 이야기 하였다. 이 때문에 군 직영 유아교육기관에서 근무하는 교사들은 교사로서의 책임감과 사명감에 대해 막중한 부담감을 가지고 있었으며 유아와의 안정적인 관계형성에 대해서는 늘 풀기 어려운 숙제를 가지고 있는 것처럼 느끼는 것으로 나타났다.
셋째, 교사들은 학부모와의 관계를 인내(忍耐)와 인고(忍苦)의 연속의 어려움이라고 하였다. 교사들은 유아와의 관계뿐만 아니라 단기간에 부모와의 신뢰관계를 형성하고 학부모 상담을 진행하는 것에 대해 부담감을 느낀다고 하였다. 또한 군 직영 유아교육기관의 특수성으로 인해 기관과 학부모와의 관계에서 일어나는 일련의 상황들을 이해시키고 안정적으로 학급을 운영하는 것에는 굉장한 노력이 필요하다고 이야기 하였다. 이는 교사와 학부모의 긍정적인 상호 협력적 관계를 유지하는 데 인내와 인고를 필요로 하며 적극적인 의사소통의 필요성에 대해 시사 하고 있었다.
넷째, 언제 어떻게 일어날지 모르는 예측 불가능한 상황 속에서 교육과정을 운영하는 것에 어려움을 느끼고 있었다. 교사들은 군 근무자의 경우 사회적 이슈에 민감하게 반응할 수밖에 없으며, 다양한 군 근무자의 형태와 부대 별 행사일정 등은 군 부대 특성상 사전에 기관에서 확인하기 어려워 교육과정 운영에 어려움이 많다고 이야기 하였다. 이는 군 직영 유아교육기관의 경우 사회적 이슈에 민감하게 반응하여 기관의 행사 등을 부득이 변경하여 운영하는 상황과 다양한 군 근무자의 형태와 부대별 특성을 고려한 교육과정 및 학급운영은 일반 유아교육기관에서 근무하는 교사들과는 다른 어려움을 나타내고 있었다.
다섯째, 한국 군 부대에 유학 온 외국인 장교의 자녀를 지도 할 때 교사들은 늘 긴장감을 느끼고 있었다. 교사들은 서로 다른 문화와 언어의 차이로 외국인 장교의 자녀를 지도할 때 원활하지 않은 의사소통으로 인해 또래 유아와의 갈등상황에 대한 지도, 문화의 차이로 인해 일어나는 일렬의 상황에 대한 설명, 사회적 이슈에 따른 다른 나라와의 올바른 역사인식에 관한 교육 등에 대하여 부담감을 느끼고 있다고 이야기 하였다. 또한 학부모와의 관계에서도 원활하지 않은 의사소통으로 학부모 상담 시 늘 긴장한 상태에서 상담을 진행한다고 하였다. 이처럼 군 직영 유아교육기관에서 근무하는 교사들은 외국인 장교의 자녀의 담임교사가 되었을 경우 교사로서의 책무를 다하기 위하여 다양한 언어와 문화를 공부하고 유아와 학부모와의 관계에서 오해가 생기지 않도록 늘 긴장한 상태에서 학급을 운영하는 것으로 나타났다.
여섯째, 교사들은 멀고 험한 나의 일터 가는 길이라고 표현하며 군 직영 유아교육기관의 접근성과 교통이 불편한 지리적 위치에 대해 어려움을 느끼고 있었다. 군 직영 유아교육기관의 경우 군 부대 특성상 민간인 거주가 불가하며, 도심과 떨어진 외곽지역에 군인단지가 위치하고 있어 접근성이 떨어진다고 교사들은 이야기 하였다. 또한 교통이 발달되지 않아 교사들은 출·퇴근에 긴 시간이 소요되며 그로인하여 업무 가 시작되기 전부터 피로가 쌓이는 느낌이라고 이야기 하였다. 이는 업무이외 외부적인 요소로 인하여 군 직영 유아교육기관에서 근무하는 교사들은 어려움을 느끼는 것으로 나타났다.
군 직영 유아교육기관에서 근무하는 교사의 노력으로 첫째, 공감하고 이해하는 교사는 기관의 특성을 이해하기에 가장 필요한 필수적인 부분이라고 하였다. 교사들은 군 직영 유아교육기관에서 가장 필요한 교사로서의 업무를 유아와 학부모가 처해져 있는 상황을 진심으로 공감하고 이해하는 것이라고 이야기 하였다. 이는 교사의 전문성을 바탕으로 군 근무자의 가족이 처해진 특수한 상황을 공감하고 이해하는 것은 유아와 학부모에게 교사로서의 긍정적인 인식을 심어줄 수 있으며 상호 동반자적 관계를 형성하고 유지 할 수 있는 매우 중요한 부분인 것으로 나타났다.
둘째, 교사들은 유아와 학부모에게 기관의 특성을 안내하기 위하여 학부모 상담 매뉴얼과 유아 적응 프로그램을 개발하여 운영하고 있다고 하였다. 교사들은 잦은 이사로 인해 기관 이동 경험이 많은 유아들과 학부모에게 기관에 대한 긍정적인 인식과 안정적인 기관 적응을 목적으로 유아 발달에 적합한 적응 프로그램 운영 및 학부모 상담 매뉴얼을 개발하여 운영하고 있다고 이야기 하였다. 이는 유아와 학부모에게는 기관에 대한 정확한 정보 전달과 안정적으로 기관에 적응할 수 있도록 도와주고 있었다. 또한 교사에게는 기관에 대한 전문성 및 업무 감소로 교사와 유아 그리고 학부모 모두에게 긍정적인 영향을 미치는 것으로 나타났다.
셋째, 국군장병의 희생과 숭고함을 알아보기 위하여 직업군인 존경교육을 하고 있었다. 이는 대한민국 국군장병의 희생정신과 숭고함에 대해 알아보고 부모님에게 감사한 마음 표현하기를 목적으로 군 직영 유아교육기관의 특색교육으로 운영하고 있다고 하였다. 교사들은 학부모 대부분이 군인으로 이루어진 기관의 특성을 활용하여 군인들의 희생과 숭고함 알아보기, 부모님 직업에 대해 관심 가지기, 부모님 존경하기, 부모님께 감사한 마음 표현하기 등의 다양한 활동을 하고 있다고 하였다. 이를 통하여 군 직영 유아교육기관에서 근무하는 교사들은 유아들이 부모님에 대한 자긍심과 존경, 감사함을 느끼고 나아가 국군장병의 희생과 숭고함에 대하여 감사한 마음을 느끼며 나라에 이바지 할 수 있는 어린이로 성장해 나갈 수 있기를 기대한다고 하였다.
넷째, 군 부대 둘러보기와 다양한 군인참여수업을 통하여 군 부대와 협력한 교육과정을 운영하고 있었다. 교사들은 군인이 하는 일을 알고 군인에게 감사한 마음 표현하기를 목적으로 군 부대와 협력하여 교육과정을 운영하고 있다고 하였다. 교사들은 군인이 하는 일을 알아보고자 군 부대와의 사전 협의를 통해 군 부대 둘러보기 현장체험학습을 하고 있다고 하였다. 또한 군인참여수업을 통하여 군인들과의 직접적인 상호 협력적 교육과정을 운영하고 있다고 하였다. 이처럼 교사들은 군 부대와의 적극적인 상호 협력적 교육과정을 운영함으로써 유아들에게 군인에 대한 감사한 마음과 긍정적인 인식을 심어줄 수 있기를 기대한다고 하였다.
다섯째, 한국 군 부대에 유학 온 외국인 장교의 가족과 협력하여 세계시민교육을 운영하고 있다고 하였다. 교사들은 다양한 문화와 언어를 경험하고 성숙한 세계 시민의 마음 가지기를 목적으로 외국인 장교의 가족과 협력하여 교육과정을 운영하고 있다고 하였다. 교사들은 외국인 장교의 가족을 기관으로 초대하여 외국인 장교 가족의 언어 알아보기, 문화 이해하기 등의 다양한 활동을 하고 있다고 하였다. 이를 통하여 외국인 장교의 자녀를 포함하여 한국인 유아 모두에게 세계 시민으로서의 성숙한 마음을 가질 수 있기를 기대한다고 하였다.
본 연구는 군 직영 유아교육기관에서 근무하는 교사의 어려움과 노력을 알아보았다. 연구 결과를 통해 군 직영 유아교육기관에서 근무하는 교사들의 어려움은 무엇인지 알 수 있었으며, 이는 대부분 군 근무자의 자녀를 대상으로 운영되고 있는 군 직영 유아교육기관에서 근무하는 교사의 어려움으로 일반 유아교육기관에서 근무하는 교사의 어려움과는 차별성을 둔 어려움인 것을 알 수 있었다. 또한 군 직영 유아교육기관에서 근무하는 교사들의 노력으로는 기관의 특성을 파악하고 이해하려고 노력하고 있었으며, 기관의 자체 프로그램을 개발하여 교사-유아-학부모가 동반자적 관계를 형성하고 유지할 수 있도록 노력하고 있었다. 또한 기관의 이점을 활용한 다채로운 교육활동 제공하기 위한 노력도 알 수 있었다. 따라서 본 연구를 통하여 군 직영 유아교육기관에서 근무하는 교사의 어려움과 노력을 이해하고 나아가 군 직영 유아교육기관의 특성을 고려한 교사의 전문성 신장을 위한 교사교육의 필요성을 시사 하고 있다. 또한 군 직영 유아교육기관에 대한 기초자료가 부족한 실정으로 군 직영 유아교육기관을 이해하는 후속연구가 지속되기를 기대한다.
The purpose of this study was to find out the difficulties and efforts of the teachers working in the military-run early childhood educational institutions in the qualitative methodology in order to understand them. In addition, it is expected to be a basic data for understanding the military-run early childhood educational institutions. The research questions of this study were set as follows. First, what are the difficulties of the teachers in the military-run early childhood educational institutions? Second, what are the efforts of the teachers in the military-run early childhood educational institutions?
In this study, 6 teachers who are working currently in the military-run early childhood educational institution in D metropolitan city and 4 teachers who used to work were selected as the participants. The data were collected and analyzed from in total 10 participants for 6 months from April 20 to October 20, 2019 through the preliminary interviews, in-depth interviews, telephone interviews, and the researcher's journal writing. The results of the study were divided into the difficulties and efforts of the teachers working in the military-run early childhood educational institutions, and the following results were obtained.
The difficulties of the teachers working in the military-run early childhood educational institutions are as follows. First, the teachers felt difficult due to the constantly increasing paperwork, such as the preparation period for the new school year for 365 days. The teachers had high work stress due to the increasing number of paperwork and various paperwork related to the transfer of children, the introduction of new infants and the support of infants who left in the reality of children's frequent transfers and lack of administrative support and assistant teachers in addition to teachers' curriculum work.
Second, the teachers felt difficult in the relationship with the children. The teachers working in the military-run early childhood educational institutions helped the infants with diverse personalities, such as children who needed constantly the teacher's attention and consideration, and children who had difficulty in adapting due to frequent moving. The teachers said that it was very difficult to establish a stable relationship in a short time with infants who stayed shortly in the institution due to their parents' working place transfer, and to provide the suitable education and guidance for early childhood development. For this reason, the teachers working in the military-run early childhood educational institutions had a heavy burden on their responsibility and mission as the teachers, and they felt that they always had difficult homework to form stable relationships with the children.
Third, the teachers said that the relationship with parents was the difficulty with continuous patience and endurance. The teachers said that they felt burdened in having trust and counseling not only with their children but also with their parents in a short time. In addition, due to the uniqueness of the military-run early childhood educational institution, the teachers felt difficult in operating class stably and in making parents understand the series of situations that occured in the relationship with parents. This required patience and perseverance in maintaining a positive cooperative relationship between teachers and parents and suggested the need for active communication.
Fourth, it was difficult to operate the curriculum in an unpredictable situation in which it was difficult to estimate how or when it would happen. The teachers said that military workers tended to respond sensitively to social issues, and that due to various types of military workers and event schedules for each unit, it was difficult to check schedules in advance which made it difficult to operate the curriculum. In the case of military-run early childhood educational institutes, the teachers felt difficult to be sensitive to social issues, to inevitably change the events of the institutions, to operate curriculum and class considering the various types of military work and unit characteristics.
Fifth, the teachers always felt tension when children of foreign officers who came to Korea studying in Korean military units. The teachers felt difficult in guiding children of foreign officers in dealing with conflicting situations with their friends due to poor communication, in explaining a series of situations in different cultures and languages, and educating the children of foreign officers about right historial concept based on specific social issues in relation to other countries. In addition, in the relationship with parents, because of poor communication, the teachers felt difficult and nervous in talking with their parents.
In this way, the teachers working in the military-run early childhood educational institutions were always nervous to study various languages and cultures to fulfill their responsibilities as teachers of foreign children and to avoid misunderstandings in the relationship with children and parents.
Sixth, the teachers expressed their difficulty of long and rough way to work because of inconvenient accessibility, traffic and location. In the place in which the military-run early childhood educational institutions are located civilians could not live, and military complexes are located in the outskirt areas away from the city center. In addition, due to the lack of traffic, the teachers said that it took a long time to commute to work, and that is why they feel fatigued before work begin. It was found that the teachers working in the military-run early childhood educational institutions had difficulties due to external factors other than work.
The efforts of the teachers working in the military-run early childhood educational institutions were as follows. First, the teachers tried to have understanding and empathy which were most necessary parts to understand the characteristics of the institutions. The teachers said that the most needed teacher's job in the military-run early childhood educational institutions was to truly understand the situation of infants and parents. Based on the teacher's expertise, understanding the special situation faced by family members of military workers is a very important part of not only instilling a positive awareness as a teacher to infants and parents, but also forming and maintaining mutual partnership.
Second, the teachers developed and operated the Parent Counseling Manual and Early Childhood Adaptation Program to guide the characteristics of the institutions to infants and parents. The teachers told the children and their parents who experienced a lot of institutional movements because of the frequent moving, so that the institutions developed and operated the adaptation program and parental counseling manual suitable for early childhood development for the purpose of positive recognition about the institutions and stable institutional adaptation. This helped infants and parents to deliver accurate information about the institutions and to adapt to them reliably. In addition, the teachers' professionalism went up and workload was reduced, which had a positive effect on teachers, infants, and parents.
Third, the teachers operated the 'respect education' of professional soldiers to children in order to find out the sacrifice and the sublime of the soldiers of the armed forces. It was operated as a characteristic education of the military-run early childhood educational institutions for the purpose of understanding the spirit and sublime of the ROK military and expressing gratitude to parents. The teachers said that the institutions took advantage of the characteristics of the military organization and designed the programs with the contents of finding out about the sacrifices and sublime of soldiers, giving attention to their parents' careers, respecting their parents, and expressing gratitude to their parents. Through this, the teachers in the military-run early childhood educational institutions expected that the children would grow who can contribute to the country by respecting their parents and appreciating for the sacrifice and sublime of the soldiers.
Fourth, the curriculum was operated in cooperation with military units like touring military units and various military participation classes. The teachers said that they were operating the curriculum in cooperation with military units to let the children know what the soldiers were doing and express gratitude to the soldiers. They did field trips to the military units through the prior consultation with military units to find out what soldiers do. In addition, through the military participation class, they operated a direct and cooperative curriculum with soldiers. In this way, the teachers expected that they would be able to give their children gratitude and positive recognition by operating an active cooperative curriculum with the military units.
Fifth, the teachers operated world citizenship education in cooperation with the families of foreign officers who were studying in the Korean military units. The teachers said that the curriculum was operated in cooperation with the families of foreign officers to experience diverse cultures and languages and to have the mature global citizen's mind. The teachers invited families of foreign officers to participate in various activities such as learning the language of foreign officers and understanding the culture. Through this, it was expected that all Korean infants, including children of foreign officers, would have a mature mind as a global citizen.
This study examined the difficulties and efforts of the teachers working in the military-run early childhood educational institutions. The results of the study revealed the difficulties of teachers working in the military-run early childhood educational institutions, which were mostly due to the difficulties of teachers working in military-run early childhood educational institutions that were operated for the children of military workers. It was found to be different from the difficulties of teachers working in the general early childhood educational institutions. In addition, the teachers working in the military-run early childhood educational institutions made an effort to understand the characteristics of the institutions, and tried to maintain the cooperative partnership of the teachers-infant-parents by developing the institution's own programs. In addition, the efforts were made to provide various educational activities that took advantage of the institutions. Therefore, this study suggested the necessity of the teacher education for the teachers' professional development in consideration of the difficulties and efforts of the teachers in the military-run early childhood educational institutions and the characteristics of the military-run early childhood educational institutions. In addition, it was expected that follow-up studies would be continued to understand the military-run early childhood educational institutions due to the lack of basic data on the military-run early childhood educational institutions.
