Groundwater dependent mega-cities exert enormous pressure on the watersheds in which they are situated, creating a demand for complex hydrogeologic modeling and analysis that provides decision-makers with the information they need. However, uncertainties about the characterization of the subsurface, hydrologic fluxes, and other model input, along with assumptions made during the modeling process can create difficulties in developing the models and interpreting the results in a way that ensures sustainable and equitable regional aquifer management. This dissertation uses a multiobjective analysis approach to determine the performance of spatially distributed aquifer management alternatives for the case study of the Valley of Mexico, where the Mexico City Metropolitan Area is situated. First, a three-dimensional finite-difference groundwater model is developed alongside an initial set of managed aquifer recharge alternatives and planning objectives in Chapter 2. The management alternatives tested show spatially distinct reductions in drawdown over the historical period for equivalent changes in storage and that combining multiple alternatives results in a more than an additive risk of groundwater flooding. These results point to the importance of including planning objectives calculated over diverse spatial extents in capturing impacts to groundwater security in urban basins. To address the potential for endogenous uncertainties in models to influence decision-making, Chapter 3 carries out a global sensitivity analysis across model parameter values and subsets of well observations using the model and alternatives developed in Chapter 2. Error metrics generally used to calibrate groundwater models are found to be sensitive to distinct parameters from those to which management objectives are sensitive and the coupled effects of the endogenous uncertainties have amplifying effects on the ranking of management alternatives. Both of these findings highlight the importance of performing sensitivity analyses that are carried through to the decision-making stage and not just for calibration purposes. Finally, Chapter 4 builds on the findings from Chapters 2 and 3 first by testing improvements on the best performing alternative from the previous chapters and second by examining the limitations of regional aggregation of management objectives in providing equitable groundwater supply planning. A method is developed to alleviate scale issues that are found to arise when attempting to use existing subregional spatial units to evaluate socioeconomic indicators and groundwater management objectives simultaneously. Findings suggest that the most marginalized spatial units experience deviations from the more advantaged spatial units in performance of groundwater pumping policies, and can diverge from both the regional preference regime and the preference regime of the full set of spatial units depending on the scale of the spatial unit definition. Overall, this dissertation develops methods to represent anthropogenic impacts, assess aquifer recharge policies, and evaluate the effects of model uncertainties on decisions at the regional scale to improve the tools available needed to approach the challenges inherent in long-term urban groundwater supply planning.

Sin embargo, las incertidumbres sobre la caracterizacion del subsuelo, los flujos hidrologicos y otros datos del modelo, junto con las suposiciones hechas durante el proceso de modelado, pueden crear dificultades para desarrollar los modelos e interpretar los resultados de una manera que asegure una gestion sostenible y equitativa de los acuiferos regionales. Esta tesis utiliza un enfoque de analisis multiobjetivo para determinar el desempeno de las alternativas de manejo de acuiferos distribuidos espacialmente para el caso de estudio del Valle de Mexico, donde se ubica el Zona Metropolitana de la Ciudad de Mexico. Primero, en el Capitulo 2 se desarrolla un modelo tridimensional de diferencias finitas de aguas subterraneas junto con un conjunto inicial de alternativas de recarga de acuiferos gestionada y objetivos de planificacion. Las alternativas de gestion simuladas muestran reducciones espacialmente distintas en la extraccion durante el periodo historico para cambios equivalentes en el almacenamiento y la combinacion de multiples alternativas da como resultado un riesgo mas que aditivo de inundacion de aguas subterraneas. Estos resultados apuntan a la importancia de incluir objetivos de planificacion calculados sobre diversas extensiones espaciales para capturar los impactos en la seguridad del agua subterranea en las cuencas urbanas. Para abordar el potencial de las incertidumbres endogenas en los modelos para influir en la toma de decisiones, el Capitulo 3 lleva a cabo un analisis de sensibilidad global a traves de los valores de los parametros del modelo y subconjuntos de observaciones de pozos usando el modelo y las alternativas desarrolladas en el Capitulo 2. Metricas de error generalmente utilizadas para calibrar modelos de aguas subterraneas son sensibles a parametros distintos de aquellos a los que son sensibles los objetivos de manejo y los efectos combinados de las incertidumbres endogenas tienen efectos amplificadores en la clasificacion de las alternativas de manejo. Ambos hallazgos resaltan la importancia de realizar analisis de sensibilidad que se lleve a la etapa de toma de decisiones y no solo con fines de calibracion. Finalmente, el Capitulo 4 se basa en los hallazgos de los Capitulos 2 y 3, primero probando mejoras en la alternativa de mejor desempeno de los capitulos anteriores y segundo examinando las limitaciones de la agregacion regional de los objetivos de gestion para proporcionar una planificacion equitativa del suministro de agua subterranea. Se desarrolla un metodo para aliviar los problemas de escala que surgen cuando se intenta utilizar unidades espaciales subregionales existentes para evaluar indicadores socioeconomicos y objetivos de gestion de aguas subterraneas simultaneamente. Los hallazgos sugieren que las unidades espaciales mas marginadas experimentan desviaciones en el desempeno de las politicas de bombeo de aguas subterraneas en comparacion con las unidades espaciales mas favorecidas socioeconomicamente, y pueden divergir tanto del regimen de preferencia regional como del regimen de preferencia del conjunto completo de unidades espaciales dependiendo de la escala de las unidades analizadas. En general, esta tesis desarrolla metodos para representar los impactos antropogenicos, evaluar las politicas de recarga de acuiferos y evaluar los efectos de las incertidumbres del modelo en las decisiones a escala regional para mejorar las herramientas disponibles y necesarias para abordar los desafios inherentes a la planificacion del suministro de agua subterranea urbana a largo plazo.
