The anticipated sharp decline in the future population of South Korea, along with an acceleration in the aging process, presents significant demographic challenges. One of the key factors in this shift is the low fertility rate. Although low fertility rate might seem like the rational choice for individuals, it accelerates the aging of society and contributes to the disappearance of local regions. In addition, the retirement of the baby boom generation, which forms a considerable segment of the total population, is expected to significantly increase the elderly population. While low fertility rate and aging are issues related to population reproduction, regional extinction is linked to imbalances in population distribution. The overpopulated capital region is experiencing a decline in living standards due to intense competition. In contrast, regions on the brink of extinction are struggling due to a lack of infrastructure. The combined effects of low fertility rate, aging, and regional extinction exacerbate their negative impacts.
In response to these challenges, the government has pursued various strategies. These include promoting the development of innovative cities, relocating public organizations, instituting basic plans for addressing low fertility rate and aging, designating areas with declining populations for special attention and funding, enacting laws for balanced regional development, establishing the Committee for Decentralization and Balanced Development, and introducing the concept of a floating population. However, these initiatives have yet to achieve significant success. Looking at international examples, Germany has responded by accepting a large number of immigrants, the UK has revitalized cities through public-private partnerships, and Japan has focused on local government-led revitalization strategies.
Analyzing these domestic and international policy measures reveals a common limitation: they predominantly view population issues through a quantitative lens. This approach assumes that a decline in the working-age population, due to low fertility rate and aging, leads to economic slowdown. However, a decrease in the working-age population does not necessarily result in economic harm. By considering the working-age population from a qualitative perspective, it becomes clear that even without a change in population size, productivity can improve through education and training.
Education and training not only play a crucial role in national economic growth but also equip individuals with the skills necessary for higher wages and influence their decisions to relocate. Reassessing the impact of an aging population on economic vitality, especially in the context of the baby boomer generation, reveals that this demographic shift might actually contribute positively to the economy. The baby boomers, unlike previous generations with a higher ratio of basic income recipients, are characterized by their higher education and income levels, and they exhibit a strong consumption pattern. This group should be viewed not as dependents, but as influential consumers in the market.
Considering these factors, the following three policy recommendations are proposed.
First, there is a need to establish mega-regional areas. Developing such regions around major urban centers outside the capital can create conducive conditions for younger generations to secure employment, form families, and settle in these areas.
The second policy involves establishing university-centered regional councils. Universities serve as vital links between education and employment, fostering talent development, research and development, and industry-academia collaboration. They should now be equipped with the necessary resources to partner with local governments in addressing regional challenges and developing coordinated responses.
The third policy focuses on the utilization of age-friendly technologies. These technologies enable individuals to live full, dignified lives with reduced inconvenience. They also allow governments to cut fiscal expenditures and provide more efficient services by replacing or supporting human-based care services with technology. For the business sector, this represents an opportunity to explore new business models. Implementing age-friendly technologies in various projects can become a new driving force in the economy.

향후 우리나라 전체 인구는 급감할 것으로 예상되며 고령화 속도 또한 더욱 빨라질 것이다. 이와 같은 인구 변동 요인 중 하나는 저출산이다. 저출산은 개인 입장에서는 합리적 선택일지 몰라도 사회적으로는 고령화와 지방소멸을 가속화한다. 한편 전체 인구 중 가장 많은 비중을 차지하는 베이비붐 세대의 은퇴로 고령 인구는 크게 늘어날 전망이다. 저출산과 고령화가 인구의 재생산과 관련된 문제라면 지방소멸은 인구 분포의 불균형과 연관된 주제이다. 과밀화된 수도권은 치열한 경쟁으로 삶의 질이 하락하고 있고, 소멸 위기에 있는 지방은 기반 시설이 부족하여 어려움을 겪고 있다. 저출산·고령화·지방소멸은 서로 맞물려 부정적 효과를 증폭시킨다.
이와 같은 삼중고 속에 정부는 혁신도시 추진과 공공기관 이전, 저출산․고령화 기본계획, 인구감소지역 지정과 지방소멸대응기금, 지방분권균형발전법 제정과 지방시대위원회 신설, 생활 인구 개념 도입 등의 정책으로 해결해보고자 했지만 뚜렷한 성과를 거두지는 못하고 있다. 우리와 유사한 경험을 했던 국가들의 경우 독일은 대규모 이민 수용, 영국은 민관협력의 도시재활성화, 일본은 지방 정부 중심의 지방 창생 전략을 실행했다.
국내외 정책 사례들을 종합해봤을 때 몇 가지 의의가 있음에도 불구하고 공통적으로 인구를 양적 관점에서 접근했다는 한계점이 존재한다. 즉, 저출산과 고령화로 생산가능인구 수가 감소하면 경제 성장이 저하된다는 전제를 바탕으로 하고 있다. 생산가능인구수가 경제 발전에 영향을 주는 요소가운데 하나인 것은 맞지만 이것이 줄어든다고 해서 반드시 경제에 악영향을 주는 것은 아니다. 생산가능인구를 질적 관점에서 볼 경우, 인구 수에 변화가 없더라도 교육이나 훈련에 의해 생산성이 증가할 수 있다.
교육이나 훈련은 국가적 관점에서의 경제 성장뿐만 아니라 개인적 관점에서도 높은 임금을 받을 수 있는 요건이 되며 거주지를 이동하는 요인이 된다. 유사한 관점에서 고령화에 따라 경제 활력이 저하된다는 견해 역시 최근에 고령층으로 편입된 베이비부머 세대들의 특징을 보면 오히려 경제에 플러스가 될 수 있는 요인이 될 수 있다. 기초수급자 비율이 높은 이전 세대와 달리 베이비부머 세대는 고학력․고소득의 특징을 가지고 있으며 소비 성향이 강하다. 이들은 부양해야 할 대상이 아니라 시장을 좌우할 새로운 소비자라고 할 수 있다.
위의 관점에서 다음 세 가지의 정책을 제안한다.
첫째, 초광역권의 형성이다. 지방 대도시를 중심으로 수도권에 대응할 만한 초광역권을 만들어 젊은 층이 해당 지역에서 일자리를 얻고 가정을 이루어 자리잡을 수 있도록 정주 여건을 개선해야 한다.
둘째, 대학 중심의 지역 협의체 구성이다. 대학은 교육과 일자리를 연결하는 매개로써 인재양성, 연구개발, 산학협력 등의 역할을 한다. 여기에 더하여 이제는 지방 정부와 함께 지역 문제를 고민하고 공동 대응할 수 있도록 물적․인적 시스템을 갖춰야 한다.
셋째, 고령친화기술의 활용이다. 개인들은 존엄성을 지키면서 불편함 없이 온전한 삶을 누릴 수 있다. 정부는 인력에 의한 돌봄서비스를 기술로 대체하거나 보조함으로써 재정 지출을 줄이고 보다 효율적인 서비스를 제공할 수 있다. 기업의 경우 새로운 비즈니스 기회를 엿볼 수 있다. 고령친화기술을 활용한 고령친화사업은 경제를 이끌 새로운 동력산업이 될 수 있다.
