고령화사회를 앞두고있는 우리나라에 있어 노인복지문제는 복지분야에서 가장 중요한 부분으로 대두된 지 오래다. 노인복지분야 중에서도 이제까지는 복지문제로 여기지 않았던 중산층노인에 대한 복지문제가 서서히 대두되고 있다.
IMF 구제금융까지 가는 경제사정의 악화로 한국의 1인당 GNP는 1만불에서 6천불로 떨어졌다. 그 바람에 중산층 인구가 오히려 줄어들고, 중산층 노인들의 복지서비스 욕구도 상대적으로 줄어들었지만, 조만간 1만불 선을 회복하고 경제사회환경이 안정되는 상황이 다시 오면 중산층 노인들의 복지서비스 요구는 증폭되리라 예견된다.
중산층 노인들의 복지서비스 요구 중에서도 주거복지문제가 중요한 이슈로 등장할 것이며, 특히 실버타운이라는 새로운 개념의 노인복지문화가 국내에 정착되리라 본다.
이미 IMF전에는 많은 개인과 기관들이 실버타운을 조성하기 위해 준비했었고, 이미 완성해 운영하는 곳도 10여 곳이다. 그러나 경제사정의 악화로 인해 부도가 난 곳도 있고 현재 운영되고 있는 시설 중에서도 1-2곳을 제외하고는 입소자 부족과 운영난으로 곤란을 겪고있다. 실버타운이라는 새로운 노인주거복지문화가 이제 시작도 하기 전에 흔들리고 있거나, 일부 상류층만의 전유물로 인식돼가고 있다. 이대로 방치해서는 안 된다 극빈층과 서민층은 국가주도로 복지문제를 해결하고 있고, 상류층과 부유층은 스스로 해결할 수 있는 경제력을 갖고있다. 그러나 인구의 70%를 차지하고 있는 중산층에 대해서는 무방비 상태이다. 그런데 공교롭게도 실버타운에 대한 관심은 중산층 노인들이 가장 많다. 그러나 현재 조성되고 있는 실버타운은 경제력 있는 노인이나 갈 수 있는 가격이다. 이는 그 동안 무료양로원이 오갈 데 없는 노인이나 가는 곳으로 인식돼 천대를 받아온 것과 같은 양상을 나타낼 수도 있다.
결국은 중산층 노인들이 적정한 가격으로 이용할 수 있는 제대로 된 실버타운을 전국 곳곳에 설치.운영해야 하는데 이 문제를 현재는 민간시장기능에만 맡기고 있기 때문에 복지사업차원으로 가고 있지 못하고, 영리사업차원으로 가고 있다. 영리사업 성격상 자연스럽게 상류층만을 대상으로 하는 사업으로 몰리고 있는 것이다.
중산층노인을 위한 실버타운 건설과 운영의 획기적인 방안이 모색돼야 하는데 국가복지예산은 한정돼 있다. 복지예산의 증액이 있어야 하겠지만 담당부처에서는 유료노인시설사업은 시장기능에 맡길 수밖에 없다는 인식이 강하다. 제반 노인복지관련 제도들이 제대로 갖춰져 있을 때는 그럴 수도 있겠지만, 아직 우리나라는 연금 등의 사회보험제도와 공적부조 등이 이제 시작한지 얼마 되지 않았기 때문에 현재 실버타운에 들어가야 하는 70대 노인들은 혜택을 받을 수 없는 입장이다 보니, 고스란히 본인의 경제적인 부담으로 돌아오게 된다.
지금까지의 노인복지정책에 대한 발상의 전환과 현행제도의 개선 그리고 복지부분의 구조조정을 통해 해결될 수는 없는 것일까. 공공부분과 민간부분의 노인복지관련 사업을 통합하고, 중앙정부와 지방자치단체간의 사업을 조정함으로써 가능할 수 있고, 지역사회내의 공공시설과 민간시설을 통합함으로써 더 적은 예산으로 더 많은 혜택을 줄 수 있는 중산층노인 복지형 실버타운의 건설이 가능하리라 본다. 또한 복지와 의료, 주거와 레저 등 개별적으로 진행되고 있는 사업들을 하나로 통합함으로써 상승효과를 기대할 수 있다. 그리고 노인만을 위한 시설이 아니라 3세대가 공용할 수 있는 가정복지레저타운을 건설하는 방안이 검토돼야 한다.
중산층노인을 위한 실버타운의 입지로는 이용자가 현재 거주하고있는 도시주거지역에 위치하는 것이 원칙적으로는 바람직하다. 그러나 도시지역에 실버타운을 건설한다면 부지확보에 애로사항이 많고, 현재로서는 여유부지가 없다고 본다. 부지가 확보됐다 하더라도 영리사업의 성격상 상류층을 대상으로 하는 최고급수준의 시설일 수밖에 없고, 가격 또한 비쌀 수밖에 없다. 결국 중산층 노인들의 경제적인 사정을 감안하고, 지역주민의 복지증진 차원에서 도시지역 지자체가 개입해 부지를 확보하고 지역내 문화·편의·의료시설을 이용할 수 있도록 제도화해야만 도시형 모델이 가능하다.
전원형은 소규모보다는 중. 대규모로 각종 문화, 의료, 편의, 레저시설이 함께 있어서 도시에 있는 것과 똑같은 조건을 갖추고 있어야 한다는 것이 전제돼야 한다. 그리고 전원형 역시 중산층 노인들의 경제사정에 맞게 이용할 수 있도록 하기 위해서는 정부와 지방자치단체가 적극적으로 개입해야 한다. 즉, 부지확보와 기반시설을 지방자치단체가 맡아 조성한 후 노인복지지구 지정을 하면, 민간사업자들이 연합해 시설을 건축. 운영하는 형태로 하면, 이용자의 부담을 줄일 수 있다 도시형과 전원형 모두 나름대로 장단점이 있다. 현 시점에서는 한국형 실버타운 모델은 2가지 모델 모두를 병행할 수밖에 없다 단, 도시는 도시대로, 전원은 전원대로 지역특성에 맞게 시설 및 운영계획을 수립하되, 가장 중요하게 고려돼야할 사항은 중산층 노인의 경제능력 범위 한도 내에서 이용할 수 있어야 주민복지가 증진되고, 삶의 질이 높아 질 수 있다는 사실이다.
중산층 노인복지 서비스 향상을 위해 그리고 지역사회 공동체정신을 함양하기 위해, 21C에는 새로운 개념의 복지문화공동체가 요구된다.
In Korea entering into a society with more aged people, the welfare of elderly people has long been raised as important social welfare issue. Recently, however, the welfare of the middle-income elderly people which had been neglected in elderly people's welfare programs is emerging steadily.
Due to the serious economic difficulties caused by the economic crisis inviting the IMF bailout program, per capita GNP of our nation has fallen from 10 thousand to 6 thousand dollars. As a result, the number of the middle-class population has decreased with reduced welfare service needs on the part of the middle-income elderly people. But if per capita GNP recover its former 10 thousand level with the socio-economic conditions stabilized sooner or later, middle-income elderly people's needs for welfare services would increase also.
If so, middle-income elderly people's housing welfare will emerge as most important issue above all, and in particular, a new concept of 'silver town' will be established as elderly people's new welfare culture on this soil.
Already before the IMF bailout program, many individuals and organizations had designed some or other silver town programs, and some 10 silver towns have already been completed to be operated. However, due to the worsening economic conditions, many of them went bankrupt, while the majority of them but one or two towns suffer from a fewer number of occupants or financial problems. In other words, the new concept of elderly people's housing welfare culture is at stake or recognized as special town only for high-income elderly people even before it has been established. Any way, such a trend needs to be stopped. lowest-income and ordinary people are subsidized by the government, while higher-income or rich people can afford to solve their retirement life problems for themselves. However, the middle-class people accounting for 70% of the whole population are not treated adequately. Accidentally or not, these middle-income people are most interested in silver towns for their retirement life. The silver towns being created now will accommodate only the elderly people who are financially able. Just as the free asylums have been perceived as shelters for homeless senile people, so such luxurious silver towns would be perceived as privileged elderly people's community.
After all, well-equipped silver towns where middle-income elderly people can afford to live need to be constructed throughout the nation. However, such silver towns are programmed in light of the market economy, the aspect of their welfare implications is being dismissed. Namely, those commercial silver town developers tend to focus their silver town programs on high-income people.
Although some drastic reform measures are required for construction and operation of middle-class silver towns, nation's welfare budget does not allow for them. So, the welfare budget should be increased naturally, but the pertinent administrations insist that paid asylums should be operated according to market mechanism. Of course, various welfare systems for elderly people at large are established, commercial silver towns for middle-income people may be a good idea. But as it is not long since such public subsidies as pension and other social insurance systems began to be operated, those elderly people in their seventies' cannot afford to live in the commercial silver towns unless they are determined to pay what little they have to the silver town.
Then, can't we depart from the conventional elderly people's welfare programs to reform them through readjustment of welfare programs? It is deemed possible for us to do so by integrating public arid private welfare programs and readjusting the welfare programs between central and local administrations. If public and private welfare programs can be integrated, welfare-wise silver towns can be constructed for middle-income elderly people with less budget. Moreover, such housing welfare programs may well be combined with other welfare programs including medical and leisure ones for a synergic effect. Furthermore, it may be conceivable for us to construct three-generation home welfare leisure towns just beyond the silver towns.
It will be desirable in principle that the silver towns for middle-income elderly people are constructed in urban residential zones where the potential occupants live currently. However, such an idea may end up with just an idea because of limited sites in the urban residential zones. Even if a site has been procured, a silver town constructed on it cannot but target the high-income elderly people who can afford to bear the expensive site cost. After all, only when the local autonomous administrations have appropriated the sites in consideration of local people's welfare and thereby, secure cultural, amenity and medical facilities for the sites, any urban type silver town model will be available for middle-class people.
On the other hand, the rural type silver towns should be equipped with the same cultural, medical, amenity and leisure facilities as in urban areas. Also for such a rural type silver town model conceived for middle-income people, the local autonomous administrations are requested to be engaged in its planning. Namely, the local autonomous administrations are required to secure the sites and create the infrastructures before designating a silver town zone, and thereby, private developers may combine their efforts to construct and operate the silver towns. Then, users' financial burden will be reduced. Urban and rural type silver town models have their own advantages and disadvantages. At the moment, it may be more desirable to rely on both models in parallel, provided that each should be programmed for its facilities and operation depending on its conditions. Any way, what is most important for these Korean type silver town models must be the charge level which middle-class elderly people can afford to pay, if they should contribute to people's welfare and life quality.
Lastly, it is hoped that a new concept of welfare cultural community would be established to improve the welfare services for middle-income elderly people and foster a community spirit.
