공동사용주택에 대한 한국 노인의 반응 연구

Currently, Korea is experiencing the fastest growing elderly population among the OECD nations and it has become one of the worldwide issues. Despite the world's growing interest, the representative elderly housing in Korea is almost nonexistent. Although silver town and nursing home is considered the most frequently mentioned elderly housing, these housing have limits on supporting diverse elderly conditions and social status. Therefore, various elderly housing options are required to be developed in order to increase the elderly's autonomy and independence.Meanwhile, 'aging in place' is being considered an ideal bearing for elderly welfare in foreign developed countries. Thus, they seem to focus on ways to develop the community with integrated elderly housing where the elderly can remain and age in their current community. Especially, shared housing has become one of the emerging types of living arrangement where elderly residents can receive social and economic benefits without moving into the elderly housing facility. In Korea, the most well known elderly shared housing is small group home which are known to accommodate elderly with disability. However, considering that a shared house is beneficial to elderly with various physical and social conditions, it implies the potential to become one of the elderly housing options. With such implications, the purpose of this study is to find the response of Korean elderly to elderly shared group house.The study consists of a literature review and an empirical research. By reviewing the current status of the elderly in Korea, aging in place, the elderly's preference on living arrangements and shared housing, the survey questionnaire was developed as a research instrument. Face-to-face survey questionnaire method was carried out to 60-75 year old elderly currently living in Seoul and other major cities in Korea. Investigated response included awareness, attitude and preference on elderly shared group house. The result of the research is as followed.1) The result indicated that most respondents had a lack of awareness on currently existing Korean elderly shared group house. Meanwhile, because of their lack of awareness, they had very low preference to enter current existing Korean elderly shared group house. However, when informed with various features of elderly shared group house in foreign countries, the preference to enter seemed to increase. The findings implied that current Korean elderly shared group house have more negative perceptions than that of foreign countries, which was revealed to have fairly higher positive perception.2) As the condition of moving into an elderly shared group house, more respondents were willing to move in when they were living alone and unhealthy. Considering the preferred age to move into an elderly shared group house, more than half of the respondents wished to move in after 5-10 years from now.3) Consistent with previous findings, most of the respondents preferred to be situated in suburban area. They also preferred ordinary apartment district and ordinary housing district in order to be integrated within a community. However, the building features did not seem to have great importance to the respondents.4) Most respondents preferred to share the elderly group house with 4-6 people. As to the co-residents, almost every respondent preferred to live with friends or neighbors. In respect to the way of co-residence, most respondents preferred gender segregated, singles only residence.5) Most of the respondents preferred to have their own private living area without sharing with other person. On the other hand, there was a significant finding that a fairly high percentage of residents preferred to share their private living area. Also, most respondent preferred 16.5-33m² for their private living area. As to the preference on private spaces, it was found that the most preferred private spaces other than the bedroom were the private bathroom, living room as in order of preference. In addition to a standard shared space, respondents wanted to have medical treatment room, a laundry room and an activity room the most.6) Result on the preference on services revealed that among housekeeping, nursing and leisure activity service, the housekeeping service was the most needed. Meal service was considered of the most important among the housekeeping service, and healthcare service was the most necessary among nursing care services. Generally, most of the respondents preferred specialized caregiver such as housekeeper and wanted the caregiver to visit them every day during daytime.7) The result on the preference on owning one's share in a elderly shared group house revealed that life time guaranteed deposit rent was preferred the highest. Also, in result for the cost of living, most of the respondents were willing to pay for maintenance (including food expenses and other housing maintenance fee) between 325.70-542.83 USD, less than 108.57 USD for the cost of housekeeping service and between 108.57-217.13 USD for the cost of nursing service per person a month.8) Finally, the result on community integrated elderly shared group housing showed significant preference to such housing, which is to be planned within few years from now.Research findings indicated that elderly shared group house have a great potential to become an elderly housing option with providing many benefits to the elderly residents. Therefore, different from the previous elderly shared group house in Korea, the environmental design and programming is required to fulfill the demand of various characteristics and preferences of the elderly. The most important keyword seems to be community integration. Not only the environment should develop in ways to accommodate elderly demand, but also must be planned in ways to induce community integration. The successful development of elderly shared group house as one of the housing options relies on how well the physical environment can support community integration.
더보기우리나라는 현재 OECD 국가 중 가장 빠른 속도로 고령화가 진행되고 있으며, 세계는 이러한 한국의 고령화에 주목하고 있다. 특히, 이미 우리나라보다 일찍 고령화 사회에 진입하여 다양한 노인주거환경을 개발해 온 선진국에서도 대표적인 노인주거환경을 내놓지 못하는 상황에서 고령화의 위기에 직면하게 될 우리나라의 노인주택 개발 시도는 세계적 이슈가 되고 있다. 이처럼 국제적 관심에도 불구하고, 우리나라의 노인주거환경은 아직까지 표준이 될 만한 모형을 개발하지 못하고 있는 실정이다. 한편 우리나라의 대표적 노인주거환경으로 알려져 있는 실버타운이나 요양원은 대부분 변화하는 노인의 상황을 지속적으로 지원해주지 못하며 비용측면에서 다양한 사회계층을 수용하지 못하는 한계점이 있다. 또한 기존의 노인들과는 달리 현재 노인들은 삶의 질에 대한 요구 가 증가하고 있지만 이들의 노후 주거에 대한 선택은 다양하지 못하다. 따라서 노인들의 주거환경에 대한 선택의 폭이 넓어지도록 다양한 노후상황과 요구를 수용할 수 있는 주거형태가 개발되어야 할 필요가 있다.현재 선진국들은 노인복지의 이상적인 방향을 aging in place로 보고 있다. 따라서 그들은 노인들이 기존의 지역사회 내에서 지속적으로 거주할 수 있도록 지역사회 통합형 주거환경을 개발하고 있다. 특히, 공동사용(shared housing)의 주거형태가 관심을 받고 있다. 공동사용주택은 노인들이 시설로 들어가지 않으면서 일반주택에서 사회적, 경제적, 실용적 측면에서 해택을 받을 수 있는 형태의 주거유형이다. 우리나라에서 대표적으로 알려진 공동사용주택 형태는 소규모 그룹홈이 있다. 이것은 치매노인이나 노인질환을 가진 노인들을 수용하며, 집과 같은 환경을 제공한다. 그러나 공동사용주택의 기본적인 개념이 다양한 신체적, 사회적 수준의 노인들을 수용 가능하다는 것을 고려해 볼 때, 공동사용주택은 우리나라의 노인들에게 집과 같은 환경을 제공해주는 또 하나의 주거 옵션이 될 수 있다. 이러한 필요성에 의해 본 연구는 공동사용주택에 대한 한국 노인들의 반응을 조사하는 것을 목적으로 한다.본 연구의 방법은 크게 문헌조사와 설문조사로 이루어졌다. 문헌조사를 통해 노인, aging in place, 주거환경에 대한 노인들의 선호, 공동사용주택에 대해 고찰하고 조사를 위한 분석의 틀을 마련하였다. 이를 바탕으로 본 조사를 위한 설문도구를 작성하고 60-75세 사이의 노인들을 대상으로 4월 19일부터 4월 23일과 5월 14일부터 5월 18일 두 차례에 걸쳐 서울과 수도권 지역에 위치한 노인복지회관과 사회복지관에서 일대일 설문조사를 진행하였다. 공동사용주택에 대한 반응 조사로써는 공동사용주택에 대한 인식의 정도와 태도, 공동사용주택 특성에 대한 선호를 조사하였다.본 연구조사결과의 내용을 요약하면 다음과 같다.1) 조사대상자인 노인들은 대부분이 아직 공동사용주택, 특히 우리나라에 현재 제공되고 있는 공동사용주택에 대해 알지 못하는 것으로 나타났다. 또한 이들에 대해 부정적인 반응을 보였으며, 입주 의사가 아주 낮은 것으로 나타났다. 그 중, 공동사용주택이 노인을 위한 수용시설 같다는 인식이 가장 높은 것으로 나타났다. 한편 국외의 공동사용주택에 대해서는 비교적 긍정적인 반응을 보였으며, 특히 경제적인 부담이 적을 것이라는 인식이 높게 나타났다. 또한 이러한 주택이 국내에 제공되었을 시, 입주의사가 비교적 높은 것으로 나타났다.2) 공동사용주택에 입주하고자 하는 시기로써는 대부분이 현재로부터 5-10년 후로 조사되었고, 특히 혼자 거주하면서 건강이 악화되었을 때 입주하는 것을 선호하였다.3) 공동사용주택의 지리적 조건으로는 도심외각지역을 선호하였으며, 일반 주거지역을 선호하였다. 그러나 건물의 특성에 대해서는 큰 차이가 없음을 보여주었다.4) 공동사용주택의 동거인으로써는 4-6명 사이를 가장 선호하였으며, 현 지역사회의 이웃이나 친구들과 주택을 공유하기를 선호하였다. 또한 동거의 형태로써 대부분이 남녀가 구분된 독신형태를 선호하였으나, 동거자와 함께 입주하느냐에 따라 다른 선호결과를 나타냈다.5) 조사대상자들은 대부분이 공동사용주택에서 사적공간을 혼자 사용하기를 원했으나, 2명이 함께 사용하는 형태에 대해서도 비교적 높은 선호를 보였다. 사적공간으로써는 침실 이외에 욕실을 가장 선호하였으며 조사대상자의 현재 나이와 소득수준, 학력수준 등의 특성에 따라 각 공간에 대한 선호가 다르게 나타났다. 공동사용주택 내에서 추가로 선호하는 공용공간으로써는 의료치료실과 세탁실, 여가활동실로 나타났다.6) 공동사용주택에서 제공 가능한 서비스에 대한 선호로써 가사서비스제공을 가장 높게 선호하였으며, 그 중 식사제공 서비스를 선호하였다. 의료간병 서비스의 경우, 건강검진서비스를 가장 선호하는 것으로 나타났다. 또한 이들 서비스를 제공받기 위해 전문인력(파출부나 간병인)이 매일 출퇴근하기를 가장 선호하였다.7) 공동사용주택에 대한 소유형태로써는 영구보장가능 전세를 가장 많이 선호하였으며, 공동사용주택 내의 일인당 한 달 생활비로써 기본적 주택 유지와 식비를 포함하여 30-50만원 사이, 가사도우미 서비스는 10만원 미만, 의료간병서비스는 10-20만원 사이를 선호하는 것으로 나타났다.8) 특히, 앞으로 지역사회 통합형 공동사용주택이 제공되는 것을 가정할 때 대부분의 응답자가 입주를 선호하였으며 현 지역과 기혼자녀로부터 멀지 않은 곳을 선호하는 것으로 나타났다.조사결과에 의하면 공동사용주택은 앞으로의 고령화 사회에서 노인들에게 다양한 혜택을 제공하는 주거옵션으로써의 가능성을 내포하고 있다. 따라서 앞으로의 공동사용주택은 기존의 공동사용주택과는 달리 사용자인 노인들의 선호와 다양한 특성에 따라 이를 모두 수용할 수 있는 공간으로 계획되어야 한다. 그 중 가장 중요하게 고려해야 할 점은 단순한 물리적 공간계획이 아닌 공간의 계획을 통한 지역사회로의 통합이다. 즉, 물리적 공간계획이 얼마나 지역사회 통합을 지원해줄 수 있냐에 따라 공동사용주택의 성공이 가늠될 것이다.
