본 논문에서는 1998년 발생한 금모으기 운동이 성공이 대외적으로 널리 알려진 위기 극복을 위한 ‘민족주의’에 의한 것이 아니라, 실제 각 개별 행위자들이 처해 있었던 상황 속에서 보다 자신들에게 이익이 될 수 있다는 판단, 즉 이해관계의 계산 때문에 가능했다는 것을 밝히려 한다. 물론 당시 경제 위기 상황 하에서 민족주의라는 이데올로기적 언술을 통해 하나의 집합행동으로 금모으기 운동을 시작한 것은 사실이나 이것이 성공할 수 있었던 실질적인 이유는 바로 일반 국민, 정부(한국은행), 대기업 및 금융기관이라는 주체들이 각자 자신들의 이해관계를 기반으로 ‘참여’를 선택했기 때문이었다. 이 연구를 위해 다음의 세 가지를 전제로 삼으려 한다. 첫째, 이 논문의 연구 대상이 되는 금모으기 운동에 관한 분석은 당시의 언론 자료(신문기사)를 중심으로 수행될 것이다. 금모으기 운동은 언론 캠페인으로 불릴 만큼 대부분의 언론사-은행-방송사가 함께 전개하였고, 운동 전개 과정도 매일 상세하게 기사로 다루어졌기 때문에 언론 자료만큼 구체적이고 생생한 자료가 없다고 판단되어진다. 둘째, 집합행동으로서의 사회운동에 참여하게 되는 동기는 크게 이해관계에 의해서와 이데올로기에 따른 것으로 구분해 볼 수 있다. 물론 이 두 가지를 완전히 분리해서 사고할 수는 없다. 하지만, 본 논문에서는 특히 위기 속에서의 집합행동이 이데올로기에 의해 제기되어질 수 있을지라도 이것이 구체화되고 하나의 체계화된 집합행동으로 출연하기 위해서는 참여자들에게 이해관계에 대한 확신이 있을 때 가능하다고 가정할 것이다. 셋째, 금모으기 운동에 참여한 행위자를 대략 일반 국민, 정부(한국은행), 대기업 및 금융 기관으로 크게 구분하여 그들이 당시 처해 있었던 상황과 이해 관계를 분석해 보았다. 특히, 일반 국민은 중하층(소위 서민)과 부유층으로 구분하여 분석하였다. 이러한 구분은 경제 주체로서의 가계, 기업, 정부 모두가 IMF 경제 위기를 가져온 책임과 이를 극복할 의무가 있다는데서 출발하였다. 이러한 전제 조건을 바탕으로 제 3장에서는 실제 IMF 경제 위기와 금모으기 운동의 진행 과정에 대해 당시 신문 기사들을 중심으로 분석하고 있다. 당시 경제 위기의 충격이 사회적으로 일제 식민지배에 버금가는 큰 충격으로 다가왔기에 1998년의 금모으기 운동이 식민지배하의 독립운동-특히 1907년의 국채보상운동-을 모티브로 하여 큰 호응을 얻을 수 있었음을 확인할 수 있다. 제 4장에서는 금모으기 운동에 참여한 행위자들 각자가 처한 상황 속에서 그들의 이해관계를 분석해봄으로써 전체 운동으로 바라보았을 때에는 ‘나라를 구하기’ 위해 모두가 운동에 적극 참여했던 것처럼 보여 졌지만, 실제 각 개별 행위자들의 참여 태도와 그들의 이해관계는 다양하게 나타나고 있음을 확인할 수 있다. 일반 국민들 중에서 중하층(서민)은 경제 위기로 인해 닥칠 사회․경제적 고통을 극복하고, 위기 극복을 위해 당장 금을 내어놓게 되지만 그 대가를 추후에 더 크게 돌려받을 것을 약속받았기에 적극적으로 참여하는 모습을 보이고 있었다. 하지만 부유층의 경우는 운동 초창기(운동 1․2주째)에는 IMF 경제 위기로 인한 고금리․고환율로 인해 당시의 상황을 경제 위기가 아닌 기회로 여겼으며, 금 위탁 판매의 대가가 정확하지 않았고, 자신의 신분과 부의 정도가 노출됨으로써 닥칠 불이익을 예상하고 소극적인 태도를 보이고 있었다. 하지만, 정부에 의한 비실명, 무기명 정책이 제시되고 국제 금값이 하락 추세를 보이면서 금모으기에의 참여가 더 이익인 것으로 계산, 적극적인 태도로 돌아서고 있음을 찾아볼 수 있었다. 정부의 금모으기 운동에 대한 태도는 재정경제부(재경부)와 한국은행이 차이를 보이고 있는데, 재경부의 경우는 금 판매 대금의 유입으로 인한 외환보유고 획득이라는 가시적인 경제적 성과를 획득할 수 있다는 예상과 함께 위기에의 정치적 책임론을 무마하고 국민의 신임을 회복하기 위해 보다 적극적으로 참여하고 있었다. 하지만 한국은행의 경우는 환차손의 발생과 통화 관리의 어려움을 예상하여 소극적인 태도를 취하였음을 알 수 있다. 민간 기업으로서 대기업의 경우는 경제적으로는 금 수출을 통한 수출 실적 향상과 금 판매를 통한 자금 조달을 위해, 정치적으로는 경제 위기를 가져왔다는 사회적 책임론을 무마하고 국민의 신임 회복을 위해 적극적으로 나섰으며, 금융기관 또한 금모으기 운동을 이용한 고객 유치 활동과 이미지 개선, 사회적 책임론의 무마 등과 같은 이익을 얻을 수 있었기에 보다 적극적으로 금모으기 운동에 참여하였다. 이 논문에서는 지금까지의 집합 행동-특히 위기 상황의 극복을 위한 것들의 분석에 있어서 너무나도 자연스럽게 민족주의를 강조, 언급해 온 경향에서 벗어나, 그동안 미흡했던 집합 행동에의 참여자들이 자신들이 처한 상황 속에서 계산하고 있는 이해관계에 대한 분석을 하고자 했다. 실제 금모으기 운동에 있어서도 “위기 극복”이라는 집합적 보상이 사회 구성원 모두에게 주어졌지만, 각 참여 주체별로 위기에의 인식 정도와 그 영향, 그리고 참여 여부와 정도에 따라 선택적 보상으로서의 혜택이 다르게 주어졌기 때문에 참여에의 적극성 여부와 시기의 차이를 분명히 보이고 있다.
더보기This thesis intends to reveal the real motivation behind the success of the Gold Collection Campaign in 1998, as part of the nationwide effort to overcome the economic crisis. It suggests that the economic actors actively participated in the campaign not out of nationalism, but out of the calculation that it would eventually benefit themselves. True, nationalism was one of the reasons for the Gold Collection Campaign, but the success of the campaign owed much to the choice of all actors - the Korean people, the government, conglomerates, and financial institutions - to participate in the campaign, based on the judgment that it was in their interest. For this research, I made three premises. First, the material for the analysis would be limited to the newspaper articles from the era. Since most newspapers, banks, and broadcasting stations took part in the campaign, new developments were reported on a daily basis, leading it to be dubbed a 'media campaign.' Therefore, newspaper articles serve as the most specific and vivid documents. Second, I will divide the individual motive of collective behavior into ideology and interest of actors. Of course, such a separation is only for the purpose of analysis. We could not divide the motive for behavior into ideology and interest completely in the real world. Even though collective behavior can be triggered by ideology, I assume that it can only be organized and systemized when there is a certain interest pending for each actor. Third, I grouped the actors involved into the Korean people, the government, conglomerates, and financial institutions, and scrutinized each actor''s own situation and their interest relations. The Korean people, in particular, were subdivided into the common group and the wealthy group, and each group was investigated. Since households, businesses, and the government were the main economic actors involved in the crisis, and shared an obligation to overcome the crisis, this grouping are reasonable to apply in this thesis. Based on these premises, in Chapter 3, I analyzed the economic crisis and the progress of the Gold Collection Campaign by referring to the newspaper articles from the era. Because the impact of the economic crisis on Korean society was comparable to the impact of colonization by Japan in modern times, the Gold Collection Campaign in 1998 could gather as much support as the campaigns under Japanese rule, such as the 1907 National Debt Compensation Movement. In Chapter 4, by analyzing the interest relations each actor had under its own circumstances, it is shown that they had different positions and varying self-interests at stake, even though on the surface they seemed to work together to 'save' the country from the crisis. The common group expressed a strong will to offer gold immediately to overcome the social and economic suffering inflicted by the economic crisis, but they expected that the return on their investment of gold would be greater in the long term. However, at the beginning of the Gold Collection Campaign, the wealthy group considered the economic crisis an opportunity to increase their wealth, thanks to high interest and foreign exchange rates. Therefore, they took a lukewarm attitude towards participation in the campaign until the first and second weeks. The reward was uncertain, and they had to even risk exposing their wealth and vested interests to society. However, the situation changed rapidly. The government announced that anyone who wanted to sell gold did not have to give their real name. In addition, the international price for gold began to slump, so holding on to gold would no longer be profitable. Under these changed conditions, the wealthy group opted for the campaign. As for the government sector, the Ministry of Finance and Economy (MOFE) and the Bank of Korea (BOK) maintained different positions. The MOFE favored the campaign because the influx of dollars from the sale of the gold would build up the foreign currency reserve, and serve as an opportunity to restore public confidence. The BOK, however, was somewhat skeptical, due to the expected foreign exchange loss and difficulty in currency management. In the private sector, conglomerates went all-out for the campaign in order to increase exports and secure capital by selling gold in the world market, as well as to avoid being criticized for causing the economic crisis. This could also restore the public''s confidence in business. In other words, they had much to gain both economically and politically from the campaign. The financial institutions also committed themselves to the campaign, in order to attract more customers, promote their image, and avoid blame for the crisis. In this thesis, I suggest a different method to analyze collective behavior, especially for overcoming a crisis, by paying attention to the possible gains and losses of each actor under certain social circumstances. So far, much effort has been made to explain a collective behavior from the nationalistic perspective, so I tried to shed light on the self-interests of the parties involved. In the case of the Gold Collection Campaign, overcoming the crisis was the collective reward for the campaign, but the players judged the situation differently, and acted in their timing and will according to their own self-interest.
