항공기 사고 발생 시 인명과 재산의 피해가 수반되어지는 데 특히 국민의 재산과 생명을 보호하는 것을 주 임무로 하는 국가기관등 항공기의 경우 어려운 임무조건 및 악기상 상황에서도 산불진화, 인명구조, 항공방제 및 응급 환자이송 등 임무위험성이 상대적으로 높고, 과거에 사고 발생 시 정확한 원인규명에 의한 사고예방활동이 제대로 이루어지고 있지 않아 반복적이고 치명적인 사고로 이어지는 경우가 많은 편이다.
운송용 항공기를 운용하는 정기항공운송사업 항공사는 안전분야의 지속적인 투자와 정부의 정책적 지원에 힘입어 항공기사고율을 감소시켜 최근 10년간 무사망 사고를 기록하고 있지만, 대부분 회전익항공기를 운용하는 국가기관등의 경우는 2006년 7월 9일자로 시행된「항공법」에 의하여 본격적인 제도권의 관리를 받게되었으나 항공기 운용부서의 기본적인 안전부문에 대한 소극적인 투자와 대형 항공사 위주의 안전정책 등으로 인해 안전관리 개선이 좀처럼 이루어지지 않았다. 이러한 상황에서 2008년 1월 1일부터 「항공·철도 사고조사에 관한 법률」 제3조 제2항에 의하여 국가기관등항공기에 대한 사고조사가 적용 시행되게 되었다.
최근 10년간(1997년-2006년)의 국내 항공기사고 현황을 살펴보면 총 43건의 사고에 사망 260명, 부상 307명의 피해가 발생하였고, 항공기 종류별로는 민간 회전익 항공기 25건, 운송용 고정익 항공기 9건, 기타 고정익 항공기 9건이 발생하여 회전익 항공기사고가 전체사고의 58%를 차지하고 있다. 같은 기간에 국가기관등에서 운용하는 항공기사고는 총 13건이 발생하였고, 모두 회전익 항공기사고이며 이를 포함하면 회전익 항공기사고는 전체사고의 68%에 달한다.
사망자 수는 운송용 고정익 항공기가 241명으로 가장 많았으며, 회전익 항공기 16명, 기타 고정익 항공기 3명으로 나타났다. 우리나라 민간 회전익 항공기사고는 1997년부터 2006년까지 최근 10년간 총 25건이 발생하였고, 그 중 사망사고는 7건이었으며 사고로 인해 16명이 사망하고 24명이 부상당하였다.
산림청 소속 항공기는 1983년부터 2006년까지 총 24건의 사고가 발생하였고 그 중 1997부터 2006년까지는 11건 사고에 사망사고가 2건 있었다. 소방 항공기사고는 1983년부터 2006년까지 총 5건의 사고에 사망사고는 2건이며, 1997년부터 2006년까지는 2건의 사고에 사망사고는 1건이었다.
1983년부터 2006년까지 우리나라 국가기관항공기의 경우 총 29건의 사고가 발생하였고 그 중 17건의 사고가 인적요인에 의해 발생하였으며 이는 전체의 58%를 차지하고 있다. 미국 산림항공기의 경우 또한 총 20건의 사고 중 12건의 사고가 인적요인에 의해 발생하였으며 이는 전체의 60%를 차지하고 있어 대부분의 항공기사고가 인적요인에 의해 발생한 사고였으며, 세부요인을 분석할 결과 인적요인으로 분류된 사고 중 조종사의 비상조치 미숙, 규정 및 절차 불이행, 부주의 및 경계소홀이 세부원인으로 파악되었고, 정비사의 정비불량 또한 인적요인의 한 부분이었다. 이 중에서 조종사의 부주의 및 경계소홀로 발생한 사고가 인적요인 중 47%로 가장 많았다.
위험성 높은 임무를 수행하는 국가기관등항공기의 경우는 사고발생시 민간 회전익 항공기사고에 비하여 사망사고로 이어지는 경우가 높기 때문에 정확하고 세밀한 사고사례 분석을 통한 안전대책의 마련이 시급한 실정이다. 따라서 산림청 및 소방항공대 등 국가기관등 항공기 운용현황을 살펴보고 회전익 항공기사고의 발생원인과 국내외 사고사례 분석을 통하여 사고유형별 사고원인을 도출하였으며, 안전확보를 위하여 인적요인 측면, 기계적 요인 측면 및 환경적 요인 측면에 대한 개선방안을 강구하였다. 또한 항공법규상 국가기관등항공기의 안전제고방안 및 항공사고조사 관련 제도상의 개선대책을 제시하였다.
Aircraft accidents accompany damages to human lives and properties, in particular, when it comes to the government aircraft of which the major role is to protect national citizens' lives and properties, the operation bears relatively higher risks in dealing with mountain fire extinguishment, life saving, aerial pesticide spraying and emergency patient transportation, etc. while in the past accidents in its association, precise cause determinations were not made for the accident prevention, which has led to numerous repetitive and fatal accidents.
With regard to the scheduled air transportation service airliners operating commercial aircraft, the record shows 10 consecutive years of non fatal accidents owing to their sustaining investments in safety related sectors and to government supports of safety policy, however, as for the government organizations operating mostly rotor wing aircraft, though the Aviation Act taking effect on July 9 2006 enabled them to receive institutional management, their passive investments in basic safety sectors and government's safety policies focusing on mega size airliners, etc. hindered in making improvement on safety management. Under the circumstances, the Aviation and Railway Accident Investigation Act was established on January 1 2008, and in accordance with its Article 3, paragraph 2, the accident investigation into the government aircraft commenced.
For the past 10 years(1997∼2006) of domestic aircraft accident record, there were a total of 43 accidents involving 260 fatalities and injuries to 307 persons, by aircraft types, 25 accidents to civil rotor wing aircraft, 9 to transportation fixed wing aircraft and 9 to other fixed wing aircraft, which accounts for the rotor wing aircraft accidents to be 58 % of all accidents. In the same period, there were a total of 13 accidents to government aircraft, all of which were with rotor wing aircraft, including these accidents, all rotor wing aircraft accidents take up 68 % of all accidents.
As for the number of fatalities, the majority was 241 from accidents to transportation fixed wing aircraft, 16 from rotor wing and 3 from other fixed wing type. There were 25 accidents to civil rotor wing aircraft for 10 years from 1997∼2006, 7 of which were fatal accidents where 16 persons were killed and 24 persons were injured.
There were a total of 24 accidents to the Korea Forest Service aircraft from 1983∼2006, 2 of which were fatal accidents out of 11 accidents from 1997∼2006. Fire fighting aircraft accidents recorded a total of 5 from 1983∼2006, 2 of which were fatal accidents, and there were 2 accidents recorded from 1997∼2006, 1 of which was fatal accident.
From 1983∼2006, there were a total of 29 accidents to the government aircraft, 17 of which were caused by human factors, which accounts for 58 % of all accidents. In case of U.S forest service aircraft, 12 out of a total 20 accidents involved human factors, which takes up 60 % of all accidents, representing that most of aircraft accidents were attributed to human factors. And the analysis of the specific factors of the accidents classified in association with human factors shows the pilots' unskilled emergency actions, incompliance with regulations and procedures, inattention and lack of watchfulness along with maintainers' poor maintenance work. Out of these specifics, the pilots' inattention and lack of watchfulness were major human factors of 47 %.
Since the accidents to the government aircraft performing high risk duties lead to fatalities more often than those to the civil rotor wing aircraft, it is urgently required to have safety measures through accurate and precise analysis on accident cases. In this perspective, the government aircraft operations of the Korea Forest Service and the Fire Fighting Aircraft Brigades, etc. have been examined and cause determinations made by accident types through the analysis on the causes of rotor wing aircraft accidents and on domestic and foreign accident cases. And in order to secure safety, the improvement methods on human factors, machinery and environmental factors have been devised. Further safety enhancement methods for the government aircraft in terms of aviation legislation and institutional improvement measures on aircraft accident investigations have been suggested.
