본 연구는 1928년 6월부터 1931년 9월 18일 일본의 침략이 있기까지 중국의 동북지역 이른바 만주 지역을 장악하고 있던 장학량정권의 성격을 살펴본 것이다.
남경 국민정부는 제 2차 북벌을 단행하여 28년 6월 장성 이남을 통일한 후, 완전한 통일을 위해서 장학량에게 중앙에 복종할 것을 요구하였다. 한편 일본은 만몽 지역에 대한 이권을 유지·확대하기 위해서 국민정부의 영향력이 동북 지역에 미치는 것을 적극 저지하려고 하였다. 장학량정권은 남경 국민정부와 일본 사이에서 어느 한편을 선택해야 하는 상황에 놓였다. 이러한 상황에서 장학량은 易幟를 단행하여 통일을 완성한 주체로 칭송되기도 하였지만, 9·18 사변시에는 일본의 침략에 전혀 저항하지 않음으로써 '不抵抗將軍'이라는 오명도 동시에 가지고 있었다. 따라서 장학량정권에 대한 연구를 통해서 9·18 사변전 중국의 국가통합 문제 및 장학량정권와 일본의 침략관계 그리고 장학량이 부저항할 수밖에 없었던 이유를 밝힐 수 있을 것으로 생각한다.
제1장에서는 장학량정권은 어떻게 성립되었으며 정치·군사적으로 어떤 한계를 가지고 있는가? 그리고 어떤 집단을 세력기반으로 하고 있는가를 보았다.
1928년 4월 국민혁명군에 의한 제 2차 북벌이 시작되어 6월 8일 장성 이남이 통일되었다. 국민혁명군은 일본과의 충돌을 우려하여 만몽 지역으로 진군하지 않고, 장학량에게 남경 국민정부에 복종할 것을 촉구하였다. 게다가 당시 중국 국내에는 북벌 통일에 의한 혁명적 분위기와 일본의 산동 출병에 따른 배일적 분위기가 매우 고조되어 있었다. 한편 동북 지역에서는 그동안 국민당을 공산당과 동일시 하여 철저히 배격해 왔던 구파 세력이 국민정부에 복종하는 것을 반대하였고, 장학량과 양우정 등 신파는 국민정부에의 복종을 받아들일 수밖에 없다고 하였다. 또한 신파는 郭松齡의 부하들을 중심으로 하는 陸大派와 양우정을 중심으로 하는 士官派가 대립하고 있었다. 이런 상황에서 장학량은 구파와 육대파의 지지로 장작림의 지위를 繼任할 수 있었다.
장학량정권은 성립하였지만 기반이 확고하지 못했다. 장학량은 역치를 실행한 직후 동북 지역에서 상당한 정치적 위치를 가지고 있던 양우정을 극단적 방법으로 총살함으로써, 역치에 따른 구파의 불만을 약화시켰다. 그리고 자신의 측근 세력이라고 할 수 있는 3·4방면군 출신들을 권력의 핵심에 포진시켜, 이를 기반으로 권력을 안정시키고, 高紀毅를 통해서 교통계를 장악하였다. 남경정부와의 관계를 고려하여 주로 절강계 출신들을 중용하여 구파 세력을 견제하였다. 장학량정권은 사적 인간관계를 통한 신파의 기반 위에서 구파 세력과 연합하여 형성되었다. 따라서 장학량은 신파 세력을 자신의 주변에 모았지만, 정권의 안정을 위해서는 구파 세력을 포용해야 하는 취약성을 극복하지 못했다.
제 2장에서는 장학량정권과 남경 국민정부 및 국민당과의 관계를 살펴봄으로써, 장학량이 주장한 중앙옹호의 한계성과 9·18사변시의 부저항정책에 대한 내적 요인을 검토하였다.
역치를 실행하였다는 것은 삼민주의를 신봉하고 국민당에 복종하는 것을 의미한다. 그렇지만 장학량은 동북 지역에서 국민당원의 활동을 억제하였고, 국민당부의 설치도 장개석의 대폭적인 양보를 얻어내 동북 지역에 국민당의 영향력이 전혀 미치지 못하게 되어서야 비로소 허용하였다. 동북 지역에서의 국민당부는 1931년 국민회의를 바로 앞두고 장개석의 필요에 의해서 설치되었고, 국민당 중앙의 통제를 벗어난 이른바 '동북인의 당부'가 되고 말았다. 때문에 동북 지역에서 국민당원의 활동이 당부 설치 후 인정되었지만, 그들든 공식적인 활동보다는 순수 민간단체에서 활동하였다.
중원대전 때 장학량은 화평동일을 주창하면서 동북군을 관내에 출병함으로서 전쟁을 종식시켰다. 하지만 장학량은 중원대전 이전에 관내에 진주하려는 계획을 가지고 있었지만, 세력균형 유지를 위해서 혹은 구파의 반대 때문에 실현할 수 없었다. 관내에 동북군을 진주시킨 후 장학량은, 장개석에게는 중앙에의 복종을, 구파에게는 동북에서의 지반을, 신파에게는 새로운 지반을, 산서·서북군에게는 적절한 선후조치와 현상유지를 담보하지 않으면 안되었다. 그러나 장개석의 동북군에 대한 견제와 선후비용를 마련하지 못한 재정적 어려움으로 장학량의 화북 지역에 대한 통제력이 약화되었다. 장학량은 화북 지역의 재배권을 강화하기 위해서 더많은 동북군을 관내로 진주시켰지만, 石友三의 반란을 진압하는 과정에서 오히려 화북 지역의 지반을 거의 상실하였다. 그는 일본의 침략이 노골화하고 있었지만, 일본과의 충돌을 우려하여 동북으로 돌아갈 수도 없었다. 장학량은 동북 지역의 지반을 상실하지 않기 위해 일본을 자극하지 않으려 했고, 이것은 9·18사변시 일본의 침략에 저항하지 않은 내적요인이 되었다.
제 3장에서는 장학량이 일본과의 관계에서 민족주의·애국주의자로 평가받고 있는 것에 대하여 대일 교섭과정을 살펴봄으로써 이를 객관화해보고자 하였다.
장학량정권은 역치를 단행하여 중국을 통일시키는데 기여한 것은 분명하다. 하지만 본 장에서는 장학량정권의 역치가 완전한 중앙에의 복종 및 일본의 만몽분리정책의 저지를 의미하는가 하는 점을 검토하였다. 장학량은 내외적으로 역치를 실행할 수 밖에 없는 상황이었고, 따라서 그는 일본의 적극적인 대만몽정책 속에서 언제 어떻게 역치를 할 것인지가 문제였다. 그리고 장학량은 남경 국민정부와 일본 사이에서 최대한 자신의 지반을 확보하고 동북 지역의 정치적 안정을 도모해야 했다. 이를 위해서 장학량은 동북 지역의 특수성을 내세워 남경 국민정부의 양보를 얻어내 동북 지역의 지반을 확보할 수 있었다. 이리하여 동북 지역의 정국을 안정시킨 후 일본의 대륙정책이 역치를 저지하던 것에서 현실적인 이권교섭으로 선회하자 국내의 민족주의 열기에 편승하여 역치를 단행하였다. 물론 일본의 田中 내각이 동북 지역을 중국 본토로부터 분리시키기 위해서 역치를 저지하였지만, 국내외적 상황으로 역치저지를 포기하였던 것이다. 따라서 장학량이 역치를 단행함으로써 일본의 분리정책을 좌절시켰다고 평가하는 것은 곤란하다.
그리고 장학량정권이 일본과 철도 교섭을 하는 과정에서 9·18사변이 일어나기 직전까지 지지부진하였고 결과가 없었다. 물론 일본이 신속히 교섭을 마무리 짓고 공사를 시작하려고 했던 것은 사실이다. 그런데 장학량은 동북 지역에서 자신의 지반을 확고하게 유지하여야 했고, 현상유지적인 통일을 추구하면서도 민족주의의 분위기를 무시할 수 없었다. 그는 배일 운동을 철저히 단속하면서도 일본의 요구대로 철도 교섭을 타결지을 수 없었다. 따라서 남경정부로부터 동북 지역 철도에 관한 일본과의 교섭에 대하여 전권을 위임받았지만 명확한 태도를 취하지 못하였던 것이다. 9·18사변 때까지 일본이 자신들의 요구를 성취하지 못했다고 해서, 이를 장학량정권이 일본의 경제적 침탈을 저지하려는 혁명외교에 바탕을 둔 교섭을 하였다고 평가하는 것은 적절하지 않다고 생각한다.
결국 장학량정권은 성립과정에서 장작림의 후광을 엎고 구파의 도움을 받아 동북의 군정권을 계임하였다. 이는 정권의 안정을 위해서 구파와의 관계를 단절하지 못하게 된 주요한 요인이 되었고, 정권의 한계성으로 나타났다. 장학량은 시종 중앙옹호를 주장하였다. 하지만 장학량은 지역적 안위를 우선시 하여 일본과의 교섭에 적극적으로 임하지 못했고, 세력균형 속에 지반을 확보하려는 군벌적 속성을 유지하였고, 그리고 정권의 안정을 위한 구파와의 연대 때문에 국민혁명 시기 중국의 가장 중요한 과제였던 국가 통합에 사실상 기여하지 못했다. 또한 이러한 장학량정권의 성격은 일본의 침략이 구체화 되었을 때 부저항정책을 취할 수 밖에 없는 내적요인이 되었다.
This study examines the Chang Hsueh Liang regime which, prior to the Japanese invasion, controlled the northeastern region of China, or Manchuria, from June 1928 to September 18th, 1931.
The Nationalists at Nanjin launched the second northern expedition and by June 1928 controlled the south of the Great Wall, and urged Chang Hush Liang to obey to the central government. At the same time, the Japanese were eager to stop the advancement of the Nationalists into the northeastern region in order to secure and expand their interests in the region. This put Chang in dilemma. He had to choose either power between the Nationalists and the Japanese. Chang decided to adopt the "Yuk Chi (Changing Flag)," which made him a hero completing the unification of the country. Nevertheless, Chang failed to resist the Japanese during the 9·18 (September 18th) Incident, which tagged him a "non-resistant general." This study sheds lights on such critical issues as the unification of China prior to the 9·18 Incident the relations between the Chang Regime and the Japanese, and the reasons for Chang's non-resistant policy.
Chapter One surveys the establishment of the political base of the Chang regime to see whether the regime had ever escaped from an warlord status.
The National Revolutionary Army launched the second northern expedition in April 1928, and, by June 8th, controlled the south of the Great Wall. The Army, however, did not advance to Manchuria lest they confront with the Japanese there, only demanding the Chang regime obey to the Nationalists. Throughout China was there high hope for the national unification through the northern expedition and of strong anti-Japanese sentiment due to the Sandung expedition of the Japanese. In the northeastern region, however, both the conservatives and the new faction, Chang Hsueh Liang and Yang Yu Ting, in particular, who regarded the Nationalists as the Communists opposed to the demand of the Nationalists. Within the new faction, there existed conflicts between Kuo Sung Ling and his followers and Yang and his followers. Chang was able to succeed the leadership of Chang Tso Lin with the help of the conservatives and the Kuo's.
The Chang regime was established but its political base was weak. Having adopted the Yuk Chi, Chang sought to alleviate the disappointment of the conservatives by executing Yang who had enjoyed a considerable power in the northeastern region. Chang, then, put his right hand men mostly from 3·4 Region Army at the center of his power. Chang also recruited men from the southern region to make a friendly gesture to the Nanjin Government and to check the conservatives at the same time. All this indicates that Chang was not too different from an warlord.
Chapter Two describes the relations between the Chang regime and the Nationalist government and the Nationalist Party at Nanjin; it explains the limits of Chang in supporting for the central government and the reasons for his non-resistence policy toward the Japanese at the time of the 9·18 Incident.
Adopting the Yuk Chi meant that Chang followed the principle of "Sam Min Chuyi" and the Nationalist Party. But Chang suppressed the activities of the Nationalist Party in the northeastern region. Not until did he secure substantial concessions from Chiang Kai Sheck, thus making any meaningful activities of the Nationalist Party unlikely, than he allowed the establishment of the branch of the Nationalist Party in the region. The Nationalist branch in the northeast was established in 1931, but it served not more than a 'Northeast Party Division,' which was beyond of the control of the central government--its activities were restricted to purely civilian purposes, not political ones.
During the Chinese civil war in 1930, Chang mobilized his army calling for a peaceful unification, and ended the war. Nevertheless, the peace and unification he called for meant a status quo among the warlords, far from the centralized rule by the Nanjin government. Moreover, Chang insisted on political means in solving the anti-Chiang forces in Sanshi and Northwest after the war, while Chiang wanted to do it by force. The differences of Chang and Chiang in regards to the northern region led to a compromise by which Chang was allowed to rule the region but to take financial responsibility there. The financial difficulties and the Shih Yu San's rebellion, however, made Chang weak in gripping on the northern region. He was unable to control over the conservatives who called for 'securing the border and protecting the people.' Although the Japanese intrusion became to be apparent, Chang adopted a non-resistant policy for fear of losing his base in the northeast as a result of the military showdown with the Japanese.
Chapter Three analyzes Chang's negotiation with the Japanese in order to evaluate the validity of Chang as a nationalist.
It is certain that Chang contributed to the national unification by adopting the Yuk Chi. This Chapter, however, examines whether the Yuk Chi meant a complete attachment to the central government and a resistance to Japan's policy of separating the Manchuria from China. Chang was in a situation in which there was no other option but to adopt the Yuk Chi; only thing he could do was decide when and how the Yuk Chi should come. Confronting with the Japanese and the Nanjin government, Chang had to find a way to secure his political base and stability in the region. Chang was able to secure Nanjin's concession by emphasizing the peculiarity of the northeastern region, which made his continued grip on the region possible. Fortunately for Chang, Japan shifted from her earlier policy against the Yuk Chi to a policy seeking for her practical interests in the region. The Danaka cabinet wanted to stop the Yuk Chi to separate the northeast from the Chinese mainland; however, he had to give up the policy due to the various developments in and outside Japan. With these developments and the overall nationalism throughout China in mind, Chang adopted the Yuk Chi. Therefore, it is questionable to argue that Chang adopted the Yuk Chi to block the separation policy of Japan.
Up until the 9·18 Incident, Chang continued to work on the railroad negotiation with the Japanese with little progress. The Japanese wanted to conclude the negotiation swiftly and to begin the construction. Chang was in dilemmas, however. He had to secure his political base in the region. He had to maintain a status quo unification and to be sensitive to the nationalistic mood of the country. Thus, while suppressing the anti-Japanese movement he could not conclude the railroad negotiation with the Japanese, Given, though, a complete authority over the negotiation by the Nanjin government Chang continued to be unclear on the issue. The fact that the Japanese failure to get what they had demanded prior to the 9·18 Incident should not lead to an assumption that Chang's skillful and nationalistic diplomacy played a major role for the Japanese failure.
In summary, Chang was able to succeed the leadership of Chang Tso Lin with the help of the conservatives. Chang's connection to the conservatives, however, limited Chang's ability to act. He continued his support for the central government at Nanjin, but his ulterior motive was not to achieve the unification by the Nanjin government, but secure his warlord-like political entity. His concern for the political stabiltity in the northeastern region also made him passive in negotiating with the Japanese. As a result, China became to be weak at home and unable to make any effective responses to the Japanese. When the Japanese aggression came, the Chang regime had no alternative but to adopt a non-resistance policy.
