The knowledge-limited economic's paradigm is the point of making prior occupation of technological competitive advantage in the competitiveness among firms, and every industry is on the way of turning to knowledge-based system it is inevitable that every industry on its way of turning to knowledge-based system faces fusion technology strategies in development. Technology transfer becomes a critical alternative for small and medium sized firms〔SMEs〕which have limited financial and R&D capacity to create an innovation by getting into a new technology. Nevertheless, it is dramatically getting down that core and top leading edge technologies in beginning stage on inter-firms as the competition between firms is getting keen and cut-throat. Thus recent firms have a tendency of obtaining new technologies by building up their own development system with its link with other institutes such as universities or research institutes, while they strengthen up their own technical power. Therefore, any region specialized in a particular industry has to stay predominant regionally by continuous technological innovation as well as positive external economic. That is ; any region should build up technology transfer system which is able to trigger a fusion technology development while consolidating endogenous new technology creation, plus innovational ability through functional link among economic entities in regions.
Recent study on regional innovation system as well as industrial cluster build from economic geography's prospectives shows systematic models which can be with knowledge creation and innovation in a region besides, study on technology transfer also introduces some models. However, these strategic models do not focus on the diffusion of knowledge creation in a region, nor substantially prove the technology transfer mechanism.
This thesis shows general patterns of technology transfer and systematically contemplates the mechanism which triggers knowledge creation and its diffusion in a region, and continuous technology innovation, based on analysis for the case of Pohang steel industrial complexes, a steel industrial agglomeration, by reviewing path of the technology transfer in small and medium enterprises.
The results of this study are as follows:
Firstly, it is shown that the own development rate turns out to be high in acquiring new technology as for compainies in Pohang steel industrial complexes, while the purchasing rate records low. Considering the trend of accelerated technological change, it is obvious that there is a limit in keeping competitive merely with technological coorperation among companies.
Thus, every company is required to strengthen up technological ties with their local universities and search firms, while they still make an effort to extend its R&D capacity.
Secondly, it is found that path of the technology transfer of companies in the area was not various, concentrating on particular channel as well as lack of institutional system which prevents from access to various sources of technology.
In technology transfer mechanism, the R&D capacity of companies enables them to search various paths of technology transfer by boosting their absorptive capacity for new technologies. That is, it can be the core motive force of vertical technology transfer for companies with solidification of an access to technological cooperation and a close networking build-up.
Thirdly, it's proven that technological transfer patterns of local firms are different, depending on its product qualities, process engineering and firms' capability. While technology sources are tendentious on the whole, vertical technology transfer pattern for acquisition of new material-related technology through the link with academic side is increasing.
R&D capacity of companies is critical factor which decides the patterns of their technology transfer. Namely, companies with excellent R&D capacity are mostly likely to be on vertical transfer pattern, on the contrary, companies with inferior R&D capacity tends to be on horizontal transfer pattern based on purchase of facilities from other companies.
The fourth, re-transfer is rare when companies source new technologies from outside.
And leading companies in the area, except for POSCO plays so limited role. It is usual that lack of technology transfer nodes causes an overlapping introduction of technologies and consuming competition. And it acts as loss of various possibilities of technology transfer in the end. Consequently, companies are required to consider technical synergy effect through mutual cooperation from a long term and productive perspectives.
The fifth, spatial pattern of technology transfer appears in different way, depending on characteristics of acquired technologies and firms' capability.
Process engineering is mainly from facility firms in other regions or overseas, which are geographically located in broad area, and it is the patter of companies with inferior R&D capacity. On the contrary, as for product technology, it is transferred between local companies (i.e. POSCO and its subcontracting firms) or through the link with universities and research firms. It shows strong locality and the transfer patter of companies with excellent R&D capacity. Judging from the above, geographic proximity is the critical factor to make easier in inter-study and especially in region's industry-university-research institute vertical transfer. When it comes to the nature of technologies, in case of top-edge, core-precise new technologies, there appears a strong locality, while it broadens in the event of product with maturity.
The sixth, region's industry-university-research institute networking are mostly based on value chain. And it is a core force of local technology transfer mechanism and at the same time, it becomes immanent new technology creation and innovation mechanism as well. However, strong closeness among networks may weaken each firm's unique potential for innovative creativity as well as embed their path-dependency. Besides, it may work as an entrance barrier for other local competitors who do not belong to the network and in the end, it deepens the technology gap and prevents from the technological coordination.
In short, as it is deepening the technology gap and preventing from technological coordination. the technological synergy effect in the area becomes very limited, companies with inferior technical capability is expected to be risky for acquired technology uncertainty due to its deepened path-dependency. The reason behind includes lack of their passion for innovation, but it comes more from the absence of knowledge broker, which incites region's industry-university-research institute networking.
Consequently, it should be considered of both the gap of each firm's technological capabilities and the role of business support agency as a knowledge broker so that we can extend the currently limited local technology coordination networks to local level.
