The neo-military and political change in Myanmar : Political power of the military and prospects for democratization

The purpose of this study is to examine the prospects for regime change through analyzing how the military government of Myanmar(Burma) manages political power. To fulfill the purposes, I have established five propositions, which are extracted from internal and external factors from the military government, on the basis of how the military government could take political power empirically.
The neo-military have professed themselves as a radical reformist unit. They have abolished all socialist ways in order to discriminate against the old socialist regime. Also, the military set up their role as a caretaker from 1958-60 when it protected the country against the civil war threats. In doing so, they intended to secure the peoples’ support. However, the neo-military did not agree with the result of the general election in 1990. Furthermore, they have been preparing to employ a dual function, or dwifungsi, which would serve national defense and the political sphere.
The neo-military have been headed to a garrison state through a military buildup, which has included large monetary expenditures on armaments since 1988. As a result, national income was not distributed for social welfare needs. Social control laws and institutions, which were enacted during the old regime, are still operating to enlarge range of control. Mass mobilization capabilities with people from various age and social classes have strengthened state corporatism. The neo-military is not an agency for state modernization, but rather an exclusive interest group which protects traditionalism.
The external factors of the propositions are divided into domestic and international sections. The former focuses on the strength of the social forces which oppose the regime, while the latter aims to compare diplomatic strategies of the international society, which are either in support of or against the neo-military.
Most of all, internal democratic movement empowerment have become weak as many democratic movement activists had left Myanmar. Therefore the military can easily control pro-democracy groups at low costs. Activists abroad strive to only obtain hegemony for democratic movement, so solidarity between activists inside and outside cannot be built up. The activists inside are accustomed to military culture which has a top-down decision making characteristics owing to long lasting military regime. Because they are not able to learn civic culture for politics, they rather legitimize their action by drawing on traditional Buddhist practices. It means that their political culture has been established on the parochial and subject ones.
Daw Aung San Suu Kyi, who has been influenced with Buddhist philosophy, has only suggested a mental revolution as opposed to workable strategies against the regime. Politicians are also unable to suggest any policy for regime change since the current system has so much opposition. The National League for Democracy(NLD) identified itself as a secular political party, but party members including Daw Aung San Suu Kyi have promoted a confrontational attitude with the military by not suggesting any secular workable policy for democratization or national reconciliation for the last twenty years.
Liberal western countries like the U.S. and the European Union, whose aims are force the military regime to step down, are executing an economic sanction to isolate the regime from the international society. On the other hand, surrounding countries like China, India, Russia, and the ASEAN are guarding the military regime due to political and economic interests with Myanmar. Also notable, two permanent members of the United Nations Security Council, China and Russia, have strongly vetoed any potential military action against the military regime.
In view of the results so far achieved, to suppress and depoliticize the people by the regime is the important reason why the neo-military can manage political power. In fact, the authoritarian system of the Myanmar military government is equal to any other military regime. More importantly, it should be pointed out that social forces are not strong enough to overthrow the regime by itself in the aspects of solidarity and resistance behavior. Moreover, diplomacy strategies of the regime’s supporting countries are more effective than those of anti-regime countries.
To achieve a regime change, it needs to harmonize the modernized political structure, and national political ideologies, norms, and values. The citizens of Myanmar, including the military, are still in a cage of a tradition-oriented way of thinking and living. The more success and power the military regime experiences, the more this trend would empower them. The best way to modernize traditional thinking and life is through economic development.
There will be a general election held in 2010 and the military government assure their win in the election. Therefore political order could be turned the system in to a kind of quasi-civilian one, providing party politics in which the military leaders turned civilians occupied supreme positions in a near short term. In fact, the military have been preparing to general election in order to realize their permanent exclusive interests. They really do not want to political development for state development and national reconciliation. Long standing of the military in the political sphere was possible due to weak social forces not distinguished by their political skill, so that the military could easily face the regime crisis.
A withdrawal of the military could aggravate disorder under the condition in which any blueprint such as national reconciliation and unity is not suggested. To achieve a stabilizing regime change and political development, gradual withdrawal of the military soldiers in the political sphere is needed, because the role of the military in modern political history is not underestimated. For social forces including democratic movement activists inside and out side, politicians out of a political order should pursue democratic political order by studying democracy and proper protocol for a democratic decision making process.
