Family supporting programs have been considered, among which there are parents-connecting, siblings-supporting, and father-involved family function reinforcement programs and case management, which are especially to help make handicapped children to address themselves to the problems by building their self-esteem in their real life. To help formulate the needed government policy in the future, some of the problems of the supporting policy for family with handicapped children have been examined, which are the grantee selection standard, the budget and infrastructure, and the service delivery systems. And improvement directions of the programs supporting families with handicapped children have been searched. Accordingly, the results are as follows.
First, among programs supporting families with handicapped children are family-targeting programs in welfare facilities for the handicapped, programs of organizations related to parents of handicapped children, parents-connecting programs, siblings-supporting programs, father-involved family function reinforcement programs, and case management.
Second, unlike foreign countries, Korea's welfare policy for the handicapped is focused on the support only for the handicapped. As a result, the legal basis or supporting policy and programs are actually not strong enough to comprehensively address the difficulties and needs related to socio-emotional tendance and provide economical, educational and medical access to the families with the handicapped.
On May 9, 2008, Association of Parents with Handicapped Children in Kyonggi Province urged the government to act, suggesting five-point policy agenda for supporting families with handicapped children, which are as follows. First, to investigate the actual situation of families with handicapped children and to build a supporting system; second, to establish a carer-providing system for the handicapped; third, to offer services such as detachment of case managers to families with the handicapped; fourth, to run 'the Bank of Helpers for the Handicapped' which can provide systematic backups for case managers as helpers for families with the handicapped; last, to prepare a supporting system for reinforcing families with the handicapped, such as expanding parent training. Accordingly, some of the suggestions for the policy for families with handicapped children are as follows, in order to meet the actual demands of them.
First, in Korea, special education, social welfare, and medical care necessary for handicapped children are provided by separate delivery systems and so the integrated planning of the delivery is essential and appropriate service systems are needed according to the life cycle of handicapped children. In particular, regardless of age, handicapped children, even under the age of three, should be able to use medical and educational services.
Second, special education or social welfare programs should be specifically and actively schemed to involve not only handicapped children but also their family members. To support the family members can be called the beginning of the true welfare of the handicapped.
Third, a law for supporting the families with the handicapped needs to be enacted. Although specific contents are clearly stated in the Law of Welfare of Handicapped Children which passed the National Assembly in 2011, the role and responsibility of the central and local governments are demanded so desperately that the handicapped and their family members may be realistically aided.
Last, an income ensuring policy needs to be extended to support the families raising handicapped children. It's because any member of the family of the handicapped should devote all his or her efforts to bring up the handicapped and cannot pay for his or her livelihood. The policy should be the top priority among all policies so that any of the family members cannot lose the opportunity of health care or education because of their economic difficulties. Furthermore, some flexibility may be said to be necessary in order to help, regardless of their income levels, in case of sudden crises. In England, carer benefit is paid to the person who provides usual care for people who is sick or handicapped. The benefit is provided for a carer, regardless of their being one of the family members or not.
Japan's 'The Supporting Law for the Developmentally Disabled' shows Japan's recent tendency of the welfare policy for the handicapped, which is introducing a practical principal that is focused on the families with the handicapped. To support families with the handicapped is just part of the welfare policy for the handicapped, but to support the family demands an important change of a viewpoint toward the whole flow of the welfare policy for the handicapped. The new viewpoint is that the main body of the welfare for the handicapped includes not only the handicapped but also their family members and that the whole family should receive appropriate support needed under their corrent situation so that they all can lead a life as healthy members of society. However good a facility may be, there is no place like home with your family members.
