In spite of the economic difficulties in many developed countries such as the slow economic recovery in the United States and the financial crisis in Europe, the world economy has continued to grow supported by economic growth in developing countries. Maritime transport is responsible for more than 85% of the volume of global trade and related to world trade. Container ports are located at the junction between land and maritime transport, and may provide a competitive advantage to shippers and shipping companies. Because a port has a significant impact on the economy of a country, port authorities are keen to secure hub port status for their container ports. Port throughput is affected by various factors such as geopolitical position, economics and politics, and these factors have been used as a representative indicator to evaluate the port com- petitiveness. There is, however, a question that the volume of container throughput should no longer be considered as the main or sole condition to a port being defined as major or hub port. Port demand is a derived demand of the shipping industry, therefore we need to observe the port throughput not only from the throughput perspective but also the liner shipping network perspective. In other words, a greater level of connectivity between the ports via liner shipping services could be another signal factor with which to judge whether or not a certain port is a major or hub port.
This study aims to explore how the shipping and port network has been structured and changed and to examine the relationship between the network characteristics of ports and their performance. The methodology used is Social Network Analysis (SNA) which examines the relationships amongst social actors within groups through the use of a variety of statistical and visual analysis tools. For this research, data from Containerization International Yearbooks 2006 to 2011 is used to analyze the service networks of major liner shipping companies. In Social Network Analysis nodes (vertices) in the network are the ports and links(edges) in the network are connections realized by vessel movements, such that the liner shipping network determines the port network. This study, therefore, assesses the liner shipping network and through its results demonstrates the potential value of applying a port network characteristic index using Social Network Analysis (SNA). Furthermore, the study explores the relationship between the network characteristics represented by the centrality of ports and performance and how changes in port centrality affects port performance.
The results of the empirical analysis based on the study model may be summarized as follows: Firstly the structural characteristics of the port network. The global port network used by 19 major container lines consists of an average of 505 ports from 2006 to 2011 and the average number of links connected to these nodes is 9.962. The density of the port network was 0.011 on average and the mean distance was 5.34 which showed the characteristics of the small world theory. The clustering coefficient was analyzed as 0.433 and it followed the power law of 'complex system' characteristics.
Secondly, as a result of centrality analysis of the port network, the order of degree centrality was Hong Kong, Singapore, Busan and Shanghai and in case of Hong Kong and Shanghai, the degree centrality was consistently analyzed as high. With respect to closeness centrality analysis, the order was Singapore, Rotterdam, Port Klang, Shanghai and New York and the port with the highest closeness centrality during the period of analysis was Singapore showing the performance of its gateway role due to its location in the network. When it comes to betweenness centrality, Singapore and Hong Kong were analyzed to have the highest betweenness centrality and it is considered that this because the two ports are located on a world ocean transportation trunk route, they therefore play the medium roles. Finally, the ports with consistently high Eigenvector centrality were HongKong, Shanghai, Yantian and Singapore, all located in the Asian region. It can be considered that this reflected high centrality of the ports in the Asian regions and in particular, Korean ports, that is, Busan and Gwangyang which when analyzed were also found to be located in the higher ranks.
Thirdly, panel regression analysis (2006 - 2011) between port network centrality and competitiveness of 20 major ports was undertaken, derived through the analysis above and divided into 6 models to analyze performance. Model 1 analyzed the interaction between four port centralities and port competitiveness and Models 2~5 the analysis after input of each centrality and the rest of the control variables and Model 6 performed the analysis by inputting all the four centralities and control variables. As a result, in Model 2 and Model 6, degree centrality was significantly related to port volume as a measure of port competitiveness. In addition, eigenvector centrality was also selected as a significant variable in the above models. It was analyzed that berth number in Models 2, 4, 5 and 6 and crane number per berth in Models 4, 5 and 6 had positive (+) effects on port volume. That is, the port centrality variables influencing port volume in common on each model were degree centrality and eigenvector centrality.
Finally, because the previously analyzed models showed a strong correlation of each centrality, this may cause the problem of multicollinearity. After the selection of centrality important to port competitiveness among the centralities, an analysis to select and establish an optimal model was undertaken. As a result of the Hausman Test, a fixed effect model was selected and where a port had a high GDP, which is a microeconomic variable under 10% significant level, it had positive (+) effects on port volume and therefore port competitiveness. Furthermore, it was analyzed that of the variables concerned with port facilities and infrastructure, the change of rate of berth had a significant positive (+) effect on port volume. Eigenvector centrality as a variable has positive (+) effects on port volume standing for port competitiveness among port centralities.
The implications and contribution of this study are as follows :
First, as a result of the empirical analysis, port centrality analyzed according to port selection of shipping companies was significant to port competitiveness. Accordingly, the effort to attract small and medium sized shipping companies as well as global shipping lines is required to secure port competitiveness. Second, a plan to maximize port efficiency should be designed to port competitiveness rather than the existing port development policy to secure port competitiveness through investment in facilities and infrastructure and third, ports and retain not only attract large shipping lines but also provide support to attract and retain the existing feeder shipping companies in order to secure the feeder networks which are required for hub port status. Fourth, a strategy to attract global terminal operators is necessary and the change of recognition from a regional viewpoint to a global perspective according to the expansion of the port competitiveness is required. As a result of the analysis and in consideration of the characteristics of eigenvector centrality, it is believed that strategic exchange and cooperation between ports is required. As for the academic contribution of this study, first, this study performed a network analysis on world ports and is the first study to take into account the structure of the port network and port centrality and it analyzed the annual transition using time series data. In addition, this study evaluated port competitiveness through panel regression analysis of port competi- tiveness. Furthermore, compared to prior studies, this study derived objective results by using secondary data and it is believed that this study will be utilized in the ocean transportation, port and logistics related research fields as basic research through social network analysis. Finally this paper provides a new method of measuring port performance by applying a network perspective approach rather than the traditional capacity perspective of each port.
세계 글로벌 경제는 유럽의 재정위기 및 미국의 경제회복 둔화 등의 선진국의 경제적 어려움에도 불구하고 개발도상국의 경제성장의 선전에 힘입어 성장 추세를 유지하고 있다. 세계 교역량의 85%이상을 담당하고 있는 해상운송은 무역과 상호 밀접한 관계를 맺고 있으며 항만은 해상과 육상운송의 접점에 위치하여 선사와 화주에게 경쟁우위를 확보할 수 있도록 지원하고 있다. 동시에 항만은 국가경제에 큰 영향을 미치고 있어 각 국가의 항만당국은 허브항만이 되기 위한 노력을 하고 있다. 컨테이너항만의 물동량은 경영, 경제, 정치 및 지정학적 위치 등의 다양한 요인에 의해 영향을 받고 있으며 항만경쟁력을 평가하는 대표적인 지표로 이용되어 왔다. 그러나 최근 연구에서 컨테이너 처리물동량이 항만의 경쟁력을 결정하는 유일한 조건인가에 대한 의문이 제기되고 있으며 이에 따라 정기선사의 기항패턴에 의한 항만 네트워크 차원에서 항만경쟁력을 평가할 필요성이 제기되고 있다.
본 연구의 목적은 네트워크 이론 관점에서 정기선 운항에 따른 항만 네트워크의 구조적인 특성을 파악하고 세계 주요항만의 중심성을 분석해 보고자 한다. 또한 정기선 운항네트워크 분석을 통해 도출된 항만중심성이 항만경쟁력으로 대변되는 항만물동량에 미치는 영향에 대해 알아봄으로써 선사 중심의 항만경쟁력을 평가하고 항만당국 및 항만운영자에게 컨테이너항만의 경쟁력 향상방안과 개발정책에 필요한 제언을 하고자 한다.
항만의 네트워크 구조적 특성과 중심성을 파악하기 위해 이용된 데이터는 CI Yearbook과 CI online의 2007년부터 2011년까지 6년간의 정기선사 서비스 및 항만 데이터를 활용하였으며 분석방법으로는 그래프 이론의 한 부문인 사회 네트워크 분석(SNA: Social Network Analysis)을 이용하였다. 또한 이를 통해 도출된 주요 항만의 중심성과 항만경쟁력에 영향을 미치는 요인을 선행연구를 통해 도출하여 항만물동량과의 패널 회귀분석을 실시하였다.
연구결과, 항만 네트워크의 구조적인 특성으로 주요 19대 컨테이너 정기선사가 구성하는 전 세계 항만 네트워크는 2006년부터 2011년까지 평균 505개 항만으로 구성되어 있으며 이들 노드간의 연결된 링크의 평균수는 9,962로 나타났다. 항만 네트워크의 밀도는 평균 0.011로 나타났으며 평균 거리는 5.34로 나타나 좁은 세상(Small World)의 특성을 보여주고 있다. 클러스터링 계수는 0.433으로 분석되었으며 ‘복잡계(complex system) 특성’인 멱함수(Power Law)의 법칙을 따르고 있는 것으로 분석되었다. 항만 네트워크의 중심성 분석결과 연결정도 중심성 순위는 Hong Kong, Singapore, Busan, Shanghai 순으로 나타났으며 Hong Kong항과 Singapore항의 경우 지속적으로 연결정도 중심성이 높게 분석되었다. 근접 중심성의 분석결과 Singa- pore, Rotterdam, Port Klang, Shanghai, New York항 순으로 나타났으며 분석기간 중 근접중심성이 가장 높은 항만은 Singapore 항만으로 네트워크상에서 중심에 위치해 관문의 역할을 수행하고 있다는 것을 나타내고 있다. 매개 중심성의 경우 Singapore항과 HongKong항의 매개 중심성이 가장 높은 것으로 분석되었으며, 두 항만은 지리적으로 전 세계 해운운송의 간선항로에 위치해 있어 이러한 매개자 역할을 한다고 볼 수 있다. 마지막으로 아이겐벡터 지속적으로 중심성이 높은 항만은 HongKong, Shanghai, Yantian, Singapore항으로 나타났으며 주로 아시아 지역에 위치한 항만이 차지하고 있다. 이는 아시아 지역의 항만의 중심성이 높은 결과를 반영한 것이라 할 수 있고 특히 우리나라 항만의 경우 Busan항과 Gwangyang항이 상위권에 위치하고 있는 것으로 분석되었다.
본 연구에서 도출된 항만 네트워크의 중심성과 주요 20대 항만의 경쟁력간의 패널 회귀분석(2006-2011)을 6가지 모델로 나누어 분석하였다. Model 1은 네 가지 항만중심성과 항만경쟁력 간의 상호작용을 분석하였고 Model 2~5는 각각의 중심성과 나머지 통제변수를 투입하여 분석하였으며 Model 6는 네 가지 중심성과 통제변수를 모두 투입하여 분석을 실시하였다. 분석결과 Degree Centrality의 경우 Model 1, Model 2, Model 6에서 항만경쟁력을 대변하는 항만물동량에 모두 유의한 것으로 분석되었다. 또한 Eigenvector Centrality의 경우에도 위의 모델에서 유의한 변수로 선정되었다. Model 3, 4, 5, 6에서 선석 수, Model 4, 5, 6에서 선석 당 크레인의 수가 항만물동량에 정(+)의 영향력을 나타내는 것으로 분석되었다. 즉, 각 Model에 공통적으로 항만물동량에 영향을 미치는 항만 중심성 변수는 Degree Centrality와 Eigenvector Centrality로 분석되었다.
모델별로 각 중심성 간의 강한 상관관계를 나타내고 있어 다중공선성 문제를 발생시킬 수 있다. 이를 보완하기 위해 중심성 중 항만경쟁력에 적합한 중심성을 선택하여 최적의 모델을 세우기 위한 분석을 재시도하였다. 분석결과를 요약하면 하우스만 검정 결과 고정효과모형(Fixed effect model)을 선택하였으며 10% 유의수준 하에서 거시경제변수인 GDP가 높은 항만일수록 항만 경쟁력인 항만물동량에 정(+)의 유의미한 영향을 주는 것으로 분석되었다. 또한 설명변수 중 항만의 시설 및 인프라에 대한 변수에서 선석의 변화율에 따라 항만물동량에 정(+)의 영향을 주는 것으로 분석되었다. 마지막으로 항만 중심성 중 항만 경쟁력을 대변하는 항만 물동량에 정(+)의 영향을 미치는 변수로 위세 중심성(Eigenvector Centrality)이 선택되었다.
본 연구의 시사점과 학문적 기여는 다음과 같다.
첫 번째로 실증분석 결과 항만 경쟁력에 선사의 항만 선택에 따라 분석된 항만중심성이 유의한 것으로 분석되었다. 따라서 항만 경쟁력 확보를 위해서는 글로벌 대형선사 및 중소형 선사를 유치하기 위한 노력이 필요하다. 두 번째로 기존의 항만개발정책과 같은 시설과 인프라에 대한 투자를 통한 항만경쟁력 확보보다는 항만의 효율성을 극대화할 수 있는 방법을 강구하여야 하며 세 번째로 대형 선사의 유치와 더불어 피더 네트워크를 확충하기 위해 기존의 피더 선사들을 유치하기 위한 지원이 필요할 것이다. 네 번째로 글로벌 터미널 운영업체에 대한 유치 전략이 요구되며, 항만경쟁 범위의 확대에 따라 국지적인 관점에서 세계적인 관점으로 경쟁에 대한 인식의 변화가 필요하다. 마지막으로 항만경쟁력에 유의한 영향을 미친 아이겐벡터 중심성의 특성을 고려하였을 때 항만 간 전략적 교류와 협력이 필요할 것으로 생각된다. 본 연구의 학문적 기여는 첫째, 전 세계 항만을 대상으로 네트워크 분석을 시행하여 항만 네트워크의 구조를 파악하고 항만 중심성을 파악한 첫 시도의 연구이며 시계열 자료를 이용하여 연도별 중심성 추이를 분석하였다. 또한 항만 경쟁력과의 패널회귀분석을 통해 항만의 경쟁력을 평가하는 관점의 전환을 시도하였다. 또한 선행연구와 달리 2차 자료를 이용하여 객관적 결과를 도출해 낼 수 있었으며 해운, 항만, 물류관련 연구분야에서 사회네트워크분석을 통한 기초연구로 활용될 것으로 생각된다.
