중국의 해양패권주의와 한국의 대응 = China's maritime hegemony and Korea's response
As the gap of national power between the U. S. and China decreases power transition seems to take place. On the basis of rapid economic development China has pursued active foreign policies such as strengthening military power for sea hegemony, realization of Chinese dream, initiation of AIIB (Asian Infrastructure Investment Bank) and ‘One Belt One Road’ (one belt means Economic Silk Road connecting China, Central Asia and Europe; one road the 21stcentury Silk Road on the Sea from Southeast Asia to Europe and Africa by way of South Asia). These Chinese policies have prompted the U.S. to change its foreign policy accordingly such an extent that two countries have fiercely contended in the East Asia region, especially on the Sea. That is because both perceives it is very important to ensure maritime control in East Asia which is essential in terms of their economy and security.
In this sense this research aims firstly, to analyze Chinese territorial strategy which focuses on modernization of military power and strengthening maritime power on the basis of its rapid economic progress and very large population from the point view of power transition. Secondly, to find out what our responds will be in terms of potential maritime delimitation and fisheries agreement between China and Korea. For this purpose I will employ ‘Power Transition theory’ of A J.K.Organski, J. Kugler and F. Zagare on the one hand, and 'Multiple Hierarchy’ of Douglas Remke on the other. Both are needed to analyze competition between China and the U. S. for sea hegemony in East Asia in that Remke focuses on multiple hierarchy in the region while others on international political economy between dominant nation and strong power in terms of power hegemony.
There are some similarity and differences between ‘Power Transition theory’ of Organski and 'Multiple Hierarchy’ of Duglas Remke. First, both theories assert that local-level disputes between dominant nation and challenging one likely take place when national power of a country grows rapidly in the region and its dissatisfaction for the existing regional order increase. However, Remke is different in that he introduces a new variable, ‘Great Power Interference’ to decide whether war or peace will take root in the regional system. If the area is within the influence of the superpower in terms of political and economic power, political and military actions of the local states are subject to restrictions by the superpower. In this case the potential international conflict within the area could be controlled even though the power transition from dominant nation to challenging power is taken place.
'Multiple Hierarchy’ of Remke is an appropriate theoretical framework to examine China and the U. S. competition for maritime hegemony on the East Asia in terms of power transition theory. The United States controls maritime of the East Asia, and is located at the apex of the East Asian region and the international hierarchical system while China is dissatisfied with and challenges against the political, economic and security system under the influence of the United States in East Asia. China perceives that the U S’s policy of “pivot to Asia" is not just a policy of relocating the military but an attempt to reorganize fundamentally future regional order in East Asia originating essentially from 'hegemonic ideas.' Due to the rapid economic development in the background China has gradually strengthened its military modernization and maritime power with confidence. This means China has in mind not only the cross-strait unification, its highest end but also the future relationship with neighboring countries, such as the United States and Japan.
The first priority of Chinese maritime hegemony, however, is to seek for hegemony in the region around the nation. China has even conducted military operations while violating the United Nations Law of the Sea in South China, which has caused international dispute in South China Sea and East China Sea. In the South China Sea, the marine policy of China has changed from a passive one in the past to an aggressive one now such an extent that it has confronted with and has challenged against marine hegemony of the United States in a various way. China has taken a strategy of seeking power transition at the equal level with the United States. The United States seems to have been in the defense owing to the strong challenge of China, which has eventually forced nations in the region to change their policy on the U. S. and China.
China has been seeking hegemony in East Asia, including the South China Sea, has been strengthening the first line of archipelago which has its own setting in 1980s and has been moving toward the second line. First of all, China's goal in the first line archipelago set in the confrontation with neighboring countries, is to ensure maritime power strong enough to control the Taiwan Strait and around, and to pursue peaceful reunification with Taiwan. The second is to ensure the rights of harm-elimination predominantly in the Yellow Sea (West Sea) and to prevent the emergence any regime hostile to China on the Korean Peninsula with its superior army. The third is to expand its maritime power in the South China Sea and to maintain a substantial interest there in parallel with its political and economic influence.
The main causes of China’s maritime hegemony policy for expansion are also included Taiwan and cross-strait reunification and the Korean peninsula. First, the safety of the Taiwan Strait and eventually reunification has existed as a significant political interest in terms of China's sovereignty and unity. In addition, the Korean peninsula is considered absolutely essential for the safety of China in that it is a very important buffer zone between China, and the US, a maritime superpower, and Japan on the one hand and for the balance of power and stability in Northeast Asia on the other.
This paper focuses on SenkakuㆍDiaoyu islands dispute and Ieodo along with the South China Sea as case studies for Chinese maritime hegemony. Diaoyu islands are not just political and military issues between China and Japan only. Because it is at the path of maritime traffic to transport energy supply from the Middle East to South Korea and Japan, and is an important sea area in China and Taiwan as well as South Korea and Japan in terms of military. China has also been specified that Ieodo has been its land as it was recorded in the ancient China history books and that it is within 200 sea miles of Chinese territorial waters and exclusive economic zones.
China is reported to have an ocean-going navy with operational capabilities beyond the third line of archipelago, a set goal for the 100th anniversary of the Communist Party foundation in 2050. This will eventually allow China to face the United States with standing shoulder to shoulder and to pursue an aggressive strategy to defend the country's offshore center. In other words, China recognizes the maritime sovereignty as a sovereignty issue, is in the pursuit of profit maximization and is racing efforts to protect the maritime transport. It will become more and more aggressive on the maritime territorial disputes, such as Namsha Islands issue which becomes more complex issue entangled with the territorial sovereignty issues, energy issues and so on. Nonetheless, China will strive to create a peaceful international environment while preventing the blockade policy of the United States and other foreign powers to create a stable environment for achieving sustained economic development.
Between China and Korea there are also various issues, such as the West Sea and the South Sea, and Ieodo. Provisional measures on these issues are just being done, which means that the risk of collision exists between the two. China seems to put back the problem with South Korea as it would like to focus on the South China Sea and East China Sea issue as well as on ongoing economic development. China's pursuit of military supremacy and hegemony, however, may add difficulty to Korea in the future. Hence we need to focus on the neighboring countries and the case studies to help solve any potential problems with China.
최근 미국과 중국의 국력 격차가 좁혀지면서 세력전이가 일어나고 있다. 고속경제발전을 배경으로 해양패권을 위한 군사력 강화와 중국몽(中國夢)의 실현, 아시아인프라투자은행(AIIB:Asian Infrastructure Investment Bank)설립, 일대일로(一帶一路)전략은 역시 해양패권 장악의 연장선으로 이해할 수 있다. 이러한 중국의 정책은 미국으로 하여금 대외정책에 새로운 변화를 가져오게 하였고, 미국과 중국이 동아시아 해역에서 치열하게 다투고 있는 상황으로까지 발전하고 있다. 미·중 양국은 경제와 안보측면에서 향후 동아시아가 핵심적 위치에 있다고 생각하기 때문에 이 지역에서의 해양통제권 확보가 아주 중요하다고 보고 있다.
이러한 배경 하에 본 연구는 2000년대 이후 중국이 막강한 경제력을 바탕으로 군사 현대화 및 해권(海權)강화를 추진하고 있는 중국의 영해 전략을 세력전이의 관점 하에 분석하여, 한중어업협정과 해양경계획정에서 우리가 대응해야 할 방향에 대해 고찰함을 목적에 두었다. 이를 위해 오간스키(AJ.K.Organski), 쿠글러(J. Kugler)와 제이거(F. Zagare)의 '세력전이(Power Transition)이론'과 더글라스 렘키(Douglas Remke)가 제시한 ‘다중위계체제(Multiple Hierarchy)이론’으로 분석을 시도했다. 렘키는 오간스키와 쿠글러의 지배국과 강대국들 간의 국제정치경제질서 경쟁에 대한 분석에서 벗어나, 지역위계질서를 중심으로 한 세력전이 이론을 주장하였다.
렘키의 다중위계체제 이론과 오간스키의 세력전이 이론은 지역 내에서 특정 국가의 국력이 급속하게 성장하고 기존 지역질서에 대한 도전국가의 불만족도가 높을수록 지배국가와 도전국가 사이의 지역 차원 분쟁이 발생할 가능성이 높아진다고 주장한다. 하지만 렘키의 다중위계체제 이론에서는 ‘초강대국의 개입(Great Power Interference)’이라는 지역체제 내의 전쟁과 평화 여부를 결정짓는 새로운 변수가 추가된다. 만약 해당 지역이 전 세계적인 정치·경제·군사적 영향력을 행사할 수 있는 초강대국의 영향권 내에 있다면, 지역 내부 국가들의 정치·군사적인 행위는 초강대국에 의하여 제약을 받게 된다는 것이다. 이 경우, 지역차원에서 지배국가와 도전국가 사이의 세력전이가 현실화된다고 해도 지역 내부의 국제분쟁 가능성은 통제될 수 있다는 것이다.
렘키가 주장하고 있는 다중위계체제론은 동아시아 해역을 기준으로 미·중 해양패권을 세력전이 측면에서 연구하는데 있어 매우 적절한 이론적 틀을 제공한다. 현재 동아시아 해역을 통제하고 있는 미국은 국제위계체제의 지배국인 반면에 중국은 동아시아 해역에서 미국이 펼쳐 놓은 정치·경제·안보체제에 불만족하고 있는 도전국이다.
중국은 미국의 “아시아로의 회귀”가 단순히 군사력을 재배치하는 차원을 넘어서 향후 동아시아 지역질서를 근본적으로 재편성하고자 하는 ‘패권주의적 발상’에서 비롯된 것으로 인식하고 있으며, 고속경제발전으로 인한 자신감을 배경으로 오늘날 군사현대화와 함께 해양력을 점차 강화하고 있다. 이는 중국이 현재 최고 목표로 하고 있는 양안통일 뿐만 아니라 주변국가 및 미국, 일본과의 미래 관계 설정까지도 염두에 두고 있음을 의미한다.
중국은 우선적으로 자국 주변 지역에서 해양패권 확보를 추진하고 있다. 남중국해에서 해양유엔해양법협약을 초월하는 군사기지화 작업이 대표적인 예이다. 미국과 중국의 해양 정책 대결에서 중국은 과거 수동적인 모습에서 공격적인 모습으로 전환하여 미국의 해양패권에 대해 다양한 방법으로 도전하고 있다. 이는 중국이 미국에 대해 대등한 수준에서 벗어나 세력전이를 꾀하려는 전략을 구사하고 있음을 보여준다.
남중국해를 포함한 동아시아에서 진행하고 있는 중국의 패권추구는 1980년대 설정한 제1열도선을 더욱 강화하고 있고, 이제는 제2열도선을 향해 나아가고 있다. 중국이 주변국가와의 대립구도에서 설정한 제1열도선 내에서의 목표는 첫째, 대만해협과 주변해역의 부분을 통제할 수 있는 해양력을 확보하여 대만과의 양안평화통일을 추구하는 것이다. 둘째, 황해(서해)의 제해 우세권을 확보하여 우수한 육군과 함께 한반도에서 중국에 적대적인 정권출현을 방지하는 것이다. 셋째, 남중국해에서 중국 해양력을 확장하여 정치와 경제적인 영향력과 함께 실질적인 이익을 유지·확장한다는 것이다.
이처럼 중국의 해양패권 확장의 주요 원인에는 중국과 대만의 양안통일, 대 한반도 정책이 포함된다. 우선, 양안통일을 위한 대만의 안전 확보는 중국입장에서 중국 주권과 통일에 있어서 중대한 정치적 이익이 존재하고 있다. 또한 한반도는 중국 과 미국 및 일본의 완충지대로서 동북아시아 지역의 세력균형과 안정을 유지하는 매우 중요한 지역이며 중국 안전을 위해 절대적으로 중요하다고 생각하고 있다.
중국은 중화인민공화국 수립 100주년인 2050년에는 제3열도선을 초월하는 원양작전 능력을 보유한 해군력을 갖출 것을 목표로 하고 있다. 이는 결국 중국이 미국과 어깨를 나란히 하고 자국의 근해를 중심으로 적극적인 방어 전략을 추구하고자 하는 것이다. 즉, 이것은 중국이 해양영유권 문제를 주권문제로 인식하고 해양에서의 이익극대화를 추구하며 해상교통로 보호를 위한 노력을 경주하는 것을 의미한다. 남사군도 문제와 같이 해양영토 분쟁에서 보듯이 중국은 영토 주권 문제, 에너지 문제가 얽힌 복잡한 사안에는 더욱 적극적으로 움직일 것이다. 하지만 중국은 지속적인 경제발전을 달성하기 위한 안정적인 대외환경을 만들기 위해 미국 등 강대국의 봉쇄정책을 저지하면서 평화적인 국제환경을 조성하고자 노력을 포기하지 않을 것이다.
한국과 중국 사이에는 서해와 남해 및 이어도 문제가 상존하고 있다. 지금까지는 양국 간에 잠정적인 조치가 이루어지고 있는 상황이지만, 이는 언제든지 충돌의 위험성이 존재하고 있음을 의미한다. 다만 중국은 지속적인 경제발전을 위해 현재 문제 현안이 되고 있는 동중국해와 남중국해 문제에 집중하기 위해, 한국과의 갈등을 표면화 시키지 않을 뿐이다. 하지만 중국의 해양패권추구는 추후 한·중의 해양문제와 관련하여 양국관계에 어려움을 가중시킬 수 있을 것이다. 그러므로 한국은 앞으로 예상되는 중국과의 해양 분쟁에 대비한 전략적인 대응 방안을 구축해 나갈 필요가 있다.
